Review of Related Literature

Cultural Center of the Philippines (CCP)

The Arts Education Department encourages the growth of aspiring artists, arts managers and
new audiences through master classes, workshops, and online educational resources.  The Outreach and
Exchange Department supports the development of satellite venues in select cities all over the country.
The Production and Exhibition Department advances the practice in technical theater and design and
takes the lead in the professionalization of stagecraft and venue management in the country.  The
Cultural Content Department digitizes the cultural content of the Center and designs interactive portals
to make this available to students, teachers, and enthusiasts in the World Wide Web.  With the Assets
Development Program the CCP is poised to redevelop it sixty hectare property as a major cultural and
eco-tourism destination in the Asia Pacific region. The CCP belongs to various international organizations
such as the Association of Asia Pacific Performing Arts Center (AAPAC), the Conseil International des
Organisations de Festivals de Folklore et d’Arts Traditionnels (CIOFF), the World Dance Alliance (WDA),
the International Theater Institute (ITI), the Asian Theater Alliance (ATA), the ASEAN Committee on
Culture and Information (ASEAN COCI), the ASEAN Korea Traditional Music Orchestra (AKTMO) among
many others.  Through these international network and exchange programs Filipino artists have been
able to engage with their international counterparts and local audiences have been able to experience
the arts and culture from the Asia Pacific and all over the world.

Analysis

The CCP is the official government agency for culture in the Philippines and it focuses on the
preservation, development and promotion of the Philippine arts and culture which can also be seen in
the project proposal. The project intends to be an extension for the CCP and also a PWD-supportive base
facility.

BP 344 (Accessibility Law)

“AN ACT TO ENHANCE THE MOBILITY OF DISABLED PERSONS BY REQUIRING CERTAIN


BUILDINGS, INSTITUTIONS, ESTABLISHMENTS AND PUBLIC UTILITIES TO INSTALL FACILITIES AND OTHER
DEVICES.”

BP 344 or the Accessibility Law aims to enhance the mobility of disabled persons by requiring
certain buildings, institutions, establishments and public utilities to install facilities and other devices like
ramps, handrails and ample spaces to allow the entry and access of wheel chair bound persons, those
with crutches, canes and other PWD mobility aids.

Analysis

The BP 344 will help execute the plans and design for the project for it’s the law that supervise
the enhancement of PWD. The study will adapt to the rules and regulations of this law to easily redefine
the project.

Department of Health (DOH)

HEALTH AND WELLNESS PROGRAM FOR PERSONS WITH DISABILITIES

Globally, over 1 billion people, or approximately 15% of the world’s population, have some form
of disability. About 110 to 190 million people 15 years and older have significant difficulties in
functioning. Moreover, the rapid spread of chronic diseases and population ageing contribute to the
increasing rates of disability. About 80% of the world’s PWDs live in low-income countries, wherein
majority are poor and cannot access basic services. With their conditions, PWDs need greater attention
and considerations in terms of health needs, without discrimination. However, reports show that PWDs
have less access to health services and therefore have greater unmet needs (WHO, 2012.)

In the Philippines, the results of the 2010 Census of Population and Housing (CPH, 2010) show
that of the household population of 92.1 million, 1.443 million Filipinos or 1.57%, have a disability.
Region IV-A, with 193 thousand PWDs, was recorded to have the highest number of PWD among the 17
regions, while the Cordillera Administrative Region (CAR) had the lowest number with 26 thousand
PWDs. There were more males, who accounted for 50.9% of the total PWD in 2010, compared to
females, with 49.1% with disability. For every five (5) PWD, one (18.9%) was aged 0 to 14 years, three
(59.0%) were in the working age group (15-64 years old), and one (22.1%) was aged 65 years and above
(NSO, 2013).

Analysis

The DOH regulates the health and wellness of the PWD community and abiding to this study will
help formulate the right equipment’s and facilities the project will offer. This study will help regulate the
proposal’s regulation about the health of the community.
Case Study

Basra Cultural Center | Dewan Architects & Engineers

The Basra Governorate launched a competition for the new Culture Palace of the city which
prompted this design by Dewan Architects & Engineers. The brief asked for the new cultural center to
reflect the heritage and culture of the city, providing a place to hold cultural events and festivals while
also utilizing the latest technologies in lighting and sound systems. This project has a total built up area
of 20,868 square meters and by taking into consideration several economic, sustainable, safety and
security aspects, the final design follows a modern architectural language.

The void cutting through the building is the entrance point into the cultural center as well as the
heart of the project, creating an idea location for social interactions to take place. Within this central
void are sequential ramps linking the different levels to provide easy access to the inner spaces of the
building and connect the two parts.

To honor the heritage of Basra, Iraq elements were added to the design such as the diagonal
squared openings in the buildings façades that gradually reduce in size as they get closer to the main
entrance void and are reminiscent of the “Dots” in Arabic Calligraphy. Another such feature is the
gradual curvilinear architectural elements that resemble an open book. These details are in different
scales to add to the building’s dynamism. As a final touch some calligraphy and poetry were introduced
to the “pages” as ornamental features as well as to perpetuate the cultural role of Basra.

Architectural Analysis

The project aims to provide the facility with the latest technologies that will aid the project in
the utilization of the lighting and sound system. This reasearch also provides architecural approach
through economic, sustainable, safety and security aspect for the projects design formulation.

Recommendations

The research might give significance to the proposal wherein the utilization of modern
equipments to the facility will give a boost in the projects’ architectural existense.
Kalecik Cultural Center

The project is designed as a continuation of the social functions within the new recreational site
located in the southern border of the city center. Being located in a local attraction zone, the project
houses two convention halls (1 conference and 1 multi-purpose hall) as well as a youth center and
multiple exhibition halls for daily use by the citizens of Kalecik.

The pedestrian movement initiated in the north east portion of the site is continued within the
building via a continuous circulation loop. The users flow approaching the building from the recreation
zone on north east is collected on the site under a contemporary re-design of the traditional “portico,”
and driven towards the interior street organizing the building’s circulation.

The interior street connects the two convention functions on the entry level, and reaches the
youth center on the garden level through an interior amphitheater. On this level, the interior street
concludes at the border of the recreation zone on the north east, and completes its loop by connecting
to the initial portico on the upper level.

The design emphasizes the use of local resources and materials such as the stone from local
quarries. Sustainability of the building is paid special attention in terms of energy conservation and
recycling.

Architectural Analysis

The building is designed as a form of social funtion. It houses a a conference hall and convention
hall a youth center and multiple exhibition halls. The spaces are large enough for the accommodation of
a large visitors or tourist.

Recommendations

With the objective of tourism in mind, the structure can be aesthetically attractive through the
interior and exterior of the project. It also emphasizes the sustainability, conservation and recyling in its
architectural approach.
