PEANUT MARKETING NEWS – October 12, 2020 – Tyron Spearman, Editor (140)

PLC PAYMENTS – It is October and time for the Price Loss Coverage program to help farmers. FSA is now making those
payments. This segment of the Farm Bill is based on low prices of peanuts to the farmer last year from August 2019 til July 2020.
The Average Price paid to farmers will be about $410 per ton. During the Farm Bill negotiations, the direct payment of $35 per ton
was eliminated leaving $495 as the target price. In the final negotiations, the $495 target price was changed to $535 per ton reference
price, considered by some as the cost of production.
On peanuts– A final projected Effective price published in August was $410 per ton or $.205 per pound. To determine
assistance, subtract the Market Year Average (MYA) from the Statutory Reference Price. For 2019, subtract $410 per ton from $535
per ton (Reference Price) and the Projected or Final 2019 PLC Payment Rate is $125 per ton. This payment applies to 85% of the
peanut farm base.
DEADLINE TO APPLY FOR HURRICANE INDEMNITY PROGRAM - The U.S. Department of Agriculture (USDA) has
announced that Friday, Oct. 30, 2020, as the deadline to submit applications for the Wildfire and Hurricane Indemnity Program – Plus
(WHIP+) for 2018 and 2019 losses. USDA did not originally specify a deadline when the program was announced.
WHIP+ compensates producers for losses due to hurricanes, floods, snowstorms, tornadoes, typhoons, volcanic activity,
drought, excessive moisture, and wildfires occurring in calendar years 2018 and 2019. Drought and excessive moisture were added as
eligible losses for the program in March 2020. To date, FSA has received more than 133,000 applications for WHIP+ disaster
assistance and paid out nearly $1.4 billion in WHIP+ benefits.
Next week, FSA will launch a new tool on the farmers.gov WHIP+ webpage to help producers understand eligibility for the
program and whether they had possible losses in 2018 and 2019. The tool will also allow producers an opportunity to provide
information for FSA staff to reach out to them.
LOSS OF PEANUT LEADER – We are saddened to report the death of Jerry Davis, 81, of Hawkinsville. Jerry managed The Heart
of Georgia Peanut & Gin Company from 1972 until he retired in 2019. Jerry served as Chairman of the Southern Peanut Warehouse
Association; National Peanut Buying Points Association Board of Directors; Georgia Feed and Grain Association Board of Directors;
Georgia Crop Production Alliance Board of Directors; Georgia Plant Food and Education Society Board of Directors; Georgia
Agribusiness Council Board of Directors. He served on the Southern Cotton Ginners Association; Georgia National Fair / Georgia
Agricultural Exposition Authority Board of Directors and many others in his community. Funeral services were Sunday, October 11th
