1 PURPOSE AND SCOPE
1.1 PURPOSE

This Procedure defines XXX’s requirements relating to the provision of adequate and appropriate
equipment, facilities and personnel to enable first aid to be given to employees, contractors,
customers and visitors.

1.2 SCOPE

This procedure applies to all Operation and Maintenance of YYY Metro Project – Line X, Y, W AND
Z , and to the provision where relevant of first aid to its employees, contractors, customers and
visitors.
2 RESPONSIBILITIES AND AUTHORITIES

arrangements in the locations for which they are responsible
during site inductions.
The provision of portable first aid kit

3.2 TERMS

Terms Definitions
Contaminated Sharps Any contaminated object that can penetrate the skin, including but
not limited to, needles, scalpels and broken glass.

Treatment of minor injuries which do not require treatment by


First Aid medical professionals, or
Emergency care or treatment is given to an ill or injured person
before regular medical aid can be obtained.
Any XXX employee trained to render First Aid by a Saudi Red
Crescent Authority approved body; who holds a currently valid
First Aider
certification for the same and has been authorized by XXX to fulfil
this role.
A collection of items, to be used in case of a spill, leak or other

4 FIRST AID
4.1 ASSESSMENT OF FIRST AID NEEDS

Line Managers must ensure that an assessment of First Aid needs is carried out for each work
location and activity for which they are responsible for as specified in Labor Law – Article 29, 129,
142, 143, 144.

The Health, Safety and Environment Manager shall ensure the following points are considered in
the assessment:

 Workplace hazards and risks


 History of accidents for similar locations
 Number, nature and distribution of the workforce
 Anticipated passenger volumes
 The remoteness of the site from emergency medical services
 Needs for traveling, remote and lone workers
 Employees working on shared or multi-occupied sites
 Availability of First Aiders in the location
 Shift Patterns (ensuring appropriate level of trained staff are allocated to each shift)

Assessments shall be recorded on the Task Risk Assessment Form using the guidance in Appendix
A. The assessment shall be reviewed by the Line Manager, with assistance from the HSE Manager
as required:

 Where an incident investigation indicates the need


 Where there have been significant changes in the workplace, task, equipment or
employees
 As a minimum every three years
 Transitional stages of contract and assest handover (initial/final)
 Change in legislation or notice of enforcement from local authorities

The assessment shall determine the provision of First Aiders and First Aid equipment.

4.2 FIRST AID TRAINING

The First Aid at Work course provides all the required first aid skills necessary to manage a patient
that is not breathing normally, is unconscious, bleeding, or is ill or injured prior to the arrival of
the emergency services, as listed in XXX HR training plan (TRA-PL-001-01).

The Head of Competence and Training shall ensure all First Aid training is scheduled, facilitated
and completion records kept on the employee’s personnel.
Where specific roles have been identified as requiring First Aid training, the Head of Competence
and Training shall ensure that these skills are linked to the competence framework for the role.

Successful delegates will be issued with a certification card which shall be carried while on-duty
and indicate that the bearer is duly authorized by XXX to carry out First Aid treatment.

4.3 FIRST AID ARRANGEMENTS

4.3.1 Treatment areas

Stations and depot administration buildings have designated areas for First Aiders to treat
patients. These areas are part of the safety rooms located in every station and are managed by
the station operation team as detailed in station procedures for line 3,4,5&6. These are equipped
with:

 First Aid kits


 An automated external defibrillator, with infant/child key
 An examination couch and step-stool
 A folding wheelchair
 A foot-operated bin with disposable yellow offensive/hygiene waste bags
 A container for secure disposal of ‘sharps’
 Movable screens to protect the dignity of persons receiving first aid treatment when
relocation to the dedicated treatment room.
 Foldable Stretcher
 Eye Washing Station

In other worksites such as; in depots workshops, tunnels, viaducts, tunnel shafts, at-grade, ITPSs
buildings outside stations, elevated stations basements or park and ride buildings. Portable first
aid kits will be provided to the team working in this area, under the supervision of supervisor /
Line Manager. First aid will be administered as necessary there will not be a designated area.

First aiders contact details will be displayed on First aid poster, which will be displayed in the
treatment areas. First aiders can be summoned using the details listed.

4.3.2 First Aid materials

The newest ANSI/ISEA standard introduces just two classes of first aid kits: Class A and Class B.
Class A kits are designed to deal with the most common types of workplace injuries. Class B kits
are travel bags to be used by teams working outside building areas, designed with a broader range
and quantity of supplies to deal with injures in more complex or high-risk environments.

Each kit has a list of the contents inside to assist in making inventory checks. Stock will be
replenished as required.
Where specific risks are identified in the assessment of First Aid needs, additional items may be
added to the kits by the responsible Line Manager, in agreement with the HSE Manager when
necessary.

4.4 FIRST AID TREATMENT

4.4.1 Legal Considerations

First Aid treatment can only be given by a trained person during their shift hours and within areas
under XXX control.

Should any First Aider treat any non-employees outside of XXX controlled areas or while off-duty,
that person takes personal responsibility for the outcome of the treatment under Saudi law. The
‘good Samaritan laws’ which are accepted in many countries and protect the endeavors of trained
First Aiders acting in good faith do not apply in Saudi Arabia.

Note:
While at work, acting as trained and in accordance with this procedure First Aiders have the full
support of XXX.

4.4.2 Handling an Incident Scene

When called upon to provide First Aid treatment, the First Aider must always consider their own
safety first and assess the scene for hazards before giving assistance. Consideration must also be
given to preserving any evidence at the scene as described in the Incident Management
Procedure.

Following an initial assessment, the First Aider shall ensure the emergency services are called by
requesting the Station Controller to coordinate alternatively they may be called by someone at
the scene. If the call is made from the site, the Station Controller must be informed that this has
been done, when and by whom. The Emergency Services Liaison Group outputs include agreeing
and communicating the locations of Rendezvous Points (RVPs) where emergency services can park
and be met (including GPS coordinates) although the Station Controller may be required to
reiterate these instructions. Radios will be provided while working in remote or underground
areas.

The Station Controller will record all the details in their Log Book and pass on the details to the
OCC Duty Manager who will in turn note all details in the OCC Log Book.

4.4.3 Handover to SRCA Paramedics

SRCA will be met by a XXX representative at the designated meeting point. When handing over a
patient to SRCA, the First Aider must give a full verbal account of all the details of the case and any
treatment given.
In the event that SRCA cease resuscitation of the patient according to their protocol; under no
circumstances should any member of XXX staff sign any forms presented to them by any party.
Instead, they should advise the OCC Chief Controller and await further instructions.

4.4.4 Reporting Treatment Provided

Any First Aid treatment provided in the workplace; however trivial must be reported and recorded
as per the Accident and Incident Reporting and Investigation Procedure.

4.4.5 Medical Waste and Cleanliness

Upon the conclusion of any investigation, cleaning contractors will be deployed to clean up spilled
bodily fluids using appropriate spill kits and training. Spill kits will be stored as per the Hazardous
Substance Procedure. Spill kits will be placed in the treatment area/room. Contents will be
monitored like first aid kit.

Any medical waste from First Aid treatment must be placed in a designated Medical hazardous
waste/biological hazardous waste bin. Any contaminated sharps either used by medical
professionals or found and recovered by cleaners shall be placed in a yellow sharps waste
container and disposed of as offensive/hygiene waste. Will be disposed of as per the Waste
Management Procedure.

4.5 CHECKING OF EQUIPMENT AND CONSUMABLES

First Aider(s) shall carry out regular checks of the facilities, equipment and consumable items in
their workplace and report any defects or deficiencies to HSQE as soon as possible.

HSQE will liaise with the supplier to resolve all issues or defects at the earliest opportunity.

4.6 COMMUNICATION

Line Managers shall ensure that everyone in the locations for which they are responsible is
informed of the First Aid arrangements. This will be achieved as per Communications Procedure
(QUA-PR-003-01 ) by the placement of a notice in a prominent place detailing the names,
locations and phone numbers of qualified First Aiders. It shall also be achieved by briefing all new
employees and visitors on how and who they should contact in the event of an emergency.

6 MONITORING AND AUDIT
6.1 MONITORING

Procedural compliance monitoring will be undertaken as part of Planned General Inspections and
Competence Management monitoring.

6.2 AUDIT

Procedural compliance auditing will be undertaken in accordance with the Internal HSQE Audit
Procedure QUA-PR-010-01.
7 RECORDS

In assessing first aid needs, the following should be considered:
 the nature of the work and workplace hazards and risks;
 the nature of the workforce;
 the location’s history of accidents;
 work patterns;
 the remoteness of the site from emergency medical services;
 annual leave and other absences of first-aiders and appointed persons;
