welfare through structural strength, means of egress facilities, stability, sanitation, adequate light and ventilation,
energy conservation, minimum habitable spaces dimensions, and safety to life and property from fire and other
hazards attributed to the built environment and to provide safety to fire fighters and emergency responders during
emergency operations.
This code shall be read in conjunction with the current edition of the United Arab Emirates (UAE) Fire & Life Safety
Code of Practice, together with all approved addendums, bulletins, notices and memorandums as may be issued
General Notes in conjunction thereto by the Ministry of Interior or any Civil Defence Fire Prevention & Safety Department, or the
designated committee assigned to the development of UAE Fire & Life Safety Codes and Standards. Where
requirements differ, the most restrictive shall apply.
Moreover to ensure that they have complied with all other applicable statutes, standards and regulations are
administered by all relevant authorities and agencies’ such as and –not limited to- (ADM, UPC, Estidama, DoT,
ADCD, H.S.E., all associated utility agencies, etc.). In case of any discrepancy of codes enforcement between
authorities the more restricted interpretation will govern.
Is the Consultant responsability to provide evidences of full coordination between their project and masterplan
context beyond plot boundaries including but not limited to floor levels, pedestrian routes, vehicular access,
landscape, accessibility standards and any other requirements establihed on the masterplan and approved by
UPC"
As per Administrative Decision number 24, announced by Department of Municipal Affairs (DMA) on 13 March
2012. (please also refer http://dma.abudhabi.ae/en/news/child.protection.aspx)
Project shall comply with all requirements stated in the attached article in your submissions, and PROVIDE a
declaration note in ALL relevant architectural drawings.

Administrative Decision Number 24-2012, and shall in due diligence ensure that the new residential building design

4) The safety devices shall be manufactured as per F2006 ASTM or 2090 ASTM standards or equivalent standards in
the Emirates of Abu Dhabi.
We acknowledged that failure to comply shall constitute an offence and will not be granted a building permit
and/or occupancy certificate.”
420.1 General. Occupancies in Groups I-1, R-1, R-2 and R-3 shall comply with the provisions of this section and
other applicable provisions of this code.
420.2 Separation walls. Walls separating dwelling units in the same building, walls separating sleeping units in the

GROUPS same building shall be constructed as fire partitions in accordance with Section 709.
I-1, R-1, R-2, R-3 420.3 Horizontal separation. Floor assemblies separating dwelling units in the same buildings, floor assemblies
separating sleeping units in the same building and floor assemblies separating dwelling or sleeping units from
other occupancies contiguous to them in the same building shall be constructed as horizontal assemblies in
accordance with Section 712.
705.1 General. Exterior walls shall comply with this section.
705.8.1 Allowable area of openings. The maximum area of unprotected and protected openings permitted in an
exterior wall in any story of a building shall not exceed the percentages specified in Table 705.8.
705.8.2 Protected openings. Where openings are required to be protected, fire doors and fire shutters shall comply
with Section 715.4 and fire window assemblies shall comply with Section 715.5.
705.8.3 Unprotected openings. Where unprotected openings are permitted, windows and doors shall be
constructed of any approved materials. Glazing shall conform to the requirements of Chapters 24 and 26.
SECTION 705
705.11.1 Parapet construction. Parapets shall have the same fire-resistance rating as that required for the

supporting wall, and on any side adjacent to a roof surface, shall have noncombustible
faces for the uppermost 18 inches (457 mm), including counterflashing and coping materials. The height of the
parapet shall not be less than 30 inches (762 mm) above the point where the roof surface and the wall intersect.
Where the roof slopes toward a parapet at a slope greater than two units vertical in 12 units horizontal (16.7-
percent slope), the parapet shall extend to the same height as any portion of the roof within a fire separation
distance where protection of wall openings is required, but in no case shall the height be less than 30 inches (762
mm)."
"706.1 General. Each portion of a building separated by one or more fire walls that comply with the provisions of
this section shall be considered a separate building. The extent and location of such fire walls shall provide a

complete separation. Where a fire wall also separates occupancies that are required to be separated by a fire

706.4 Fire-resistance rating. Fire walls shall have a fireresistance rating of not less than that required by Table 706.4."
SECTION 707 707.1 General. Fire barriers installed as required elsewhere in this code or the Abu Dhabi International Fire Code

708.1 General. The provisions of this section shall apply to shafts required to protect openings and penetrations
through floor/ceiling and roof/ceiling assemblies. Shaft enclosures shall be constructed as fire barriers in

708.2 Shaft enclosure required. Openings through a floor/ ceiling assembly shall be protected by a shaft enclosure
complying with this section.
709.1 General. The following wall assemblies shall comply with this section.
1. Walls separating dwelling units in the same building as required by Section 420.2.
2. Walls separating sleeping units in the same building as required by Section 420.2.

709.2 Materials. The walls shall be of materials permitted by the building type of construction.
709.3 Fire-resistance rating. Fire partitions shall have a fireresistance rating of not less than 1 hour.

assembly in accordance with ASTM E 119 or UL 263 and labeled in accordance with Section 703.5 shall be
permitted in fire doors and fire window assemblies in accordance with their listings and shall not otherwise be
required to comply with this section.
715.2 Fire-resistance- 715.4.7 Glazing material. Fire-protection-rated glazing conforming to the opening protection requirements in
rated glazing Section 715.4 shall be permitted in fire door assemblies.
715.4.7.1 Size limitations. Fire-protection-rated glazing used in fire doors shall comply with the size limitations of
NFPA 80.
715.4.7.4 Safety glazing. Fire-protection-rated glazing installed in fire doors in areas subject to human impact in
hazardous locations shall comply with Chapter 24.
715.5 Fire-protection-rated glazing. Glazing in fire window assemblies shall be fire-protection rated in accordance
with this section and Table 715.5. Glazing in fire door assemblies shall comply with Section 715.4.7. Fire-protection-

801.1 Scope. Provisions of this chapter shall govern the use of materials used as interior finishes, trim and
decorative materials.
801.2 Interior wall and ceiling finish. The provisions of Section 803 shall limit the allowable fire performance and
smoke development of interior wall and ceiling finish materials based on occupancy classification.
801.3 Interior floor finish. The provisions of Section 804 shall limit the allowable fire performance of interior floor
finish materials based on occupancy classification.
801.4 Decorative materials and trim. Decorative materials and trim shall be restricted by combustibility and the

flame propagation performance criteria of NFPA 701, in accordance with Section 806. [F]
INTERIOR FINISHES
801.8 Foam plastics. Foam plastics shall not be used as interior finish except as provided in Section 803.4. Foam
plastics shall not be used as interior trim except as provided in Section 806.3 or 2604.2. This section shall apply both
to exposed foam plastics and to foam plastics used in conjunction with a textile or vinyl facing or cover.
803.9 Interior finish requirements based on group. Interior wall and ceiling finish shall have a flame spread index
not greater than that specified in Table 803.9 for the group and location designated. Interior wall and ceiling finish
materials tested in accordance with NFPA 286 and meeting the acceptance criteria of Section 803.1.2.1, shall be
permitted to be used where a Class A classification in accordance with ASTM E 84 or UL 723 is required.

901.2 Fire protection systems. Fire protection systems shall be installed, repaired, operated and maintained in
accordance with this code and the UAE Fire and Life safety Code of Practice. Any fire protection system for which
an exception or reduction to the provisions of this code has been granted shall be considered to be a required
system.
Exception: Any fire protection system or portion thereof not required by this code shall be permitted to be installed
for partial or complete protection provided that such system meets the requirements of this code.
901.3 Modifications. No person shall remove or modify any fire protection system installed or maintained under the
provisions of this code or the UAE Fire and Life safety Code of Practice without approval by the building official.
901.4 Threads. Threads provided for Civil Protection and Safety Department of Civil Defence connections to
sprinkler systems, standpipes, yard hydrants or any other fire hose connection shall be compatible with the
connections used by the local Civil Protection and Safety Department of Civil Defence.
901.5 Acceptance tests. Fire protection systems shall be tested in accordance with the requirements of this code
and the UAE Fire and Life safety Code of Practice. When required, the tests shall be conducted in the presence of
the building official. Tests required by this code, the UAE Fire and Life safety Code of Practice and the standards
listed in this code shall be conducted at the expense of the owner or the owner’s representative. It shall be

unlawful to occupy portions of a structure until the required fire protection systems within that portion of the

901.6 Supervisory service. Where required, fire protection systems shall be monitored by an supervising station in
accordance with NFPA 72.
901.6.1 Automatic sprinkler systems. Automatic sprinkler systems shall be monitored by an approved supervising
station. Exceptions:
1. A supervising station is not required for automatic sprinkler systems protecting one- and two-family dwellings.
2. Limited area systems serving fewer than 20 sprinklers. 901.6.2 Fire alarm systems. Fire alarm systems required by
the provisions of Section 907.2 of this code and the UAE Fire and Life safety Code of Practice shall be monitored by
an approved supervising station in accordance with Section 907.6.5.
Exceptions:
1. Single- and multiple-station smoke alarms required by Section 907.2.11.
2. Smoke detectors in Group I-3 occupancies.
3. Supervisory service is not required for automatic sprinkler systems in one- and two-family dwellings.
901.6.3 Group H. Manual fire alarm, automatic fireextinguishing and emergency alarm systems in Group H
occupancies shall be monitored by an approved supervising station.
Exception: When approved by the building official, onsite monitoring at a constantly attended location shall be
permitted provided that notifications to the Civil Protection and Safety Department of Civil Defence will be equal
to those provided by an approved supervising station.
903.1 General. Automatic sprinkler systems shall comply with this section. [F]
903.2 Where required. Approved automatic sprinkler systems in new buildings and structures shall be provided in
the locations described in Sections 903.2.1 through 903.2.12. [F]

Exception: Spaces or areas in telecommunications buildings used exclusively for telecommunications equipment,

904.1 General. Automatic fire-extinguishing systems, other than automatic sprinkler systems, shall be designed,

905.1 General. Standpipe systems shall be provided in new buildings and structures in accordance with this
section. Fire hose threads used in connection with standpipe systems shall be approved and shall be compatible
with Civil Protection and Safety Department of Civil Defence hose threads. The location of Civil Protection and
Safety Department of Civil Defence hose connections shall be approved. In buildings used for highpiled
SECTION 905 combustible storage, fire protection shall be in accordance with the Abu Dhabi International Fire Code. [F]
STANDPIPE SYSTEMS 905.2 Installation standard. Standpipe systems shall be installed in accordance with this section and NFPA 14. [F]
905.3 Required installations. Standpipe systems shall be installed where required by Sections 905.3.1 through 905.3.7
and in the locations indicated in Sections 905.4, 905.5 and
905.6. Standpipe systems are allowed to be combined with automatic sprinkler systems. [F]
Exception: Standpipe systems are not required in Group R-3 occupancies.
906.1 Where required. Portable fire extinguishers shall be installed in the following locations. [F]
1. In new and existing Group A, B, E, F, H, I, M, R-1, R-2, R-4 and S occupancies.
Exception: In new and existing Group A, B and E occupancies equipped throughout with quick response
sprinklers, portable fire extinguishers shall be required only in locations specified in Items 2 through 6.
2. Within 30 feet (9144 mm) of commercial cooking equipment.
3. In areas where flammable or combustible liquids are stored, used or dispensed.

907.1 General. This section covers the application, installation, performance and maintenance of fire alarm
systems and their components. [F]

907.2 Where required-new buildings and structures. An approved fire alarm system installed in accordance with

909.1 Scope and purpose. This section applies to mechanical or passive smoke control systems when they are
required by other provisions of this code. The purpose of this section is to establish minimum requirements for the
design, installation and acceptance testing of smoke control systems that are intended to provide a tenable

environment for the evacuation or relocation of occupants. These provisions are not intended for the preservation
of contents, the timely restoration of operations or for assistance in fire suppression or overhaul activities. Smoke

control systems regulated by this section serve a different purpose than the smoke- and heat-venting provisions
found in Section 910. Mechanical smoke control systems shall not be considered exhaust systems under Chapter 5
of the Abu Dhabi International Mechanical Code. [F]
911.1 General. Where required by other sections of this code and in all buildings classified as high-rise buildings by
this code, a fire command center for Civil Protection and Safety Department of Civil Defence operations shall be
provided and shall comply with Sections 911.1.1 through 911.1.5. [F]
SECTION 911
911.1.1 Location and access. The location and accessibility of the fire command center shall be approved by the

911.1.2 Separation. The fire command center shall be separated from the remainder of the building by not less
than a 1-hour fire barrier constructed in accordance with Section 707 or horizontal assembly constructed in

1006.1 Illumination required. The means of egress, including the exit discharge, shall be illuminated at all times the
building space served by the means of egress is occupied.
Exceptions:
1. Occupancies in Group U.
2. Aisle accessways in Group A.
3. Dwelling units and sleeping units in Groups R-1, R-2 and R-3.
4. Sleeping units of Group I occupancies.
1006.2 Illumination level. The means of egress illumination level shall not be less than 1 footcandle (11 lux) at the

walking surface.
MEANS OF EGRESS
1006.3 Illumination emergency power. The power supply for means of egress illumination shall normally be
ILLUMINATION
provided by the premises’ electrical supply.
In the event of power supply failure, an emergency electrical system shall automatically illuminate all of the areas
as indicated under this section.
1006.4 Performance of system. Emergency lighting facilities shall be arranged to provide initial illumination that is
at least an average of 1 footcandle (11 lux) and a minimum at any point of 0.1 footcandle (1 lux) measured along
the path of egress at floor level. Illumination levels shall be permitted to decline to 0.6 footcandle (6 lux) average
and a minimum at any point of 0.06 footcandle (0.6 lux) at the end of the emergency lighting time duration. A
maximum-to-minimum illumination uniformity ratio of 40 to 1 shall not be exceeded.
1008.1 Doors. Means of egress doors shall meet the requirements of this section. Doors serving a means of egress
system shall meet the requirements of this section and Section 1020.2. Doors provided for egress purposes in

numbers greater than required by this code shall meet the requirements of this section.
DOORS, GATES AND
Means of egress doors shall be readily distinguishable from the adjacent construction and finishes such that the

doors are easily recognizable as doors. Mirrors or similar reflecting materials shall not be used on means of egress
doors. Means of egress doors shall not be concealed by curtains, drapes, decorations or similar materials.

through 1008.1.4.5. and included but not limited to:

1008.1.9 Door operations. Except as specifically permitted by this section egress doors shall be readily openable
from the egress side without the use of a key or special knowledge or effort.
1008.1.10 Panic and fire exit hardware.
1008.2 Gates.
1008.3 Turnstiles.
LUMINOUS EGRESS
1009.4.4 Dimensional uniformity. Stair treads and risers shall be of uniform size and shape. The tolerance between
the largest and smallest riser height or between the largest and smallest tread depth shall not exceed 3/8 inch (9.5
mm) in any flight of stairs. The greatest winder tread depth at the walkline within any flight of stairs shall not
exceed the smallest by more than 3/8 inch (9.5 mm).
1009.6 Stairway construction. All stairways shall be built of materials consistent with the types permitted for the type
of construction of the building, except that wood handrails shall be permitted for all types of construction.
1009.6.1 Stairway walking surface. The walking surface of treads and landings of a stairway shall not be sloped
steeper than one unit vertical in 48 units horizontal (2-percent slope) in any direction. Stairway treads and landings
shall have a solid surface. Finish floor surfaces shall be securely attached. SECTION 1024
SECTION 1009 1009.6.2 Outdoor conditions. Outdoor stairways and outdoor approaches to stairways shall be designed so that LUMINOUS EGRESS
STAIRWAYS water will not accumulate on walking surfaces. PATH MARKINGS
1009.6.3 Enclosures under stairways. The walls and soffits within enclosed usable spaces under enclosed and
unenclosed stairways shall be protected by 1-hour fireresistance- rated construction or the fire-resistance rating of
the stairway enclosure, whichever is greater. Access to the enclosed space shall not be directly from within the
stair enclosure.
Exception: Spaces under stairways serving and contained within a single residential dwelling unit in Group R-2 or R-
3 shall be permitted to be protected on the enclosed side with 1/2-inch (12.7 mm) gypsum board.
There shall be no enclosed usable space under exterior exit stairways unless the space is completely enclosed in 1-
hour fire-resistance-rated construction. The open space under exterior stairways shall not be used for any purpose.
1010.1 Scope. The provisions of this section shall apply to ramps used as a component of a means of egress.

Exceptions:
HORIZONTAL EXITS
1. Other than ramps that are part of the accessible routes providing access in accordance with Sections 1108.2
through 1108.2.4 and 1108.2.6, ramped aisles within assembly rooms or spaces shall conform with the provisions in
Section 1028.11.
2. Curb ramps shall comply with Abu Dhabi/ICC A117.1.
3. Vehicle ramps in parking garages for pedestrian exit access shall not be required to comply with Sections

1011.2 Illumination. Exit signs shall be internally or externally illuminated.
Exception: Tactile signs required by Section 1011.3 need not be provided with illumination.
1011.4 Internally illuminated exit signs. Electrically powered, self-luminous and photoluminescent exit signs shall be SECTION 1110

instructions and Chapter 27. Exit signs shall be illuminated at all times.
1011.5 Externally illuminated exit signs. Externally illuminated exit signs shall comply with Sections 1011.5.1
through 1011.5.3.
1013.1 Where required. Guards shall be located along opensided walking surfaces, including mezzanines,
equipment platforms, stairs, ramps and landings that are located more than 30 inches (762 mm) measured
vertically to the floor or grade below at any point within 36 inches (914 mm) horizontally to the edge of the open
side. Guards shall be adequate in strength and attachment in accordance with Section 1607.7.
1013.1.1 Glazing. Where glass is used to provide a guard or as a portion of the guard system, the guard shall also
comply with Section 2407. Where the glazing provided does not meet the strength and attachment requirements
of Section 1607.7, complying guards shall also be located along glazed sides of open-sided walking surfaces.
1013.2 Height. Required guards shall be not less than 42 inches (1067 mm) high, measured vertically above the
adjacent walking surfaces, adjacent fixed seating or the line connecting the leading edges of the treads.
1013.3 Opening limitations. Required guards shall not have openings which allow passage of a sphere 4 inches
(102 mm) in diameter from the walking surface to the required guard height.
1013.4 Screen porches. Porches and decks which are enclosed with insect screening shall be provided with SECTION 1203
guards where the walking surface is located more than 30 inches (762 mm) above the floor or grade below. VENTILATION

1013.5 Mechanical equipment. Guards shall be provided where appliances, equipment, fans, roof hatch

in diameter. The guard shall extend not less than 30 inches (762 mm) beyond each end of such appliance,
equipment, fan or component.
1013.6 Roof access. Guards shall be provided where the roof hatch opening is located within 10 feet (3048 mm) of
a roof edge or open side of a walking surface and such edge or open side is located more than 30 inches (762
mm) above the floor, roof or grade below. The guard shall be constructed so as to prevent the passage of a
sphere 21 inches (533 mm) in diameter.

406.2.4 Vehicle barrier systems. Vehicle barrier systems not less than 2 feet 9 inches (835 mm) high shall be placed

YARDS OR COURTS
1020.1 General. Exits shall comply with Sections 1020 through 1026 and the applicable requirements of Sections
