B. Brief History of Community

The name “Talisayan” originated from the Spanish period but the precise time is undetermined.
However, a folk story telling how Talisayan got its name has been consistently passed on
through generations.
During those early days, Talisayan was a quiet place and there were just few people living in the
area. When the Spaniards came, a large number of people moved to the place. As the years went
by, there were also people who decided to stay in this place to earn their living. They found this
place suitable for fishing and farming. People from other places finally decided to stay here
permanently. In the late afternoons, children spent their time along the seashore playing and
breathing the freshness of the air. The children also gathered talisay fruits that served as their
snacks after playing. One afternoon, a group of Spaniards passed by the seashore. They saw the
children playing and they approached them and asked in Spanish what the name of the place is.
The children thought they were asked what they were eating, so they replied "Talisay".
Consequently, the Spaniards thought that the name of the place is Talisayan after the talisay trees
that grew abundantly in the area. This is the reason why this place is now called Talisayan.
Moreover, Talisayan also has one sitio called San Ramon. Like Talisayan, it also has its own
story.
The population of Talisayan grew from 3,269 in 1990 to 8,220 in 2015, an increase of 4,951
people. The latest census figures in 2015 denote a positive growth rate of 2.33%, or an increase
of 935 people, from the previous population of 7,285 in 2010.
Talisayan is situated at approximately 6.9876, 121.9416, in the island of Mindanao. Elevation at
these coordinates is estimated at 20.8 meters or 68.2 feet above mean sea level. And Talisayan
Shares a Common borders with the following Barangay by town/city which are tulungatung,
sinubung, Pamacutan, La paz and Ayala.

Talisayan Has an area size of 498 hectares. And the Location is West Coast, coastal area.
distance from city proper is 26.00 kms. Its Patron saint is San Vicente Ferrer and holds a
barangay Fiesta in his honor every April 1st.

The Brangay is a home to government offices to include: Talisayan Elementary School,


Talisayan National High School, Barangay Violence Against Women (Vaw) Desk Office,
Philippine Coconut Authority - Zamboanga Research Center, and Officina De Salud
(Zamboanga City Health Office). Business also include BDO Mega Fishing Corporation and
Agua Resort and Pryce Gases, Inc.

As you enter the barangay of Talisayan by way of the main highway you are welcomed
by the beautiful rice fields on both sides of the road, and gorgeous mountain views.
Talisayan continues until it meets up with the barangay of San Ramon. After you cross
the Ayala bridge, instead of going straight and staying on the main highway, turn left, and
you will be on the old Talisayan road. Although some of the beachfront properties have
been fenced in by corporations, you can still go swimming in the beautiful Talisayan
beach. Talisayan is also very much industrialized. Mega Sardines Co. is located on the
old Talisayan Road, and other Canning companies are also in Talisayan. It shares a
common border with the following barangays - Ayala, La Paz, Pamucutan, Sinubung, and
Tulungatung. Talasayan's population, as determined by the 2015 Census, was 8,220. This
represented 0.95% of the total population of Zamboanga City. According to the 2015
Census, the age group with the highest population in Talisayan is 35 to 39, with 839
individuals. Conversely, the age group with the lowest population is 80 and over, with 34
individuals. Talisayan is situated at approximately 6.9876, 121.9416, on the island of
Mindanao. Elevation at these coordinates is estimated at 20.8 mpeters or 68.2 feet above
mean sea level.

the San Ramon Power, Inc. (SRPI) in partnership with Alsons Power Group,
Talisayan NHS, Sangguniang Barangay of Talisayan and Sangguniang Kabataan of

E. Existing Ordinance of the Barangay

1. Ordinance No. 301- An ordinance Prescribing the rules and regulations in


the operations of videoke and karaoke systems in the city of Zamboanga and
providing penalties for violation thereof
Be it ordained by the Sangguniang Panlungsod of Zamboanga. that:

SECTION I. BJJ„E: This Ordinance s1101 be known as an "Ordinance Regulating the


Operation of Videoke and Karaoke in Zamboanga City".
SECTION 2. DEFINITION
VIDEOKE/KARAOKE — shall be defined as any audio-video equipment operated and built
to produce images and/or lyrics of a song on a television screen to afford a person to sing-
along using any electronic device. Such operation maybe for free or for a fee or thru
operation by dropping tokens/coins on machine.
SECTION 3. PROH1BMONS. RULES AND REGULATIONS.
1. No operator or owner of videoke/karaoke shall be allowed to operate in roadsides.
open bus terminals. repair/or vulcanizing shops or in any open spaces that would
disrupt vehicular and pedestrian traffic or cause inconvenience or nuisance to the
public.
2. The Commercial Operation of A videoke Shall be Allowed to operate in a non-
enclosed/ or enclosed but of light materials, Room Business/ Commercial space, shall
be allowed to operate only in the following hours, to wit:
a. In Residential Zone or Agricultural — from 3:00 o'clock in the afternoon to 10:00 o'clock
in the evening.
b. In Non-Residential Zone or Commercial. industrial or Institutional Zones — from 9:00
o'clock in the morning to 10:00 o'clock in the evening except on Fridays and Saturday nights.
wherein the operations may be allowed until 12:00 midnight. provided that the volume is
decreased to 1/3 of the standard maximum volume allowed. but in no case shall the
videoke/karaoke be allowed to operate beyond 12:00 midnight.
3. Videoke/Karaoke opening in an enclosed room or business/commercial space, (cemented)
shall be allowed to operate from 9:00 o'clock in. morning and beyond 10:00 o'clock in the
evening. provided, that after 10:00 o'clock in the evening. the volume of the videoke/karaoke
machine .11 be decreased to one-half (1/2) of the standard volume allowed, unless the
proprietor can show that his rooms are soundproof.
4. Private birthdays celebration. Fiesta or x'mas or other celebrations made in a private
house. for non-profit purposes, using videoke/karaoke machine shall be allowed beyond
10:00 o'clock in the evening, provided that the volume of said machine shall be decreased to
1/3 of the standard maximum volume.

6. No operator or owner of videoke/karaoke shall be allowed to (Fate within fifty (50) lineal
meters from public offices, places of worship, hospitals. learning schools and educational
entities, including pre-school or review Centers.
7. pictures or Video Shown therein Should not be or seditious or contrary to public morals.

SECTION 4. LICENSES AND PERMITS;


l. Owners and or videoke/karaoke machines must separately and individually apply for a permit
to either lease out or operate such machines with the Business and Licensing Office of the City
Government, subject to existing rules and regulations pertaining to licensing of movable
equipment. and other taxes due and emanating from there are to be imposed and collected based
on existing regulatory fees and Tax Code of the City.
2. All owners or lessors or franchisee Of videoke/karaoke machines shall register
and allow their machines to be inspected to assure compliance Of paragraphs and 7 Of
Section 3, and must show that their machine cannot increase its volume beyond the
maximum allowable standard volume; and all machines passing such requirement shall
bear a sticker from the City Government, which states the tact that said machine was
inspected. its volume is regulated and contains no indecent, immoral or obscene scenes,
and that the same is valid only for one (l) year after date of inspection.
3. An Inspection Fee Of p 150.00/unit shall be collected from all applicants and

SECTION 5. MONITORING AND SUPERVISION:


A. Aside from the personnel Of City Treasurer. City Health Office and
Business and Licensing Office, officials of the barangays shall also task to monitor
the compliance of the provisions of this Ordinance in their respective communities.
B. That the City Treasurer shall be responsible in inspecting the
videoke/karaoke machines. to make sure that paragraphs 5 and 7 Of Section 3 are
complied.

SECTION 6: PENALTIES
1st offense: 500 pesos
2nd offense: 500 pesos and suspension of business operation for 30 days
3rd Offense: Revocation/ or Cancellation of Permit/Confiscation of Unit

2. Ordinance 2016-176 or Solid Waste Management


provisions on mandatory segregation of solid waste in residential, institutional,
agricultural, and commercial establishments, deputation of village and law enforcers for
the issuance of citation tickets for violations, and the imposition of a garbage fee for
business establishments and residential units.
3. Ordinance No. 229
An ordinance Regulating the operation of internet café and computer centers in
Zamboanga city and providing penalty for violation thereof
SECTION 5. Regulations-
(a) That operators of Internet Cafes/Computer Centers must post signs like NO SMOKING, NO
SKIPPING OF CLASSES, NO VIEWING DOWNLOADING OF PORNOGRAPHIC
MATERIALS and similar posters against indecency and drug addiction in their respective places
of business.
(b) Minors and students are hereby prohibited from entry to Internet Cafés/Computer Centers
from 7:00 to 11:00 0'clock in the morning and afternoon 1:00 to 3:00 'clock in the afternoon
during Class Days, unless when so required by their subject as certified by their respective
teachers, or accompanied by their parent/guardian.
(c) Computer games in Internet Cafes/Computer Centers are only allowed for minors to play
after class hours or if minors are accompanied by their parent/guardian.
(d) Viewing and downloading of pornographic websites by minors are strictly prohibited at all
time and that adults are advised to practice discretion in viewing adult websites in the presence
of minors.

4. Barangay Ordinance No. 01-2017 an ordinance establishing the barangay identification


system of talisayan and providing fees, procedures and penalties for violations thereof
approved on june 21, 2017. And any person who provides false information shall be
sanctioned accordingly according to section 8 penal clause (a).
