ABOUT CSIR-UGC FELLOWSHIP:
On-line applications for JRF/NET are invited
twice a year on all India basis through press No-
tification. The Notification is also made available
on HRDG website (www.csirhrdg.res.in).
CSIR and UGC provide Research Fellowships to
bright young men and women for training in meth-
ods of research under expert guidance of faculty
members/scientists working in University Depart-
ment/ National Laboratories and Institutions in
various fields of Science. Only bonafide Indian
citizens are eligible for this test.
CSIR/UGC Fellowships are tenable in Univer-
sities/IITs/Post Graduate Colleges/Govt. Research
Establishments including those of the CSIR, Re-
search & Development establishments of recog-
nized public or private sector industrial firms and
other recognized institutions.
CSIR/UGC Fellowship is tenable in India. The
programme is aimed at National Science & Tech-
nology Human Resource Development.

gram/ BE/B.Tech/B. Pharma/MBBS/ Integrated
BS-MS/M.Sc. or Equivalent degree/B.Sc (Hons)
or equivalent degree holders or students enrolled
in integrated MS-Ph.D program with at least 55%
marks for General & OBC (50% for SC/ST candi-
dates and Persons with Disability) after qualifying
the Test conducted by CSIR twice a year in June
and December.
This Test also determines the eligibility of candi-
dates (i.e it is eligibility criteria only) for
Lectureship positions in Indian University/Col-
leges. Those who qualify for JRF are eligible for
Lectureship also, subject to fulfilling the eligibili-
ty criteria laid down by UGC. Some aspirants are
declared successful in eligibility for Lectureship
only based on their performance in the test.
The award of CSIR/UGC Fellowship is for a
fixed tenure and does not imply any assurance or
guarantee for subsequent employment by CSIR/
UGC to the beneficiary.
JUNIOR RESEARCH FELLOWSHIP STI-
PEND:
The stipend of a JRF selected through CSIR-
UGC National Eligibility Test (NET) will be
Rs.25,000/ p.m. for the first two years. In addi-
tion, annual contingent grant of Rs.20,000/- per
fellow will be provided to the University / In-
stitution. The Fellowship will be governed by
terms and conditions of CSIR, UGC or Research
Scheme, as applicable.
On Completion of two years as JRF and if the
Fellow is registered for Ph.D, the Fellowship will
be upgraded to SRF (NET) and the stipend will
be increased to Rs.28,000/- p.m. for the 3rd and
subsequent years, on the basis of assessment of
Fellows’ research progress/ achievements through
interview by an Expert Committee consisting of
the Guide, Head of the Department and External
Member from outside the University/ Institution
who is an expert in the relevant field, not below
the rank of Professor/ Associate Professor. As far
as possible, the External Member should be the
chairman of three members Committee. Where
the guide happens to be the Head of the Depart-
ment, the Dean, Faculty of Science or any senior
member of the Department may be associated as
the third
member of the Committee. In the event of the
Committee not recommending up-gradation or the
fellow has not registered for Ph.D, the candidate
will continue as JRF with a stipend of Rs.25,000/-
p.m. for the 3rd year or his/her fellowship may be
terminated depending upon the recommendation
of the Committee and the decision of CSIR in this
regard. The progress of research work of JRF will
be assessed by duly constituted three member as-
sessment committee again at the end of 3rd year
for such up-gradation.

EXAMINATION:
CSIR has scheduled the Joint CSIR-UGC Test
tentatively on Sunday 16th Dec. 2018 for deter-
mining the eligibility of Indian Nationals for the
award of Junior Research Fellowships (JRF) and
for determining eligibility for appointment of Lec-
turers (LS) in certain subject areas falling under
the faculty of Science & Technology. The award of
Junior Research Fellowship (NET) to the success-

the morning session/5.00 PM in the afternoon ses-

Booklet with them at the end of the scheduled time
of exam.
Candidates should use only black ball point pen
to fill in their particulars in the OMR Answer
Sheet/Test Booklet and also to darken the appro-
priate circle to mark their answers in their OMR
answer sheet. Candidates are not permitted to
erase, scratch out, overwrite or use whitener fluid/
eraser fluid to change their answers in the OMR
sheet; otherwise that particular answer will not be
evaluated.
The Test Booklet for this test will be printed in
Hindi & English Version. The candidates opting
for Hindi medium in the Application Form, will be
given bilingual Test Booklet and Candidates opt-
ing for English medium will be given Test Booklet
printed in English Version only. Candidates are
required to answer in the medium as per option
exercised in the application Form.
SYLLABUS OF THE TEST:
The Test Booklet shall be divided into three
parts, (A, B & C) as per syllabus & Scheme of
Exam.
Part ‘A’ shall be common to all subjects. This
part shall contain questions pertaining to Gener-
al Aptitude with emphasis on logical reasoning,
graphical analysis, analytical and numerical abili-
ty, quantitative comparison, series formation, puz-
zles etc.
Part ‘B’ shall contain subject-related conven-
tional Multiple Choice questions (MCQs), gener-
ally covering the topics given in the syllabus.
Part ‘C’ shall contain higher value questions
that may test the candidate’s knowledge of scien-
tific concepts and/or application of the scientif-
ic concepts. The questions shall be of analytical
nature where a candidate is expected to apply the
scientific knowledge to arrive at the solution to the
given scientific problem.

Note: The Exam Scheme for Chemical Scienc-
es has been revised from June, 2017 CSIR-UGC
(NET)

Negative marking for wrong answers, wherever
required, shall be applicable as per subject wise
scheme of Exam.
If a question for any reason found wrong, the
benefit of marks will be given to only those candi-
dates who attempt the question.
No grievances/representation with regard to
Answer Key(s) after declaration of result will be
entertained.
A candidate may opt for any of the above cen-
tres. No request for change of centre would ordi-
narily be granted. However, a request in writing
for change of Centre may be entertained on mer-
its, if received in the Exam Unit through email to:
examunit@csirhrdg.res.in latest by 30.10.2018.
Centre(s) may stand deleted from the above list
if sufficient number of candidates do not opt for
the particular Centre(s) OR for any administrative
reasons. The concerned candidates who opted for
the cancelled Centre(s) will be allotted any other
Centre nearest to their place of residence, at the
discretion of CSIR. No TA/DA will be admissi-
ble to any candidate for attending the test.
OTHER BACKWARD CLASS (OBC):
Other Backward Class (OBC) candidates whose
caste is not listed in the Central List (as available
on National Commission for Backward Classes
website www.ncbc.nic.in) and those who belong
to OBC-Creamy Layer shall be treated as General
Category candidates for all purposes. Accordingly,
such OBC candidates shall indicate their category
as ‘General’.
FEE CONCESSION:
The candidate should upload a self attested copy

claim. Claims/requests for any concession/relax-
ation in fee, age and/or educational qualification
not accompanied (to be uploaded) by a self at-
tested copy of a valid SC/ST/OBC (NCL) /PwD
(40% or more disability) certificate from a com-
petent authority and in prescribed format, will be
summarily rejected. OBC candidates, who are not
covered under the provision of Non Creamy Layer
(NCL) as per the provisions of Govt. of India shall
not be eligible to get the benefit of relaxation in
age, fee concession etc.
Candidate must note that for availing OBC cate-
gory benefit, CSIR follows only Central Govt. list
and not the State Govt. lists. Similarly, candidate
applying under PwD category may note that Govt.
of India rules will be applicable in this regard,
otherwise they shall not be eligible for any con-
cession.
PROVISION FOR PERSONS WITH DISA-
BILITY HAVING 40% OR MORE DISABIL-
ITY:
(i) Candidates with disabilities having 40% or
more disability in upper limbs, visual impairment,
low vision, cerebral palsy who have physical
limitation to write with that of speed, if they re-
quest for scribe in their online application, will be
provided the services of a scribe from our panel
of scribes. The candidate is allowed to meet the
scribe one or two days before the examination so
as to verify whether the scribe is suitable or not,
after getting confirmation from the respective
Centre Coordinator.
(ii) Such candidate has the discretion of opting
for his/her own scribe at his/her own cost. The
candidate should send a written request for bring-
ing his/her own scribe to CSIR-HRDG
(Examination Unit) through mail to: examunit@
csirhrdg.res.in at least five working days before
the examination.
(iii) PwD candidates will also be given compen-
satory time of 60 minutes in addition to the 3 hours
duration of the Exam.
(iv) On prior request to be sent to CSIR-HRDG,
Exam Unit at least three weeks before the
examination, visually challenged candidates will
be provided Test Booklet in large font as per the
medium of exam opted by the candidate in his/her
online application.
HOW TO APPLY ONLINE:

Candidates must write their name, father/moth-
er’s name as written in their Matriculation Certif-
icate (Xth class Board) and should ensure that the
same are matching with their educational qualifi-
cation certificates and caste certificate except for
married females. Married female candidates are
required to send scanned copy of their marriage
certificates along with any other documents as
proof through e-mail to: examunit@csirhrdg.res.

eligibility criteria for Lectureship also, such a
candidate will be considered for both JRF & LS.
The total number of candidates who will qualify
depends on the number of fellowships available &
performance in the test, subject to the condition
that they fulfill the laid down eligibility criteria.
If a candidate is found to be over-aged for JRF
(NET) he/she will be automatically considered for
Lectureship (NET) only. Candidates with M.Sc
qualification OR under M.Sc Result Awaited (RA)
category shall be eligible for Lectureship (LS)
subject to fulfilling the eligibility criteria as laid
down by the UGC.
Certificate to the qualified candidates will be
dispatched at the address mentioned by the candi-
date in the ‘Mailing Address’ column (Column C)
of online application form. Hence, in case of any
change in the mailing address, the same should be
brought to the notice of CSIR-HRDG, Examina-
tion Unit through e-mail to: examunit@csirhrdg.
res.in
PREVIEW TO EDIT:
After filling the online application, two options
will appear at the bottom of the page, “Save and
Preview” and “Reset”. If you select “Reset”, the
entire information you have filled will be erased
and you will have to fill the form afresh. If you
select “Save and Preview”, two options “Edit Ap-
plication” and “Final Submit and Proceed for Fee
Payment” will appear. Here, you can view the in-
formation that you have filled in the application
form and if you notice any error in what you have
filled, you should select the option “Edit Applica-
tion” and edit and correct the wrong entry that you
have filled. So this is a very important stage. No
change in the particulars entered in the application
form will be possible after final submission of
online application. In the event of qualifying the
Test, certificate will be issued on the basis of in-
formation provided by the candidate in
his/her online application form.
After filling all the requisite details of online
application form, candidates have to select the
option of payment of examination fee. Candidates
applying for the Examination are required to use
payment gateway facility to deposit their E amina-
tion fee, only through Credit Card or Debit Card or
Net Banking after verifying their eligibility. Once
the fee has been paid successfully, fee status will
appear as “SUCCESS.” Candidates will not pay
any transaction charges for using payment gate-
way facility.
DOCUMENTS TO BE UPLOADED WHILE
APPLYING ONLINE:
The online application has provision for up-
loading the following documents and candidates
should upload all the documents applicable to
them:
a) Scanned recent passport size photograph with
light background in JPEG/JPG format with dimen-
sion ranging from 35mm width x 45mm height
(Max. 280×360 pixels; Min. 150×180 pixels; Min.
200DPI; File size should be less than 150KB;

200 DPI; file size should be less than 150 KB;
valid file name->should have only one extension,
only Alpha-Numeric characters allowed with hy-
phen (-) and underscore (_). Space not allowed,
file extension should be in small letters) Writing
full name in CAPITAL LETTERS in the Signature
Box will not be accepted.
c) Qualifying final/last marksheet or testimoni-
als clearly mentioning the semester that you are
pursuing or passed with clear indication of % of
mark scored, to confirm your eligibility to take
the exam. The candidates are to note that the up-
loaded document should clearly indicate the % of
mark scored or the grade awarded by the Institute/
University. (PDF format; File size should be less
than 400KB; valid file name; should have only
one extension. Only Alpha-Numeric characters al-
lowed with hyphen (-) and underscore (_). Space
not allowed;
d) Category Certificate as proof that you belong
to SC/ST/OBC (non-creamy layer) (PDF format;
File size should be less than 400KB; valid file
name; should have only one extension. Only Al-
pha-Numeric characters allowed with hyphen (-)

e) PwD Certificate (PDF format; File size should

duly attested by the HoD of the University/Col-

APPLICATION NUMBER
After successful submission of ONLINE Appli-
cation, an Application Number will be auto-
generated. Candidates are advised to preserve
the Application Number for future reference and
for downloading his/her e-Admit Card. Candidate
should also keep a print (hardcopy) of the duly
filled- in application form for future use. Candi-
date is also advised to note down his/her e-mail ID
and Password for future reference.
Examination fee paid will neither be adjusted for
any subsequent examination nor refunded under
any circumstances.
RESULT
Two separate merit lists, one comprising of the
candidates qualifying for the award of Junior Re-
search Fellowship (JRF-NET) and the second, of
those candidates qualifying the Eligibility Test for
Lectureship (LS-NET), will be made on the basis
of their performance in the above Test. Candidates
qualifying for JRF (NET), will also be eligible for
Lectureship (NET) subject to fulfilling the eligi-
bility criteria laid down by UGC. The candidates
qualifying for Lectureship will be eligible to be
considered for recruitment as Lecturers as well
as for Junior Research Fellowship in a Scheme/
Project, if otherwise suitable. However, they will
not be eligible for Regular JRF-NET Fellowship.
Candidates qualifying for the award of JRF (NET)
will receive fellowship either from CSIR or UGC
as per their assignment or from the Schemes with
which they may find an association. The candi-
dates declared eligible for Junior Research Fel-
lowship under UGC Scheme and Lectureship will
be governed by UGC Rules/Regulations in this
regard.
The final result of this Single MCQ test may be
declared sometime in the month of March/April,
2019 and fellowship to successful candidates will
be effective from 1st July, 2019 with the validity
period of 2 years for joining the fellowship under
CSIR Scheme.
IMPORTANT POINTS
i) Candidates are required to bring a photo iden-
tity card such as voter ID Card/PAN Card/Driving
License /Adhaar Card/Photo ID Card issued PSU/
Central/State Govt./ID Card issued by Universi-
ty/College, along with a printout of their online
e-Admit Card on the day of examination.
ii) While applying for this test, please ensure that
you fulfill all the eligibility conditions and follow
all the laid down procedures/guidelines for this
test.
iii) Candidates can check their registration status
on our website from 15.11.2018. However, this
date is tentative.
iv) Facility for downloading e-Admit Cards to
the registered candidates will be provided on our

viii) Candidate should exercise due care in filling
up the application form. In case of any error on the
part of the candidate, he/she will be held solely
responsible for any loss suffered by him/her.
ix) No candidate shall be permitted to leave the
Exam Hall before the expiry of 3 Hours from the
start of the exam.
x) Candidates will be permitted to take their Test
Booklet and also the carbonless duplicate copy of
OMR sheet with them after the completion of the
examination for their reference/record.
xi) The OMR Answer Sheets shall be distributed
to the candidates 15 minutes before the scheduled
start of the exam while the Test Booklet shall be
distributed 5 minutes before the scheduled start of
the exam to enable the candidates to go through
the instructions and correctly fill up the required
particulars.
OTHER GENERAL INFORMATION
(i) Candidates are advised to thoroughly go
through this Information Bulletin and our future
notification(s) including terms & conditions giv-
en/uploaded on our website for this test. Candi-
dates must satisfy themselves regarding their el-
igibility for this test before applying for this test.
(ii) Candidates must read the terms and condi-
tions for CSIR /UGC ResearchFellowships/Lec

Innovation in Scientific Pursuit for Inspired
Research (INSPIRE), a Scheme of the Gov-
ernment of India, Provides a standing op-
portunity for pursuing Doctoral Research
at any recognized University or Institute in
India through Fellowships in the level same
as National Eligibility Test (NET) qualified

Advances in Science Pursuit for Inspired
Research (INSPIRE) is being implemented
by the Department of Science & Technol-
ogy (DST) to fortify the National Science
and Technology base. INSPIRE Fellowship
Scheme of INSPIRE Programme is focused
on attraction of student to pursue doctoral de-
gree in basic and applied sciences such as en-
gineering, medicine, agriculture, veterinary,
pharmacy etc. after either masters’ degree
in Science/ Applied Science/ Engineering or
bachelor/ masters’ degree in Medicine.
CALL FOR APPLICATIONS
Applications are encouraged from I) IN-
SPIRE Scholars after conclusion of the
post-graduation degree in Science regions
and ii) University level First Rank holders
in the Post-graduate Degrees in Basic/Ap-
plied Sciences/Engineering OR Graduate/
Post-graduate Degree in Medicine at any rec-
ognized Indian University or Institute/Stat-
utory Body in India for award of INSPIRE
FELLOWSHIP. The Fellowship shall be pro-
vided only on the grounds of availability of
fellowships in the present year.

i) INSPIRE Scholar having secured mini-
mum 70% marks (or CGPA equal ) in aggre-
gate in M.Sc. Or Integrated M.S. / M.Sc.
ii) 1st Rank Holder at University level ex-

such as Engineering, Medicine, Pharmacy,

teachers and students from all colleges and
universities affiliated to UGC/AICTE/MCI/
Accredited Institutions of State Universities
for these Fellowships. The application should
comprise: (a) the application form in the pre-
scribed format; (b) scanned copies of marks
sheets from class X until the last examination;
(c) a write-up (in roughly 150-250 words) re-
garding what the applicant would like to learn
and achieve. Student applicants must provide
the email id of one of their teachers or HoD
familiar with their work. The Academy will
approach them for a recommendation letter
in the prescribed format. The chosen candi-
date must work with the assigned guide for
two months at any time throughout the calen-
dar year, preferably during the summer.

apply to teachers.
8) PhD student are not eligible.
9) Applicants that have availed the Acade-
mies fellowship twice before aren’t qualified
to apply.
C. Contents
10) The applicant must include a write-up
(in roughly 150–250 words) regarding this
specific area of the candidate and suggest
what he/she would like to learn and achieve
through this fellowship. It can also incorpo-
rate the particular experiment or theory the
candidate would like to work on but NOT a
general description of the area. The write-up
shouldn’t be a”copy and paste” job from any
source.

emy whose decision thereon shall be final.
16) If a candidate is found at any given
point of time to have submitted false infor-
mation, his/her fellowship is going to be can-
celled, and he/she will be asked to pay back

for students and teachers studying/working
in the states of Arunachal Pradesh, Assam,
Meghalaya, Manipur, Mizoram, Nagaland,
Sikkim, Tripura, Bihar, Chhattisgarh and
Jammu & Kashmir.
Approximately 200 fellowships will be pro-
vided through 2019 to students/teachers stud-
ying/working in these states, to work with
scientists associated with three Academies’
anywhere in the country.

C. Contents
10) The applicant must include a write-up
(in roughly 150–250 words) regarding this
specific area of the candidate and suggest
what he/she would like to learn and achieve
through this fellowship. Additionally, it may

the candidate wants to work on but NOT a
general description of the region. The write-
up shouldn’t be a”copy and paste” job from
any source.

D. Enclosures to application
12) Both student and teacher applicants
should upload scanned versions of mark
sheets from class X until the last examina-
tion in JPEG Format (the size of every marks
sheet shouldn’t exceed 700 kb).
13) Teacher applicants must upload their
publications if any. On selection, an author-
ization letter from the Principal/HoD that
required permission/leave of absence will be
allowed ought to be sent by post to the Coor-
dinator, FAST-SF 2019, Indian Academy of
Sciences, Bengaluru 560 080.
E. Other matters
14) Student candidates should upload the
contact information of one of the present
teachers or the Head of their Department
(HoD). The Academy will get in touch with
the teacher and obtain the recommendation
letter.
15) All decisions concerning the selection
of candidates will be in the sole discretion of
the Academies. Any grievance or dispute re-
garding FAST-SF 2019 will be addressed to
the Academy whose decision thereon shall be
final.
16) When a candidate is found at any giv-
en point of time to have submitted false in-
formation, his/her fellowship is going to be
cancelled, and he/she will probably be asked
to repay the fellowship amount/travel allow-
ance etc. that’s been paid to him/her. Addi-
tional his/her guide along with the Institution
where he/she is presently studying will be
informed of the matter.
17) Without prejudice to 15) above, only the
courts in Bengaluru city shall be the fora for
seeking a judicial remedy, if any, for any dis-
pute or grievance.

specified by the Food Authority at a recog-
nized Institution or Institution approved for
the purpose.
