Towell Engineering HSE PROCEDURE

1.0 INTRODUCTION

This procedure has been formulated to ensure safe entry of the staff to the work site where they have
to do various activities in connection with the above project and to prevent unauthorized entry to the
premises.
2.0 SCOPE

This procedure is applicable to employees of Towell Engineering, subcontractors and permitted


visitors. The procedure shall cover the access control requirement of the project C-31/0101 Saih
Rawl Phase III UPGRADE at Saih Rawl station. This will also highlight the important procedures
of evacuating the station in case of any emergency or incident at the station.

3.0 RESPONSIBILITIES

3.1 Contractor Site Representative

Contractor Site Representative of the project is solely responsible for implementing this procedure
strictly.

3.2 Watchman

Watchman has the responsibility to prevent the entry of unauthorized people by identifying them by
the photographs of H2S Card. He is responsible to prevent the entry of employees without H2S
Card, proper PPE and Safety Equipment.

3.3 HSE Advisor

HSE Advisor is responsible for preparing and displaying a brief note on Emergency Evacuation
Procedure at the entry gate. He will give necessary advice and guidance to the Construction
Manager and watchman to execute the access control procedure in an efficient manner. He will, at
random (at least once in a day) check the effectiveness of the implementation process while people
are entering the site.

4.0 TRAINING

HSE Advisor will impart necessary training to the watchman regarding this procedure and ensure he
is competent to carry out his job efficiently. He shall also explain to the employees regarding the
importance and necessity of this Procedure.

5.0 DEFINITIION

5.1 TE means Towell Engineering


5.2 Subcontractor – Subcontractor engaged by TE and working for and on behalf of TE

5.3 Visitors – The visitors authorized by Contract Manager or his nominee to enter the site

6.0 REQUISITES

6.1 The site must be fenced and enclosed.


6.2 There shall be a wicket gate for human access, a big gate for vehicle/equipment entry and emergency
exit gate.

6.3 A small cabin to be installed near the access gate for facilitating the access control system.

6.4 Assembly point

6.5 A small cabin rack or log board for putting H2S / ID Cards, Registers, a few spare PPEs such as
helmet, safety boots, escape hoods etc. A few visitors badges and write up of Emergency
Procedures.

6.6 If H2S card is not available, the ID card may be used which will have following details (A) Name
(B) Photographs (C) Company (D) Skill etc.

7.0 PROCEDURE

7.1 Entry

7.1.1 The main gate for vehicle entry shall be closed in the normal course

7.1.2 The employee will put the H2S / ID Card in the rack in the designated space in serial order marked
on the rack.

7.1.3 When the entry of all is over, the watchman will record the number of people inside the site. During
emergency evacuation, this number shall tally with the head count or otherwise search party to
mobilize.

7.2 Exit
7.2.1 In case any employee or employees wanted to go out of the site, he shall go through the wicket gate
only unless there is some emergency.
7.2.2 While coming out, he shall take this H2S / ID Card and inform the watchman on duty.
7.2.3 After the day’s work is over or during interval, all shall take their H2S / ID Card and watchman shall
ensure the Card Rack is empty.
7.2.4 At the end of each day, watchman and Site Supervisor shall make a round in the site to see the site is
completely evacuated and close the gates.
7.3.0 Vehicle Entry
7.3.1 Whenever a vehicle/equipment comes to enter the work site
The watchman shall stop the vehicle/equipment at the gate, make a visual inspection of the
vehicle/equipment.
7.3.2 If the vehicle is of third party or subcontractor
 Check for the documents with respect to PDO approval
 ROP registration, driver license and training etc.
 Ensure the driver and helper are having PPEs and Safety equipment
 Ensure the load is properly fastened and the material is allowable in the site
 Explain to the driver and the crew regarding Emergency Evacuation Procedures
 Enter name of the driver/passenger in the visitors register and get H2S/ID Card, if available, and
put in the rack.
7.3.3 Inform the site supervisor by walkie-talkie and give the visitors badge
7.3.4 Allow the vehicle inside with his permission and record the ‘time-in’
7.3.5 Before allowing the vehicle out, the watchman shall get clearance from the Supervisor.
7.3.6 Get back the H2S/ID Card/Visitors Pass and record the ‘time out’.
7.3.7 Own Vehicle
Note the time in, collect the H2S/ID Card, ensure PPEs and Safety Equipment

7.3.8 Allow the vehicle inside
