The world says, "ICT is Information and Communications Technology" but deep within
my heart, ICT means more than just these coexisting variables because in this time of
pandemic, ICT becomes the life of every nation in integrating bonds and connection
amidst social constraints and status, cultural and economic variation.

On the scope of educational institutions— students, parents, and instructors are feeling
the tremendous snowball effect of the notorious pandemic as the different universities
and other schools are slowly shutting down since quarantine protocols are being
stringently reinforced to cope up with the global pandemic. Whilst governments and
health officials are doing their efforts in flattening the curve of the outbreak. That's why
there is a need to stand the systems of maneuvering technology; knowing the fact that
there is still no "face to face" education for now in order to attain a vital and flexible
learning process and to collectively respond and provide quality education for all
students during these difficult times. Our task is to engage ICT in the current learning
modality for everyone in providing quality education for all even in these unprecedented
times. A quality education for all where no one is left behind. A quality education for all
that offers tantamount opportunities.

The rampant widespread of the pandemic had caused sudden turbulence in all nations
and areas across the globe. Its fleeting emergence even resulted to emergency actions
and subsequent risks in the scope of teaching and learning paradigm and existing
institutions. It even affected the teaching process and ended at significantly downsized
number of students due to disrupted learning process.

Significant deviations in the current approach are being considered by diverting to


implement the ICT policy and guidelines to address the issues relating to teaching and
learning. For example, a student posted on Titktok while crumpling and tearing the
modules and telling that education for now is useless, leaving netizens to provide
negative comments and in the end, educators were greatly affected due to the unethical
nuisance of the student. With this, it is clearly seen that educators and students faces
changes resulting to misunderstanding and miscommunication. In the long run,
teacher's image will be void with unresponsive responsibility due to student's misuse of
media and technology.

Thus, ICT policy and guidelines are relevant so that we responsibly manage the use of
ICT facilities within normal standards of courtesy and conduct, and supporting utilizing
its responsive continuity amidst pandemic. Channeled guidelines and contigencies
should be worthwhile and dynamic so that even though we're facing this serious
scenario no one will be left behind and complain of the educational hurdles.

May we remember that we have the right technology, but some are using it for
inconsiderable reasons. It is our mission to use technology as a beneficial tool for
learning and educating in the the advent of change.
