4.

1 CONTRACTING OPERATORS

4.1.1 Third-Party Operators


Third party Customer Operators may be supported for their line maintenance needs by BATS Part
145 A.M.O at approved BATS Line Stations only, and within the privileges granted in the AMO
Scope of Approval for those Line Stations.

4.1.2 Acceptance of Contracted Operators (Third-Party)


Third party Contracted Operators (CO) may be included in MOE Part 5 when all of the following
Conditions have been satisfied:

Action Responsibility
Relevant maintenance support contract is finalised CO/MM
Training of BATS AMO staff on the contracted Operator procedures CO/CS
Operator Authorisation to BATS AMO CO
BATS AMO Manpower plan revised for modification (if required) MM
CO maintenance data available and updated CO/MM
Issuing a dedicated MOE (Note 1) MM
Updating of MOE for maintenance assistance to CO (Note 2) QM/MM

The MM shall ensure that all the above conditions are carried out and then will inform the BATS
QM.
The QM shall verify that all the above conditions are satisfied.

Note 1: For each contracted Operator, the MM will prepare an (electronic File) titled with the
name of Operator and containing:
a) Operator Contacts;
b) Operator Contracts;
c) Operator Approvals
d) Operator Training Procedures;
e) List of publications provided by Operator
f) List of material provided by the operator (if any);
It is MM responsibility to keep this file updated. Once approved, it will be delivered by MM to BATS
library in order to make it available to all BATS AMO staff.

Note 2: The file is prepared by MM and verified by the QM and it contains the following
information:

List of BATS Line stations;


• For each line station list of operator assisted;
• For each line station and for each operator List of BATS CS authorized.

In case of addition / renewal of a Line Station / Operator MOE paragraph 5.5 will be changed
accordingly.
4.2 OPERATOR PROCEDURES AND PAPERWORK

a. BATS Certifying Staff will follow the BATS MOE procedures in supporting operators.
Moreover, in case it is necessary to perform a peculiar/specific procedure in order to carry out a
maintenance activity and/or aircraft CRS that are not covered by BATS MOE, the CS will follow the
customer procedures, as reported below.

In case that a maintenance procedure is reported in BATS MOE and in the Customer Maintenance
documentation, the CS will follow the more restrictive, informing both sides.

Customer Interface Procedure and Operators Approved Data Customised Manufacturer Docs
(AMM, IPC, FIM etc).

b. During the provision of aircraft maintenance services by BATS to contracting operators, BATS
may be requested to record data and other information using the paperwork of the operator. This
is acceptable when included as part of the maintenance service contract agreed between BATS and
the operator, however such agreement does not preclude BATS maintenance personnel remaining
responsible for the completion of any records and other documentation required by approved
maintenance documentation in use for the maintenance input, or the approved BATS MOE and
maintenance procedures.
4.3 OPERATOR RECORD COMPLETION

BATS AMO shall complete all maintenance records relevant to its own performed work on the forms
provided by the operator(s) and shall delivery them, as applicable, to the contracting operator.

Operator records are retained under the sole responsibility of the contracted operator(s).

BATS AMO shall retain a copy of such maintenance records for at least three years, in accordance
with procedure described at MOE 2.14 and 2.17.
