Electronic Safety & Security Design Criteria

Basic requirements 
Provide a new video surveillance system for the new facility. Provide new video surveillance cameras, pathways, wiring, control panels,
network equipment and all supporting infrastructure.

Provide video surveillance cameras throughout the facility, car park and exterior areas for the purpose of viewing and recording video
to enhance the level of security and assist HMC staff in providing a safe environment for patients, staff, visitors and the general
public while protecting the physical assets. 
Signage shall be posted at the main entrances to the building. The signage as per HMC standards will notify the public that this area
is under video surveillance. 
Video surveillance processes will be governed by the Public Surveillance System Privacy Guidelines.
The system must be able to record clear images of individuals, which shall allow distinction of gender, ethnicity and age category.
The system shall provide recorded images of suf cient quality to be used as court evidence in Qatar and as identi ed by the Ministry
of the Interior’s latest standards.
Integrate all HMC video surveillance cameras onto a single open architecture type platform for the facility (Genetec - Security Center)
Interface requirements between the video surveillance system and other systems are described in this and in other sections.

Detailed requirements
System(s) shall be a dedicated software-based virtual matrix that uses structured cable for transmission and recording of images.

Provide the appropriate encoding /decoding capability to support 2 way (video and control) communications with any and all video
surveillance camera, individually and/or in predetermined clusters via the HMC network.
Provide video storage capacity for minimum of 120 days at a minimum of 15 frames per second, minimum HD (1920 x 1080p)
resolution. 
The video surveillance system shall have the option of recording each camera at various resolution levels and FPS depending on use
and location, as well as by schedule or event. 
Provide le servers, workstations, and optical storage devices and connect to network. The system shall have activity detection and
incorporate smart search capabilities. During alarm conditions, allow for higher recording rates.
Video surveillance display and review system shall be network-based client application allowing for authorized users to remotely
view, control and manage all aspects of the video surveillance system across the network. The system shall have network and web
access for remote monitoring, using prede ned user authentication.
Display and review for all the cameras shall be accessible through both the main SCC and the local viewing stations. 
Provide video surveillance workstations with all required operating and application software, monitors, keyboard, mouse, joystick
control with interconnection to security system network.
Indoor cameras shall be xed type, capable of facial recognition, color, high-resolution, high sensitivity (day/night), smoke dome or
clear with black liner type with an auto iris and varifocal capability.
Mounting shall be appropriate for the environment, unobtrusive, matching color, with hidden cabling.
Fixed cameras will be vandal resistant and mounted at protective locations and heights.
Outdoor cameras shall be complete with weatherproof housing as required for suitable operation under extreme temperature and
environmental conditions. Cameras shall not be set up in private areas such as patient rooms, treatment rooms or clinical areas
(unless speci cally identi ed for use by clinical department staff), locker rooms or washrooms. 
Cameras shall not be placed or reviewed for the purpose of observing work performance of employees.
Provide controller at both the main and local SCC to view and control all PTZ video surveillance cameras.
Provide megapixel cameras in consultation with HMC to capture appropriate identi cation footage.
All entry and exit points to departments and associated areas require recorded video surveillance and shall be integrated to the
Security Management system (SMS) where required by HMC.
Provide video monitors for department staff to monitor local video surveillance cameras associated with the department.
Provide video surveillance equipment to monitor and record the identity of all persons entering and exiting the facility’s main
entrances, corridor/links and utilizing elevators in strictly controlled high risk departments and associated areas, as identi ed in
consultation with the HMC. 
Provide video surveillance cameras at locations determined in consultation with the HMC, including:

main entrances & exits to the Facility,


entrance and exit corridors to all departments,
public lobbies and waiting areas,
pharmacy and associated entry doors,
narcotic vaults,
perinatal,
loading docks,
inside all elevators and elevator lobbies,
car park entrances and exits, including stairwells, exterior locations and car park levels for viewing parking areas,
perimeter walkways and walkways connecting to other buildings on site,
public thoroughfares and walkways,
gift shops,
cafeterias,
cash of ces or areas where cash is exchanged,
all mental health and addiction services areas.

Mental Health (MH) departments shall include recorded and non-recorded (clinical) video surveillance coverage.
MH non-recorded video surveillance coverage shall be monitored locally at the care hub. The non-recorded areas shall include:

any patient accessible common areas,


rooms not directly observable form the care team station,
interview/consultation  rooms,
secure rooms provide clinical activity camera coverage.
Emergency Department shall include recorded and non-recorded (clinical) video surveillance coverage.

Areas in which video surveillance is employed shall have 100 percent camera coverage.
Emergency Department non-recorded video surveillance coverage shall be monitored locally at the care hub. The non-recorded areas
shall include seclusion rooms. 
Provide an Interface between the video surveillance system and the re alarm system such that when a re alert or re alarm is
activated, the video surveillance cameras in the vicinity of the re alarm or alert shall automatically be displayed in the facility Security
Of ce and also at the Security Dispatch Centre.

Ensure that all areas of parking and the car park, including stairwells, are capable of being viewed with either PTZ or xed video
surveillance.
