Implementation of Protective Security for new Power and Water Assets

TRANSCO Asset Protective Security System Implementation

TRANSCO is embarking on implementation of comprehensive Protective Security for its Power Assets
(Substations) and Water Assets (Pumping Stations / Reservoirs) comprising an Integrated Security System
comprising of CCTV Surveillance and Access Control System with central Security Monitoring &
Management at TRANSCO Coordination & Monitoring Centre (TC&MC) at its HQ Building. The Assets are
grouped into four regions – Abu Dhabi, Al Ain, Western Region and Northern Emirates. For Assets in each
region, their respective Protective Security Network will be aggregated to the Regional Hub for that
region. Regional Hubs will be integrated through TRANSCO Network to the TC&MC data center, which
will house the cabinets for Protective Security head-end equipment, servers, network video recording and
network storage (long term). The TC&MC Monitoring Room will have a Security Console incorporating
workstation and displays / video wall, Video Analytics and management application, Access Control
displays and integrated Security Alarming and management System. The Regional Hubs will also have
Video management System, Video storage (short term) Servers and regional Security Monitoring Console
comprising Workstation and display for assets connected to that Hub, to enable first line response on
security events – CCTV as well as Access Control. Refer to Conceptual Network Diagram for Protective
Security Integration.

TRANSCO Assets, for Protective Security implementation, are broadly classified into 6 categories,
depending on physical security barriers and layers present. The Modular Solution for each category (CCTV
surveillance) considers required type of surveillance and Access Control, typical for respective categories:

The CCTV Surveillance System will be Abu Dhabi Monitoring & Control Centre (ADMCC) specification
compliant related to coverage, camera selection, security breach detection, video analytics, video storage,
remote connectivity etc. The Video surveillance is restricted to TRANSCO asset areas only and will not
cover areas external to TRANSCO perimeter / boundary wall / compound / building. The TRANSCO Video
Monitoring and recording will not infringe on security monitoring and recording in place by other
government authorities. The selection of Cameras (PTZ / Box-Bullet /Dome) will depend on application –
boundary / fence monitoring / compound monitoring / thermal monitoring / indoor monitoring and will
be guided by ADMCC recommendation of technical application.

The TRANSCO Protective Security Contractor will undertake a coverage study at respective locations to
define camera quantities and locations in the most cost effective design implementation which will also
cover camera technical capabilities.

The Access Control System comprising of Door locks, Access card Readers (Proximity + PIN), gate entry
readers / vehicle access readers installation will be per layout and configuration of asset buildings,
presence/absence of guard house, automated gates / manual gates / turnstiles etc. Access card readers
will have an integrated access function for both HQ buildings and asset sites and a single Employee ID card
will perform both Time Attendance (existing at HQ Buildings) and access permit (at asset sites).

At respective Asset location building- either Technical Rooms / Control rooms / Guard House (as selected
and approved), Controllers for CCTV and Access Control along with local engineering workstation, Access
switch and required fiber / structured networking to connect devices to controllers and further to existing
Station Switch.

The TRANSCO Protective Security Contractor, during the design phase will prepare a Functional Design
Specification (FDS) which will detail the complete solution at site, at Regional Hub and at TC&MC including
equipment layouts, data sheet and specification for all devices, networking solution, hardware, software,
security monitoring and management application details and compliance features with ADMCC standards.

The central Security Monitoring & Management installation will be sized for additional assets (CCTV &
Access Control) to the quantities being currently installed under this project, so that future device / asset
additions do not involve purchase / extension of licenses and database- only configuration as needed to
add the devices and their Analytics to the Video management and access Control Management system.
However, the additional devices shall be compatible with the Protective Security Application to be
networked seamlessly to existing setup.

Post commissioning, TRANSCO Protective Security Contractor will support the system (maintenance /
technical / license / configuration) under a Service Level Agreement with TRANSCO.
Requirements for Protective Security installation at New Asset (Power / Water) – Scope for EPC Works

It is mandatory for Contractor’s Protective Security System Integrator to be ADMCC Licensed / Authorized
for implementation of CCTV Surveillance portion. Document evidence of this shall be submitted prior to
any deployment of the System Integrator.

TRANSCO will make available to the Contractor the approved Functional Design Specification (FDS) of its
Protective Security Implementation Project, whose contents are mentioned in the previous section. The
Contractor will first commence with a coverage study to determine location and types of cameras to be
installed for CCTV surveillance depending on Asset layout and ensure that the resultant CCTV surveillance
design is compliant to ADMCC requirements / has ADMCC endorsement. The Protective Security design
and implementation phase will generally follow the methodology for TRASNCO Protective Security
Implementation Project, as described above. Contractor will further liaise with TRANSCO Project,
Maintenance and Telecomm teams to prepare a Detailed Design Specification based on previous
TRASNCO FDS provided and incorporating any new / altered ADMCC requirements / project additions /
Telecomm upgrades / cybersecurity guidelines at the time of design. It shall also incorporate network
integration design, specification of all devices including cameras / access control readers / door locks /
workstation / routers / access switches / cabinets and integration to Regional Hub and TC&MC Data
Centre with required configurations. Devices / cabling / Networking / Telecomm / Installation /
Workstations / displays shall follow TRANSCO specifications. Protective Security Detailed Design
Specification produced needs to reviewed and approved by TRANSCO stakeholders prior to commencing
implementation.

It shall be ensured that the access card readers are compatible with and recognize existing TRANSCO
employee access cards and provide access information to the Regional and central Security Monitoring.
Similarly, the CCTV Video surveillance requires to be compatible and integrate to TRANSCO Protective
Security Monitoring and Management System – at respective Regional Hub and at TC&MC.

Contractor shall liaise with TRANSCO Protective Security System Maintenance / SLA Contractor to effect
configuration of the new Asset protective Security System and tags to the existing Protective Security
System Security Database and Video Analytics / Management and also ensure their involvement in testing
phases.

Following key activities and deliverables (summarized) will form part of Protective Security
Implementation scope for the new Asset:

1. Protective Security implementation by ADMCC Licensed / Authorized System Integrator


2. Identification of applicable Category Template and solution study per that Template
3. Coverage Study for CCTV Surveillance and Study Report
4. Detail Design Specification covering CCTV and Access Control based on coverage study and
TRANSCO Protective Security Functional Design Specification covering (as minimum):
i. System Block Diagrams
ii. Network Block Diagrams
iii. Layout Drawings – Video Surveillance and Access Control
iv. Video Surveillance Coverage (based on recognition range) – ADMCC compliant
v. Cabling Drawings (power, fiber, structured wiring and earthing)
vi. Location and placement drawings for Hooter/Beacons and warning signboards
vii. Location and placement drawing for CCTV and Access Controllers / control panel, workstation
& displays.
viii. Single line and schematic riser diagrams for each of the security system
ix. Power supply and UPS arrangement
x. Data sheet and specification sheet for all security devices – cameras
(PTZ/Thermal/Bullet/Dome), access card readers, door locks, cables, junction box, UPS,
cabinets, workstations, switches. Routers and firewalls. CCTV Surveillance devices shall be
ADMCC compliant, as minimum.
xi. Methodology for TRANSCO network integration.
xii. Interface with Fire Safety Systems
Other construction and commissioning phase deliverables shall include (but not limited to):
i. Test procedures and Test Reports (FAT and SAT) – signed off / approved
ii. Shop Drawings and post-construction as built documentation
Warranty and support requirements shall follow Agreement / Contract requirements
