1. INTRODUCTION
On 17 October 2020, a complaint from public residency regarding of a black water
discharge to the nearby monsoon drain near construction area have been taken action by
Department of Environmental (DOE). Prior to the complaint it was suspected that a manhole
at our construction area might accidentally discharged to the nearby monsoon drain. The
reason of discharged black water is because of the heavy rain weather.

Due to the report, contractor have taken preventive measure to stop the discharged
water to the nearby monsoon drain. Preventive measures that had been done to stop
discharging of black water to nearby monsoon drain are bypass pumping from manhole (MH
17) to manhole (MH 16Z) and a pumping from nearby chamber to an existing manhole (MH
16).

Bypass pumping from MH 17 to MH 16Z to be done is because of there is a pipeline

connecting both but cannot be used because of it has been plugged with concrete at MH 17.
Thus, the bypass pumping will clear existing black water at MH 17 and give space for worker
to demolished the plugged concrete. Meanwhile, pumping at MH 16 is to pump back black
water that has been overflowed to existing line. Unplugged MH 17 has lower down existing
flow thus has made MH 16 can be pumped in without worrying of overflow.

3. BYPASS PUMPING MH 17 TO MH 16Z
3.1 Prior to overflow of manhole, bypass pumping works will be done on MH 17 to MH
16Z. A traffic closure at Jalan Nelayan 19/15 will be done for the purpose of bypass
pumping.

 3.2 Temporary management plan will be done by providing barriers, barricade, awas
sign, and blinkers. Targeted road closure will be done for 1 day on 28/10/20 from
8.00 pm to 7. 00 am.

3.3 Bypass pumping to be done will level down sewer line flow. A plug of cement that
had been installed at MH 17 will be opened so that it can reduce flow on the main
line.

4. PUMPING FROM NEARBY CHAMBER TO MH 16

4.1 An overflow of MH 16 has flowed to nearby chamber which has flow to nearby monsoon
drain.
4.2 The overflow is because of blockage of an existing sewer line.
4.3 Due to the opened plugged concrete at MH 17, flow has been transferred to new line and
reduce the existing flow level.

5. SAFETY, HEALTH AND ENVIRONMENT (SHE)
5.1 Workers are compulsory to wear suitable PPE during working (especially during
handling of chemicals).
5.2 Entry into the confined space (manhole) shall strictly follow DOSH ICOP 2010-
Industrial code of practice to safe working in a confined space.
5.3 Vehicle, machinery and equipment shall be inspected and to ensure in good working
condition prior to use at site.
5.4 Site shall be equipped with sufficient lighting and proper vehicles arrangement (TMP)
to prevent disruption to the existing traffic and to avoid public complaint.
