THE TENETS

 
1. The TAU GAMMA PHI is the Triskelions’ Grand Fraternity, my Fraternity, the
Supreme Fraternity.
 

2. Primum nil nocere – first of all do not harm, let alone in defense of oneself, for
whatever cause man has come into being, for whatever reason he exist, to whatever he
is destined, keen to all living creatures around him, MAN IS A BROTHER UNTO
MAN.
 

3. De gustibus non desputandum est – of likes and dislikes there should be no


disputing. LIVE AND LET LIVE.
 

4. Preserve yourself, Brain, Brawn and Blood.


 

5. Brothers I shall love and respect their counsel I shall heed.


 

6. ________________ is my alma mater, to cherish and to honor, by its rules and


regulations be governed and be guided.
 

7. The Grand Triskelion is righteous, just and strong. He shall be obeyed.


 

8. A Triskelion is a brother unto his fellow Triskelion.


 

THE CODE OF CONDUCT


 

T – Treat others as you would have them treat you.


 

R – Rise to defend the name and honor of the Fraternity whenever it is unjustly criticized.
 

I – Inform and orient your fellow brothers in every matter which you consider vital to the
concern of the Fraternity.
 

S – Salute and address your fellow brothers in the proper manner.


 

 
K – Keep decorum in all fraternity meetings and act accordingly outside the fraternity.
 

E – Excel in your chosen field of interest and endeavor.


 

L – Live a life of moderation; avoid gluttony, drunkenness, and other vices lest you forget
your family, Fraternity, work, health and studies.
 

I – In your everyday life, take care of what you say and write, beware of misinterpretation
and     lasting misunderstanding.
 

O – Obey all fraternity rules & regulations; be guided in your daily ventures by the Tenets
and Codes of Conduct of the Fraternity.
 

N – Never reveal to anyone, not to your family, nor to your friends, the concern of the
fraternity.
 
DEFINITION OF TRISKELION
 

To understand profoundly the absolute significance of our being a Triskelion is


of vital importance in the attainment of our goal for supremacy.  We defined
Triskelion as “the conglomeration of the three (3) Dynamic Forces, which aims
to conquer the Universe”.  As we can see, there are two parts of our definition,
first is that the Triskelion is “the conglomeration of the 3 Dynamic Forces”, and
the second part is that “it aims to conquer the Universe”.

The first part has a very clear message that in order to be called a Triskelion,
you must therefore possess the three (3) Dynamic Forces, which are the
FORTIS, VOLUNTAS, & FRATERNITAS.  It will also mean that the absence
of any of the three immediately indicates incompleteness of being a Triskelion.
So in order to have a complete grasp of our being, let us try to comprehend
the 3 Dynamic Forces.

 
FORTIS is Fortitude or the highest form of strength that will enable us to
surpass all sorts of problems and challenges.  It is therefore the Strength of
the Mind, Body, and Spirit.  So in order to attain FORTIS, we must first avoid
all the things that can possibly damage the Mind, the Body, and the Spirit. 
Knowledge, skills, talents, and optimism shall strengthen the Mind.  That is
why we are strongly encouraged to study hard not only in school but in life as
well.  The same reason why we are restricted to take illegal drugs and
substances because they literally destroy the Mind.  On the other hand, the
Body shall be strengthened by proper nourishment, exercise and workout.
Now how about our Spirit?  What can possibly strengthen our Spirit?  Well, as
far as I know, only a strong Faith in GOD can strengthen the Spirit.  That is
why, it is very important for a Triskelion to believe in GOD, because without
GOD, our Spirit will never be strong.
 

VOLUNTAS is Freewill, but not absolute freewill.  In order for VOLUNTAS to be


considered a dynamic force then it has to be construed positively.  So it has to
be bounded by Rules and Laws; it has to be bounded by the Tenets and Code
of Conduct.  We must always remember that in the exercise of our Voluntas, it
must always result to the advantage and development of our beloved
Fraternity.  It also means that we are free to do the things according to our
individual skills, talents, and capabilities, for the betterment of our Fraternity. 
That’s why we said that we tolerate individual differences among ourselves if
and only if such differences are not detrimental to our Fraternity.  This is the
same way to understand our Tenet # 3.
 

FRATERNITAS is Brotherhood, but in order for it to be a dynamic force, then it


has to be construed as Universal Brotherhood.  The Fraternity is our training
ground on how to become a brother not only among Triskelions but also to
everyone else.  That’s why we believe that man is a brother unto man.  So
therefore, if we are to treat other people as brothers, then the more we should
treat our fellow Triskelions as brothers.  More importantly, if we are to treat our
fellow Triskelions as our brothers, then the more we should treat our real
brothers.  I emphasized this matter because I know of some Brods who are so
kind with fellow Triskelions but do not treat their real brothers well at home;
and this is definitely improper.  Fraternitas must first be practiced at home.
 
Now we have defined the three (3) Dynamic Forces, and it is our very duty to
fulfill them.  So if we want to become a true Triskelion, then we need to
possess the 3 Dynamic Forces, then that’s the time that we are ready to
conquer the Universe; the second part of our definition.

What do we mean when saying to conquer the Universe? Are we to become


space navigators to conquer the Universe?  Of course, that’s not what it
means.  This must not be taken literally.  The conquest that we are trying to
achieve is the gaining of sympathy; the sympathy of the Universe.  But before
we deal with the Universe, let us deal first with the world.  Let us first gain the
sympathy of the world.  But before dealing with the world, let us first gain the
sympathy of our Country.  But before dealing with our Country, let us first gain
the sympathy of our immediate community.  But before the others, let us first
gain the sympathy of our immediate Family.  We already heard a lot of
complaints from parents of the brods, and most often the brods would tell us
to ignore their parents because they just dislike their sons to be members of a
fraternity.  Or they would say that their parents hate the Fraternity.  Well, well,
well, I disagree with it completely.  I don’t believe that parents hate the
Fraternity.  What they truly hate is the attitude and behavior of their children. 
The fraternity was just dragged into it.  Just try to be good at home and do
well in your studies, then your parents will stop hating our fraternity.  If you are
not used to wash the dishes, then try doing it now.  Do your own laundry as
well and the other house chores, and see for yourself what will happen.   That
is why we need to change in order to gain the trust and confidence of our
family, and the best way to do that is to follow our Tenets and Code Conduct. 
This can’t be done overnight.  It is a life-long struggle, but we need to start
somewhere, and we can start right now.   Life is our only chance in achieving
the completeness of our being Triskelions.  So while we live, let us strive to
live the Triskelion Way of Life.

The Triskelion is the conglomeration of the three (3) Dynamic Forces, which aims to
conquer the Universe.  Now we see, that conquering the Universe is simply to conquer
ourselves. 
BRIEF HISTORY OF TAU GAMMA PHI HISTORY
 
Moved from the discovery of a problem and seeking viable solutions, and
initiating purposeful action for personal, familial, vocational and community
betterment prompted the action-group of Rodolfo Sta. Maria Confesor, Roy Alolor
Ordinario, Talek Jamias Pablo, Vedasto Sario Venida, Restituto Alfonso and Romeo
Fortes to form the ORDER OF THE U.P. TRISKELIONS. Initially however, this
small group did not much influence the times and decisions within the
university that for a second time it was renamed ORDER OF THE GRAND
TRISKELIONS. The name of the elite order was once again changed to
the TRISKELIONS GRAND FRATERNITY. Finding a common bond of interests
and principles, the group finally had identified the trend then fashionable
among the studentry- Greek lettered fraternities. Based on this observation,
the Founding Fathers decided to name the Fraternity TAU GAMMA PHI on
October 4, 1968 at the University of the Philippines in Diliman, Quezon City. Convinced
of the success of a unified endeavor, the founding fathers proved to be real
pillars of strength that was later manifested in the recognition of the Fraternity
within the academe as an order of the intellectual elite and in society as a
powerful force to catalyze change.
 

Showing the public its organizational discipline, collective determination and


good examples, the Fraternity got the attention and respect of the University
of the Philippines student body. In the process, the enlightened group of Bro.
Jun Flor took the leap-of-faith to the TAU GAMMA PHI in 1969 at Cavite – the
first site of formal initiation. Under the leadership of Rodolfo Sta. Maria
Confesor, the first Grand Triskelion, the Fraternity wielded influence and
control which reached to tile heights of dominance in the College of Arts and
Sciences (C.A.S.). These were trying times politically at the U.P. much so that
the Fraternity founded its own political party which was named KAKASA.. The
C.A.S. at that time was the dominant college within the university with regard
to the logic of numbers and student personalities, our brothers included.

Reaping the fruits of labor, discipline and confidence in the Diliman


community, the Triskelion principles reverberated outside of the U.P. —
Diliman. The Fraternity found a new home in the Philippine Maritime Institute
(P.M.I.) on August 3, 1969.

A few months later, on March 5, 1970, another group of students at the Feati
University embraced the Tenets and Codes of Conduct of the TRISKIELIONS
GRAND FRATERNITY. Following the success at P.M.I. and Feati University,
the Fraternity explored time at Mapua Institute of Technology (M.I.T.). The
MIT Chapter was born on April 1970. Following these developments, the wave
of chapter foundation came to the National University (NU). There, the
Fraternity found acceptance among the studentry. On October 23, 1970, the
National University Chapter was founded. Trying to find Christian home for the
TAU GAMMA PHI, the University of Santo Tomas Chapter (U.S.T.) was
founded on March 1, 1971.

Even in the most adverse circumstances, the Fraternity, true to its noble
ideals, continued to evolve into a truly pro-people Brotherhood— strong and
unified with the masses with its own distinct set of characteristics, rites and
traditions. The Triskelion Hymn was arranged by Bro. Ben Beltran together
with Bro. Toots Mijares and Bro. Jojo Quimpo of the University of the
Philippines. The subjection mark in the center of the chest was informally
adopted by most of the chapters in 1973. It accidentally started in one of the
initiation rites conducted by the University of Santo Tomas Chapter in 1971.
The Three-legged symbol of the Triskelions was given a deeper meaning and
Ritual Rites were developed.

With the establishment of numerous chapters in such a short span of time, a


need to address problems endemic to a dynamic and fast growing
organization became evident. Therefore, in 1971, the Metro Manila Regional
Council (MMRC) was established in the First Regional Convention held in
Narvaez Farms. It was tasked to coordinate the movements of the various
chapters, harness the resources, and collectively decide on matters vital to
the Fraternity. Bro. Florentino ‘Jun’ Flor Jr., M.DG-UP 1969, was elected as
the first Secretary-General of the MMRC 1971-72 followed by Bro Joel Rillo,
UST Chapter was the second Secretary General 1972-73.

Martial Law was declared on September 21, 1972. All activities involving free
expression of ideas were outlawed and all school-based organizations were
closely monitored for semblance of ‘subversive’ activities. But the repressive
climate did not deter the brothers from pursuing their vision of propagating the
universal principles of the TAU GAMMA PHI to the entire student populace.
On July 8.1973, Adamson University Chapter became the first chapter to be
founded under the Martial Law Regime which was founded and sponsored by
UST Chapter. In the same year, the National College of Business
Administration Chapter in Manila was founded.

The year 1974 gave birth to the chapters at the University of the East. Manila
(U.E. – Mla.) on January 21 sponsored by UST Chapter; at the Philippine
School on Business Administration-Manila; at the Manuel Luis Quezon
University (M.L.Q.U.) on October 8 sponsored UST Chapter; and at San
Sebastian College (S.S.C.) on November 19 sponsored by UE Chapter.

After the 3rd Regional Convention in 1975 at Narvaez Farm, Laguna, another
school embraced the Tenets and the Codes of Conduct of the Fraternity, the
Far Eastern University (F.E.U.). It was founded on July 27, 1975 sponsored by
UST Chapter, the 13th and only chapter founded in that year. 1976 to 1979
saw a colossal increase in the Fraternity’s activities which in turn gave the Tau
Gamma Phi an awesome reputation—academically and in extra—curricular
aspects. In those years, the following chapters were founded the Philippine
College of Arts and Trade (P.C AT.), now the Technological University of the
Philippines (T.U.P.) on February 22, 1976 sponsored by Mapua Chapter; The
University of Manila (U.M.) on March 7, 1976 sponsored by UE Chapter; the
Central Colleges of the Philippines (C.C.P.) on July 11, 1976 sponsored by
UP Chapter; the Philippine College of Criminology (P.C.Cr.) on August 7,
1976 sponsored by UE Chapter; the Lyceum of the Philippines on August
15,1976; the Gregorio Araneta University Foundation (G.A.U.F.) on October
15.1976 sponsored by MLQU Chapter; the De Ocampo Memorial School
( D.O.M.S.) on August 30. 1977 sponsored by Adamson Chapter; the Eulogio
“Amang” Rodriguez Institute Science and Technology (E.A.R.I.S.T.) on March
19, 1978 sponsored by De Ocampo Chapter; the Philippine Air Transport and
Training Services (P.A.T.T.S.) on September 5. 1978 sponsored by Adamson
Chapter; and the Philippine Merchant Marine School-Manila (P.M.M.S.-Mla.)
on March 2, 1979 sponsored by PMI Chapter.

Under the Martial Regime, it was noted that during these times, causes of the
student masses and propagation of social awareness became the unifying
activity among the members of the Fraternity in tactical alliance with the
various cause-oriented groups. The intensity of the struggle further galvanized
the Fraternity into truly nationalistic amid progressive entity as manifested by
its contributions in the fight for truth, justice, freedom and national democracy.

All throughout the Martial Law Regime of the Marcos Dictatorship, fraternities
and other legal school organizations became the target of military harassment
because the then dispensation believed that they posed a threat to the order
and stability of the regime. Fraternities were infiltrated in order to divide the
student populace. This was carried out through systematic coercion and by
creating misinformation and intrigues among and in between organized
forces. On one hand, this was one of the primary causes of the infamous all-
out fraternity wars of the 70’s and early 80’s.

Struggling from the effects of Martial Law which suspended all fraternal and
organizational activity within the collegiate levels, Bro. Pete “Tusok” Conti of
PMI Chapter took the initiative to explore and tap the younger generation of
the studentry —the High School students. This gave birth to the Junior
Triskelions which found its home at San Beda College- High School in April 4.
1974. Bro. Manolito “Boyet” Gorospe and Bro. Oscar “OK” Esguerra were the
founders. With courage and determination in inculcating further the vision of
the Triskelion within the community, the Triskelion Youth Movement (T.Y.M.)
was organized in September 11, 1977 in Tejeron, Paco, Manila by Bro.
Monching Ocampo, who was also the Secretary General at that time.

As the Fraternity was expanding, our elder brothers eventually graduated and
went on to pursue their careers and some became very successful in
business and profession. To harness the resources, which this new sector of
the Fraternity can contribute, the Triskelion Alumni Organization was
established in August 13, 1979.

The times restricted movement and healthy activities between and among the
fraternity members. With their active minds and young bodies made idle, a
new trend of competition emerged – the physical rivalry and dominance. This
resulted to the infamous university rumbles. The rapid growth of the TAU
GAMMA PHI was taken as a threat by the older fraternities. We were
besieged from all sides by intrigues and unjust criticisms. Abiding by the
Codes of Conduct of the Fraternity, our brothers had no recourse but to rise
and defend the name of the Fraternity. Victory after victory consolidated the
name TAU GAMMA PHI as the major force in the fraternity system. No
fraternity could dislodge us from the new reputation we have earned-the
warriors.  This was during the time of the late Bro. Allen Hernandez as
Secretary General of Metro Manila Regional Council.

But on August 3, 1977, our involvement in the violent character of the system
claimed its first victim among our ranks. Bro. Hernando “Nando” Guevarra died of
multiple stab wounds while attempting to break a cordon set up by a rival
fraternity at Mapua Institute of Technology in Intramuros. This event, however
painful to accept became a major factor around which the brothers rallied. It
further cemented the solidarity of the Triskelions. Loyalty to the Fraternity and
to the principles for which it stands was to become the primary concern of
each and every member.
The TRISKELION
OFFICIAL SEAL & Color
 
The official color of Tau Gamma Phi is Gold over Black, where gold represents
light and black represents darkness.  In other words, gold over black means,
light over darkness or light against darkness.  And furthermore, light
represents a Triskelion and darkness represents the various difficulties in life. 
Therefore, a True Triskelion is a light against darkness and must not be the
other way around.  Please be guided of the following concrete examples:
 

1. If you teach others any wrong doings like stealing, swindling, taking of illegal
drugs, etc., then you are not a light but rather the darkness, and this won’t make
you a true Triskelion;
 

1. If you are so pessimistic and you always emphasize the dark side of anything
you see or think, then you’re not a light but rather the darkness, and this won’t
make you a True Triskelion;
 
1. If you have an attitude of making others feel sorry and discouraged, then you’re
not a light but rather the darkness, and this won’t make you a True Triskelion;
 

1. If you are an Atheist or does not believe in existence of God then you are not a
light but rather the darkness, and this won’t make you a True Triskelion;
 

1. If you don’t follow the Tenets and Code of Conduct of the Fraternity then
you’re not a light but rather the darkness, and this won’t make you a True
Triskelion.
 

So therefore, a True Triskelion is the one who teaches good things to others.
The one who encourages and provides constructive criticisms.  Always
looking for the brighter side of anything he sees or think and never get
discouraged, and always believed in the Greatness of God.  A True Triskelion
is he who follows the Tenets and Code of Conduct, and always bounded by
morality; always a Light against Darkness.

Imagine yourself having a flame on your head, because as long as this flame
is burning then it means you are still a Triskelion.  Some flames are very
bright, but some flames are half-bright, and some are none at all.  Now, do
you have to despair if ever you find your flame to be gone?  Of course not. 
Why?  Because you can always ask a fellow Triskelion to share his flame with
you and rekindle your burning Triskelion Spirit.  How about having seen others
without flames?  Do you have to wait for them to come to you?  No.  You have
to make the initiative of approaching them and share your flame with them,
and if ever they refuse, then patiently continue to persuade them until they
finally accept the Triskelion flame you are offering.

TRISKELION HANDSHAKE
 
The Triskelion Handshake is probably the only Fraternity Handshake that
directly exhibits and conveys the definition of its identity, such that, our
handshake is an expression of the conglomeration of the three Dynamic
Forces, which are the Fortis, Voluntas, and Fraternitas.  As we can observe,
the Triskelion Handshake has three parts: the thumb, the little finger, and the
three fingers in between.  The thumb is no doubt to be the strongest finger
and therefore it represents the Fortis.  On the other end, the little finger
represents Voluntas because it is so free and it is where you feel the least
stress of your hand.  And the three fingers in between
represents Fraternitas because they demonstrate unity and bonding.
 

Every time we execute our handshake, we are like uttering the words Fortis,
Voluntas, Fraternitas, and what makes it more unique is that we do it in the
upright position unlike other fraternities.  And once our hands are bound
together, it is always in the upright posture signifying our fraternal supremacy;
and pointing upward, to God our Creator, the source of our Strength.

THE MAGNA CARTA OF TRISKELIONS

FORTIS:   Every Triskelion shall pursue individual excellence for only excellent


Triskelions can make a truly grand Triskelions’ fraternity.
 

TENET

supreme fraternity.

TRISKELION GUIDELINES

By virtue of the power vested in the Triskelion Global Coordinating Council


(TGCC) under the Magna Carta of the Tau Gamma Phi, the following
guidelines of the Tau Gamma Phi are followed:

Membership

Membership to the Fraternity shall cease upon resignation or expulsion for


due cause. Members recommended for expulsion shall have the benefit of a
trial or due process and may appeal to the higher organ of the Fraternity. All
local chapters must provide the higher echelons of the Fraternity with duly-
certified expulsion papers not more than ten (10) days after its effectivity.
 

Candidate members to the Tau Gamma Phi shall be qualified on the basis of
the following:

1. He must believe in the Principles of the Fraternity.


2. He must be of good moral character.
3. He must be at least seventeen (17) years of age for Senior and Community-
Based Triskelion candidates and fifteen (15) years of age for Junior Triskelion
candidates.
4. He must be mentally and physically fit, supported by a Medical Certificate
under oath.
5. He must be willing to undergo the membership requirements.
6. He must be sponsored by any Triskelion of good standing.
7. He must not be a member of any fraternity or organization whose principles
and purposes are contrary to those of the Tau Gamma Phi.
 

Candidate members shall be subjected to background investigation prior to


interview and orientation. The Grand Council shall approve his application
upon formal endorsement of the sponsor.

The Fraternity shall have four (3) categories of


members:
1. SENIOR TRISKELION
2. School Based Triskelion – College students enrolled and initiated by Senior
Triskelions in any college, university, and institution recognized by the Local
Council.
3. Community Based Triskelion – Employed, Self-Employed and College student
enrolled in a school not affiliated with any Council whose residency is within the
community.
4. JUNIOR TRISKELION – High School students initiated by Senior and/or
Junior Triskelions in any high school recognized by the Council.
 

1. ALUMNI TRISKELION
 Chapter Based Organization – Those Triskelion who initiated or welcome
from the chapter can organize their own Chapter Alumni Organization. He must be
graduated from college or undergraduate Triskelion who possess the following:
1. At least a bonafide member of four (4) years;
2. Gainfully employed, self-employed or pursuing business
3. He must be successful in life or excel in his chosen field of endeavor.
 Alumni Association – Identify and integrate various Triskelion chapters,
councils and bodies to harness their relative strengths and be utilized as a medium
to accelerate development within the system such as the following: TOL, TOM,
Trileg, TOG & TCC.
Duties and Responsibilities of a Triskelion

1.     Every Triskelion shall strive to lead a morally


upright and virtuous life in accordance with the Tenets
and Codes of Conduct of the Fraternity.
2.     It shall be the duty of every Triskelion to uphold
this Guidelines, to give unswerving loyalty to the
Fraternity, to actively contribute to its development and
welfare and to abide by the rules and regulations issued
by its lawful authorities.
3.     Every Triskelion is responsible for each other. It
shall be his duty to assist and support his fellow
Triskelion especially in times of crisis.
4.     It shall be the duty of all Triskelions to attend all
meetings, and to actively participate in all project and
activities of the Fraternity.
5.     It shall be the obligation of all Triskelion to pay the
dues/fees set by its lawful authorities.
6.     It shall be the duty of every qualified Triskelion to
register and cast his vote in Fraternity elections,
referendum, and plebiscites.
7.     A Triskelion is obligated to exert his best effort to
develop his potentials, physical or intellectual, in order
to strengthen the Fraternity. Triskelions with special
skills and talents shall heed the call of the Fraternity’s
leadership to lead or take part in an activity designed to
countenance any critical or emergency situation.
8.     It is the duty of every Triskelion to recruit new
members.
 To practice the Tenets, Codes of Conduct, Magnacarta of Triskelion, Aims and
Purposes of the fraternity.
 To attend in all fraternity’s Standard Educational Modules.
 To implement and follow the Standard Initiation Procedures.
 To fill up and be registered to W.W.T.R.P
 To practice a collective and democratic system of leadership in all structural
organs of the fraternity.
 

Rights and Privileges of a Triskelion

1.     The right to equal treatment and opportunities shall


not be abridged regardless of religious belief, socio-
economic and political status.
2.     Every Triskelion shall have the right to express his
opinions on matters concerning the Fraternity provided
that it is put forth in a constructive manner.
3.     The right to be protected against exploitation,
improper influences, and other conditions prejudicial to
his physical, intellectual, social, political, economic and
moral development shall be guaranteed.
4.     Every Triskelion has the right to have access and
inspect all books of accounts, records and similar
materials of public character pertaining to the fraternity.
5.     The right of a Triskelion in good standing to
actively participate in all projects and undertakings of
the Fraternity shall always be recognized.
6.     Qualified full-pledged Triskelions in good standing
shall have the right to run for elective positions in the
Fraternity subject to the qualifications of the position.
7.     The right to join or organize legitimate
organizations whose purposes are contributory to the
enhancement of the Fraternity shall not be impaired.
1. To propose suggestions, amendments, make resolution during General
Assembly and collectively vote on matters affecting the fraternity..
8. To attend meetings of the general assembly which the highest policy making
body of the fraternity..
9. To propose amendments and introduce resolutions and vote on these
amendment and resolutions.
10. To prepare projects or activities as long as they do not violate the fraternity’s
house rules and regulations, Tenets and Codes of Conduct..
11. To demand for a monthly report on financial statements and financial condition
of the chapter.
12. To ask for donations or assistance from every Triskelion, provided that it be
approved by the G.T. and the M.K.C of the chapter.
13. To attend and participate in final initiation rites of the chapter.
14. Be served by any alexis or medusa in the chapter.
15. To orient alexis and ask for alexis’ services inside or outside the campus,
provided it will be approved by the G.T. and the M.W.W. of the chapter.
 

 
 

DISCIPLINARY ACTIONS:

 Any Triskelion who violates the rules, regulations, Tenets and Codes of
Conduct of the fraternity, commit acts injurious to the prestige, honor, functions,
and stability of the fraternity or deliberately or continuously not participate or
attend meetings activities and projects of the fraternity will be given a
corresponding D.A. (disciplinary paddles/suspension, and expulsion) depending of
the gravity of the offense committed.
 This will take effect either by verbal or written reprimand to call the attention
of the brothers which will serves as warning to minor or petty issues.
 Serious cases which are subject to suspension, any accused Triskelion must be
issued a letter to attend a hearing for verification, validation and resolution as part
of the whole democratic due process.
 Failure to attend the said hearing will escalate subjecting him to expulsion and
will be documented by Master Keeper of Scroll for records purposes.
 

Suspension and Expulsion of Member


1. Any member who deliberately and/or continuously not participating or
attending fraternity activities, meetings and projects shall be given proper
disciplinary action, the suspension will depend on the gravity of the offense
committed.
2. Any members who grossly violated the Guidelines, tenets and codes of conduct
and has deliberately or continuously committed acts injurious to the prestige,
honor, function and stability of the fraternity as a whole, can either be suspended
or expelled from then membership of the fraternity.
3. Any impeached officer can be expelled or be suspended, depend on the gravity
of the offense committed.
4. Suspension or expulsion can only be initiated or carried if two-third (2/3) of
member in favor of such.
5. Any members given suspension shall automatically be suspended from all the
rights and privileges of the fraternity.
6. After the lifting of suspension, as part of the disciplinary action, he shall
receive disciplinary paddle and it will be decided by the Grand Council of the
fraternity, depend on the gravity of the offense committed.
 
Organization
CHAPTER

How To Found A New Chapter


Founders have the most important role in every chapter, they are the one who
will build and provide a good foundation and example to every future
Triskelion. So, we should see to it that all the founders are well qualified and
well oriented.

1. Procedures
2. Submit bio-data of every prospective founders;
3. They should be sponsored by at least one recognized chapter and recognized
city/municipal council;
4. They must pass an interview to be conducted by the Membership or Screening
Committee of the Local Municipal or City Council together with the Sponsored
chapter’s Grand Triskelion.
5. They shall submit a General Program of Actions with a detailed proposed
projects and activities to the Municipal/City Council.
6. Likewise shall provide a letter of intent and request to the Local Council; and
7. They must undergo a sponsored standard initiation rite to be conducted by the
Local Municipal or City Council.
 

2. Qualified of every prospective founders for School Based Chapters


3. Has good scholastic records;
4. He must be of good moral character.
5. He must be willing to undergo the membership requirements.
6. At least 2ndyear college or 18 years of age;
7. No present and previous criminal record.
8. He must not be a member of any other fraternity or organization whose
principles and purposes are contrary to those of the Tau Gamma Phi.
9. He must be well rounded on the policies, rules and regulations of the local
council code.
10. He must be a Triskelion Member for at least 2 Years.
Note:  All transferee from other recognized chapter who organized the said
chapter are noted as the convenor of the chapter and automatically one of the
founders, provided that he has submitted the entire requirement needed by
the council. Junior and Community Triskelion who wants to be one of the
founders shall undergo a welcome initiation rites designed for Junior
Triskelion to Senior Triskelion respectively, provided that he will pass all the
test and interview conducted by the sponsoring chapter and their welcoming
initiation rites will hold on the same date of foundation day.

Qualified of every prospective founders for Community Based Chapters


 

 He must be a resident Triskelion in the community at least two (2)years.


 Senior and Most Distinguish Guardian Triskelion from any college or
university.
 Community Triskelion who has actively serve the brotherhood for at least three
(3) years
 Senior Triskelion Brother shall accept six (6)  Traditional Paddles ( plus 1 whip
for founding date and 1 council paddle)
 Community shall accept Six Traditional Paddles, Tenets and Codes of Conduct.
 

The Chapter Grand Council


 

The Chapter Grand Council shall be composed of the Grand Triskelion, the
Deputy Grand Triskelion, the Master Triskelions, the Master Keeper of the
Scrolls, the Master Keeper of the Chest, and the Master Wielder of the Whip
plus  12 (twelve) active members.

The Chapter Grand Council shall be the governing body of the Chapter who
shall supervise and facilitate judicial proceedings and shall attend to the cases
filed for further due process..

No member may be elected as Grand Triskelion unless he be at the time of


his assumption to office, a full-fledged member and has been studying in the
School for at least three consecutive semester (for School Chapters) or has a
residency in his community for at least three (3) year (for Community
Chapters).

No member may be elected to the office of the Deputy Grand Triskelion


unless he is at the time of his assumption to office, a full-fledged member and
has been studying in the School for at least three consecutive semesters (for
School Chapters) or has a residency in his community for at least three (3)
year (for Community Chapters).

In case of vacancy in the office of the Grand Triskelion due to disability,


incapacity, resignation or removal from office for a cause, the same shall
devolve upon the Deputy Grand Triskelion.

In case of vacancy in the office of the Deputy Grand Triskelion due to


disability, incapacity, resignation or removal from office for a cause, a special
election shall be held within a month after the vacancy had occurred, provided
that the newly elected officer shall serve only for the unexpired term of the
vacant office.

 
Duties and Obligation of Recognized Chapters
1. To give unswerving loyalty to the Triskelion Grand Fraternity.
2. To honor and defend the name of the fraternity and contribute to its
development and welfare.
3. To uphold the Magna Carta of the Triskelion.
4. To engage in its activities and projects and to attend regularly in its meetings,
conventions, anniversaries and gatherings.
5. To cooperate with the duly constituted authorities in the attainment and
preservations of a just and orderly organization.
6. To register and cast their vote in every election and decision making called by
the Municipal/City council.
7. To keep in touch with the Council/Area/Sector regarding the projects, activities
and meetings and will act as a coordinator.
 

Rights and Privileges of Recognized Chapters


 Every recognized chapter in good standing shall have the rights: 
1. Right to attend the regular and special meeting of the General Assembly of the
Municipal/City council.
2. Right to propose amendments and introduce resolutions and vote on those
presented at the meetings above mentioned.
3. Right to vote motion for the recall of an officer of the council which shall
represent by the Chapter’s Grand Triskelion..
4. Right to inspect, after five days notice, the records and book of account of the
council.
5. Right to inspect, publications, documents of the council.
6. Right to sponsor any projects, activities, conventions and meetings of the
council as long as it is not violating the rules and regulation of the fraternity.
 

Every recognized chapter in good standing shaves the following privileges: 


1. Will receive a quarter and annual report on financial statement and
development of the council.
2. Can ask for any donation and assistance to any recognized chapters duly
authorized the council.
3. Can ask or request the council for trainings, seminars, workshops and other
educational activities for the development of its member and officer.
4. Shall have the right to be informed in every vital matter that concerns the whole
council.
5. Shall have the right to be given an opportunity for work, employment and
placement.
6. Shall have the right to sponsor a prospective newly found chapter.
7. Shall have the right to organize and sponsor activities, affairs, caucus, forum
and projects.
 

Suspension And Revocation of Recognition


1. Any recognized chapter who have been informed and deliberately and/or
continuously not participating in any council projects, activities and meetings for
three (3) consecutive times will be given suspension for two (2) months, after the
lifting of suspension and still continuously and/or deliberately not participating
will be dealt to revocation of their recognition from the membership list of the
council.
2. Any recognized chapter who has grossly violated the Triskelion guidlines, rule
of conducts, aims and purposes of the council and has consciously or function and
stability of the fraternity as a whole, can either be suspended or revoked from the
membership list of the council.
3. Suspension or revocation of recognition can only be initiated or carried if two-
third (2/3) of the quorum attendance of recognized chapter member in favor of
such.
4. Judgment in case of the suspension and revocation of recognition shall depend
on the gravity of the violation to be prepared by the Judicial Body of the
Municipal/City Council.
5. Any recognized chapter given suspension shall automatically be suspended
from all the rights and privileges stated above (Rights and privileges of recognized
chapter).
 

Duties and Responsibilities of a Chapter Officers

The Grand Triskelion (GT) 


1. The Grand Triskelion is the Executive Officer of the Chapter. Executive power
shall be lodged in and exercise by him with the assistance of the Deputy Grand
Triskelion (D.G.T.) and Master Triskelion (M.T.)
2. He shall preside over the Chapter Grand Council and all chapter meetings.
3. The Grand Triskelion shall be responsible and accountable to the Chairman for
the proper operation of the chapter under his jurisdiction.
4. The Grand Triskelion shall represent his chapter in the Executive Council and
shall have the power to formulate project proposals and programs intended for the
entire City.
5. The Grand Triskelion may create additional committees that he may deem
necessary to augment the performance of his administration.
6. He shall be the Head of the Grand Council, who will ensure and monitor
projects, programs & activities.
7. Shall decide collectively with the other officers of the Grand Council the
policies, resolution, projects, and services that are to be administered and
implemented.
8. He shall have the power to call on special meeting of all residents Triskelion.
9. He shall have the power to appoint the staff of the Grand Council, the Master
Wilder of the Whip (M.W.W.), Master Keeper of the Chest (M.K.C.) and Master
Keeper of the Scroll (M.K.S.).
10. He shall have the power to select what committee or program an elected Master
Triskelions (M.T.) is best suited for.
11. Shall be the official spokesman and representative of the Grand Council in the
Municipal/City Council, Metro Manila Coordinating Council’s and Triskelion
Global Coordinating Council’s meetings, assemblies and convention.
12. He shall have the power to baptize alexis & accept newly welcome Triskelion
brothers from other chapter
 

The Deputy Grand Triskelion (DGT) 


1. The DGT shall assist the Grand Triskelion in the administration and operation
of their Chapter.
2. The DGT shall be the presiding officer in any policy-making proceedings of the
chapter.
3. The DGT may be appointed by the GT to hold a special committee of the
Chapter
4. Shall take over in the absence of the G.T.
5. Shall help the G.T. in implementing and monitoring all programs, projects,
services and activities.
6. Shall accept any task or special projects assigned by the G.T., provided that the
task will help and maintain the development, integrity, honor, security, and
prestige of the fraternity.
7. Shall act as the trouble shooter for internal problems and affairs of resident
Triskelion.
8. Shall monitor all programs, projects and activities of the Master Triskelions
(M.T.).
 

CHAIRMAN OF THE MASTER TRISKELION (C. M.T.)


1. Shall be the head of all the elected Master Triskelion of the Grand Council.
2. He shall be the presiding officer when there is a session to create a bills or
policies to be passed and approved by the G.T. with the members of the Grand
Council.
3. He will see to it that all the Master Triskelions (M.T.) implement all their
projects, plans, and activities assigned to them.
 

MASTER TRISKELIONS (M.T.)


1. Speaker of Master Triskelion, Membership Officer, Interior Officer ,
Academics/Education/Orientation Officer, Information and Communication
Officer, Alumni Affairs Officer, Special Project Officer, and Socio-Civic Affairs
Officer.
2. Policy making body of the Grand Council.
3. Will see to it that all programs, projects, and activities are implemented
according to plan.
4. Shall make sure that the bills and policies they created are just, honest and
beneficial to every Triskelion of the chapter.
5. Shall accept any task assigned to them by the G.T. provided that the task will
help in the development, integrity, honor, security, and prestige of the fraternity.
 

The Master Keeper of the Scroll (MKS) 


1. The MKS shall be the Secretary of the Chapter and must keep the minutes of
all Chapter meetings.
2. The MKS must submit a complete list of registered members of the chapter to
the Membership and Organization Director.
3. The MKS shall keep records of all chapter documents and shall submit a whole
year progress report to the Executive Council through the Council Secretary.
4. Master list of the chapter’s residents, alumni and non-residents.
5. Application form of all applicants and their status.
6. Chapter development and progress reports.
7. Correspondence
8. Memo from M.M.C.C., Provincial /Municipal/city Council and other
organization.
9. A minute of chapter’s meeting.
10. Chapter’s resolution and policies and other documents.
11. He will see to it all residents Triskelion be informed properly when there are
assemblies or meetings called upon.
12. Will take good care of the chapter’s log book
13. Will prepare reprimand letters to any Triskelion brother who has a
disciplinary action.
14. Will issue letters of suspension and expulsion to be signed and noted by the
members of the Grand Council.
15. Shall take the custody of all the W.W.T.R.P. registration forms to be forwarded
to the Municipal/City Council
 

MASTER KEEPER OF THE CHEST (M.K.C.)


1. The MKC shall be the treasurer of the Chapter and shall be responsible to keep
the financial records, book accounts and other financial documents of the chapter
and will hand it over to the next M.K.C. after termination of office.
2. The MKC shall be responsible in forwarding to the Budget and Finance
Director the dues intended for the City Council.
3. The MKC shall submit to the Budget and Finance Director a whole year
financial report at the end of each school year.
4. Shall prepare the monthly budget for the daily operation and expenses of the
chapter.
5. Shall prepare financial statements of the chapter and will see to it that all the
resident Triskelion be notified and shall furnish a copy to be submitted to the
Municipal/City Council.
6. Shall act as a collector of all the dues and fees to the resident
 

The Master Wielder of the Whip (MWW)


1. The MWW shall be responsible for the proper implementation of the
recruitment and initiation process.
2. The MWW shall make a background investigation on the new Triskelion
aspirants or alexis.
3. The MWW shall submit a complete list of new Triskelion aspirants to the
Executive Council and must closely coordinate with the Membership and
Organization director.
4. Will implement the standard initiation rites designed and approved by the
Triskelion Global Coordinating Council (T.G.C.C.) and Metro Manila
Coordinating Council, Provincial/City/Municipal Council
5. Will act as the Sergeant at Arms in all fraternity meetings and gatherings of the
chapter.
6. Will take care of the chapter’s whip and will use it whenever there is a decision
made by the Grand Council that a member/s be given disciplinary action.
7. Will act as the security and intelligence officer of the chapter.
 
CHAPTER STUCTURE
 
THE MOST DISTINGUISHED ORDER OF THE GUARDIANS
 
1. ROLES AND FUNCTIONS:
 
1. To protect the highly honorable position of the elected officers of the fraternity,
with special emphasis as the offices of the Grand Triskelion and Deputy Grand
Triskelion.
2. To successfully build the fraternity’s morale and provide the member with the
incentive to strive and achieve the highest possible fulfillment of the fraternity’s
aims and goals.
3. To provide the incumbent officers of the fraternity a whole needed guidance
towards the fulfillment of the said aims and goals. To monitor and evaluate plans
and activities and guide them for the implementation of such policies, plans and
activities of the fraternity.
4. The power to advise the Grand Triskelion on vital matters and to sit in the
deliberations of the Grand Council concerning vital issues and shall act as a
mentor of the Grand Council.
5. Outside the Grand Council, he can be elected or appointed official to a much
higher position or organ such as General Secretary and Governor General of the
fraternity.
6. The power to accept qualified Triskelion in the order is vested in the Order
itself, provided that such recomendees satisfy the requirements.
7. He can act as an adviser or counselor of any lower organ of the fraternity
whenever he wishes to provide that he is willing to serve as such, especially the
Junior and Communit Triskelion.
 

RESOLUTION:

Whereas: Provided a certification of the Ground Council, to be forwarded to


City/Municipal Council to be approved by the  Metro Manila Coordinating
Council/Provincial Council and be finalized by the Order itself.

1. REQUIREMENT BEFORE YOU CAN BE ADMITTED INTO THE ORDERS:


 
1. He should be at least a fourth year student of an undergraduate course.
2. He should have accomplished an outstanding achievement (relating to
fraternity matters) or contributions to the growth, stability and security of the
fraternity.
3. He must pass an interview to be conducted by the Order.
4. He must pass the entire test of the Order may device in order to find out
whether such Triskelion is fitted to be a member of the Most Distinguish
Guardian.
5. He should be an active member of the fraternity (he may have been an officer
or not): incumbent officers of the fraternity are disqualified to enter the Order.
They can be only admitted into the Order after serving their term of office.
6. He must be recommended by either the Grand Triskelion or the Grand Council.
7. The Grand Triskelion (G.T.) of the fraternity is automatically being admitted
into the Order upon termination of his term of office provided that he has no
deficiency.
8. Senior Triskelion is qualified to be a member of the Order provided that he will
undergo the whole process of approval.
9. He will have the title of Most Distinguished Guardian and corresponding
abbreviations M.D.G. will be affixed after his name upon use of such any
fraternity documents, records, writing or manuscripts.
 

LOCAL COUNCIL
 

Guidelines in Organizing a Local Council


Organizing and establishing local councils are expressly allowed by
fraternity’s law and are subject to regulation for the promotion of uniformity
and standard in all aspects of Fraternal Organization. The rule shall apply to
all local councils nationwide.

For the purpose of clarification, Local Council (LC) refers to a Triskelion


organization existing within a specified territory and adheres to the
geographical divisions of the Philippine Government.  A local council may be a
municipal/city, provincial, or regional council.  Before any efforts to establish a
local council, the Triskelion Global Coordinating Council (TGCC) should be
informed by the immediate or next higher organizational level or of the local
council to be organized for the purposes of confirmation, recognition,
acknowledgement and respect due to the TAU GAMMA PHI Global Council.

In certain provinces with no provincial council and no municipal/city council


ever had been established or vice-versa but considerable quantity of
members exist, the following procedures are hereby issued:
1. The TGCC shall have the sole authority to appoint the provincial council
organizer in a specified area upon the recommendation of the adjacent or nearest
established council.
2. The council organizer shall form the Provincial Organizing Committee (POC)
to organize a provincial council or the Municipal/City Organizing Committee
(MOC) for a municipal council.
3. POC shall report to the adjacent established Provincial Council and the MOC
shall report to the nearest established council until an Interim Council shall be
established.
 

Registration of Local Councils


Consistent with the authority of the Vice Chairman (TGCC) to ensure that the
various echelons of the fraternal organization are functioning efficiently on
their prime concerns, a World Wide Triskelion Registration Program to govern
establishments of Local Council and to be implemented by the WWTRP
Secretariat is hereby established.
 

The registration of Local Councils shall be necessary for purposes of


establishing effective membership, coordination, information, data basing and
monitoring.

Failure to register shall give rise to the presumption that the council lacks the
organizational capabilities.

Requirements for Registration


A local council shall be listed in the Registry of Recognized Councils upon
completion of an application form to be provided by the Office of the World
Wide Triskelion Registration Program.

The application of Provincial Councils and Regional Councils shall be


supported by:
1. Brief History of the Council.
2. Vicinity Maps of all component councils
3. Past and Present Provincial Officers;
4. Lists of Recognized Municipal/City Councils and their officers; 3 Lists of
Recognized Chapters and their officers;
5. Communication Directory; and
6. One (1) year detailed Plan of Action.
 

 
 
Filing and processing of applications
All chapters shall register to their respective Municipal/City Council.  All
Municipal/City Councils shall register to their respective Provincial Councils. 
All Provincial Councils shall register to their respective Regional Councils.  All
Regional Councils shall register to the Triskelion Global Coordinating
Counciol.

In certain areas with no Regional Council, the Provincial Council shall register
directly to the Triskelion Global Coordinating Council (TGCC) through the
World Wide Triskelion Registration Program.

The applications of Regional Councils and Provincial Councils shall be verified


and shall include an undertaking that they shall abide by all applicable laws
and regulations of the Fraternity.  No application fees for registration shall be
accepted unless all the foregoing requirements are complied with.

Prohibition
Appointment of Municipal Chairman, City Chairman, Governor General, or
Secretary General shall be strictly prohibited even in temporary or interim
capacity.  Chairmen, Vice Chairmen, Governor-Generals, Vice Governor-
Generals, Secretary-Generals and Vice Secretary-Generals must be a former
Grand Triskelion and member of the Most Distinguished Order of the
Guardians.
   
Periodical Reporting
The Provincial Council shall submit in duplicate its annual report using a
prescribed form to the WWTRP not later than 15th of January of the following
year.
 

Delisting of Provincial Councils


Subject to due process, the WWTRP shall cancel the registration of Provincial
Councils and Regional Councils based on any of the following grounds:

 Non-submission of annual report;


 Non-compliance with Policies and Standards; and
 Violations of the National Local Council Guidelines
Renewal of Registration of Provincial Councils
All registered Provincial Councils may apply for renewal of registration every
two years.

Enforcement
The WWTRP shall have the authority to conduct routine inspection of
established Provincial Councils and shall have access to records and
premises at any time, and the right to copy there form, to question any
member or officer and investigate any fact, condition, or matter which may be
necessary to determine violations or which may aid in the enforcement of the
guidelines and of any fraternity law, rules and regulations issued pursuant
thereto.

The Municipal/City Council


The Municipal/City Council shall be the highest Triskelion coordinating body in
a municipal/city  It shall have a Municipal Executive Council (MEC) as the
highest executive body, a Municipal Assembly (MA) as the highest policy
making body, and a Municipal Judicial Council (MJC) as the advisory and
judicial body of a municipal council.  The MC shall enjoy local autonomy but
shall concur at all times to its immediate or next higher level of organization in
line with the principles of subsidiary.  Basic components of a Municipal
Council are as follows:
1. The Municipal/City Council shall be composed of not less than three (3) active
community-based chapters.
2. The Municipal/City Council shall be formed after a municipal/city-wide
conference among the provincial coordinators, MC organizers, Grand Triskelions,
MDG’s, key leaders, any concerned Triskelion in good standing, and the general
membership of a given territory wherein possible election of officers may take
place.
3. This conference shall be conducted and facilitated by the Provincial Executive
Council. In case no Provincial Council exists, the TGCC or its duly authorized
representative shall observe and attest the conference.  In such circumstances
wherein the TGCC could not be present, it shall issue a Letter of
Acknowledgement confirming the establishment of the local council on or before
the said conference.
4. An Interim Municipal/City Council shall be established when less than three
(3) active community-based chapters exist but clusters of members are present in a
given territory. It shall follow the same procedures mentioned above in organizing
the MC.
5. The Municipal/City Chairman is the highest executive officer of a municipal
council and shall be the head of the Municipal Executive Council.
 
 
 
Municipal/City Executive Council
 

1. The Municipal/City Executive Council shall be composed of the Council


Chairman, the Vice Chairman, the Council Secretariat, and the Grand Triskelions
of all Chapters.
2. The City Executive Council is the highest ruling coordinative body of the
Fraternity in the Municipality/City.
3. The City Executive Council must meet at least once a month.
4. No member may be elected to the office of the Chairman unless he be at the
time of his assumption to office, a former Grand Triskelion of a Chapter or a
Member of the Most Distinguished Order of the Guardians and must have a
residency in the City for at least two year.
5. No member may be elected to the office of the Vice Chairman unless he be at
the time of his assumption to office, at least a former Deputy Grand Triskelion of a
Chapter and must have a residency in the City for at least two year.
6. No member may be elected to the office of the Executive Secretary and the
Board of Directors unless he be at the time of his assumption to office, at least a
second year student of an under graduate course, a full-fledged member and must
have a residency in the City for at least one year.
7. In case of a leave of absence of the Chairman, the Vice Chairman shall carry
the duties of the Chairman until his return to service.
8. In case of vacancy in the office of the Chairman due to disability, incapacity,
resignation or removal from office for a cause, the same shall devolve upon the
Vice Chairman.
9. In case of vacancy in the office of the Vice Chairman, Executive Secretary, and
Board of Directors due to disability, incapacity, resignation or removal from office
for a cause, a special election shall be held within a month after the vacancy had
occurred, provided that the newly elected officer shall serve only for the unexpired
term of the vacant office.
Duties and Responsibilities of a Municipal/City Council Officers

The Chairman 
1. The Chairman is the Executive Officer of the Municipal/City Council. He shall
be responsible for the proper administration of the Fraternity and to effectively
implement this Policies and Guidelines.
2. The Chairman shall be the presiding officer of the Municipal/City Council. He
shall also preside all Council Meetings and General Assemblies.
3. The Chairman shall see to it that transparency is observed throughout his term
of office.
4. The Chairman shall submit to the Provincial Governor General a
comprehensive report on his administration semi-annually. In the absence of a
Provincial Council, the Chairman shall directly submit his report to the Vice
Premier for Mindanao.
5. The Chairman shall act as a direct coordinator with the local Grand Council’s
Grand Triskelion and likewise with the Provincial Governor.
 

The Vice Chairman 


1. The Vice Chairman shall assist the Chairman in the administration and
operation of the Council.
2. The Vice Chairman shall be presiding in all legislative hearings or any
assembly intended for policy making.
3. The Vice Chairman may be appointed by the Chairman to head a special
committee or chamber.
 

The Council Secretary 


1. The Council Secretary shall be the supervising head of the Council Secretariat
and must see to it that all its programs and projects are properly managed.
2. The Council Secretary shall be responsible in keeping the minutes of all
Executive Council Meetings and General Assemblies and furnish copies to all
Council Officers and Grand Triskelions.
3. The Council Secretary shall keep records of all organizational documents and
other pertinent properties of the Fraternity.
 

The Director on Budget and Finance


1. The Budget and Finance Director shall be the treasurer of the council. He shall
be responsible of all financial matters of the Council and account all funds
contributed to the council. He shall keep charge of the funds, securities, titles,
deeds, receipts, and disbursements of the Fraternity.
2. The Budget and Finance Director shall present a written report of itemized
disbursements at the regular Council Meetings and make a general financial report
for the year at the end of the fiscal year to be submitted to the Council Secretary.
3. The Budget and Finance Director shall formulate programs and schemes for
budgeting and collection of dues or fees.
4. The Budget and Finance Director shall identify, secure, develop and maintain
financial sources for the Fraternity.
5. The Budget and Finance Director shall need a written request duly signed and
approved by the Chairman before any release of funds
 

The Deputies on Communication and Information  


1. The Communication and Information Director shall at all times be prepared to
give and present inquiry-related information such as addresses, names, contact
numbers of members and including the constitution, policies, guidelines, and the
latest development of the fraternity.
2. The Communication and Information Director shall be responsible in the
proper dissemination of notices, memorandum, fraternity manual and folio and
policy instructions.
3. The Communication and Information Director shall be the official
spokesperson of the Fraternity.
4. The Communication and Information Director shall ensure that effective
communication channels with the National Council is maintained and secured.
5. The Communication and Information Director shall be responsible in putting
up a web sites that will be suited for a more effective and easy access for
information.
6. The Communication and Information Director shall act as an alter ego of the
TGCC’s Director General for Education and who will see to it that all of the
fraternity’s educational modules are being thought to all Triskelion.
 

The Deputies on Membership and Organization 


1. The Membership & Organization Director shall initiate & continuously gather
the list of Triskelions.
2. The Membership & Organization Director shall be the discipline officer and
Master Wielder of the Whip of the Council; he shall be responsible in monitoring
the activities of the chapters and see to it that no violations are committed.
3. The Membership & Organization Director shall assist members who wish to
organize a chapter and provide thereof all necessary information and documents.
4. The Membership & Organization Director shall investigate or cause to
investigate any officer for violations of the Tenets or Codes of Conduct of the
Fraternity; administrative neglect; graft and funds malversation, and recommend
appropriate action to the Executive Council.
5. The Membership & Organization Director shall update at all times the council
officers by submitting written reports to the Council Secretary regarding the
membership strength and recruitment status.
6. The Membership & Organization Director shall formulate a security plan
indented to protect the welfare of the fraternity and members in particular.
 

Municipal/City Organizational Structure


 
Provincial Council
The Provincial Council is the highest Triskelion coordinative body of a
province.  It shall have a Provincial Executive Council (PEC) as the highest
executive body, a Provincial Assembly (PA) as the highest policy making
body, and a Provincial Judicial Council (PJC) as the highest judicial body of a
province.  The PC shall enjoy local autonomy but shall concur to its respective
Regional Council or the National Council in the absence of the former.  Basic
components of the Provincial Council are as follows:

1. The Provincial Council shall be composed of not less than three (3) active,
functional, and recognized municipal councils.
2. The Provincial Council shall be organized after a Provincial General Assembly
among council organizers, municipal chairmen, key leaders, Grand Triskelions,
and the general membership of this province. Election for provincial council
officers may take place during this Assembly.  The Regional Council concerned or
the Provincial Council to be organized shall properly inform the TGCC of a
Provincial General Assembly for acknowledgement and confirmation.
3. An Interim Provincial Council (IPC) shall be formed if less than three (3)
active, functional and recognized MC exists. The same above procedures shall be
followed in organizing an IPC.
4. The Governor General (Gov Gen) is the highest executive officer of Provincial
Council and shall be the head of the Provincial Executive Council.
 

 
 
Provincial Organizational Structure
 

 
 
Regional Council
          The Regional Council is the highest Triskelion coordinative body of the
entire region.  It shall have a Regional Executive Council (REC) as the highest
executive body, a Regional Assembly (RA) as the highest policy making body,
and a Regional Judicial Council as the judicial and advisory body of the
region.  Its basic components are as follows:
 

1. The Regional Council shall be composed of at least three (3) recognized


Provincial Councils duly registered and certified by the Triskelion Global
Coordinating Council (TGCC).
2. The Regional Council shall be established after a Regional Convention under
the auspices of the TGCC.
3. In the absence of Regional Council, the Provincial Council concerned shall
concur and coordinate its activities with the TGCC through the Secretariat.
4. Interim Regional Council shall be established if less than three (3) provincial
council exists
5. The Secretary General (Gen-Sec) shall be the highest executive officer of the
Regional Council and shall be the head of the Regional Executive Council.
Duties and Responsibilities of a Regional Officers

 
The Secretary General:
 He shall be the head of the Regional Council which shall monitor and ensure
the strict implementation of all the programs, projects and activities of the council;
 He shall preside in all General Assembly Meetings of the Regional Council;
 He shall preside over the first regular session of the Regional Directors until
such time when the same have its Chairman duly elected among its members;
 The executive power shall be lodged in and exercise by the Secretary General
with the assistance of the Vice-Secretary Generals and the Regional Directors;
 He shall decide collectively with the other officers of the Regional Council, the
policies, resolutions, projects and services to be administered and implemented for
the fraternity;
 He shall have the power to create necessary office in the execution of his
duties;
 He shall have the power to appoint one (1) Regional Director for special
projects and will be a regular member of the Regional Director and Distinguished
Chamber in Legislation of the Regional Council.
 He shall have the power to call on Special Meetings (Emergency and General
Assembly) of all the recognized members of the Regional Council.
 He shall have the power to appoint on what program or office a particular
Regional Director is suited for;
 He shall give to Regional Directors information on the state of the Regional
Council and proposed budget that shall be appropriated for the whole year;
 He shall be the official spokesman and representative of the Regional Council
in the National Council of the fraternity; and
 He shall address the Regional Convention at the opening of its session to report
the accomplishment and status of the Regional Council before any matters.
 

The Vice-Secretary General:


 He shall take over in the absence of the Secretary General;
 He shall help the Secretary General in the implementing and monitoring of all
the programs, projects, services and activities of the Regional Council.
 He shall act as a trouble shooter of the internal problems and affairs of all the
recognized members of the Regional Council;
 He can create necessary office and appoint personnel to that office in the
execution of his duties, provided that it is approved by the Secretary General of the
Regional Council;
 He shall accept any task or special projects assigned by the Secretary General,
provided, that the assigned task or special project can help and maintain in the
development, integrity, honor and prestige of the Metro Manila Coordinating
Council; and
 He shall help the Secretary General in implementing and monitoring of all the
programs, projects, services and activities of the Regional Council;
 He shall primarily monitor all the programs, projects and activities of the
Regional Directors under his supervision.
 He can create necessary office and appoint personnel to that office in the
execution of his duties, provided, that it is approved by the Secretary General of
the Regional Council;
 

The Chairman of the Regional Directors: 


 He shall preside over the meetings and planning of the Regional Council
Regional Directors;
 He shall decide on the matters collectively with the Assembly of the Regional
Directors;
 He shall coordinate and centralize the effort with Regional Directors on their
proposals, plans, policies and reports to the Regional Council and General
Assembly;
 In general, he shall perform all the duties incident to the Regional Directors and
those that are assigned to him by the Assembly of the Regional Directors; and
 He shall see to it that all the Regional Director’s programs, projects, and
activities are being implemented accordingly to their respective plans.
 

The Regional Directors:


 They shall collectively be the implementers of all the programs, projects and
activities of the Regional Council;
 They shall have their own regional desk appointed to them by the Secretary
General of the Regional Council and implements its desk to the best of their
capacity;
 Each of them shall have their own respective program of action in their term of
office which will be submitted to the Secretary General of the Regional Council
for approval;
 Each of them shall get his own staff and personnel from the different
recognized member officer which are best suited to perform such task; and
 They shall accept any duty or task assigned to them by the Secretary General of
the Regional Council.
 
The Chapter Grand Triskelions: 
 They shall be the official representative of their respective chapters Grand
Council;
 They shall be the one who will make sure that the programs, projects, and
activities of the Regional Council are being implemented in their particular
chapter;
 They are the one who will vote for the Regional Council proposed plans,
programs and activities; and
 They are the one who will submit their chapter reports and development
regularly to the Regional Council.
 

The Regional Wielder of the Whip:


 He will monitor and see to it that the implementation of standard initiation
procedures designed and propounded by the TGCC is being followed by all
chapters, municipal and city councils.
 He will be the sergeant-at-arms or law enforcer in all regional meetings or any
fraternity occasions and gatherings; and
 He will take care of the regional paddle and will use it whenever there is a
member Triskelion be given disciplinary action by Regional Council.
 

The Regional Keeper of the Chest:


 Will keep the financial records, book of accounts and other documents
pertaining to fraternity finance matters;
 Prepares the financial statements of the Regional Council and will see to it that
all recognized chapter will receive a copy of the said financial statement;
 Prepares financial reports on the status of the availability of funds, accounts
receivables and payables and regional income to be posted at the regional office
every month and to be announced every regional meetings;
 Will be liable in every month that is unaccountable and will be subjected to
proper disciplinary action; and
 Prepares monthly budget for the daily operation of the office, supplies and
staff.
 

The Regional Keeper of the Scroll: 


1. Will keep the minutes in all regional meetings and will see to it that all chapters
and councils          will be furnished a copy of the said minutes;
2. Will keep all the following regional council documents:
 Master list of chapter residence, alumni and non-residence Triskelions,
 Chapter’s development and progress reports,
 Correspondence,
 Memorandum,
 Minutes of every regional meeting,
 Resolutions and agreements,
 Attendance in every meetings and occasions, and

1. Will see to it that all recognized chapter and municipal/city councils are
given a notice whenever there is a meeting; and
2. Prepares the appointments of the Secretary General.
 

The Regional Spokesman:


1. Prepares for press releases in promoting Metro Manila Coordinating Council
activities, and answers all the bad and good publicity about the council;
2. In-charge of the fraternity publications and will see to it that all recognized
members are issuing this publications; and
3. Will be the one of the managing staff of the fraternity publications and will see
to it that the circulation of this publication are also being tap by the different
provincial councils and other councils of the fraternity.
Regional Organizational Structure
 

Election and Term of Office


Any registered member of the Fraternity shall have the freedom to exercise
his right of suffrage in the selection of organizational officers.

The City Council shall conduct an election of officers in the month of June in
the second year of service of the incumbent officers.

Elected Regional Council Officers shall serve a term of two years which shall
start in July 1 of the first year and ends in June 30 of the second year of
service.
 

The school and community chapters shall conduct an election of officers in the
month of June of each year.

Elected Chapter Officers shall serve a term of one year which shall start in
July 1 and ends in March 31 of the next year.

All officers may be re-elected in their position only once.

 
 
IMPEACHMENT 
1. Any elected official shall be removed from office or impeached for, and
conviction of, violation of the Constitution and By-laws, misappropriation of
funds, gross violation of Tenets and Codes of Conducts of the fraternity.
2. Any impeached can be expelled or suspended depending on the gravity of the
offense committed and it will be initiated by the Secretary General and shall be
tried and decided by the Distinguished Chamber on Legislation together with the
rest of Regional officials. Upon receiving a verified complaint, the impeachment
will be voted by more than half (1/2) of the attendance present members. No
official shall be convicted without the concurrence of at least three-fourth (3/4) of
all the present members thereof.
3. The Secretary General of the Regional Council can be impeach, with the filling
of case against him initiated by the Chairman of the Distinguished Chamber on
Legislation and will be tried and decided by the higher organ of the fraternity.
4. Judgment in cases of Impeachment shall be the following:
 Removal from office and disqualification to hold any office of tract and honor;
 Expulsion or suspension from the fraternity depending on the gravity of the
violation.
 
 

Effectivity.  –   This Implementing Guidelines of the Tau Gamma Phi is


effective immediately.
