Subject : SECOM Quarterly Meeting

You are hereby advised to attend the SECOM meeting on November 18, 2020
Wednesday, 1:30 PM to discuss the following matters:

1. Request for Transportation Allowance (Arch. Joseph Grulla and Arch. Jermel Grulla);

The chair called the meeting to order at 9am


Deliberation:
 Inputs:
1. Dr. Estur raised that they have already availed 1 year transpo allowance –
application is only for 2nd semester. As per policy it can be granted only for
2 years. Dr. Deri raised clarification regarding the terms of granting. She
raised that the degree course is not aligned with this course thus they
enrolled in MS. She asked if they have availed already the transpo
allowance for their MS. Dr. Ricafort raised also queries regarding the
contract. According to dr. ricafort stressed that the guidelines do not require
application for transpo allowance every sem. The HR will certify the
performance rating. Dr. berdin ask if what is the specialization being
pursued bt the applicants. They are pursuing MS in Arc according to the
chair. Lacking docs c/0 by the HR. Issues on online was raised by the chair,
if they are still qualified without actual transpo cost at all. Dr. Berdin
absence of the policy makes the applicants still entitled. Dr. estur reiterated
the summary of IPCR for 2019 and 1st sem of 2020. The applicants are both
qualified. Dr. Estur asked the body if satisfaction rating for 2019 can be
considered. Dr. Ricafort stated that 2019 shall be considered since the
guidelines used previous satisfactory ratings.

Ricafort ask the effectivity. Estur answered that she will verify in the
record. 2 terms already availed by the applicants. Mode of learning is
immaterial to availment of transpo. The application is good for 2nd sem
of AY 2019-2020.
2. Secom Reso. No. 1, s. 2020. Action taken: Moved for endorsement to
adco by ricafort. Seconded by estur.

2. Request for extension of study leave for one (1) semester (Mr. Edwin Balgemino);

Deliberation:
 Inputs:
Maam estur ask the certified true copies of grades if submitted. Ricafort stated
that in the attached docs of the applicant is the cert that he is already completed
the compre exam but the date of such is July 31 and Aug 2004. The Board
granted 2 year study leave with pay but he finished compre way back 2004. Dr.
Berdin asked that mr balgemino if he took the refresher and the status of his
study leave. Get info directly from the applicant re: his status. The chairman
asked if it would matter the program already granted to him before to his
current application. The issue is the granting of the extension of 1 sem. Contact
took effect 1st sem AY 2018-2019 to 2nd sem 2019-2020 MA in Public Ad at
BU.

Issue: endorse or not. Dr. Berdin mentioned that the applicant is one of the fac
members who have no Master’s degree. Ricafort it should be endorsed
otherwise he cannot finish his masters. Dr. Berdin endorsed the application for
the reason that he submitted the docs, and in pursuit of the the program.
Ricafort seconded the motion:

Secom Reso No. 4. Motion: application for the extension of study leave for
1 sem to finish his master’s degree in Public Adm. effective January 2021
to May 31 2021.

Documents to be submitted: Photocopy of the Latest OTR.

3. Request for study leave with pay under external grant (Engr. Delgado);

Deliberation:
 Inputs:
Prof. Bongalosa chech the requirements if is consistent with the manual. Prof.
Bongalosa verified the docs. Prof. Bongalosa mentioned that engr. Delgado has just
submitted the contract. All items under 1 to 9 are lacking. Ricafort stated that some of
the requirements can be obtained from the office of mam estur. However item 9 and
copy of otr shall be submitted by the applicant according to maam estur. Ricafort
stressed that the otr must be submitted upon hiring. He suggested that all the
requirements must be first submitted before hiring the faculty. Upon verification, mam
estur found that otr was already submitted. Mam estur mentioned that the applicant
shall request from the HR but ricafort argued that there was already agreement that the
HR must be the one to provide it. According to her, it is the obligation of the applicant
to submit the documents to the office but for this purpose the HR will provide.
Documents that can be secured from the office only form or certification from the HR
as to availability of the docs. Dr. Berdin stated that forms are already done. While
these documents are in the HR, the applicant must request but for this time the HR will
provide. Maam estur will provide the copy of the docs as of this time due to pandemic.
As agreed, these docs shall be taken care of by the HR. Prof. Bongalosa asked if
medical cert must be requested from the applicant. Ricafort suggested that a copy of
med cert must be asked from the applicant.

Lacking docs: Nomination letter from the head; commitment form, med cert

Issues: Qualifications: The Chair stated the requirements as per handbook. Dr. Berdin
asked maam estur if the applicant has rendered already 2 years as permanent. Her
concern is the length of service of the applicant. The chair stressed that the College
must be pro-faculty. Ricafort mentioned precedence that the Board already approve
applicant before regardless of length of service. Mam estur mentioned that the lapses
before be corrected as of now. Length of service is the main issue – not qualified.
Ricafort supports the application of the applicant. Prof. Bongalosa stressed the
policy and it will be unfair to others. Ricafort mentioned that there is already
precedence. But Prof. Bongalosa defended the policy and agreed by Prof. Susan
Astillero.Estur stressed also the specific policy as to 2-year requirement. Dr. Berdin
verified if the applicant has govt service, according to estur there is none. Dr. Berdin
suggested to toss it up to ADCO but ask the justification. The body consider the issue
as room for revision for highly technical courses. Ricafort ask if ched defines highly
technical fields. Comment of Maam Susan, unless there is a provision in a manual that
there is scarcity of faculty.

Secom Reso. No. 2, s. 2020. Action taken: Ricafort moved to endrose. Escoto
seconded. Motion: 2 years study leave with pay to finish the MS in Mech
Engineering. at MAPUA. Effectivity: 2nd sem AY 2020-2021 (January 1, 2021 to
December 31, 2022) under DOST program pending the submission of lacking
documents.

4. Request for study leave with pay under external grant (Mr. Aldrin John Estonanto);
and

Deliberation:
 Inputs:

Lacking Documents c/o by the HR.

Issues: The body hears no issue. Prof. Cora moved for the endorsement. Same
with Delgado except for the program

Secom Reson No. 3. Motion: 3 years study leave with pay to finish the PhD. at De La Salle
Univ. Effectivity: 2nd sem AY 2020-2021 (January 1, 2021 to December 31, 2022) under PHD
Mathematics education pending the submission of lacking documents seconded by Dr. Berdin.

5. Other matters.

The meeting will be conducted via Zoom (Meeting ID: 9250304 9244; Passcode:
secom@2020) adopting the order of business as stated below:

c. Approval of the provisional agenda approved by dr. ricafort seconded
by dr. estur
d. Reading and approval of minutes of the previous meeting dr. ricafort
seconded by prof. bongalosa
e. Matters arising from previous meeting –

1. raise the timeline for the revision of secom manual by dr. ricafort;
the chair answered in the affirmative stating that it is included in the
universityhood by 2021.
2. Clarification by dr. estur – non teaching personnel is not included –
line 80 to 83. It was clarified by the secretary.
