2. Project Background and Rationale

Context and
Background Micro, Small and Medium Enterprises (MSMEs) play a vital role in promoting
economic stability in the nation. These entities exist anywhere in the country. They have material
contributions to the economic progress as well as of generating income to the people.
The Philippines employs two criteria in operationally defining MSMEs, namely
employment and asset size. The Philippines Statistics Authority classifies an enterprise as a micro
enterprise if it has less than 10 employees, small if it has 10-99 employees, medium with 100-199
employees, and large if it has 200 or more employees. On the other hand, the Small and Medium
Enterprise Development Council (SMEDC) uses asset size as its basis for classification;
P3,000,000 or less -micro, P3,000,001-P15,000,000 -small, and P15,000,001-P100,000,000 -
medium. In the Bicol region there are 43,074 micro, 3,275 small, and 111 medium enterprises
based on the 2022 Philippine MSME Statistics in Brief.

The Province of Sorsogon is one of the cities in the Bicol Region. This area is
accessible to other neighboring provinces such as Masbate and Albay which are frequently and
habitually doing business in Sorsogon, thus, bulks of business transactions are common to this
Province. Amidst its progress is the existence of a significant number of MSMEs that have
substantial contribution to its income due to the fees, taxes and the like collected from these
businesses.

All businesses are required to submit financial statements to respective


government agencies for proper assessment to the taxes to be collected and other external
purposes. Compliance to which, some of them implement and integrate a single-entry bookkeeping
system which is sometimes not appropriate in assisting them in the preparation of the complete
sets of financial statements. This current system of recording financial transactions often results to
the omission of the needed documents and information as basis for the computation of the correct
amount of net income to be declared to satisfy the needs of the stakeholders. Some of the problems
commonly encountered by these businesses are the lack of knowledge as to the business legal
requirements including compliance to Bureau of Internal Revenue, Financial Management, Pricing
and product costing and the like. These may hinder these business owners to properly sustain its
operation.

These situations have captured the attention and boost the enthusiasm of all
extensionists of Sorsogon State College Bulan Campus to extend and share their accounting,
management and taxation expertise to assist all the small-scale business owners to sustain its
operation. This extension program will help and address the needs of Small-Scale Businesses for
further improvement the existing internal controls over the financial records of the business
owners. Also, this will be instrumental to properly educate all the business operators about the
basic requirements for legal purposes. Finally, the aspiration of the SSC extensionists to instill in
to the minds of the preparers of financial statements and business owners the spirit of honesty and
integrity in the declaration of income and presentation of the financial statements for the sake if
the Government and consequently to the constituents is also the highlights of this proposal.

4. Project Application Effectiveness

How does the project contribute to the local development plans / regional / national in relation to addressing
challenges cited?
This program will seek inputs from the respective beneficiaries. Inputs include all the relevant
information including the common problems encountered by the small-scale business owners that will be the
basis of designing the lecture materials. Cooperation from the beneficiaries and all other stakeholders is also
necessary in order to carry out the objectives of this program.
As a result, enhancing the basic knowledge of the business owners about accounting, financial
management and taxation, though this extension program, will greatly help them improve its internal controls
and system. Thus, securing the sustainability of the business operations that would consequently contributory to
the local, regional and natural development plans of the province.
Finally, regular conduct of seminars, training and workshop involving the Sorsogon State University
as provider of the needed expertise and the DTI as the budget provider in the implementation of such program
will disclose all the areas needing improvement which could be the basis in formulating a functional policies
and guidelines governing the operations of MSMEs in the Province of Sorsogon.

SSU: What are the strategies you will use to attain the major output?
1. Design a comprehensive training program where the topics, hours of training and resource speakers are
identified;
2. Prepare training materials/ modules for each topic in the training sessions;
3. Designate resource speakers to each topic;
4. Conduct a coaching session after every training; and
5. Evaluate the effectiveness of the training through a conduct of a research.

Partner Agency: What are their roles and contributions? Refer to the attached MOA
1. Submit the letter of request stating the services that they need thru extension services of the identified
skills and to pursue this program and provide reports prior to the conduct of the project plan;
2. Lead in the program design, cascading down the projects / activity plan based on the stipulated
objectives in Article II and the subsequent schedule of implementation thereof;
3. Assist / Identify the participants or recipients of the project based on the agreed schedule;
4. Provide financial assistance to shoulder the food of the trainers and clientele, honoraria (if necessary);
materials and equipment and other miscellaneous expenses necessary in the implementation of the
program;
5. Assist in the monitoring of the attendance of the extension implementors and the participants / clientele
of the project;
6. Support the implementation plan, monitoring, evaluation and feed backing of every project conducted
in line with the program
7. Regularly coordinate with SSU and organize a meeting to convene and discuss matters in line with the
project accomplishments and terminal report and the future plans of the program;

Note: During the implementation phase, the conduct of each component project training will be done once
every quarter for a period of three years. The mentoring sessions will be conducted three months after the conduct of
the training.

6. Project Sustainability Plan

The Sorsogon State University and the Department of Trade and Industry will implement measures to
effectively monitor the status of the program after its implementation. As monitoring strategy, the DTI will
continuously look into the needs of small-scale businesses and the SSU will continuously improve the design of the
lecture materials and the like to address the concerns of the target beneficiaries.
An impact assessment will be conducted after the implementation of the program. It is expected the that this
extension will be adapted by DTI as part of their service programs for MSMEs in the province. It can be stated
further that this program can also be adopted by other Provinces here in the Philippines.
