D1 GENERAL

PREAMBLE :
The Contractor shall strictly observe these General Technical Specifications (GTS) in
conjunction with the individual Particular Technical Specifications (PTS). Be shall carry out all
work in skilled and workmanlike manner in compliance with modern methods of engineering.

In addition, the Contractor shall conform to all applicable regulations regarding the execution of
construction and installation work, and shall follow all instructions issued by the competent
Authorities, the Employer and the Engineer.

The PTS will take precedence over similarly or differently worded stipulations in these GTS if
not otherwise agreed upon between the Engineer and the Contractor in writing.

SCOPE OF DELIVERY AND PERFORMANCE :


The scope of delivery is established in the PTS. In addition, the Contractor shall prepare the
detailed design, construction and installation drawings as well as calculations, material
specifications, operating and maintenance instructions, etc., as detailed in D 2, "TECHNICAL
DOCUMENTS", and in the PTS.

The Contractor shall manufacture, supply, install and put into operation a plant complete in every
respect with all necessary accessories for reliable continuous operation, even if not all details are
expressly stated in the Specifications. The Contractor shall consider the consequences due to the
influences of the various articles on each other.

These Specifications cover the provisions for the performance of all work and transport to the
Site, as well as all materials, permanent and temporary equipment, tools, accessories for
transport to the Site, including loading, unloading, if necessary reloading in the port of arrival,
intermediate storage, protection of the parts of the plant from the effects of the weather, cleaning,
drying, complete installation, painting, putting into operation and testing of all the parts of the
plant and accessories contained in the Specifications.

The installation, testing and commissioning include the following supplies and services (this list
is, however, not exhaustive):

Welding material, welding equipment, compressed air supply, tools and special tools including
lifting gear, ropes, safety devices, drills and other power tools, trucks, trailers, mobile cranes and
other vehicles which maybe necessary, all necessary gases such as acetylene, oxygen, etc.,
lubricants such as flushing and 'service' oil, grease, all required test instruments etc., and also
construction sheds, stores, erection staging, scaffolding etc.

The Contractor shall make competent and experienced staff available for the training and
assistance of the operating staff during commissioning and trial operation and, if required by the
Employer, for a period after completion of the trial operation which shall be agreed separately.

The phase for testing and commissioning is defined in the General Contract Conditions of the
FIDIC, Section 4 and the Special Conditions presented in Section 5.

The Contractor shall supply the Operation and Maintenance Instruction Manuals in a number and
at a time as stated in the Special Conditions of Contract.

STANDARDS

GENERAL :
All materials and works shall be designed, manufactured, erected or installed and tested in
conformity with the edition in force at the date of signing the Contract of the relevant standards
and codes. Any specific requirement of the Tender Documents, shall, however, be binding.

The Contractor shall provide the Engineer with two sets (official, complete, unabridged and in
the Contract language) of all relevant standards according to which the equipment is
manufactured. Similar sets shall be kept at the Contractor's Site.

REFERENCE TO CODES AND STANDARDS :


Reference to codes and standards, where designated either directly or as "relevant", is intended to
provide a measure of performance, safety, in shop and at Site testing, and methods of erection
and/ or installation which must be equalled or exceeded in order to be considered acceptable for
use under the Specifications. If more than a single degree of quality of accuracy is permitted

within the scope of a particular code or standard, the highest quality shall be applicable and the
degree of accuracy commensurate with the intended function shall be selected but with the
understanding in either case that the decision as to degree will be made eventually' by the
Engineer.

It is not intended, unless specifically otherwise noted, that codes or standards be employed to
establish appearance, arrangement or overall dimensional limitations. In all instances, the finally
accepted applicable code or standard shall be the version last published prior to the date of
submission of the proposal selected as the basis for this Contract.

Abbreviations' of the names of organisations responsible for developing codes, standards and
references herein are listed and identified under the pertinent article.

BASIC STANDARDS :
The equipment, materials and labour employed in the fabrication, delivery, erection or
installation and testing of the parts of the project shall comply with applicable and approved
standards. The principal basis for reference shall be the appropriate portions of the latest revision
of internationally recognised standards, i.e.

For standards and regulations not covered by the publications of the above mentioned standard
organisations, other internationally recognised standards may apply.

ALTERNATIVE STANDARDS :
If the Contractor wishes to base his Tender on codes or standards other than those specified, he
may do so provided that he submits with his Tender complete data with respect to the codes or
standards forming the basis of the Tender, and confirms in his Tender that such codes or
standards meet, as a minimum, the designated codes and standards. The Contractor shall submit
with and as a part of his Tender a tabulated list of the differences between the codes and
standards in his Tender and those designated herein. The decision to accept such alternative code
or standard shall rest with the Engineer on the basis of his evaluation of, but not limited to, the
following:

a) the material and/ or equipment is equivalent to, or better, in characteristics, analysis, erection
or installation;

b) the material and/ or equipment shall meet all test requirements described in the specified
code or standard, whether or not such tests are required by said code or standards;

c) the material and/ or equipment can be stress relieved, as required by the specified code or
standard, if manufacturing and/ or erection/ installation methods produce undesirable locked-
in stresses.

In addition to these standards, all local regulations must be observed and considered regarding
design and execution in general; contradicting items in the local regulations shall predominate
over the above-mentioned standards, unless the Engineer declares the particular local standard
expressly „not applicable“ as a whole or in parts.

Contractor's attention is invited to the prevailing climatic site conditions and, where applicable in
the codes and/ or standards, a suitable derating factor shall be applied. The Contractor shall

indicate in his Tender where such derating has been employed and shall, in each instance, cite
the value of the factor.

MEASUREMENT AND WEIGHT SYSTEM :


The international SI-system of measures and weights shall be used for documents,
correspondence, drawings, etc.

On drawings and lists of printed pamphlets where other units have been used, the metric
equivalent shall be marked in addition.

TIME SCHEDULE FOR DELIVERY, TRANSPORT AND INSTALLATION :


According to the relevant articles of the General Conditions of Contract (GCC) and Special
Conditions of Contract (SCC), the progress of all works shall conform to the time schedule of
this Specification.

The "Contractor's Program of Work" shall be prepared in due consideration of the said time
schedule, of the target dates of this Specifications. A preliminary "Contractor's program of
Work" shall be submitted with the Tender. A revised issue of the contractors program of work,
more detailed as directed by the Engineer and containing the results of the Contract clarifications
prior to Contract signing shall be submitted by the Contractor within 45 days after the date of
signing the Contract.

This Contractor's program of work may have to be revised later due the requirements for
coordination among the various contractors and due to the actual progress of works at Site.

 The "Contractor's Program of Work" shall give information about the scheduled:

 Design work in the office

 Tests

 Order dates and time of delivery of subcontracted materials, equipments of any kind

 Shop work

 Transport to the Site

 Survey works

 Access road/ way leave

 Preparations on the Site

 Erection and commissioning

 Trial operation

 Removal of erection equipment and clearing of Site, interdependence with work by other
contractors.

The Contractor must stick to the dates established in the SPC for the submission of installation
drawings and foundation plans, with loading data, anchoring details, recesses, etc., and all
information necessary for the preparation of the civil works construction plans.

Since the scheduled dates are dependent on the progress of other Lots, the Engineer shall
coordinate his activities at Site suitably with those of others and inform the Contractor.
Therefore, the Contractor shall take note also of the preliminary program of work of other
relevant lots and of provisions specified in D8, "TRANSPORT AND INSTALLATION". He
shall forward 2 months prior to commencement of his work on Site or if requested by the
Engineer a revised version of the program of work, where he has revised all activities of his Lot
contained in accordance with his own technology and experience, however in due consideration
of target dates for the Engineer's consideration and approval as part of his Contractor's program
of work.

In the event of delays beyond the Contractor s control or due to influences for which the
Contractor is not responsible, arrangements shall be made for a corresponding extension of the
final completion date. If delays occur, the Contractor shall inform the Engineer immediately to
enable him to take any action that might be deemed necessary by him, the procedure shall be
according to relevant clauses of the Contract.
