Lockdown 4.0 Exit Guidelines and Recommendations
Considering the health and safety of the entire workforce and community at large, in the earlier
Lockdown phase an advisory was given to all IT, ITES Sector putting in place processes for restricting
domestic and international travel, quarantining employees travelling from impacted locations,
sanitization of office premises and assessing the network infrastructure for enabling work from home.

Lockdown 4.0: What is allowed and what is not allowed - Here is the list of directives that workplaces
and offices need to strictly enforce for effective Covid-19 management:

1. We strongly recommend that ICT sector should follow work from home practice to the maximum
extent possible

2. If you require to open the office, in such situation keep your staff less than 33% percent and
ensure they maintain social distancing at all times

3. Also ensure that your employees maintain good health and hygiene.

4. For employees coming on bike must ensure face mask, and sanitized helmet.

5. It is better not to have visitor but in case there are visitor for business purpose. They should be by
appointment and at entry to be screened and sanitized. There should be more preference of web
meetings.

6. Staggering of work/business hours shall be followed in offices, work places, shops, markets and
industrial and commercial establishments

7. Office to be sanitized one day before opening complete sanitization of the office premises

8. Provision for thermal scanning, hand wash (Liquid soap or Bathing Soap) and sanitizer to be made
at all entry and exit points and common areas

9. Screening of employees with thermal temperature and to maintain records of the same

10. Frequent sanitization of entire workplace and common facilities and all points which come into
human contact e.g. door handles etc. shall be ensured, including between shifts and in lunch
break. Sanitizer to be made available in office at required places. Toilets and Pantry area to be
cleaned and hygiene maintained at regular intervals.

11. All people in charge of workplaces shall ensure social distancing through adequate distance
between workers, adequate gaps between shifts, staggering the lunch break of staff, Limited
visitor only by appointment, screening of the visitor, Encouragement for web-based meetings

12. Employee must be covered under medical insurance. A doctor on call need to be appointed and
notified in the office.

• Only essential services to be allowed in containment zones across Gujarat between 8 AM to 3


PM.
• All other economic activities are allowed in non-containment zones. Shops, establishments and
industries to be opened between 8 AM to 4 PM only. Industries with lock in facilities and industries
with continuous processes to be allowed to operate ensuring that no movement of workers takes
place. This is to ensure that a strict curfew from 7 PM to 7 AM is followed across the state as per
the directives of MHA, Government of India.
• For cluster of shops in a market area/shopping complexes, shops having odd property number
will remain open on odd dates and shops having even property number will remain open on even
dates. (Not more than 5 persons allowed inside the shop at any given point of time). Shops with
multiple property numbers will be open on odd days. Standalone & neighborhood shops may
operate daily.
• Workers/ Employees/Shop owners whose home/house is in containment zones will not be
allowed to leave containment zones
• Ahmedabad Western area (west of Sabarmati River) will be opened for economic activity outside
containment zones. No relaxation in economic activities is permitted in Eastern area of
Ahmedabad.
• The National Directives for COVID-19 as specified in Annexure- H of MHA guidelines to be followed
strictly. Fines for non-compliance prescribed as below:-
• Fine: Rs. 200 for not wearing a face cover in all public and work places Annexure-II(i) .
• Fine Rs. 200 for spitting in public as per the provisions Annexure-II(ii).

ICT Community of Gujarat State. This referential guideline are based on Government of India and
Government of Gujarat Advisory. At every time Lock Down 4.0 norms as well as all Govt advisory should
be considered as the finality. Also, the above stated referential guidelines may cease to be followed as
and when area wise lockdown norms are changed by Government of India or State Government or Local
Government Statutory bodies in order to combat any sudden surge in pandemic situation for the larger
good of all citizens.
