(ii) Detailed Engineering Design for the approved road alignment option;
including all necessary data collection including detailed pavement
investigations/evaluations, field surveys and analysis to cover all aspects of
detailed design;
(iii) Environmental and Social Impact Assessment (EIA) in accordance with
Ugandan legislation, NEMA and Development Partner Guidelines;
(iv) Preparation of a full Resettlement Action Plan (RAP) and associated surveys
to identity and value property that will be affected by the road upgrading
works and the establishment of the road reserve;
(v) Preparation of bidding documents based on the approved detailed designs.
3. The Uganda National Roads Authority (UNRA) now invites eligible consultants to
indicate their interest in providing these services. Interested consultants must
provide information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar conditions,
and availability of appropriate skills among staff, etc.). Consultants are required to
constitute joint-ventures or sub-consultancies with local firms to enhance their
chances of qualification in line with the PPDA Local Content guidelines on
reservation schemes that require at least 30% of the services to be executed by
Local Companies.

(i) experience as a designer (not design review consultant) in
assignments of a similar nature for at least the last 10 years (2010-
2020) with activity in at least six (6) months each year; and;
(ii) experience as a designer in at least two (2) assignments of similar
nature in countries with similar economic conditions to Uganda
within the last five (5) years (2014-2019) that have been
successfully and substantially completed.
(c) For National Consultants expressing interest in Lots 1, 2 and 3, the
consultant shall demonstrate evidence of having participated in at least 2
similar projects either as a lead consultant or a sub consultant in the last 10
years (2010-2020).
(d) Evidence of availability of appropriate skills among staff either as
Permanent employees, Consultant or their associates to include but not
limited to Highway Engineer, Materials/ Pavement Engineer, Hydrologist,
Transport Economist, Bridges and Structures Engineer, Environmentalist,
and Sociologist.
6. On the basis of the applications received, three (3) to six (6) best qualified firms per
Lot shall be invited to submit Technical and Financial proposals.
7. Consultants shall be shortlisted for a maximum of two (2) lots but shall only be
eligible for award of only one (1) Lot.
8. Interested Consultants may obtain further information at the address below during
office hours from 0900 hours to 1600 hours (local time) on Mondays to Fridays.
9. Expression of Interest in English in one original and two copies must be delivered
to the address below in person on or before 20th March 2020 at 11:00 a.m. with
the envelope or packaging clearly marked “Expression of Interest for
Consultancy Services for Feasibility Study and Detailed Engineering Design
of 6 Selected National Roads – Lot (….) ”: Bids will be opened in the presence of
the applicants’ representative who choose to attend at the address below on 20th
March 2020 at 11:30 a.m.

10. Applications submitted by any other means will not be considered.
