* A reminder that “Captains Practices” conducted prior to the opening date of the season would be a
violation of the MPA Sport Season Policy
*Each coach must complete the following NFHS Courses prior to the start of the season. These
courses may be found at www.nfhslearn.com.

“Concussion in Sport ” Each coach, even if they have viewed it previously, must view it again as the
video has now been updated.

COVID-19 RULE MODIFICATIONS


Basketball Recommendation for Return to Participation – Teams must review the Basketball
Return to Play Guidelines prior to the season as this document provides additional guidance.
Spectators – No spectators are allowed at indoor competitions. Video streaming of events is
recommended.
Face Coverings – Face coverings must always be worn. This includes athletes, coaches, staff, and
officials.
Water Bottles – Each athlete should have their own water bottle that is clearly marked with their
name.
Locker Rooms – Teams should arrive at the venue ready to practice or play, use of locker rooms is
discouraged.
Basketball Rules - The 2020-2021 National Federation Basketball Rules are official for all games.
Mandatory Rules Clinics- No clinics scheduled; coaches must view the rules video.
Scheduled Games – A maximum of 12 games within your geographic region (your county or an
adjacent county) may be scheduled. There is no minimum number of games that must be scheduled.
Schedules do not need to be submitted to the MPA.
Heal Points – Heal Points will not be kept for the season.

Playoffs – A two-week window of time has been set aside in March for possible regional playoffs.
Eligibility Rosters – Eligibility rosters do not need to be submitted for this season.
Color Coding – Those schools that draw students from more than one county should align with the
county from which most students come from or with the county in which the school is located. If a
county is designated “yellow” or “red” all events must be suspended.
Sportsmanship Award – There will be no sportsmanship awards presented during the 2020-2021
season.

BONA FIDE TEAM RULE


A member of a school team is a student athlete who is regularly present for and actively participates
in team practices and competitions. Bona fide members of a school team are prevented from missing
high school practice or competition to compete or practice elsewhere.

* Two waivers per student athlete per sport season may be granted by the principal on a case-
by-case basis for extraordinary circumstances. (e.g. If a student/athlete were invited to
participate in a prestigious weekend event then a waiver may be granted. If a student/athlete
were invited to participate in a nationally recognized tournament over a school vacation, then
that waiver may be granted for that activity. If a student requests to miss practice every Friday
because he/she is receiving specialized coaching from an outside team/coach, then a waiver
should not be granted because it violates the spirit and intent of the rule.)

** This policy is not intended to restrict dual sport participation in schools that allow dual
participation.
*** Penalty for violation of this policy:
1st Violation Suspension from play for one game/contest
2nd Violation Removal from team for remainder of season

EJECTION RULE
In all team and individual sports (varsity or sub-varsity), ejection or disqualification from a game,
meet, or match for unsportsmanlike behavior of any form, by a coach or a player shall result in the
suspension of that player or coach. The coach or player ejected from a contest must sit out all
contests at all levels until the coach or athlete completes the ejection penalty by sitting out the next
game at the level from which he/she was ejected. This rule applies to a game, meet, or match
suspended before completion as well as a completed contest. This penalty may not be served by
sitting out an exhibition, sub-varsity, or other competition.
A suspended coach may not be present at the game site. Not being physically present at the site
means the disqualified coach is not to be present in the locker room, on the sidelines, in the stands,
or site area before, during, or after the game/meet.
Prior to their return to play any player ejected from a game must complete the NFHS “Sportsmanship”
video that is available at the NFHS website (www.nfhslearn.com).

Prior to their return to the sideline any coach ejected from a game must complete the NFHS
“Teaching and Modeling Behavior” video that is available at the NFHS website (www.nfhslearn.com).
Any coach or player ejected from the last game, meet, or contest of a sports season shall serve a one
game suspension in the opening countable game, meet, or contest in the next varsity sport in which
he/she participates. The coach/athlete may participate fully in the preseason prior to serving the one
game suspension.

This policy will not prevent standing committees from imposing more restrictive disciplinary action.
(Effective Date: 1996-97 Winter Sport Season; Revised 2008, 2009)

CHEERLEADERS
The MPA Cheerleading Committee recommends that sideline cheer be suspended for the 2020-2021
season. Should a school want to include sideline cheer at games, while still maintaining the mass
gathering Executive Order, the following guidelines must be followed:
o All cheerleaders must wear masks throughout the contest.
o Avoid congregating before, during, or after the contest.
o No pregame or postgame handshakes, teams may use the good sportsmanship
wave.
o No signs or banners for the team to run through prior to the contest.
o Halftime routines must maintain 6 feet of distancing, must have face coverings, and
may not include tumbling or stunting.
o Because of the increased risk of transmission associated with vocalization,
cheerleading squads may not perform vocal routines in practice sessions,
sidelines, or competitions during the Winter 2020-21 season.
