Attendance grants;

(d) a deduction of the sum of $1,950 allocated for efficiency


grants;
(e) suspension of needlework grants (S8,000)
Fot the financial year 1933/34 the Government's revenue had
fallen still lower, consequently requiring further cuts. The Board ot
Education Rules requiring Government to pay the whole of
teachers' salaries were abandoned and a provision for the payment
of Block Grants was put into place. A Block Grant of $150,000
was allocated, to be supPplemented by school fees by up to $10,000
based on a "dollar for dollar" method of disbursement. A $2000
grant for buildings, equipment and furniture remained on the
estimates. The recommendations of the Finance Committee were
accepted and allowed for in the 1933-34 budget. These measures
raised a good dealof dissatisfaction on the part school managers in
the Colony, and compelled the Colonial Office to decide that it
would "certainly seem advisible to explore the possibility of
of
sending some expert to the Colony to examine the education
system.

By mid 1933 steps had been set in motion for the sending of an
educational expert to British Honduras 'with a view of carrying out
an investigation of the educational system generally, advising the
local authorities on educational problems and putting their
resources to the best uses. The Secretary of State was 'particularly
anxious that the opportunity should be taken to undertake a
comprehensive review of the educational system in relation to
present conditions and the needs of the population of the Colony.'
These views were reiterated in similar phrases in a dispatch from the
Sectetary of State to the Governor of British Honduras, thereby
deciding the frame of reference within which the enquiry would be
made.

B.H Easter arrived in the Colony on the 30" December 1933


and departed on the 31" of January 1934. His report was submitted
to the Secretary of State on the 20" April 1934 and published in
British Honduras in 1935. This work became the basis of the
educational policy of the Colony's Government, with certain
