Technical and Managerial support for Strengthening Climate Resilient
Systems for Sustainable Delivery of SCRS-WaSH Expected tasks CARE’s experiences Task 1 Conducting/assessing/water inventory at Zone (South Gonder and Central Gonder, Strengthening the delivery West Gojjam) and woreda (all woredas in South Gondar zone, West and East systems or management setups of Belessa Woredas of central Gondar Zone and North Mecha in West Gojjam Zone) selected rural multi-village water level rural and semi urban and urban level water supply schemes management supply schemes in the SCRS WaSH intervention regions setups from different dimensions, including the governance and accountability system; management models; sustainable service delivery; etc. Assessing regional (Amhara region) level water supply systems spare part supply and demand-existing structures, affordability, accessibility, challenges, etc. Implementing community score card (CSC) as accountability tool in WASH service. Since 2007, CARE has implemented CSC in Addis Ababa, Amhara and other regions of the country in various programs like Health, Livelihood, WASH, etc. The WASH program of CARE Ethiopia implementing community score card (CSC) since 2011 in three districts of Amhara region namely Estie (3 kebeles), West Belessa (10 kebeles) and East Belessa (10 kebeles) Woredas of South Gonder and central Gonder Zone respectively. Currently, CARE is a thematic lead on WASH governance and capacity building for ‘Sustainable WASH program’ which is implementing from 2019-2024 and extended to 2030 to achieve woreda wide WASH coverage in Farta, North Mecha and Dera Woredas of Amhara region with consortium organizations such as World Vision, Wateraid, CRS, FHE, IRC WASH, CDC, Stanford university, etc. Piloting and supporting WASHCo legalization. CARE is the only organization piloting and working on legalizing WASHCos in Amhara region. To date, CARE supported and enabled more than 500 WASHCos legalized in South Gonder and central Gondar Zones. Provide inputs, participate and revising the existing related guidelines, manuals and strategic documents at national and region (Amhara) and support in addressing the identified gaps. CARE is a member of national WASH Multi Stake Forums (MSF) and national WASH NTD Integration Task force and Technical Working Groups, and highly contributed in developing, revising and implementing WASH related strategy, manual, guideline, etc. Plan, develop and implement multi village piped schemes in Amhara, Afar and Oromiya regional states, along with strengthening the systems. Document, review and share good practices of WASH service delivery management models (community managed service models with WASHCos, SSA (100% household investment led service delivery model, Cost effectiveness and efficiency of WASH and NTD integration approach/model, 30-40% of community contributions on community managed WASH investments; the participation and leadership position of women in sustaining WASH service management; etc) and consolidate good lesson learning and recommendations to inform the task of strengthening the delivery units. Suggest, define and implement WASH service management models (community managed, household led managed, rural utility (in Afar) etc) based on the analysis and trends on water supply schemes types, context of the intervention areas, complexity of the scheme and other key elements of sustainability and make a recommendation of the preferred model. Conduct and share assessment of the existing WASH service delivery systems and gather information on the context and establish a base line based on the key permeants like the service delivery management models for Solar water supply systems, RO/desalination plants water supply systems in Afar, Amhara, Oromia, etc Develop and implement a costed capacity building plan for the preferred WASH service delivery management model and implement the approved plan to strengthen the various systemic elements to adequately and sustainably deliver the service. CARE is pioneer on developing and implementing the operation and maintenance system of water supply schemes through trained ‘local artesian’ in rural water supply service delivery model in Amhara and Afar, which is scaled-up and implementing by government and other WASH actors, mainly in Amhara region. Identify the key stakeholders to establish clear understanding of the broader context and roles and responsibilities of the various actors in the service delivery to identify weaknesses and challenges and address through improvement measures. CARE is experienced in establishing and in placing project steering committees (PSC) at regional, Zone and Woreda levels and work with through conducting regular review meetings and joint field monitoring visits. Develop an adaptive monitoring system which includes real time monitoring of service delivery (in Afar) to understand implementation alongside piloting innovations such as smarter water systems that trigger maintenance before failure. Strengthen the governance, and the accountability system including the regional support, zone and woreda teams and community engagement platforms-CSC, PSC, community reflection meetings (defining the key stakeholders in the governance and management set up including communities; identifying the required skills and capacities for the key stakeholders in the governance and accountability system and developing a capacity building plan for the identified needs and implement to strengthen the accountability system at different levels including the community engagement platforms). Develop and deliver systems to protect the water resource base to ensure year-round water availability at the source point and catchment areas through watershed/NRM works around the catchment areas. Develop and monitor key indicators that enable measurement of the changes and the progress of the delivery units or management setups over the programme period and beyond.
