A comparative analysis of UTs and states in India with respect to

Crime.
Methodology

As we know the law enforcement agencies are governed differently in states and union territories with
the state executive having direct jurisdiction over the police force whereas in the union territories the
police is governed by the union government. To compare the violent crimes between states and union
territories we do not compare the absolute values but bring them to the same scale. To bring them to
the same scale we divide the total violent crimes by population.

Sample size: We selected the 5 most populous states and union territories to get a more accurate
representation of the entire data set (national data)

 Uttar Pradesh
 Andhra Pradesh
 Bihar
 Madhya Pradesh

5 Union Territories

 Delhi
 Pondicherry
 Chandigarh
 Andman and Nicobar islands
 Dadra and Nagar Haveli

Methodology to calculate population: In India population census data is collected once in every 10 years
so to get the population for 7 successive years (2010 to 2016) we use linear interpolation using the data
of the 2011 census and considering the national growth rate of 1.2%.

Crime Data:

States:

With the exception of Andhra Pradesh the absolute number of total violent crimes have increased over
the years for every state.
Union territories:

Amongst the union territories Delhi has the lion’s share of crime data though the recent past has shown
an encouraging trend of reduction in violent crimes.
Comparative Analysis:

The visual representation above shows the comparative data of the states and UTs in absolute terms
and as the data clearly shows it is unfit for comparison, analysis or any kind of conclusion.

After dividing the total violent crimes by population we are able to bring the data to the same scale and
hence compare. The trend line clearly shows that the crime committed per capita is higher for union
territories when compared to the states.
