This proposal is based on Roofings Middle East’s (Hereunder referred as RME) standard
design criteria and standard material specifications. However, the overall dimensions
and layout are in accordance with your inquiry.
Kindly note that we have tried our best to ensure that this proposal meets all your
project requirements and specifications, however, in some cases we may have had to
make some assumptions, suggest certain deviations and/or exclude some items that you
may have requested. Therefore, we urge you to carefully review “Section 6: Exclusions,
Deviations & Assumptions” of this proposal to understand the exact scope of our
supply.

Mezzanine
Our standard mezzanine supply includes support columns, primary beams, secondary joists and a
steel deck that supports a 100 mm reinforced concrete slab (slab by others). The steel deck
thickness, profile and finish will be determined by our Engineering Department. The mezzanine
steel deck is intended to carry the weight of the slab during construction only. Steel deck panel is
not designed to carry the floor loads. The concrete slabs of the mezzanines must be designed by a
concrete structural engineer.
The deck panels – RME 45/150, 0.60 mm thick mill finish panel supplied by RME are only for
shuttering purposes

Section 5: Surface Preparation and Paint Specifications

1-For Primary Steel

RME offers its in-house paint system applied to Primary structural components.
(Columns, rafters, base angles, gable angles, flange stays and other similar miscellaneous items)

Surface Preparation

All primary structural components will be Shot blasted to Swedish SA-2.5 standards for
Epoxy paint system.

Paint Specifications:
The following paint system will be used in this project. (DFT = Dry Film Thickness). Paint
shall be from Berger or equivalent suppliers.

4 coat Epoxy Paint System (Total DFT = 240 µ):


1st Coat – 75 DFT- ZINC ANODE 620- Primer
2nd Coat- 100 DFT - EPIMASTIC 4100- Mid Coat
3rd Coat- 100 DFT - EPIMASTIC 4100- Mid Coat
4th Coat- 75 DFT - LUXATHANE 5160- Top Coat

Note:
In case you require any other colour than light shade colours, then the price will change
accordingly.

The price for finish colour of epoxy paint system upon primary steel material considered in this
offer is based on a standard series of colours as follows.

2-For Secondary Steel


Secondary structural members such as roof purlins, wall girts, eave struts, base angles and
gable are made out of pre-galvanized steel which is roll formed and press bent, will remain
unpainted.

Section 6: Notes, Exclusions & Assumptions

1. Any items that are not included in this proposal are not in RME Scope

2. Unloading of materials at site excluded unless erection is by RME.

3. Any inspection and special testing other than what is in RME standard Quality Plan is
excluded and charged extra if required.

4. Third party inspection if required to be done by client at their own expense, before
delivery of finished materiel. Otherwise RME QC inspection will be considered as
final.

5. Any doors, windows, louvers, partitions, PVC down take pipes or ANY OTHER
WORKS are excluded, unless specifically mentioned in the contract.

6. Any additional packing than normal polythene covering & strapping in case of
cladding will be charged extra. Steel packing will be at additional charges.

7. Galvanizing and application of fire proof paint on steel work, any site paint, touch up
are excluded.

8. Damages or removal of paints during erection will be solely the responsibility of the
erection contractor or client

9. Necessary minimum quantity of paints to be released by RME, only for the touch up
purposes at site. Application of touch up paint by client or erection contractor only

10. Structure type is considered as Standard Pr-Engineered Steel Building with frames
made of built up sections with a minimum 4mm web and 6mm flange /Hot Rolled
Steel structures.

11. All deflection limitations are considered as per MBMA 2006

12. In Hot rolled buildings, the desired length of hot rolled columns and rafter beams are
achieved by cutting 12m and 6m long pieces or by perpetually welding pieces.
Perpetual welds are full penetration butt welds.

13. In case of any contradiction at any stage, Return Approval Drawings (RAD) shall
supersede this Contract, provided variation amount is approved by the customer.

14. General arrangement drawings will be in ACAD (Auto-cad format) as per RME
standard of practice.

Section 7: Material Delivery Period

7.1 The whole project will be ready for delivery within 8-10 weeks from the delivery trigger
date.

7.2 The Delivery trigger date is the latest date of receipt and acceptance of the following
at RME Head office in Hamriya Free Zone, Sharjah
• Duly signed and stamped (Company Seal) Contract (All changes must be duly
authenticated by both parties)
• Receipt of GA drawings approval and payment against GA drawings approval
• Your written acceptance of price change orders that result from revisions to buildings.
• Payment terms accepted in writing by RME. Cash / Cheque / Bank Transfer /Letter of
Credit as the case may be.
• Final Building(s) Revision/modification irrespective of how insignificant it is.
• Signed "Approved as Noted" or "Approved As Is" Approval Drawings
(Return Approval Drawings)

7.3 The material delivery period has been arrived on the assumption that the municipality
approval will take 3 months from the date of GA drawing submission. If the approval gets
delayed, then the delivery period will undergo a change. After the drawing approval,
depending on the workload of RME and based on mutual consent we will arrive the new
delivery schedule.

7.4 Approval drawings and design calculations (if required) are normally submitted within 3
weeks from date of entry of job in RME provided that all technical information is available
at time of order entry and receipt of advance payment.

7.5 Preparation of shop details required for fabrication can only begin after receipt of a signed
copy of RME Approval Drawings and receipt of advance payment.
Any delay will lead to change in Delivery schedule as well as pricing.

7.6 Any non-standard size or grade of Anchor bolts needs about 4 weeks for delivery period.
(Efforts would be made to reduce the above mentioned period depending on work involved
and spare capacity)

7.7 Insurance of material during transit is an option for the customer at his expenses.

Note: Delivery period & price shall change if the job is not released for production within
90 days from the date of Submission of GA Drawings or 180 days from the date of signing of
this contract whichever is earlier.

“We have prepared our offer based on drawings and information made available to us. In
order to ensure smooth flow of work after signing the contract, we request our client/s
to kindly go through our technical offer and comment if anything considered by us is not
as per the project requirement/s to enable us to revise the offer and price, before signing
the contract. In case same is done later on after signing of the contract document then
Roofings Middle east FZC shall be liable to charge variation in both time and cost to the
client for any changes brought forth during the design submission process.”

Section 9: Payment Terms

9.1 20% Down payments (Advance) by CDC/TT up on signing the contract. If the
advance is not received within 2 weeks from the date of signing the contract, then the
price mentioned in the contract may also vary.
9.2 Balance 80% by sight LC (LC Conditions are to be acceptable to RME) to be open
after drawing approval and before starting production,
(Refer delivery period clause)
For extended payments up to 90 days, please add 0.75% of the C&F price for each
month of extension. (i.e. for 90 days please add 3*0.75% = 2.25%)
Other Terms
A) Partial shipment must be allowed
B) Insurance (if any) to be covered by the customer
C) Bank charges: Applicants bank charges to the account of applicant and
beneficiary’s bank charges to the account of beneficiary.
9.3 RME shall not be responsible for the possible delay in supply / erection due to the
deferred payment
9.4 Interest @ 3 % per month/part of the month plus appropriate penalty will be levied for
delayed payments. In case of cheque bouncing the client is bound to pay Dhs1000/- per
cheque or 3 % of the cheque amount whichever is higher, in addition to interest and
penalty charges stated above.

Section 10: Termination clause

If the job is terminated /cancelled by the client at any stage, for any reason, the client has to
pay to Roofings Middle East FZC 10% of the job value as job cancellation charges or actual
cost incurred up to time of cancellation whichever is higher.

If Roofings Middle East FZC terminates the contract due to non payment by client or delay
in getting the payment from the client, Roofings Middle East FZC can claim 10% of job
value as job cancellation charges. Notwithstanding anything mentioned elsewhere client
cannot claim any liquidated damages on Roofings Middle East FZC due to the above
cancellation.

Appendix 1: Proposal Validity

1.1 This proposal is valid for 10 working days from the above noted date or till stock lasts
whichever is earlier. Any extension of validity by RME must be in writing.

1.2 The portion of order which remains un-delivered due to any reason, whatsoever, for a
period exceeding 3 months from the date of initial agreement or the agreed date of
delivery, whichever is earlier will be subjected to a price hike in accordance with the
prevailing rates.

1.3 The Contract will be valid up on your confirmation, signing of this contract and
release of the advance payment.

Appendix 2: Changes/Revisions

2.1 If there is any variation or variation in scope of supply, installation the client shall issue
the variation order confirming the price of variation. Roofings shall not proceed with
the work unless and until getting written confirmation and roofings shall not be liable

Appendix 6: Delivery, Unloading and Storage of Material

6.1 Primer Paint and Improper/Long Storage Period:

a) Red oxide and grey aluminum oxide primer paints are meant to protect the steel
during transportation and for a short storage period at site (not to exceed two
weeks). RME is not responsible for any signs of rust that might appear on the steel
due to improper storage or long storage periods at site

6.2 Delayed delivery of material:

a) RME will not be responsible for any delayed supplies or no supply at all due to
natural calamities, other unforeseen circumstances, reasons beyond it’s (RME)
control, price escalation by 10 % or more, default in payment by the client etc. and
no penalties and / or other additional costs, whatsoever, would be enforced on
RME in any such circumstances, irrespective of anything else mentioned and / or
mutually agreed to and / or signed elsewhere.

b) Failure to take delivery of material by the purchaser within a maximum period of


seven working days from the scheduled date of delivery, makes him liable to pay
further demurrage / storage charges, penalty (same as stipulated for the seller or
interest @2.5 % per month whichever is higher) as per RME’s policy and price
escalation in accordance with the prevailing latest selling prices of RME.

Appendix 7: Reporting of Claims

Claims for short shipped, damaged or defective material must be reported to dispatch
department/Site co-ordinator on the same day or the next working day.
No claims will be entertained after that.
Short Shipped Material is material that is on Roofings Middle East Delivery note but not
received in jobsite. It is the responsibility of the customer/erector to check the material
received at jobsite to ensure that all material mentioned in the delivery not is accounted for.
Damaged material is material that is received in damaged condition prior to unloading the
material from trailer at job site. It is the responsibility of the customer/erector to unload the
material at the site in a safe and orderly manner. The client has to give proper area for
storing the material until the completion of erection. And we strongly recommend the
material to be covered with sheets. We are not responsible for material that is damaged
during unloading or during storage at site. A claim for damaged material must be backed up
by proof that the material was damaged during transit and not during unloading of material
at the jobsite.
Defective materials are material which is not confirming to the approved drawings or quality
standards of RME
