Evaluating instructional materials

When materials have been used as part of the instructional process, the materials
themselves should be assessed for their relevancy, practicality and usefulness in the lesson or
unit. If materials are developed by the teacher or are used for the first time in a classroom, then
the teacher is responsible for determining how effective they are and changing them
appropriately before they are used again. One such model used in the materials development
field is the pretest modification - post teat model. In this model, materials development falls in a
cycle of production:

1. The issue of evaluating the instructional materials can conceivably be answered best by
finding its context or setting where majority of the people speak the Chavacano dialect
and is recognized as the Medium of Instructions (MOI) in teaching KG to G3 pupils. But
to gauge the success of implementing and delivering Chavacano instructions, still is
tantamount to examining it in a milieu where its citizens speak a number of languages.
Zamboanga City, though Chavacano is the main highly recognized language spoken, still
it is credibly one of the cities in the country identified to be multilingual where its people
speak about eight (8) languages, namely: Chavacano, Cebuano-Bisaya, Tausug, Sama,
Yakan, Tagalog, Subanen, and Hiligaynon(Anudin, 2018).
2. Proof to this, prior to the conceptualization of this study, the researcher had a casual
conversation and an informal interview to one Tausug parent who had one G1 daughter
when asked; “How do you find the Capslet” she replied: “I find it difficult to understand
the reading content of the Chavacano lessons, she further reiterated, “sir do you know the
meaning of the word “oracion?” to my dismay, I could not answer it because I do not
know what it means. To my mind probably it means a “prayer”. Ase oracion instruction
Same predicament faced by the Cebuano-Visayan speakers. Moreover, sad to note that
these people are inept even in speaking and understanding the Chavacano instructions.

3. Problem in the delivery of instructions:

In relation to this, the Department of Education posited that the universal


challenges faced in the preliminary implementation of the MTB-MLE encompassed two
main predicaments: first, the struggle from teachers, who believe that they cannot
properly deliver lessons using the mother tongue; and the insufficient or scarce resources,
principally instructional materials (Villanueva, 2012).

4. Likewise, due to the significant impact of MTBMLE on students’ academic


performance and the role of teachers in enforcing the policy in the grassroots level, the
