Pursuant to the provisions of Omnibus Rules on Appointment and Other Human Resource Actions (ORAOHRA), Revised July 2018, vacant positions shall be published in three (3) conspicuous places for at least 10 days (Rule VII, Sec. 24). For purposes of compliance, schools are required to post in their bulletin boards the vacant positions which are due for ranking aside from the memorandum issued by the school head to be circulated within the school 2. Failure to publish vacancies in the school level is a violation of RA No. 7041 (Publication of existing vacant positions in government offices) and would consequently prompt the Civil Service Commission to invalidate issued appointments, 3. Division Memorandum No. 1425, s. 2018, (Notice for Publication) dated 29 August 2018 is hereby reiterated for its strict implementation. The Division Office will no longer process Report on Vacancies and Assignment (ROV) for promotion when submitted without prior compliance with the Notice for Publication. 4. The email address stated in the aforementioned memorandum is hereby changed to elemappointments.davaocity@deped.gov.ph with the same subject: Notice for Publication (name of school). Please take note that this email address is applicable to both Junior high school and kinder/elementary publications. 5.
