1.0 SCOPE

The purpose of the Standard is to provide the minimum requirements for the design,
installation, testing and commissioning of FK 5-1-12, fixed installation total flooding
clean agent fire extinguishing system, intended to be used in the fire protection systems
of Saudi Electricity Company (SEC) in the Kingdom of Saudi Arabia.

It is important that the fire protection of a building or facility shall be considered as a


whole. FK 5-1-12 System forms only a part of the available fire protection facilities, but
it shall not be assumed that their adoption necessarily removes the need to consider
supplementary measures such as the provision of portable fire extinguishers or other
mobile appliances for first aid or emergency use, or to deal with special hazards.

2.0 GENERAL

Any conflicts between this Standard and other SEC Transmission Engineering Standards
(TES), related SEC Material Standard Specifications (TMSS), Standard Drawings and
other international Codes and Standards shall be resolved by the Industrial Security
Performance Department (ISPD).

Any deviations or exceptions to the Standard that provide less than the minimum
requirements of this Standard shall require a written approval of SEC Industrial Security
Performance Department (ISPD).

3.0 APPLICABLE CODES AND STANDARDS

The latest revisions/amendments of the following Codes and Standards at the time of
bidding or purchase shall be applicable for the equipment/material covered in this TES.
In case of conflict, the vendor/manufacturer may propose equipment/material
conforming to one group of Industry Codes and Standards quoted hereunder without
jeopardizing the requirement of this TES.

4.0 DESIGN CRITERIA

4.1 The system shall provide a FK 5-1-12 minimum design concentration of 4.2% by
volume for class A/C hazards and 5.85% by volume for Class B hazards, in all
areas and/or protected spaces, at the minimum anticipated temperature within the
protected area. System design shall not exceed 10% by volume for normally
occupied spaces, adjusted for maximum space temperature anticipated, with
provisions for room evacuation alarm before agent release.

4.2 The system shall be complete in all ways. It shall include all mechanical and
electrical installation, all detection and control equipment, agent storage
containers, FK 5-1-12 agent, discharge nozzles, pipe and fittings, manual release
and abort stations, audible and visual alarm devices, auxiliary devices and
controls, shutdowns, alarm interface, caution/advisory signs, functional checkout
and testing, training and all other operations necessary for a functional UL Listed
and/or FM approved Clean Agent Suppression System.

4.3 The system(s) shall be actuated by photoelectric and Ionization type detectors
installed as per NFPA 72 and manufacturer recommended/listed spacing, in both
of the room underfloor and above ceiling protected spaces.

4.4 Detectors shall be cross-Zoned detection requiring two detectors to be in alarm


before release.

4.5 Automatic operation of each protected area shall be as follows.

4.5.1 Actuation of one (1) detector, within the system, shall:

a) Illuminate the "ALARM" on the control panel face.

b) Energize an alarm bell and/or an optional visual indicator.

c) Transfer auxiliary contacts which can perform auxiliary system


functions such as:

i) Operate door holder/closures on access doors,


ii) Transmit a signal to a fire alarm system,
iii) Shutdown HVAC equipment.

d) Light an individual lamp on an optional annunciator.

4.5.2 Actuation of a 2nd detector, within the system, shall:

a) Illuminate a "PRE-DISCHARGE" lamp on the control panel face.

b) Energize a pre-discharge horn or horn/strobe device.

c) Shut down the HVAC system and/or close dampers.

d) Start time-delay sequence (not to exceed 60 seconds).

e) System abort sequence is enabled at this time.

f) Light an individual lamp on an optional annunciator.

4.5.3 After completion of the time-delay sequence, the Clean Agent System
shall discharge and the following shall occur:

a) Illuminate a "SYSTEM FIRED" lamp on the control panel face.

b) Shutdown of all power to high-voltage equipment.

c) Energize a visual indicator(s) outside the hazard in which the


discharge occurred.

d) Energize a "System Fired" audible device. (Optional)

4.5.4 The operation shall be capable of being actuated by manual discharge


devices located at each hazard exit. Operation of a manual device shall
duplicate the sequence description above except that the time delay and
abort functions shall be bypassed. The manual discharge station shall be
of the electrical actuation type and shall be supervised at the main control
panel.

4.6 The system shall be computer calculated to provide system discharge within 10
seconds of actuation.

4.7 The FK 5-1-12 Clean Agent System materials and equipment shall be standard
products of the supplier's latest design and suitable to perform the functions
intended. When one or more pieces of equipment must perform the same
function(s), they shall be duplicates produced by one manufacturer.

4.8 All devices and equipment shall be UL Listed and/or FM approved.

4.9 Each system shall have its own supply of clean agent, Main and reserve cylinder
connected to the system.

4.10 The system design can be modular, central storage, or a combination of both
design criteria.

4.11 Reserve tanks shall be provided, filled with quantity as main and connected to the
system. Main/Reserve switch shall be installed and must be fully supervised.

4.12 Systems shall be designed in accordance with the manufacturer's guidelines.

4.13 Each supply shall be located within the hazard area, or as near as possible, to
reduce the amount of pipe and fittings required to install the system.

5.0 MATERIAL STORAGE AND DISTRIBUTION

5.1 The Clean agent shall be stored in proper storage tanks. Tanks shall be super-
pressurized with dry nitrogen to an operating pressure of 360psi @ 70°F (24.8
bar at 21°C). Tanks shall be of high-strength low alloy steel construction and
conform to NFPA 2001.

5.2 The storage tanks, including all valves, release mechanism and other accessories,
shall be located in a room not exposed to fire, but as near as possible to the
hazard areas to be protected.

5.3 Each tank shall have three labels written in English.

5.3.1 Two labels shall be centrally positioned on both sides of the tank, directly
opposite to each other.

5.3.2 The third label shall be located centrally on the top of the tank.

5.4 The labels shall be clearly legible and permanently attached to the tank.

5.5 The label shall include the following information:

5.6 Tanks shall be actuated by either a resettable electric actuator or by a pneumatic


means from a nitrogen cartridge located in the releasing device. Explosive
devices shall not be permitted.

5.7 Each tank shall have a pressure gauge and low pressure switch to provide visual
and electrical supervision of the container pressure. The low-pressure switch
shall be wired to the control panel to provide an audible and visual "Trouble"
alarms in the event of the container pressure drops below 290 psi (20 bar). The
pressure gauge shall be color coded to provide an easy, visual indication of
container pressure.

5.8 Tanks shall have a pressure relief provision that automatically operates before the
internal pressure exceeds 730 psi (50 bar).

5.9 Piping, Valves, and Discharge Nozzles: Conform to types and standards listed in
NFPA 2001.

5.9.1 All piping shall be reamed, blown clear and swabbed with suitable
solvents to remove burrs, mill varnish and cutting oils after installation.

5.9.2 All pipe works shall be painted red. Pipes shall be galvanized, schedule
40 EWR to ASTM A 53 or equivalent with galvanized threaded fittings

5.9.3 All pipe threads shall be sealed with Teflon tape pipe sealant applied to
the male thread only.

5.9.4 Control valves heads shall be horizontally positioned for easy servicing
access. Valves shall be actuated by an electrical selonoid with pneumatic
release.

5.9.5 All outdoor fire alarm devices, conduits, junction boxes etc. shall be
weather proof and should be properly sealed with UL listed fire rated
materials.

5.10 Engineered discharge nozzles shall be provided within the manufacturer's


guidelines to distribute the agent throughout the protected spaces. The nozzles
shall be designed to provide proper agent quantity and distribution. Discharge
nozzles shall be listed for the intended use. Listing criteria shall include flow
characteristics, area coverage, height limits, and minimum pressures. Discharge
orifices and discharge orifice plates and inserts shall be of a material that is
corrosion resistant to the agent used and the atmosphere in the intended
application.

6.0 CONTROL PANEL

6.1 Description: UL listed or FM approved, including equipment and features


required for testing, supervising, and operating extinguishing system.

6.2 Power Requirements: 120/240V AC; provide electrical contacts for connection
to system components and fire alarm system, and transformer or rectifier as
needed to produce power at voltage required for accessories and alarm devices.

6.3 Enclosure: NEMA ICS 6, Type 1, enamel-steel cabinet.

1. Mounting: Surface.

6.4 Provide supervised circuits for each independent hazard area.

Provide the following applications:

a. Manual pull-station circuit.


b. Alarm circuit.
c. Release circuit.

6.5 Provide the following control panel features:

1. Electrical contacts for shutting down fans, activating dampers and


operating system electrical devices.
2. Automatic switchover to standby power at loss of primary power.
3. Storage container and system/zone, low-pressure indicator.

6.6 Annunciator Panel

Graphic type showing protected, hazard-area plans and locations of detectors and
manual-release stations. Include lamps to indicate device-initiating alarm,
electrical contacts for connection to control panel, and stainless-steel or
aluminum enclosure.

6.7 Standby Power

Lead-acid or nickel-cadmium batteries with capacity to operate system for 72


hours and alarm for minimum of 15 minutes. Include automatic battery charger,
with varying charging rate between trickle and high depending on battery
voltage, that is capable of maintaining batteries fully charged. Include manual
voltage control, dc voltmeter, dc ammeter, electrical contacts for connection to
control panel, and suitable enclosure.

7.0 DETECTION AND ALARM SYSTEM

7.1 Detectors

The detectors shall be spaced and installed in accordance with the manufacturer's
specifications and the guide lines of NFPA 72.

7.2 Manual Release

7.2.1 The electric manual release switch shall be a dual action device which
provides a means of manually discharging the Suppression System when
used in conjunction with the control system.

7.2.2 The Manual Release switch of Manual Pull station shall be a dual action
device requiring two distinct operations to initiate a system actuation.

7.2.3 Manual actuation shall bypass the time delay and abort function shall
cause the system to discharge and shall cause all release and shutdown
devices to operate in the same manner as if the system had operated
automatically.

7.2.4 A Manual Release switch shall be located at each exit from the protected
hazard.

7.3 Abort Stations

7.3.1 The Abort Stations shall be supervised and shall indicate a trouble
condition at the control panel, if depressed, and no alarm condition exists.

7.3.2 "Locking: or "Keyed" abort stations shall not be permitted.

7.3.3 Abort stations shall be located within the protected area and shall be
located near the means of egress for the area and shall be of a type that
requires constant manual pressure to cause abort. The abort stations shall
not be of a type that would allow the system to be left in an aborted mode
without someone present.

7.4 Audible and Visual Alarms

7.4.1 Alarm audible and visual signal devices shall operate from the control
panel.

7.4.2 A Strobe device shall be placed outside, and above, each exit door from
the protected space. Provide an advisory sign at each light location.

7.5 Caution and Advisory Signs

Signs shall be provided to comply with NFPA 2001 and the recommendations of the
system equipment supplier.

7.5.1 Entrance sign: (1) required at each entrance to a protected space.

7.5.2 Manual discharge sign: (1) required at each manual discharge station.

7.5.3 Flashing light sign: (1) required at each flashing light over each exit from a
protected space.

8.0 SYSTEM AND CONTROL WIRING

8.1 All system wiring shall be furnished and installed by the contractor.

8.2 All wiring shall be installed in rigid galvanized steel conduit (RSC), and must be
installed and kept separate from all other building wiring.

8.3 All system components shall be securely supported independent of the wiring.
Runs of conduit and wiring shall be straight, neatly arranged, properly supported,
and installed parallel and perpendicular to walls and partitions.

8.4 The sizes of the conductors shall be those specified by the manufacturer. Color-
coded wire shall be used. All wires shall be tagged at all junction points and shall
be free from shorts, earth connections (unless so noted on the system drawings)
and crosses between conductors. Final terminations between the control panel
and the system field wiring shall be made under the direct supervision of a
factory-trained representative.

8.5 All wiring shall be installed by qualified individuals, in a neat and workmanlike
manner, to conform to the National Electrical Code, Article 725 and Article 760,
except as otherwise permitted for limited energy circuits, as described in latest
edition of NFPA 70. Wiring installation shall meet all local, state, province
and/or country codes.

8.6 The complete system electrical installation, and all auxiliary components, shall
be connected to earth ground in accordance with the National Electrical Code.

9.0 TESTING AND INSPECTION

9.1 After the system installation has been completed, the entire system shall be
checked out, inspected and functionally tested by qualified and trained supplier
personnel, in accordance with the manufacturer's recommended procedures,
NFPA standards and BSI 15004-2.

9.2 All containers and distribution piping shall be checked for proper mounting and
installation.

9.3 All electrical wiring shall be tested for proper connection, continuity and
resistance to earth.

9.4 The complete system shall be functionally tested, in the presence of SEC
representative, and all functions, including system and equipment interlocks,
must be operational at least five (5) days prior to the final acceptance tests.

9.5 Contractor shall submit a "Test Plan" describing procedures to be used to test the
control system(s). The Test Plan shall include a step-by-step description of all
tests to be performed and shall indicate the type and location of test apparatus to
be employed. The tests shall demonstrate the operational and installation
requirements of this specification have been met. All tests shall be conducted in
the presence of SEC Representative and shall not be conducted until the Test
Plan has been approved.

9.6 The tests shall demonstrate that the entire control system functions as designed
and intended. All circuits shall be tested; automatic actuation, solenoid and
manual actuation, HVAC and power shutdowns, audible and visual alarm devices
and manual override of abort functions. Supervision of all panel circuits,
including AC power and battery power supplies, shall be tested and qualified.

9.7 A room pressurization test shall be conducted, in each protected space, to


determine the presence of openings which would affect the agent concentration
levels.All testing shall be in accordance with NFPA 2001.

9.8 If room pressurization testing indicates that openings exist which would result in
leakage and/or loss of the extinguishing agent, the installing contractor shall be
responsible for coordinating the proper sealing of the protected space(s) against
agent loss or leakage. The contractor shall inspect all works to ascertain that the
protected space(s) have been adequately and properly sealed. THE
SUPPRESSION SYSTEM INSTALLING CONTRACTOR SHALL BE
RESPONSIBLE FOR THE SUCCESS OF THE ROOM PRESSURIZATION
TESTS. The installing contractor shall conduct additional room pressurization
tests, at no additional cost to the owner, until a successful test is obtained. Copies
of successful test results shall be submitted to the owner for record.

9.9 The installing Contractor shall provide two (2) inspections of each system
installed under this contract, during the one-year warranty period. The first
inspection shall be at the six-month interval, and the second inspection at the 12-
month interval, after system acceptance. Inspections shall be conducted in
accordance with the manufacturer's guidelines and the recommendations of the
NFPA 2001.

9.10 Prior to final acceptance, the installing Contractor shall provide operational
training to the concerned SEC personnel. Each training session shall include
control panel operation, manual and (optional) abort functions, trouble
procedures, supervisory procedures, auxiliary functions and emergency
procedures.

9.11 Prior to final acceptance, the installing Contractor shall provide complete
operation and maintenance instruction manuals, four (4) copies for each system,
to SEC. All aspects of system operations and maintenance shall be detailed,
including piping isometrics, wiring diagrams of all circuits, a written description
of the system design, sequence of operation and drawing(s) illustrating control
logic and equipment used in the system. Checklists and procedures for
emergency situations, troubleshooting techniques, operations and maintenance
procedures shall also be included in the manual.
