INTRODUCTION
 These Regulations came into force on
the 1 October 1986.

 They are applicable to building


operations and works of engineering
construction only.

 Fencing Machinery and Safety Reg.

Part I – Preliminary-Definition
WORKS OF ENGINEERING CONSTRUCTION
 The construction, extension, installation, repair,
maintenance, renewal, removal, renovation, alteration,
dismantling, or demolition of:
- any erection, edifice, structure, caisson, mast, tower,
pylon, wall, fence or chimney, whether constructed
wholly or partly above or below ground level;
- any road works, dock, harbour works, railway, siding,
cableway, tramway line, inland navigation, air field or
aerodrome;
- any drainage, sewer, sewage works, irrigation, river
control works, sea defence work or earth retaining
structure;

WORKS OF ENGINEERING CONSTRUCTION
 any electrical, mechanical, water, gas, petrochemical or
telecommunication works; or
 any bridge, viaduct, dam, reservoir, lagoon, earthworks,
pipeline, sewer, aqueduct, culvert, drive, shaft, tunnel or
reclamation works, – Section 3, FMA 1967.

and includes—
 any formwork, falsework, scaffold or any works which form
an integral part of the works
 site clearance, soil investigation and improvement, earth-
moving, excavation, laying of foundation, site restoration
and landscaping;
 such other works as may be specified by the Minister.

 Contractor – person who has entered into a
contract for the purpose of carrying out any
building operations or works of engineering
construction and includes main contractor or
sub-contractor.

 Site Safety Supervisor – a contactor’s safety


supervisor appointed under Regulation 25. –
Main Contractor

 Contractor’s Safety Supervisor – a contactor’s


safety supervisor appointed under Regulation
26.- Sub-Contractor with >20 workers

Part I – Preliminary-Definition
 Designated Person- means a competent person
appointed by an employer to carry out any
supervision or inspection or to perform any tasks
or duty prescribed by these Regulations.
 Main Contractor – a person who has entered into
a contract with an owner or lessee of a property
or his agent for the purpose of carrying out any
building operation or work of engineering
construction.
 Professional Engineer – a ‘Registered
Professional Engineer’ as defined by Section 2 of
the Registration of Engineer Act 1967.

OBLIGATION
Regulation 4.
It shall be the duty of every contractor and every
employer, who undertakes any of the operation or
works to which these Regulations apply:

a) to comply with such of the requirements of these


regulations as effect him or any person employed
by him.

b) to comply with such of the requirements of these


Regulations as relate to any work, act or operation
perform or about to be perform by any such
contractor or employer,

Duties of Site Safety Supervisor


I. Ensure that the provisions of the Act and any
regulations made there under are complied with; and
II. Promote the safe conduct of work generally within the
worksite.
III. Inspecting and rectifying any unsafe place of work;
IV. Correcting any unsafe practice;
V. checking sub-constructors' work to ensure compliance
with the Act and the regulations made there under;
and
VI. To liaise with contractor's safety supervisors with
respect to safety of work undertaken by sub-
contractors.

Part III - Concrete Work
 Erection and dismantling of formwork.
 Professional Engineer must certify all formwork.
 Supervision and inspection by Designated Person.

Part VI – Structure Steel and Pre Cast Concrete


 No structural members shall be materially weakened except in
accordance with the instruction of a Professional Engineer.
 While structural members are being hoisted, tag lines shall be used.
 Where exterior lintels are erected, a suitable scaffold shall be used
unless each worker wears a safety belt or harness.

Part V - Cleaning, Repairing & Maintenance of Roof,
Gutters, Windows, Louvers & Ventilation
 All access to roofs, gutters, windows, louvres, ventilators and other
fixtures, shall be maintained in good and safe order.
 Working on steep roof.
 Used of crawling board or roofing bracket.

Part VI – Catch Platforms


 To protect people including public from falling objects.
 To be designed by Professional Engineer.
 Cannot be used as storage of material or as working platforms or
walkways.

Part VII – Chute
 Chutes at an angle of more than 45
degrees with the horizontal shall be
entirely enclosed on all sides.
 Chute more than 12 meter height shall be
constructed in accordance with PE
design.
 Warning notices to be posted.

Part VII –Safety Belt and Net
 Safety harness, belts, life lines and all
devices for the attachment of life lines
shall be adequate strength.
 Safety harness, belt and every life line
shall be inspected by a designated
persons.
 Safety net of type approved by

inspected daily by designated person.

Part VIII- Runway and Ramps
 Shall be substantially constructed and securely braced and
supported.
 For used by vehicle, and shall be designed by Professional
Engineer.

Part IX - Ladders And Step-ladders


 Good construction, sound material and
adequate strength.
 Handhold shall be provided, to a height of at
least one meter above the landing.
 Level and firm and not stand on loose
footing.

Part X – Scaffolds
 Good construction, sound material and
`adequate strength and properly
maintained.
 Erection, alteration and dismantling shall be
under direct supervision of designated
person.
 Inspected by designated person every 7
days or after exposed to bad weather.
 Record of inspection must be kept at the
worksite.

Part X – Scaffolds
 Metal tube scaffold > 40 m height and other
scaffold > 15 m height shall be designed by
Professional Engineer (PE).
 Working platform: at least 635 mm for
footing and 860 mm if used for deposit
material.
 Guard rail and toe-board shall be provided
for working platform.

Part XI – Demolition
 Danger signs shall be conspicuously
posted.
 Inspections and supervision designated
person.
 <aterials not be stored on platforms, floor
or stairways except that the floor is of such
strength to the load.
 If persons exposed to falling objects, catch
platforms shall be provided.

Part XII - Excavation Work
 Flagman or watchman shall be designated.
 Inspection by designated person.
 During darkness, be adequately illuminated and
warning lights.
 Ladder, stairway or ramp for access if > 1.2m.
 Barricade & Warning sign shall be erected if
excavation > 3 meter.
 Do not stack material too near the edge (<610mm).
 Shoring for trench > 4 meter shall be designed by
PE.

Part XIII - Material Handling &
Storage, Use & Disposal
 Materials stored in tiers shall be stacked,
blocked and interlocked.
 Aisles and passageways shall be kept clear.
 Material stored inside buildings shall not be
placed within 1.8 meters of any hoistway or
floor openings.
 Enclosed chute to be used if materials
dropped more than 6 meters.

 Pile driving to be inspected by approved
person every 12 months.
 Pile testing to be supervised by designated
person.
 When the pile driver is not in use, the
hammer shall be choked or blocked in the
leads or lowered to the ground.
