2 Introduction
The Overall Etihad Rail Network comprises a proposed railway network, which will link freight facilities and
passenger stations, and form a part of the planned Gulf Cooperation Council (GCC) railway network. It will
run from the Saudi Arabian border at Ghweifat in the west, via or close to the cities of the Gulf coast, to the
Northern Emirates and the East coast. There will also be a line running from Abu Dhabi to Al Ain, with and
intended connection into the Sultanate of Oman, as well as an existing branch line to the gas facilities at
Shah and Habshan.
The Etihad Rail network is planned to be developed in four main stages as shown in Figure 1 below:
Stage 1: The Shah Habshan Ruwais rail line is currently under operation and is used for the transport of
sulphur from the gas fields at Shah and Habshan to an export facility at Ruwais;
Stage 2: (Sections A, B1, B2 and C) Extends the Stage 1 railway network to the border with Saudi Arabia as
well as to Khalifah Port, Jebel Ali Port and Oman Border.
Stage 3: (Sections A, B and C) Extends the railway to Port Saqr, Al Hamriyah, Al Hamra, Fujeirah as well as
connecting the quarries of the northern emirates
There is also Stage 4 proposed which is to add dedicated lines as well as passenger stations to the network.
The passenger network definition is at feasibility stage
This project and design report focuses on Stage 2C which extends through Dubai and connects to Stage 2B
and 2D. The network comprises of mainly at grade rail network with numerous highway crossings. The scope
of works includes all the rail network along with associated earthworks, bridges, roads, utility diversions,
environmental and geotechnical aspects.

2.1 Intent of this Design Report


This report is produced for the specific design package detailed in the title of this report. The intent of the
report is to give an overview of the DCP3 stage and the work carried out since DCP2.
For reference the packaging of the works is as shown below as a separate design report will be issued for
each area for consistency with the design drawings.

2.2 Existing Condition


The Stage 2C network comprises three main alignments which are DMB, DMC and JBL. The alignments DMC
and DMB are mainly in open desert that has future developments planned. The JBL line connects the
DMB/DMC alignments with Jebel Ali port. This alignment has numerous interfaces with existing road
networks, interchanges and developments. The key interfaces are as follows:
• Jebel Ali Port
• E11, E311 and E611 Crossing RTA Corridors
• DEWA Overhead High Voltage Lines
• DIP Road Corridor which is currently under construction
• Desert Mainlines parallel to the E611
• Existing Utilities and Structure Interfaces

• The rail corridor proposed has a varying ROW width due to all these constraints
• Utility interfaces with roads are listed in Appendix D: Utility Interface Schedule

2.3 Description of Rail Network


As mentioned above the network within Package 2C consists the alignments below and the summary of
each section. Figure 2 below illustrate the Package 2C network.

DMB consists of +/-26km of double track, with 14 turnouts and further alignment provisions for another 19
turnouts. The key interfaces within this part of the alignment are:
• the connection to Package 2B
• passive provision for Dubai South passenger station
• Various underpasses and bridge constructions (refer to appendices for overview)
DMC consists of +/-49km of double track, with 12 turnouts and further alignment provisions for another 23
turnouts. The key interfaces within this part of the alignment are:
• the connection to Package 2D
• 2 set off tracks with bufferstops
• Various underpasses and bridge constructions (refer to appendices for overview)

JBL consists of +/-19km of predominantly single track with 2 passing loops, with 5 turnouts and further
alignment provisions for another 6 turnouts. The key interfaces within this part of the alignment are:
• the connection to package Jebel Ali Rail Terminal
• Various underpasses and complex bridge constructions crossing major highways (refer to appendices
for overview)

2.4 Outline Scope


The scope of the services on the project are below and are covered in more detailed in the approved design
management plan:

3 Review of Existing Data


Throughout the course of the project, WSP have carried out technical reviews of existing data. It is key to
note that the WSP design team were also the same team that developed the tender design for the JV and
there is a full history of the existing data. The key areas of focus have been:
• SLR Records to Identify the Authority Requirements – This has been supplemented by the issue of NOI
applications to all authorities at DCP1 stage. The received information is included in the DCP2 packages.
• Review of Existing Topographic Surveys – WSP have reviewed the existing topo surveys and
subsequently updated the design with the additional topo surveys
• Review of Existing Geotechnical Investigation – WSP have produced a gap analysis of the existing GI data
and subsequently produced an additional GI spec and drawings for the JV. The JV are in the process of
applying for borehole NOC
• NOC Conditions – WSP have reviewed the NOC conditions from the preliminary design to identify areas
of concern for future design development
• EIA Review – WSP have carried out an EIA review to facilitate production of the CEMP. This EIA review
has identified areas of the alignment that have impacts on design and construction. The CEMP has been
issued and preconstruction surveys are ongoing
• Interdisciplinary Reviews – WSP have carried out inter discipline reviews to ensure design clashes have
been adjusted and updated in the DCP2 submission. Priority being the structures interface with the rail
alignment to try to get confident with the vertical alignment
• ROW Assessment – Review of the horizontal alignment and current ROW and identify if clashes are
present with the existing ROW
• Meetings with authorities have occurred based on the NOI and the preliminary NOC.

4 Topographic and Geotechnical Surveys


4.1 Topographic Surveys
The contractor carried out additional topographic surveys during September and October 2019. All of these
surveys are complete and survey reports and drawings have been issued by the JV for the development of
detailed design.
The updated topographic surveys are included within the DCP3 designs.

4.2 Geotechnical Investigations


The JV has engaged a contractor to carry out the additional GI and DCP3 design is based on the
interpretation of existing and new factual data. For details, respective geotechnical notes and reports to be
referred.

5 Stakeholder Engagement
The JV have appointed a dedicated stakeholder team for the project and with the designer WSP have already
applied for Information NOC from the relevant authorities

6 Design Development for the DCP Stage


This section of the report describes the specific design development through the DCP2 stage

6.1 Design Basis Report


Design Basis Report for Structures and Bridges has been prepared and issued to the Engineer in accordance
with the relevant authority standards and project requirements. This report is reviewed and approved by
the Engineer. This report includes the key technical standards and specifications that have been used for
the design

6.2 Design Update from DCP2


The design issued at DCP3 was the basis of the preliminary design with updated GA drawings.
Through the DCP1 to DCP3 stages, the following activities have been carried out:
• Structural GA Drawings updated with the refined rail alignment which includes the additional
topographic surveys and interpretation of additional GI Factual data.
• Workshops with the contractor to confirm constructability requirements and methods of construction
• Structural Modelling of the superstructure and substructure designs. The models are included in the
package for review with the detailed design calculations
• Coordination with the Geotech, utilities and roads team to ensure clashes with existing or future
authority assets are resolved
• Coordination with the Geotech team regarding existing ground condition parameters.
• For architectural elements like parapet and MSE wall patterns, latest version of Bridge Aesthetic Report
shall be referred.
• The proposed drainage system for the rail is covered in the crossing road package. Please refer Section
3.8 Drainage design Report (C0306-S02-ECH-RP-30006-AA-DCP3-Roads-JBL0).

7 Structure Details
7.1 Underbridge JBL CH: 1+971
Cross sections of UB at JBL CH: 1+971 contains single cell continuous box-girder. Sub-structure is formed on
pier supported on piles. Connection between super and sub structure is formed by bearings and monolithic
pier between span-2 and span-3. Abutment is formed on piled foundation with MSE wall provided to
support soil fill pressure behind the abutment.

8 Interface Management
As identified in Section 6 the main interfaces that have arose between DCP2 and DCP3 are the following:
• Existing Utilities Interface with the Structure – Existing Data all received and trial trenches data for the
majority of site have been obtained.
• Additional GI carried out at site – Final Factual Report and has been issued by JV and geotechnical
assessment is based on existing and additional data.
• Systems Contractor – Space provisions on the structures decks is confirmed

The design for DCP3 will reflect the detailed design stage and will be the basis for the ultimate final design
for the construction drawings submission DCPF. The next stage of design submission (DCP3F) will include a
100% detailed design after obtained NOC from all concerned authorities.
The next steps of the design are as follows:
• Review the DCP3 package with the engineer and go through any comments on the models, calculation
report and drawings.
• Submission of the package to concerned authorities and independent checker to get the CAT-III check
certificate.
• Final detailed drawings for authority approvals with final structural sizes

11 Conclusion
The report is a summary of the works carried out between DCP2 and DCP3. This report also describes the
specific design standards and parameters that are used for structures in the development of the DCP3. For
the proposed designs, considerations have been given to the appropriate design criteria for different
categories of processes including constructability, environmental and sustainability issues.
All the elements of the proposed design elements in the DCP3 design are developed for the project’s
requirements in accordance with the relevant authority standards. All key interfaces have been identified
and have been reviewed in detail considering the discipline design requirements and these have also been
updated with the latest Information NOCs, existing conditions, latest topographical survey and any other
updated information.
The next steps through to DCP3F will be the full final designs and engagement for detailed design approvals
with the authorities.

Displacement-Based Method

The Displacement-Based Method (DBM), unlike the FBM, does not calculate a specific design force for the
yielding elements. Instead, the designer is free to proportion the yielding system as necessary to ensure
that the displacement demand is less than the displacement capacity at each pier, provided that a
minimum lateral strength threshold is provided for each pier and that all of the non-seismic load cases are also
satisfied. Thus, the designer simply proposes a lateral load system and corresponding element strengths,
