1 INTERFACE MANAGEMENT PLAN

1.1 Interface Management

1.1.1 Foreword
An interface is defined as “a common point or boundary between two entities or objects”. Within the context of the
OGBOTOBO FLOWSTATION POWER SYSTEM REVAMP Project interface management plan, there will be both
internal and external interfaces.

1.1.2 Management of Internal Interfaces


The internal interfaces between the constituent parts of the project’s execution team (i.e. engineering, procurement,
construction, services, etc) are managed within the normal project organizational and procedural structure by the
Project manager.

An interface matrix for interface control, duties and responsibilities will be prepared by the Project engineers. This
interface matrix will identify, for each activity, the document (or document group) and the entities (functions)
involved in the preparation of the document with the relevant responsibilities and duties.

1.1.3 Management of External Interfaces


External interfaces, which may comprise Contractual, Statutory, Physical (plant & facilities), Logistical,
Communications (facilities or public relations), etc, individually or in various combinations, can be complex and thus
require a specific management approach defined by an (External) Interface Management Plan.

External interfaces will be monitored through a dedicated organization headed by an external interfaces area engineer
who has the overall knowledge of the project interdependencies.

Each “Interface” is assigned an “Owner”, responsible within the Project Management Team (PMT) for its efficient
management and co-ordination with his counterpart Interface Owner” (or “Owners” where multiple parties are
concerned). Each LEE Engineering “Owner” reports to the external interfaces Project engineer and External
interfaces throughout the execution of the project, under the final overall leadership of the LEE Engineering Project
Manager. The active participation of the SPDC OGBOTOBO FLOWSTATION POWER SYSTEM REVAMP
Project Team, particularly during the critical periods of construction, and installation is often essential to the timely
and smooth progress of the project. This becomes very significant where complex tie-ins are required to existing
facilities, generating the need for complex logistical and physical interfaces.

The engineering, procurement, construction, installation, rehabilitation, and commissioning activities will be
underway at the same time of other LEE Engineering projects that may have common facilities or interfaces with the
Project. The management of external interfaces implies the following:

 Identification of all possible external parties which may or have to generate an exchange of information
and/or deliverables among the parties
 Planning and monitoring of the interfaces Management of the exchanged information and of the
documentation
 The identification of the possible external interfaces during the various phases of the Project will be made by
the preparation of an external interface matrix.

1.1.4 Management of the external interfaces


In order to facilitate the timely identification and resolution of all technical, execution and organizational interfaces,
an Interface Management Plan will be prepared and submitted to SPDC, to settle the overall requirements and
recommended procedures for managing LEE Engineering external interfaces during design, fabrication, construction
and commissioning of the Ogbotobo Flow station Power System Revamp Project development. This plan aims at
providing a consistent methodology to be used project-wide and by which interfaces can be identified, developed,
mutually agreed upon and subsequently resolved.

2 Interfacing Parties Responsibilities


LEE Engineering assumes that all parties will assign an Interface Coordinator,
as interlocutor to their external interfaces area engineer. The primary objectives of the LEE Engineering Interface
Management Plan are to:
 Identify, Define, Schedule all interface activities, including the assignment of a responsible point of contact
within each involved party
 Provide effective control of the exchange of information related to the respective interfaces and their
associated execution activities, including scope of work, technical data, schedule, and work authorizations
 Assign clearly defined responsibilities for co-ordination, tracking, control & reporting, with established
project-wide procedure and methods
 Identify areas of possible interface conflict, including in particular schedule requirements
 Identify critical areas for SPDC active participation
 Provide regular reporting to management teams to ensure proactive decisions, approvals and, where
necessary, implementation of corrective actions.

The plan will address the following issues as a whole:


• Technical Scope
• Physical work scope, Delineation and Responsibilities
• Extent of services
• Tie-ins (where applicable)
• Approvals, Regulatory Requirements
• Constraints (Environmental, Access, Community Impact, Logistics, etc..)
• Technical Support
• Schedule
• Cost
• Contractual
• QA/QC
• Safety
• Constructability
• Resources (Plant & Personnel)
• Communications
• Points of Responsibility and will lead to:
• Identification of interfaces
• Establishment of interface agreement requirements
• Maintenance of interface registers
• Interface coordination meetings
• Regular reporting.

An Interfaces Interdependency Schedule will be prepared and, after agreement with SPDC, will serve as the
controlling document for detail external interfaces management. It will cover the Design, Supply and Construction
phases of the Project and will include:
 Interface Description/Scope
 Interface Party (e.g. SPDC Supplier(s), 3rd Party Field Operators, 3rd Party Contractors, national or local
authorities, etc…), contact details for coordination
 (Interface Owner)
 Location
 Applicable EPC Activities
 Schedule & Milestone Events
 Identification of principal reference documents (including deliverables, to &/or from, and corresponding
scheduled transfer/approval dates).

3 Implementation of Interface Management Plan


Regular Interface Co-ordination meetings within the LEE Engineering PMT will be held throughout the project. Co-
ordination meetings will also be held between the respective Contractors in the respective design offices on an
alternating basis and latterly on site within the forum of a Site Coordinating Committee, in both instances with the
active participation of a SPDC representative.

The following activities will be ongoing by SPDC and/or others appointed or employed by SPDC in and around the
OGBOTOBO FLOWSTATION POWER SYSTEM REVAMP - DOMGAS Project field area and WORKSITES
during (and in some cases throughout) the execution phase of the CONTRACT:

• Normal SPDC operations on all existing facilities etc. including routine and non-routine inspection and maintenance
and minor modification work

• Other activities associated with the normal ownership and operation of an oil and gas producing field area •
Operations activities associated with decommissioning and removal of existing facilities by LEE Engineering.
Interfaces with others will also be at stake and carefully monitored, by LEE ENGINEERING notably:
 Work in existing live SPDC facilities by others.
 Interfaces created by presence of SPDC or other SPDC contractors personnel in offices, accommodation etc.
 All technical interfaces
 Liaison with Federal and Local Government organizations such as Customs, PHCN, Inland Waterways,
FMENV (and State equivalent), Ministry of Aviation, etc. as necessitated by design and construction
activities
 All vendor interfaces
 Subcontractor interfaces, with specific reference to any subcontracted major fabrications
 Environmental interfaces, including those created by disposal of scrap and waste materials, effluents, etc.
 Consultation, information and conflicts resolution procedures but also:
 Health, Safety, Environmental & Security (HSES) impact, Community Relations
 Temporary Construction Facilities and Utilities Supplies (Water, Power, Fuel, etc)
 Temporary Accommodation Facilities, both for LEE Engineering (and in some cases SPDC) PMT and the
construction labour / supervisory personnel
 Access roads, transport logistics (including plant and personnel movements, oversized load movements, etc)
 3rd party Inspection, Testing, Certification

3.1 Co-ordination during Design

Effective Design Interface co-ordination is crucial. It will involve the timely exchange of correct & complete design
data between the respective parties to avoid any subsequent changes which can have negative cost &/or schedule
impact on downstream supply and construction activities.
The external interfaces Project engineer, in coordination with the Engineering Manager, will identify all interfaces
and, based on this, each engineering discipline will prepare its own detailed interface documents. During the early
stages of the project, a detailed information exchange schedule will be established with the other Contractors.

Co-ordination meetings will be held with other Contractors & SPDC to discuss and finalize the documents defining
physical interface boundaries and the respective responsibilities. The SPDC or a designated “Lead Contractor”, will
be responsible for the production and maintenance of the “Project Master Interdependency Schedule”.
LEE Engineering will utilize these meetings to ensure:
• ongoing evaluation of the information exchange process
• early identification and resolution of problems with other Contractors.

All activities relevant to the exchange of design information among Contractors is supposed to be supervised by
SPDC

3.2 Coordination during fabrication / construction

The approach to coordinating site activities with other Contractors could be based on the following principles:
 Constitution of a Site Coordinating Committee (SCC), with the participation of LEE Engineering, SPDC and
other Contractors
 Application of a Site Inter-Contractor Communication procedure, sponsored by SPDC, by which any co-
ordination issue could be addressed, based on a mutually agreed list of subjects and approach
 Implementation of a detailed Construction Interdependency schedule, based on the one developed during the
design phase, mutually agreed between the Contractors and approved by SPDC
 Regular co-ordination meetings of the SCC, with specified agenda on agreed subjects, e.g. HSE, Logistics,
Labor Relations, etc.

The SCC will review progress, discuss potential interface and general site logistics problems and propose solutions,
against an objective of mutual co-operation and work efficiency.

3.3 Coordination during tie-in’s

LEE Engineering’s attention is specifically drawn to the requirement that all tie-in’s, modifications and the like to
operational facilities forming part of or necessary to the WORK shall be designed, planned and performed in such a
way as to minimize the length of shutdowns required and the consequent deferment of oil and/or gas production; or
otherwise to minimize the overall cost associated with the combination of installation cost and deferment of
production (in either case within the limits of what can reasonably be achieved while avoiding any resulting hazards).
LEE Engineering’s shutdown and tie-in proposals shall be submitted to SPDC for approval with appropriate notice,
prior to the proposed shutdown date, to enable synchronization of shutdowns requested by LEE Engineering with
pre-planned shutdown dates defined within SPDC integrated Production Plan. These proposals shall include detailed
schedules broken down by tie-in number (or equivalent), plot plan location and trade on an hourly basis, together
with associated lists of manpower, materials and equipment resources to be deployed. At the given date of
construction WORKS (according to the work plan of LEE ENGINEERING, SPDC shall shutdown the various
facilities and remove hazardous substance from the FACILITIES, where these substances can create a hazard for the
WORKS. The LEE Engineering shall execute the WORKS according to SPDC Permit to Work system, in which
SPDC will be the asset holder.

3.4 Coordination with Host Communities

This particular item will be fully developed

3.5 Resolution of conflicts

SPDC will be requested to facilitate agreements, while all decision-making data will be provided by LEE
Engineering. All the Interface Coordinators will act under the supervision of SPDC, who shall take final decision on
interfaces and resolve any contractual conflict between involved parties. It is only if no agreement can be reached that
the process of change to the Contract will be initiated.

The following interfaces have been identified as the most critical and LEE ENGINEERING will particularly focus on
their pro-active management through the
specific process described above:
• shutdown during connections of new facilities
• Early access to the sites for surveys
• Homage process and PAC inauguration
• Procurement of critical Long Lead Items
• Regulations from federal and local governmental organizations
• Vendors documentation
• Concurrent operation
