Basic Design TOR

1. Introduction
1.1. Objective of the Basic Design
Basic Design (BD) for the hydropower project shall be conducted by all Project Developer/Project Company
including State owned Enterprises in accordance with this TOR to make the hydropower project sustainable
and environmental-friendly. Following the approval of BD, the project Developer / Project Company shall
proceed to Detail Design, approval of which will not be required from MEM or PDEM. The Project Developer/
Project Company shall submit to MEM, BD together with drawings for its approval. MEM shall inspect and
approve BD from technical point of view. The obligations related to BD in TOR of PFS and FFS shall also be read
in conjunction with this TOR.

1.2. Responsible Agencies for Examination and Inspection


of Basic Design
The Department of Energy Management (DEM), on behalf of MEM, is responsible for examination and inspection
of BD for hydropower projects larger than 5 megawatt (MW) or project involving a dam of more than 15 meters
in height, while the Provincial Department of Energy and Mines (PDEM) is responsible for examination and
inspection of BD for hydropower projects equal to or less than 5 MW. Depending on the technical complexity of
the project, independent third party review, such as panel of experts, may be appointed by DEM to assist it with
the examination and inspection of BD.

During PDA stage, the DEM/PDEM/DDEM shall have right of access to the project site when needed, in order
to inspect the progress of field investigations such as drilling, adit excavation, in-situ tests and river water level
measurement.

Before the Project Developer/ Project Company commences the BD, follow-up discussions with responsible
organizations such as DEM/PDEM/DDEM and other key agencies will be carried out along with a field visit to
facilitate clear understanding of the project site and potential technical issues.

All expenses of the field visits of responsible GOL agencies and their representatives and other key agencies shall
be borne by the Project Developer/Project Company.

1.3. Submission of Reports


The Project Developer/Project Company shall prepare and submit the following reports such as Inception Report,
Quarterly Progress Report, Design Criteria Report and Basic Design Report to the responsible organizations
depending upon the capacity, as below.
1. Installed capacity of the project up to and including 100 KW: To District Department of Energy and
Mines (DDEM) through PDEM - Five (5) copies in Lao language and one (1) electronic file
2. Installed capacity of the project above 100 KW and up to and including 5 MW: To PDEM through
DEM- Five (5) copies in Lao or English language and one (1) electronic file.
3. Installed capacity of the project above 5 MW : To DEM and DEB- Five (5) copies in English, Five
(5) copies in Lao language and one (1) electronic file to DEM and One (1) copy in English, One
(1) copy in Lao language and one (1) electronic file to DEB
Inception Report, Quarterly Progress Report and Design Criteria Report shall be submitted to DEM /PDEM for
acknowledgement/ information. However, the Basic Design Report shall be submitted for approval. In case there
are any observations in these reports, the same shall be conveyed to Project developer/Project Company.

BD shall not be changed after its approval from DEM or PDEM. If any change of BD occurs due to any
circumstances after the approval by DEM or PDEM, the Project Developer/Project Company shall submit to DEM
or PDEM necessary documents explaining changes of BD and to seek approval.

1.3.1. Inception Report


Inception Report shall be submitted within thirty (30) calendar days after the PDA/HOA signing.
The Inception Report shall cover the followings, but not limited to;

i. Organization chart for implementing BD

ii. In case the Project Developer/Project Company subcontracts all or parts of BD to consultant firm(s), he
shall attach profiles and experience of the consultant firm on hydropower projects as well as curriculum vitae of
specialists/engineers to be involved in BD.

iii. Existing data and information collected relevant to the hydropower project

iv. Methodology and schedule of Basic Design

v. In case there is any change in methodology and scope of field investigations on topography, geology,
meteorology and hydrology as well as in-situ tests and laboratory tests due to any circumstances after the
approval at PFS stage by DEM or PDEM, the Project Developer/ Project Company shall submit updated
methodology and scope of field investigations to DEM or PDEM with necessary explanation for changes
for its review.

vi. Anticipated risks during BD

1.3.2. Quarterly Progress Report


Progress Report shall be submitted quarterly after the PDA/HOA signing to the responsible agencies. The Report
shall cover the following, but not limited to:

 Progress and result of additional field investigations.


 Expected studies and schedule for the remaining period

1.3.3. Design Criteria Report


Design Criteria Report shall be submitted within six (6) months after the PDA/ HOA signing. DEM or PDEM,
responsible for examination and inspection shall acknowledge the Design Criteria Report for the project or give
their comments to the Project Developer/ Project Company within thirty (30) calendar days after its receiving. In
case of comments, the Project Developer/ Project Company shall submit a revised Design Criteria Report within
fifteen(15) calendar days along with a compliance statement and the DEM or PDEM shall provide its
acknowledgement within fifteen(15) calendar days from the receipt of the revised Design Criteria Report.

The contents of Design Criteria Report are described in 2.2 “Design Criteria” of this TOR.

1.3.4. Draft and final Basic Design Report


Draft BD Report shall be submitted within fifteen (15) months after the PDA/HOA signing. The contents of the Basic
Design Report are described in 2.3 “Basic Design” and the report shall basically follow “Table of Contents of BD report”
described in Annex I of this TOR. DEM or PDEM, responsible for examination and inspection of BD, will issue written

comments on the draft BD report to the Project Developer/Project Company within sixty (60) calendar days after
receiving the draft Report.

Final BD report shall be submitted within thirty (30) calendar days after receiving the written comments from the
responsible agency along with compliance statement and shall be approved by the DEM/PDEM within thirty (30)
calendar days of receipt.

2. Scope of work
This section outlines the scope of BD for the hydropower project to be conducted by the Project
Developer / Project Company. For the hydropower project with the dam located in the Mekong
mainstream river in the Lower Mekong Basin, in addition to the LEPTS, and associated Guidelines,
BD shall also be in compliance with the document "Preliminary Design Guidance for proposed
mainstream dams in the Lower Mekong Basin (Mekong River Committee, 2009 August)", in order
to prevent any social and environmental impacts or other potential risks in the four MRC member
countries. The impacts and risks are particularly with respect to navigation, fisheries, sediment
transport and river morphology, water quality and aquatic ecology, and safety of dams.

2.1. Field Investigation and Test


The initial field investigations and tests will be carried out at PFS stage and the requirement of additional
investigations and tests for carrying out FFS and Basic Design shall be identified and submitted by Project
Developer/ Project Company at PFS stage to DEM or PDEM for review. This includes:

 Additional Topographical survey

 Additional Geological, seismic and construction material survey and tests

 Additional Meteorological/hydrological survey


The additional field investigations should immediately commence after HOA/ PDA signing. In case there is any
change in methodology and scope of field investigations after the review at PFS stage by DEM or PDEM, the Project
Developer/ Project Company shall submit updated methodology and scope of field investigations to DEM or
PDEM with necessary explanation for changes, for its review.
The field investigation report shall cover investigation methods, results and data of analysis etc. and shall be
compiled and reported timely to DEM or PDEM.

2.2. Design Criteria


2.2.1. Scope of design criteria
Project Developer / Project Company shall establish the Design Criteria which includes design data, design
methodologies, design formulae and safety factors for power facilities. The Design Criteria shall satisfy the
fundamental requirements stipulated in Sections 2-2 and 3-2 of LEPTS and also refer to the dam safety
guidelines.

Design criteria to be applied in designing the power facilities shall be clearly referred to corresponding article
number of LEPTS. When the Project Developer/Project Company proposes other design criteria, he shall verify
those criteria to fulfill fundamental requirements set forth in Sections 2-2 and 3-2 of LEPTS and also attach
sources of reference literature to Design Criteria Report. Copies of such other design criteria referenced shall be
provided in English/ Lao language viz. the language used for the Design Criteria Report

2.2.2. Key Design data


The data based on study reports and results of investigations carried out at PFS stage and available results of
additional investigations carried out after signing of HOA / PDA shall be presented to provide a basis for the
design criteria. The key data shall contain the following, but not limited to:

 Dam’s risk and hazard classification and required safety standards- this will provide for the required
level of studies

 Details of project datum and survey – this will provide a brief summary of the project datum that
should be adopted for the design of the project, and the survey data to be used.
 Details of geological / geotechnical data- this will summarize the geological and geotechnical
investigations that have been undertaken for the project, and indicate key geological features and
brief outcome of investigations. Physical and mechanical properties of rocks and soils are to be
gathered and presented, which shall be used as design data.
 Details of construction material- The summarized information on construction material such as
source and properties to be provided based on survey and laboratory testing carried out for the
respective project. In case of bought outs, origins or resourcing of construction materials, machineries
and equipment shall be clearly described from which countries those will be procured. The Mill test
methods and reports of construction material shall be attached with this report.
 Details of hydrology - summary information on the project site climate, rainfall, stream flow, flood
frequency, any rating curves, sedimentation, etc. This section should only summarize the key input
data to be adopted for the design.
 Details of Seismicity- summary of any seismic hazard assessment studies that have been
undertaken and details of key seismic design data, e.g. peak ground accelerations for various return
periods, any response spectrum, and any earthquake time-history data.

2.2.3. Civil engineering facilities


The Design Criteria for civil engineering facilities shall contain the following, but not limited to:

 Physical and mechanical properties of foundations of structures, cement, concrete, reinforcement


steel bar, embankment material and formed steel
 Design loads acting on civil engineering structures such as self-weight, hydrostatic pressure, silt
pressure, earth pressure, uplift pressure, seismic loads, wind loads etc.

 Combinations of loads acting on dam, intake, headrace canal/tunnel, surge tank, penstock anchor
blocks, powerhouse etc.

 Hydraulic and structural formulae, methods of analysis, computer software’s and design
methodologies to be employed and Hydraulic model testing details.

2.2.4. Hydro-mechanical equipment


The Design Criteria for hydro-mechanical equipment such as hydraulic gates, high pressure valves and trash rack
shall contain the following, but not limited to:

 Materials of hydraulic gates and valves


 Allowable stress used for gate leaf, gate guide, anchorage, trash rack and gate operating equipment’s

 Design loads and their combination acting on gates such as weight of the gate, hydrostatic pressure,
silt pressure, wave pressure, buoyancy, gate operating force, hydrodynamic pressure, wind load,
effects of temperature change, change in hydraulic pressure by flowing water, load increase due to
vibration
 Structural formulae, method of analysis, computer software’s and design methodologies to be
employed

2.2.5. Electro-mechanical equipment and transmission


lines
The Design Criteria for electrical equipment and transmission lines shall contain the following, but not limited
to:

 Service conditions including air temperature, cooling water temperature, earthquake, wind
velocity, altitude

 Standards to be applied for electrical equipment

 Type of turbine, generator, transformer, bus ducts, switchgear, control equipment, EOT crane,
MIV, Electrical & Mechanical auxiliaries etc.

 Type of grounding systems proposed at all project components such as intake, dam, settling basin,
forebay, powerhouse, switchyard etc.

 Type of Switchyard and Power Evacuation Arrangement

 Type of Configuration of operation and control , including SCADA system


 Type of transmission conductors, insulators etc.

2.3. Basic Design Report


2.3.1. Scope of Basic Design Report
The Project Developer/Project Company shall follow the established design criteria to conduct BD for power
facilities including civil engineering facilities, hydro-mechanical equipment, electro-mechanical equipment and
transmission lines. Results of “Basic Design” shall be compiled in the form of analytical reports, drawings and
other technical reports. Soft copy of calculation file and drawings (CAD format) is required to be submitted
for verification and confirmation.

2.3.2. Project Overview


This section will provide:

 brief introduction to the project and the purpose of the project


 brief history of the project summarizing the studies carried out at PFS and FFS stage and their key
findings.
 confirmation of the project layout as presented in the FFS and summary of key project components

2.3.3. Project Investigations


This section summarizes the Survey and investigations carried out at PFS and FFS stage.

2.3.3.1. Topographical Survey


This section summarizes the survey undertaken for the project involving the following details:

 details methodology of survey and mapping of the project area


 reference benchmarks for the project
 results of topographical survey and its accuracy

2.3.3.2. Geological and Geotechnical Investigations


This section summarizes the results of Geological and Geotechnical Investigations along with the following
details:

 general / regional geology of the project showing major faults and identifying any other potentially
hazardous features requiring special consideration
 Surface geological mapping covering each project components that indicate any geological features such
as lithological boundary, rock attitudes, fold, fault, shears,
 report on any underground mine workings in the vicinity of the dam or reservoir and any provisions
considered necessary to accommodate these workings
 records of foundation exploration holes, pits, excavations and other sub-surface investigations
indicating:
o nature and depth of material on which the dam, spillway, outlets and other appurtenant works

are proposed to be founded


o summaries of results of laboratory and in-situ tests for determining the engineering properties
of the foundation materials indicating the number of tests, sampling locations and provide
extreme as well as average values

2.3.3.3. Construction Material survey and testing


This section summarizes source of construction material, test method and results:

 For embankment dam: earth fill, filter materials, impervious materials, transition materials and rock
fill:
o approximate locations of the borrow areas and quarries and estimated volumes of reserves of
each material
o numbers of exploration holes, pits and excavations in each proposed borrow area and quarry
o summary of results of laboratory tests for determining the engineering properties of each type of
material, and results of geological examinations and tests on rock materials, indicating the
number of test samples and extreme as well as average values.
 For concrete aggregates, if not obtained from sources of materials previously described:
o approximate locations of proposed sources and estimated volumes of reserves of aggregates
(Coarse and fine)
o number of exploration holes, pits and excavations in each proposed source
o summary of results of laboratory tests for determining the engineering properties of each type of
material, and results of geological examination and tests on rock materials, indicating the
number of test samples and extreme as well as average values.

2.3.3.4. Hydrological Study


This section summarizes field investigations’ results during PFS stage and FFS/BD stage, viz. temperature,
rainfall, evaporation, sedimentation, river runoff, peak discharge, wind etc. and analysis and computation
for following:

 Summary of stream flow, low flow, firm yield assessment, environmental flow, flood flow or rainfall
records on which the hydrological analyses are based.
 Summaries, as applicable, of hydrological analyses leading to the determination of flood freq uency/
probable maximum flood along with respective hydrographs to determine
o design flood during construction for river diversion work.
o design flood for spillway design flood, check flood to confirm the dam structural stability.
o design flood at powerhouse in respect flood protection.
 Summary of the investigation and analysis of sediments carried out at PFS/FFS to assess the
estimation of sediment yield to the reservoir, predicted reservoir design life and proposed
management activity to ensure sustainability.

2.3.3.5. Seismic Study


This section covers the following:

 Summary of the seismological study of project carried out at PFS/FFS stage.


 The seismic parameters obtained from the study to be adopted for the design.

2.3.4. Civil Engineering Facilities

This section shall cover the following for each of the civil project component (dam, spillway, intake, outlet
works, forebay, headrace tunnel/ channel, penstock, powerhouse, tail race etc.):

 Purpose of the component


 Description of the project component
 Design standards and philosophy used

 Functional performance requirements
 Material properties
 Design actions
The design actions will be supported by the respective geotechnical, hydraulic and structural design analysis
described in 2.3.4.1- 2.3.4.3, which will form part of Volume: III and will be supported by drawings which will
form part of Volume-II.

2.3.4.1. Geotechnical Analysis


 Based on results of material testing (In-situ and laboratory) and by analyzing the various rock types,
the geotechnical design parameters are to be evolved and finalized to be used for foundation design,
embankment dam etc.

 Analysis of seepage control provisions to be incorporated into the design of the dam and dam
foundation.

 Determination of excavation sequences and techniques, blasting methods, handling of water,


specialized construction methods and support measures

 Based on geological features and testing results, foundation treatment plan to be adopted such as
treatment of week geological features, consolidation grouting to strengthen the foundation, curtain
grouting to control seepage & pore water pressure

 Slope stabilization analysis

 Rock Mass Rating (RMR) / Q – Value (Rock class) and soil classification, estimation of excavation
and support classes to be mentioned

 Support system design calculations for head race tunnel

 Support system design calculations for powerhouse caverns, surge shaft

2.3.4.2. Hydraulic Analysis


 Hydraulic calculation of waterways including intake, settling basin, headrace channel/ tunnel,
surge tank, penstock and tailrace.

 Hydraulic calculation spillway and energy dissipater


 Hydraulic backwater analysis of the upstream reservoir and water level profile of downstream
during flood time and normal water level.

 Hydraulic calculation of bottom outlets and environment release outlets.

2.3.4.3. Structural Analysis


 Structural calculation on stability analysis, stress analysis, seismic analysis of dam or weir
 Structural calculations of spillway piers and bridge

 Structural calculation of waterways including intake, sediment stilling basin, headrace tunnel
lining/channel , head-tank or surge-tank lining , penstock and tailrace

 Stability analysis and structural calculation of powerhouse structure

 Calculations for switchyard structures and foundations

2.3.5. Electro-mechanical Equipment


This section shall cover the following for the main electro-mechanical equipment’s:
 Purpose of the equipment
 Description of the equipment
 Design standards and philosophy used
 Design loads and combination
 Functional performance requirements
 Material properties
 Technical data and specifications

The technical data and specifications of electro-mechanical equipment will be supported by the following
supporting calculations which will form part of Volume: III and will be supported by drawings which will form
part of Volume-II.

 Calculation on 3-phase short circuit for generator, main transformer, circuit breaker and condenser
operation machine of the power station

 Calculation on 3-phase short circuit for main transformer, circuit breaker and phase modifying
machine of the switchyard

 Calculation on grounding system

 Calculation on tension for equipment of the switchyard

 Calculations of Load flow Analysis

2.3.6. Hydro-mechanical Equipment


This section shall cover the following details of trash rack, spillway gate, intake gate, settling basin gate
including flushing gate, surge tank gate, penstock gate, draft tube gate, outlet gate, outlet valve, stop log
gates, and other hydro-mechanical equipment.

 Purpose of the equipment


 Description of the equipment
 Design standards and philosophy used
 Design loads and combination
 Functional performance requirements
 Material properties
 Technical data and specifications

The technical data and specifications of electro-mechanical equipment will be supported by drawings which
will form part of Volume-II.
Required size / number and details of outlet facilities for environmental in-flow release and emergency
drawdown shall also be provided.

2.3.7. Transmission Line


This section shall cover the technical specifications of transmission line facilities, towers and foundations
and structural calculation of supporting steel structures of transmission line and foundations.

2.3.8. Other technical issues


2.3.8.1. Specific project analysis
 Depending on the risk and hazard of the dam, Operation & Maintenance Plan including spillway
discharge and downstream warning procedure, and Emergency Preparedness Plan should be
adopted

 Depending upon the complexity of structures, physical model study may be required

2.3.8.2. Natural and socio-environment


This section shall cover the:

 Environmental safeguard measures plan during construction, operation and maintenance stages as
per ESIA report.

 Resettlement and rehabilitation plan and its implementation schedule as per ESIA report.

2.3.8.3. Permanent and temporary facilities


This section shall cover the:

 Technical reports explaining specifications and capacities of permanent and temporary facilities
such as river diversion works, access roads, bridges, camps, concrete plant, aggregate plant, waste-
water treatment plant, temporary power supply to construction sites, health care facilities etc.

 Design of temporary river diversion arrangement considering the cofferdam sizes, its design based
on return period flood values, etc. along with seasonal flood conditions

2.3.8.4. Instrumentation
This section shall cover the details of instrumentation to be installed along with the following details:

 Layout and description of embedded instruments and other devices planned to be installed to
observe the behavior of the works including, as applicable, pore water pressures and uplift, leakage/
seepage, embankment settlements, foundation deformations, alignment, deflections, stresses,
strains, temperatures, contraction joint openings, seismic and mechanical vibratio ns.
 Pore water pressure and uplift values assumed for the design of the associated structures at
instrument locations

 Recommendations for frequency of observations/readings


The dam instrumentation must follow the dam safety guidelines.

2.3.9. Construction Plan and Implementation Schedule


The construction plan and implementation schedule presented in the FFS report will be reviewed
thoroughly and updated based on the analysis of basic design.

2.3.10. Construction Cost of the Project


The cost estimate carried out at FFS stage will be reviewed and updated based on the results of basic design.
