“The impact of terrorism on Pakistan-India peace process”

Abstract
The dialogue between Pakistan and Indian government was generally known as

the peace process it was started in January 2004 after a meeting of President of

Pakistan General Pervez Musharraf and Indian Prime Minister Atal Behari

Vajpayee in Islamabad. But due to the terrorism act held in Mumbai in 2008 the

peace process was rushed back . But if the peace process goes on then, by this

meeting the South Asian region can be more secure and peaceful by all means and

avoiding cross-border terrorism which delayed the peace process between two

countries.

Introduction:
From the first day of independence between pak-india, Pakistan is facing so many

problems. After the separation between Pakistan-India. migration of people from

one country to another, boundaries between the two states and water dispution was

the problems faced by Pakistan, the most wounding of them all Jammu and

Kashmir. Later India emerged as a stable state as compare to Pakistan. The year of

1948, witnessed the first undeclared war between India and Pakistan over the

disputed valley of Kashmir.

The people of Kashmir have been challenging this occupation,


they want peace Through any means by dialouges or by weapons. The Government

of Pakistan said that the People of Kashmir should have the right to decide their

destiny in a fair resolutions. The country has always claimed that the people of

Jammu and Kashmir (J&K) are suffering under Indian rule and they are seeking for

help from The Pakistani Government. Thus, the government and the people of

Pakistan have always been with the people of Kashmir. This problem of Kashmir

was still moving on the way and then in 1974 India became the first nuclear power

of the Sub-Continent of ASIA. After this Pakistani Government goes to the

security Dilemma ( refers to a situation in which actions by a state intended to

heighten its security, such as increasing its military strength or making alliances,

can lead other states to respond with similar measures) at that stage Zulfiqar Ali

Bhutto the Prime Minister said that “We shall fight a thousand years to liberate

Kashmir and we shall eat grass, but we will make an atomic bomb”. Then in

1978 to 1984 both states indulged in another military conflict over the disputed

Siachen Glacier. The Dialogue Process agreed between India and Pakistan in 1997

at Maldives. But this was still not over from the Indian side as then the war of the

kargil was started and The Pakistani troops was controlled by General Perwaiz

Musharraf. This was was over and both of the parties was now on a table talk to

resolve the Kashmir matters and then suddenly the peace process over in less than

few time because of the cross-boarder terrorism act at Mumbai on 26/11/2008.


That attack took the lifes of so many innocent people living that-apart. Almost

more than 300 people was killed in that bruttel attack. . India blamed Lashkar-e-

Tayaba for targeting the Indian nationalist. Violent approach created trust scarcity

between the two states which considered as the most serious current problem that

damaged the pak-india relation.

Literature Review:
The literature review is about the cross boarder attacks held in two countries,

basically it is about the alarming situations between the boarders of India and

Pakistan and the main purpose is to handle the problem of Kashmir

(AZZAD&JAMMU). The people of Kashmir are supporting Pakistan and they

always wave the Green flag in JAMMU. Pakistani Government has said many

times but the Indian Government is refusing to do such act and they are keeping

the morals of Kashmiri down by beating them and by doing other kind of brutal

acts.

Other point is the Attack held in Mumbai on November 26,2008 which has

disturbed both of the governments, the Lashkar-e-Tayaba is still willing to do those

horrifying acts and the Indian Government is still blaming Pakistan that beside all
this aspect Pakistani agency I.S.I is involved. But Pakistan neighbour country has

wrong thoughts in their minds. But Pakistan is prevoking their blames. On, the

other hand Indian Intelligence R&AW is not leaving any chance to blame Pakistan.

By November 26, 2008, the peace process has been delayed and on today date this

has not been resolved.

Research Question:
 How did Mumbai Attack impact over the peace process between two

states and create instability in the South Asian region?

 What should be done to ensure a sustained process and find out a positive

path ahead?

 What will be the future plans for resolving the problems between the two

countries?

Problem Statement:
In the statement given above , the basic problem is about the cross-

boarder terrorism situation held between Pakistan-Indian boarders, it is

about the peace process which was again stoped. This case study is about the
Mumbai attacks and the 5th round of Composite Dialogue Process have been

postponed because of cross boarder terrorism and impact of Terrorism which

creates instability in the region.

Objective of the study:


The objectives to study this was the terrorism has effected the peace

process and they have to wipped out at any cost. On the other hand Kashmir

is the main issue since the independence and this problem has to be souted

out, because from the day one Kashmir has been the disputed territory. After

the Munmbai attacks the condition among both became worst and worst so

this has to be solved, and both the countries must have find a different way

and has to think out of the box to solve these issues.

Research Methodology:
This is a qualitative type of research, because all the things have

happened in the past, it is the part of the history, so that’s why a quality must

have there in the research. Collection of data is from primary and secondary

sources, like some from books and other from newspapers and internet.
Data Collection Techniques:
In this study I have used three types of data collection techniques,
These all techniques are listed below:

1: Using available information ( through this technique I have


collected some of the data from the previous studies)

2: Observing ( I have personally read and observed all data)


3: Focus Group Disscusion ( I have deeply studied the problem)

Hypothesis:
The hypothesis from this study is that Pak-Indo peace process was stopped

due to the cross boarder attacks of 24/11.

Mumbai attacks has the worst impact on both of the countries and the
main problem of Kashmir is still not solved.
