1.0 SCOPE AND DEFINITIONS

This specification together with its referenced documents defines requirements to be applied
and incorporated to processes, procedures, equipments and materials for AzSPU MAJOR
PROJECTS use in the Caspian Sea area.

This specification document (Site Technical Practice, STP) replaces ETP:GP 04-20
(Guidance on Practice for Civil Engineering) and ETP:GP 04-10 (Guidance on Practice for
Drainage System) document for the Azerbaijan Major Projects Performance Unit.

The work covered by this specification consists of furnishing all equipment, materials, and
labour, and performing all operations required for clearing and grubbing, cut and fill,
excavation and backfill, and finish grading within the limits of the site as shown on the
drawings.

3.0 REQUIREMENTS

3.1 General

3.1.1 This specification covers clearing and grubbing, cut and fill for the plant site, excavation,
backfill, and fill for the buildings, roads, parking areas, paved areas, railroad beds, dikes,
firewalls, ponds, tanks, manholes, catch basins, and other plant facilities and structures.
Excavation and backfill for underground pipe, conduits, ducts, and excavation for drilled
shaft foundations are covered by other General COMPANY's Documents.

3.1.2 Fill is defined as all soil, soil-rock materials, and treated or stabilised soils placed to raise the
grade of the site or to backfill excavations. Within this specification there is no distinction
between fill and backfill materials as related to construction operations.

3.1.3 Contractor shall be responsible for protecting all existing facilities, services, and pipelines
on, above, or under the surface of the area where earthwork operations are to be
performed. This protection extends to any existing piezometers, other instruments, and
survey monuments on the site. Trees, shrubs, and other landscape features specifically
designated on the drawings for preservation shall be carefully protected from abuse during
construction.

3.1.4 All cut and fill shall be graded to the lines, grades and uniform slopes shown on the
drawings. Where no slope is indicated between control points of different elevations, a
slope is to be uniformly graded between these points.

3.1.5 Acceptable deviations from the lines and grades indicated on the drawings are plus or
minus 60mm, provided such deviations occur gradually.

3.1.6 Contractor shall be responsible for performing all work in compliance with
OSHA 29CFR1926 and state and local laws.

3.1.7 Soils testing laboratory shall be employed by Contractor to classify all materials and perform
all tests required by this specification. Written reports shall be submitted to COMPANY and
General Contractor as the work proceeds.

3.2 Surveying

3.2.1 COMPANY will furnish survey reference points on the site. The locations and elevations of
these reference points will be given to Contractor. Using these reference points, Contractor
shall perform all surveying and staking required to complete the work described in this
specification and on the drawings.
3.2.2 The co-ordinates and elevations indicated on the drawings are extensions of the existing
plant horizontal and vertical datum control systems.

3.2.3 Contractor shall be responsible for the preservation of existing survey monuments within the
work area. He shall protect them from damage or disturbance and he shall not remove
them unless directed by COMPANY.

3.2.4 All layout work shall be subject to approval by COMPANY.

3.3 Clearing and Grubbing

3.3.1 Clearing and grubbing shall consist of the removal and disposal of trees, stumps, brush,
roots, vegetation, logs, rubbish, and other objectionable material.

3.3.2 Areas to be excavated, filled, or graded shall be cleared and grubbed. In areas to be
excavated, stumps, roots, and other similar refuse shall be removed to a depth of not less
than 150mm below the existing ground surface, and to a distance of at least 600mm beyond
the excavation limits on plan. In areas to receive fill or in areas requiring grading, stumps,
roots, and other similar refuse shall be removed to a depth of 150mm below the existing
ground surface. Holes remaining after a removal of stumps, roots, and other similar refuse
shall be backfield with suitable material and compacted to at least the density of the
adjacent undisturbed material in accordance with this specification. All organic materials
shall be removed from the excavation area.

3.3.3 Material cleared from the site shall be either burned or completely removed from the site.
Burning of refuse at the site will be permitted only upon written approval of COMPANY and
at a location approved by COMPANY.

3.3.4 Disposal or burying of cleared contaminated and not contaminated materials shall comply
with local laws, codes, and regulations. CONTRACTOR is responsible to obtain all the
necessary approval from the local authority and the COMPANY prior to disposal or burying
such materials.

3.3.5 Trees, shrubs, and other landscape features specifically designated on the drawings for
preservation shall be carefully protected from abuse during construction.
3.4 Excavation

3.4.1 General

3.4.1.1 Excavation operations shall be performed after clearing and grubbing has been completed.

When practical, excavations shall be performed in dry conditions. Proper drainage for
excavated areas shall be maintained to prevent ponding of water. Excavated areas shall be
kept dry by pumping or other suitable methods. Prior to completion of drainage facilities
shown on the drawings, Contractor shall install sufficient temporary ditches and culverts to
prevent ponding. Well point systems may be required where excavations extend below the
groundwater surface.
Materials excavated for the permanent work shall be classified in accordance with
ASTM D 2487 and this specification. Classified material designated for use in the
permanent work shall be properly segregated and stockpiled. Classified material
designated for nouns in the permanent work shall be disposed of in accordance with the
drawings and COMPANY's directions.

3.4.1.4 Borrow material shall mean suitable material obtained from excavations off the site, or from
designated borrow areas. If additional material is required, it shall be provided by
Contractor. Borrow material shall be classified in accordance with the classification system
in this specification before placement in the permanent work.

3.4.1.5 Contractor shall be responsible for the stability of all cut slopes. Cut slopes shall have a
maximum gradient of 1 horizontal to 1:1.5 vertical unless otherwise indicated on the
drawings or as controlled by stability considerations for specific soil and rock conditions for
each excavation location within the site.

3.4.1.6 Excavation support for vertical or near vertical excavations shall be used when necessary
for personnel safety and work protection. Excavation support shall conform to
OSHA 29CFR1926, Subpart P. All structural support designs shall be checked by
COMPANY. Excavation support systems may include shoring, sloping, or trench boxes.
COMPANY reserves the right to review the excavation support design and basis; however,
this review by COMPANY will not alleviate Contractor of responsibility for excavation safety.

3.4.2 Stripping

3.4.2.1 Stripping shall consist of the excavation, removal, and stockpiling of topsoil, and the
excavation, removal, and disposal of unsuitable soils. Stripping operations shall be
performed at all areas prior to cut and fill, borrow, embankment construction, and structural
excavation and backfill. Where fill is to be placed over an existing paved surface, the
pavement shall be removed and wasted, unless otherwise noted on the drawings.

3.4.2.2 Stripped material classified as topsoil shall be stockpiled for later use. Other stripped
material including excess cut, unsuitable material, and excess topsoil shall be disposed of at
designated general landscaping fill areas or spoil areas.

3.4.2.3 No material shall be burned on the site property without written approval of COMPANY.

3.4.2.4 Disposal or burying of cleared contaminated and not contaminated materials shall comply
with local laws, codes, and regulations. CONTRACTOR is responsible to obtain all the
necessary approval from the local authority and the COMPANY prior to disposal or burying
such materials.

3.4.3 Stockpiles and Borrow Areas

Stockpiled topsoil and fill material shall be mounded and shaped to shed rainwater without
deep erosion. The stockpile area shall be graded to drain surface water away from topsoil

and fill stockpiles. Water shall not be allowed to pond near the base of stockpiles. The
shape of stockpiles shall be such that volume can be readily determined.

3.4.3.2 Fill or stockpile areas will be designated by the COMPANY. If additional material is
required, it shall be provided by Contractor. Both location of borrow pit and type of import fill
material shall be approved by COMPANY. No material shall be supplied or placed prior to
this approval.

3.4.3.3 Onsite borrow areas shall be approved by the COMPANY. All borrow areas shall be left in a
neat and safe condition, and shall be provided with adequate drainage to prevent ponding.

3.4.4 Structural Excavation

3.4.4.1 Structural excavation shall include excavations for footings, mats, pits, basements, grade
beams, retaining walls, manholes, catch basins, and other similar constructions.

The depth of foundation for excavation shall be as shown on concrete drawings.

3.4.4.2 Permanent work shall rest on suitable foundation soil as defined in the soils report
(Reference 2.4) and approved by COMPANY. Tests of the subgrade conditions shall be
clearly reported by Contractor's testing agency for each foundation area. When soft or
unsuitable soils are encountered at designated footing grades, such soils shall be removed,
and replaced with suitable backfill material in accordance with this specification, or filled with
seal slab concrete as specified in COMPANY’s Document BR-CDOAZZ-CV-SPE-0021

3.4.4.3 Bearing conditions shall be uniform for each individual foundation unless specifically
approved by COMPANY (e.g., a footing shall not rest partially on firm ground and partially
on soft ground).

3.4.4.4 Excavation depths shall include provision for seal slabs if required. Seal slabs shall be
placed to the limits as shown on the drawings. 75mm minimum seal slabs (blinding) shall
be provided in structural excavations as shown on the drawings, or when deemed
necessary by the COMPANY or Contractor to preserve the integrity of the foundation soil
until the permanent work is placed. Material for seal slabs shall be concrete as specified in
General COMPANY's Document BR-CDOAZZ-CV-SPE-0021

3.4.5 Earthen Structures

Earthen structures shall include permanent work items such as ponds, canals, ditches,
dikes, embankments, storage tank bands and other similar constructions.
Excavations and fill for such work shall be made to the lines, grades, and cross sections
shown on the drawings.

3.4.5.2 Drainage ditches, culverts and bands shall be constructed to the slopes, sections and
inverts shown on the drawings. The bottom of ditches shall be graded such that ponding
will not occur. If material which is soft and not acceptable to COMPANY is encountered
during ditch excavation, it shall be removed and replaced with acceptable material and
compacted to 95 percent of the maximum dry density determined according to Standard
Protected ASTM D 698.

3.4.5.3 Side slopes of excavations and fill shall be cut true and straight and graded to the proper
cross section shown on the drawings. Unstable soil in the slopes or excavation bottom shall
be removed and replaced with suitable material. The slopes and bottoms of excavations
shall be graded to the elevations and configurations shown on the drawings.

3.4.5.4 Overexcavations shall be backfield with suitable material and compacted to at least
95 percent of the maximum dry density as determined by Standard Protected ASTM D 698
or as directed by COMPANY.

Document BR-CDOAZZ-CV-SPE-0005

3.5 Fill Material

3.5.1 General

3.5.1.1 Fill material shall be obtained from excavation areas, borrow pits, or other approved
sources. These materials shall be essentially free of topsoil, vegetation, organics, roots,
debris, and other deleterious substances. Fill shall be classified by the Contractor's testing
agency in accordance with this specification before use in the permanent work. The
material source shall be monitored by the testing agency throughout the work, and
additional classification shall be done as required to verify suitability of the fill for its intended
use. It shall be free of hydrocarbons and toxic materials.

3.5.1.2 Classified fill material shall be installed at the locations shown on the drawings.

3.5.2 Material Classifications

Fill material shall conform to the following classifications

3.5.2.1 Class I (Structural Clay Fill)

a. Clay fill should consist of excavated on-site materials which contain no significant proportion
of vegetation, roots and other unsuitable constituents. The maximum fragment size should
not exceed 75% of the compacted layer thickness, with a maximum of 150 mm.

b. Clay fill should be compacted in near-horizontal layers with uniform density and moisture
conditions. The compacted thickness of each layer should be appropriate for the type and
size of roller, but should not exceed 300 mm.

c. Clay fill shall be compacted to at least 95% of the maximum dry density obtained by the
Standard Proctor Test, ASTM D698.

d. Compaction equipment should consist of sheeps foot or tamping foot rollers. Selection of the
type and size of roller should consider the moisture content requirements for the fill and
associated trafficability.

e. The liquid limit of clayey structural fill shall not exceed 40%, and the plasticity index shall be
between 10 and 20.

f. Earthen dikes and clay liners for storage ponds, shall be built with relatively impervious
plastic soils. Commercially available montmorillonite clay material may be added to the
clayey soil to make it more impervious. The permeability shall not exceed 1x10-7 cm/sec.

3.5.2.2 Class II (Structural Sand Fill)

a. Sand fill should be well-graded natural material that is durable and capable of withstanding
the effects of handling, spreading and compacting, without degradation productive of
deleterious fines. The percentage (<0.06 mm) should not exceed 15%. The liquid limit and
plasticity index should be less than 25% and 6% respectively.

b. Sand fill should be compacted in near-horizontal layers with uniform density and moisture
conditions. The compacted thickness of each layer should be appropriate for the type and
size of roller, but should not exceed 400 mm.

c. Sand fill should be compacted to a minimum relative density of 70% with an average of 80%
based on ASTM D4253.
Or to a minimum dry density of 95% of the maximum dry density obtained by the Standard
Proctor Test (ASTM D698) with an average of 100%, whichever method gives the higher dry
density.

d. Compaction equipment should consist of vibratory smooth drum rollers.

3.5.2.3 Class III (Structural Crushed Rock or Gravel Fill)

a. Crushed rock or gravel fill should be well-graded natural material that is durable and
capable of withstanding the effects of handling, spreading and compacting, without
degradation productive of deleterious fines. The maximum fragment size should not exceed
75% of the compacted layer thickness, with a maximum of 150 mm. The percentage (<0.06
mm) should not exceed 10%. The liquid limit and plasticity index should be less than 25%
and 6% respectively.

b. Crushed rock or gravel fill should be compacted in near-horizontal layers with uniform
density and moisture conditions. The compacted thickness of each layer should be
appropriate for the type and size of roller, but should not exceed 400 mm.

c. Crushed stone fill material shall be compacted to 75% with an average of 80% of the relative
density as determined by ASTM D4253.

d. Compaction equipment should consist of vibratory smooth drum rollers.

3.6 Placing and Compacting Fill Material

3.6.1 General

Fill operations shall be performed after areas to be filled and backfilled have been stripped
and excavated in accordance with this specification. Only classified material approved by
COMPANY shall be used for these operations.

3.6.2 Subgrade Preparation

3.6.2.1 Before placing classified fill material, the subgrade soil surface shall be scarified to a depth
of 150mm, wetted or dried to produce the required moisture content, and recompacted to
the specified percent of maximum density in accordance with this specification. Subgrade
preparation shall include lime treatment when specified on the drawings, or as approved by
COMPANY. Before placing classified fill in areas where structural excavations have been
made, all formwork, sheeting, shoring, and other temporary facilities shall be removed.

3.6.3 Placement

3.6.3.1 Areas to receive fill shall be essentially free of soft or loose soils, roots, trash, organic
material and other foreign matter.

3.6.3.2 Only classified fill material approved by COMPANY shall be placed in the permanent work at
locations shown on the drawings.

3.6.3.3 Special care shall be taken when backfilling adjacent to manholes, catch basins, and other
drainage structures to prevent settlement of pipes entering or leaving the structure.

3.6.3.4 No frozen material shall be placed as fill and no fill material shall be deposited on frozen
ground.

3.6.3.5 Backfill shall be placed around foundations as soon as progress of the work permits and
after all forms have been removed. Backfill shall not be placed against basement or
retaining walls until the concrete has developed a strength of not less than 85 percent of the
design strength as determined by strength tests on cylinders cured under conditions similar
to those prevailing at the site.

3.6.3.6 After areas to receive fill have been properly prepared, material shall be placed and spread
in lifts of maximum loose thickness of 200mm. Class I and II fill materials may be placed in
loose lifts of 300mm maximum thickness. Lesser thicknesses shall be used if necessary to

achieve specified compacted density, or if the feet of tamping compactors are not long
enough to penetrate the full lift thickness for earthen structures. Material shall then be
disked and manipulated to achieve a homogeneous mixture of proper moisture content, free
of large, hard lumps of soil.

3.6.3.7 Large continuous areas shall be uniformly filled starting from the lowest point. Horizontal
layers may be constructed in placements of a width to suit the compaction equipment. The
slope on any horizontal layer shall not exceed 1 m vertical in 20 m horizontal.
3.6.3.8 Fill adjacent to structures where hand-operated equipment is used shall be placed in
150mm loose lifts or lesser thickness if necessary to develop required density.

3.6.3.9 Dikes constructed of fill shall be overfilled as required for ease of compaction, and then cut
back and trimmed to the required line and grade to form a smooth uniformly compacted
surface. Dikes shall be fully constructed with cohesive material as shown on the drawings.
Temporary access ramps or openings in the dike shall be constructed as approved by
COMPANY.

3.6.3.10 Contractor is responsible for the stability of all fill slopes. Contractor shall protect fill slopes
as necessary to prevent washouts, gullying and other degradation during the construction
period.

3.6.4 Compaction

3.6.4.1 Each layer of fill shall be compacted to the required density before proceeding with the next
layer. Compaction shall begin only after the fill has been properly placed and the material to
be compacted is at the proper moisture content. Compaction shall be performed with
equipment compatible with the soil type.

3.6.4.2 Compaction Requirements

a. Fill for support of structural foundations shall comprise Class I materials (GW, SW) and
Class II materials with little fines (GP, SP) and shall be compacted to a minimum of
80 percent relative density as determined according to ASTM D 4254. All other materials
shall be compacted to a minimum of 95 percent of the maximum dry density determined
according to ASTM D 698, except as otherwise noted. Class I materials and Class II
materials with little fines may be compacted using ASTM D 698 as control, if it can be
demonstrated to the satisfaction of the COMPANY that 95 percent of maximum dry density
is essentially equal to or greater than 80 percent relative density for specific soil types to be
used.

b. Fill for general site grading, sidewalks and dikes shall be compacted to a minimum of
95 percent of the maximum dry density determined according to ASTM D 698. Compaction
requirements for road, parking areas and railroads are provided in Section 3.8.

c. Fill for structural foundation, site grading and roads shall be compacted at a moisture
content of +2 percent of optimum moisture. Fill for dikes shall be compacted at a moisture
content of 0 to +3 percent of optimum moisture. These moisture criteria do not apply to
Class I and Class II materials with little fines.

d. The compaction of backfill for underground pipe, and ducts shall conform to COMPANY’s
Document BR-CDOAZZ-CV-SPE-0014.

3.6.4.3 Impact type equipment shall be used to compact cohesive soils. This equipment may be
motor driven rammers or pneumatic tampers in confined spaces, self propelled rammers in
trenches, or sheepsfoot rollers or pneumatic rollers in open areas. Vibratory rollers or plates
without impact action shall not be used to compact cohesive material.

3.6.4.4 Vibratory equipment such as vibratory plates, vibrating smooth drum rollers, and vibrating
sheepsfoot rollers shall be used to compact granular backfill, except in very confined
places.

3.6.4.5 The proper type and size equipment to be used to obtain the required compaction for each
type of soil shall be determined in the field. Equipment and compaction procedures
proposed for use shall be field tested on each type of fill material prior to starting the fill
operation. The tests must demonstrate to the satisfaction of COMPANY that the equipment
and procedures proposed will achieve the required compaction with the soil moisture
content within the specified limits.

3.6.4.6 Flooding or ponding will not be acceptable methods of backfill compaction.

3.6.4.7 If the material to be compacted contains excessive moisture, the material shall be
processed to reduce the moisture content to the specified limits. If the soil has less than the
specified moisture content, or is likely to lose enough moisture to bring the moisture content
below requirements before the completion of compaction, water shall be added and the soil
lift thoroughly mixed before compaction.

3.6.4.8 To provide a blending and interlocking of adjoining surfaces in fill placed for dikes, the upper
surface of compacted layers that have been rolled smooth shall be lightly scarified to a
minimum depth of 25mm and moistened prior to placing the next lift.

3.6.4.9 After compaction of the fill material, in-place density tests shall be made as specified below.
If the material fails to meet the density specified above, the entire placement area shall be
reworked as necessary to obtain the specified density. The compaction method or
equipment may be altered as required to obtain the specified density.

3.6.4.10 Fill adjacent to structures such as ring foundations, spread footings, grade beams, trenches,
retaining walls, pit walls, and basement walls shall not be compacted with heavy equipment,
but shall be compacted with hand-operated equipment to a minimum distance of 1.2m from
the sides of the structure.

3.6.4.11 Subgrade shall be compacted to the same compaction and moisture criteria as the overlying
fill to be placed.

3.7 Finishing

Final surfaces of compacted fills shall be finish graded to the cross sections, lines, grades,
and elevations indicated on the drawing. Contractor shall maintain all finished fill surfaces
against erosion or other deterioration until all of Subcontractor's work has been completed
and accepted by COMPANY.

3.8 Road and Parking Areas

3.8.1 Subgrade Preparation for Roads and Parking Areas

3.8.1.1 Immediately prior to placement of base material, subgrade in cut shall be scarified to a
depth of 150mm for the full width and recompacted to 95 percent of the maximum dry
density according to ASTM D 698.

3.8.1.2 Subgrade in fill which has been compacted to 95 percent may not require scarification
unless the subgrade has softened. The COMPANY will determine if scarification and re-
compaction as specified above are required.

After re-compaction, the subgrade shall be proof-rolled with a rubber tired roller with a gross
weight that can be varied by ballasting between 23T metric and 45T metric, or by a truck
equivalent, to ensure that soft areas are not left in place. Where soft spots are encountered,
the top 200mm or more as directed by COMPANY shall be bladed away, windrowed, and
the exposed surface scarified dried and recompacted. The windrowed material shall be
conditioned as required, spread and recompacted. If the soft area is deeper than 600mm, it
shall be excavated and removed as directed by the COMPANY and backfilled with
satisfactory material.

3.8.3 Gravel Parking Areas

The minimum thickness for rock surfacing of the parking areas shall be100mm of
compacted crushed rock or graded gravel. Soil sterilent shall be applied to the existing
ground before the crushed rock surfacing is applied. Soil sterilent shall be applied by
Contractor in accordance with the manufacturer's recommendation.

3.9 Testing

3.9.1 Classification

Contractor's testing agency shall visually classify all soil to be tested and shall verify that the
density test results are representative of the entire placement area being tested for
acceptance. Classification testing, including determination of gradation and plasticity
characteristics, shall be performed when changes in material type are noted, and as a
minimum, with one set of tests for every 3800 cu. m. of material placed.

3.9.2 Moisture-Density/Maximum-Minimum Density

At least three laboratory tests for compaction control, either moisture-density relationships
or maximum-minimum density determinations, as applicable, shall be performed initially for
each fill and subgrade type to be compacted. Additional tests shall be run if changes in
material type become evident, as determined either by visual observation or as indicated in
test results (i.e., tests exceed maximum laboratory dry density by more than 2 percent).

3.9.3 In-Place Density Tests

Unless otherwise approved, in-place field density test shall be determined by method in
accordance with ASTM D1556 or ASTM D2922. The frequency of in-place density test of
compacted fill and backfill shall be as defined below:

a. At least one test shall be performed for every 465 sq. m of each lift placed in unrestricted
areas for structures and for roads, railroads, parking areas, embankments, fills, earthen
structures, and other similar constructions. Unrestricted areas are areas where compaction
is performed using large compaction equipment operated in a systematic manner.
Restricted areas are where compaction is performed by hand-operated equipment or by
self-propelled equipment in a non-systematic manner.

b. At least one test shall be performed for every 38 cu m of compacted backfill in restricted
areas at structures.

c. Each lift of fill placed in an unrestricted area shall be tested.

d. Tests shall be taken at various depths throughout a lift thickness.

e. Subgrade areas shall be tested at the same frequency as fill placements. At least three tests
shall be performed within each subgrade area of limited extent.

f. All testing instruments used that require calibration must be furnished by the testing agency
with current certificates of calibration.

g. The number of in-place density tests shall be increased if inspection determines that the
moisture content is not uniform or if the compaction effort is variable and not considered
sufficient to attain the specified density uniformly, or as requested by COMPANY.

h. Test reports shall clearly indicate:
