The Level of Citizen Participation in Development Planning in the

Local Governments of General Nakar, Quezon

RATIONALE

The research paper entitled “The Level of Citizen Participation in Development

Planning in the Local Governments of General Nakar, Quezon” seeks to assess the level
of governance of the LGUs of General Nakar in terms of participatory planning for
development. Its objective is to provide an accomplished scoresheet as to how far are the
LGUs in its attempt to achieve good governance through participatory development and
ultimately provide a constructive feedback to further improve the quality of
participatory planning in the municipal level by the average score of the assessment
done in the lower level LGUs, in this case, its nineteen barangays.

The researcher currently serves as the Development Management Officer in the

Municipality of General Nakar and is tasked in the preparation of municipal
development plans for funding by the municipal government and formulate project
proposals for funding by national government and other non-government organizations.
She perceives it vital that the consolidated proposals are by-products of the joint effort
of the barangay development councils and the community in the grassroots level. For
only then, that the true and essential development in the communities are achieved and
echoed in the plans for the development of the communities in the Municipality of
General Nakar.

THE TARGET POPULATION

For this study, the researcher identifies as its primary respondents the following
a. Three (3) members of the Barangay Development Council (1-2 electives and 1-2
CSO representatives) x nineteen (19) barangays of General Nakar
b. The MLGOO as a repository agent of the documents under review (as to national
standard)
c. The Office of the MPDC as the Municipal Secretariat of the MDC (Municipal
Development Council

RESEARCH PROBLEM

1. Based on a developed set of criteria and its weight, what is the level of citizen/
community participation in development planning in the barangay LGUs?
2. From the average weighted result of the barangay LGU plus the national
standard, what is the level of citizen/ community participation in development
planning of the Municipal Government of General Nakar?
3. How are the drawbacks currently addressed?
4. How can participatory planning be improved/ maintained for a sound
governance and development in the LGUs?
