“Tourism” was functioning as a wing in the Department of Information, Publicity and Tourism
in the early stages. In the year 1986, a separate Directorate for Tourism was created. In the
same year, the Pondicherry Tourism Development Corporation was also set up.

MISSION AND VISION

Mission is to promote sustainable tourism as a means of economic growth and social


integration and to promote the image of Pondicherry as a Destination with a glorious past, a
vibrant present and a bright future.

The vision for the tourism sector of U.T of Pondicherry is to develop tourism as a major
source of employment and income/revenue generation with the active participation of the
private sector and the local host communities and positive social change through development
of tourism while preserving and protecting the environment and heritage.

OBJECTIVES

The main objectives of the Department is

1. Fully develop the tourism potential of U.T of Pondicherry in a planned and integrated
manner.
2. Development of the tourism industry to increase employment opportunities.
3. Increase the arrival and stay of tourist at Pondicherry.
4. Top priority will be given to augment the infrastructure facilities for tourists.
5. Special efforts will be made to encourage private sector participation in a big way.
6. Restore and preserve the identity of white town areas as a window to its French ancestry
with a blend of new products and events symbolizing a French ambience.
7. Preservation/conservation of heritage buildings in the town.
8. Make tourism a “people’s industry” in the U.T
9. Promote socio-economic development through tourism.

PRIMARY ACTIVITIES/GOALS OF TOURISM DEPARTMENT PUDUCHERRY

 Position tourism as a major engine of economic growth;


 Harness the direct and multiplier effects of tourism for employment generation,
economic development and providing impetus to rural tourism.
 Focus on domestic tourism as a major driver of tourism growth.
 Asserting the access to tourist packages with reasonable payment conditions for
retired and pensioner people, workers and students.

SECONDARY ACTIVITIES OF THE TOURISM DEPARTMENT PUDUCHERRY

The Important activities of the Tourism Department is to promote tourism in the U.T. of
Pondicherry,
 preparation and distribution of Publicity materials
 participation in Tourist Fairs in India and abroad
 conduct of various events and festivals
 development of tourism activities through PTDC
 Development of quality infrastructure facilities
 Attracting private sector participation in the tourism sector by granting various
incentives
 Development of quality man power in the field of hospitality.

PROBLEMS FACED BY PUDUCHERRY TOURISM DEPARTMENT

The major problems faced by The Puducherry Tourism Department are

 Evidence of poverty is generally unattractive to international tourist


 Inadequate infrastructure to match the expectation
 Overcrowding of popular tourist centres

MEASURES TAKEN TO TACKLE THE PROBLEMS

 To upgrade hotel infrastructure to acceptable service standards.

 To improve physical infrastructure.

 To introduce courses in tourism related topics so as to improve the quality of trained


personnel.

 To promote private sector participation in tourism-related activities and in the


operation and maintenance of tourist and heritage sites.

RECOMMENDATIONS AND VIEWS FOR THE IMPROVEMENT OF PUDUCHERRY TOURISM

 Identifying potential new tourist sites within the Union Territory and develop them
within a framework of ecotourism.
 Improve and increase the availability of high quality human resources.

 To organize various campaign and introduce policies which act as catalyst in attracting
tourist of Pondicherry.
 The Government should focus ‘eco-tourism’ policy to encourage eco-friendly practices.
 Pondicherry has already made its name in spirituality and Yoga. For the several years
Pondicherry has been hosting International Yoga Festival in the first week of January. The
Government should plan opening of Yoga centers and spirituality centers so that
sustainable tourism could be addressed and involvement of local persons could be there
without degrading biodiversity.
 The Government should aim to encourage low volume but high value tourism in
Pondicherry. The mangrove vegetation in Yanam is so beautiful and should not be
disturbed and the damaged patches could be restored. Usage of environmental friendly
constructions would not help conserving biodiversity. Any activity damaging the natural
eco-system in islands near Yanam should not be allowed.
 In Pondicherry Ousteri lake could be developed as an ‘eco-friendly’ tourist spot and local
communities should be involved in the whole process. It is necessary that the water inlets
to the lake be opened so that the lake could get enough water. Fruit bearing and shade
trees could be planted near the lake so that migratory birds could start visiting again
during winter.
 In places like Botanical Garden a fee should be collected to restrict the human activity
which damages biodiversity. In such cases only the interested public will visit and the fee
could be used to maintain the garden. No food should be allowed inside the garden area.
