Nameplates
1. Nameplates for the steam and blow down drum.
BIH explain that it is not longer possible to further revise the TEI Struthers documentation. SI
Units are to be used. Duel units are to be maintained in kpag and barg.
Tosco Agree to generate a drawing of the nameplates themselves and incorporate ABS’s latest
comment.
BIH ACTION: To confirm the requirement for RT-1 for the U stamp plate?

Pressure Part Registration Details


2. ASME sec 1 downcomers, transfer lines and crossovers will be S stamped, how ever ABS
explain that they will be inspected in accordance with B31.1 and will each have a P4A form
completed.

3. ASME VIII div 1 crossovers and desuperheater pup piece will NOT be U stamped, however
ABS inspection level will include all that is required by ASME VIII div 1.

Low Point Drain


4. ASME VIII div1 BIH explain that it is not practicable to have a low point drain on coils: 02,03B
or 03A. BIH advise that the nozzle is the lowest practicable drain point. ABS may consider UG-25
with U-1e to consider the coil as the drain from the vessel. However BIH require that the S stamp
and ASME VIII level inspection is to cover the whole header and coil.
BIH advise that Lurgi and BIH have worked together to determine the whole system high point
vents and low point drains.
Pls. note that the low point drain in only required for coil 02 which is U stamp. 03A and 03B are
Boiler Parts . Although drains are also required for Boiler, it should be determined by the “S”
stamp holder who eventually certifies the whole Boiler.

PWHT
5. Coil 03A. ABS outline that the superheater coil to manifold welds fall within ASME sec1 PW-39
c) meaning that PWHT is required.
TORSCO ACTION: Torsco to submit PWHT procedure and complete PWHT

6. Coil 03B.
BIH/ABS ACTION: Further investigation into the code is required to see if PWHT is applicable

In accordance with PW-39, PWHT is required unless exempted by the notes in Table PW-39.
Therfore, I would like to request Torsco QC to look at every weld joint ( including fillet welds) for
exemption. If there is no exemption, pls consider that PWHT is required See below which is
copied from ASME Section I.in yellow
PW-39.1 Before applying the detailed requirements
and exemptions in these paragraphs, satisfactory weld procedure
qualifications of the procedures to be used shall be
performed in accordance with all the essential variables of
Section IX including conditions of postweld heat treatment
or lack of postweld heat treatment and including other
restrictions listed below. Except as otherwise specifically
provided in PFT-29, PMB-9, PW-40.2, PW-40.3, and in
the notes within Table PW-39, all welded pressure parts
of power boilers shall be given a postweld heat treatment
at a temperature not less than that specified in Table PW-
39.1. The materials in Table PW-39 are listed in accordance
with the materials P-Number grouping of QW-420 of Section
IX. PW-39.1 Before applying the detailed requirements
and exemptions in these paragraphs, satisfactory weld procedure
qualifications of the procedures to be used shall be
performed in accordance with all the essential variables of
Section IX including conditions of postweld heat treatment
or lack of postweld heat treatment and including other
restrictions listed below. Except as otherwise specifically
provided in PFT-29, PMB-9, PW-40.2, PW-40.3, and in
the notes within Table PW-39, all welded pressure parts
of power boilers shall be given a postweld heat treatment
at a temperature not less than that specified in Table PW-
39.1. The materials in Table PW-39 are listed in accordance
with the materials P-Number grouping of QW-420 of Section
IX.

7. Coil 05I &II


BIH advice that this is the low temperature ‘steam generator’ coil and is none of the types of coil
listed in the PWHT requirement table ASME sec1 PWT 11.2
TORSCO ACTION: To evaluate what level of risk there is of distortion of the headers if local
PWHT is applied to the header welds.
BIH/ABS ACTION: Further investigation into the code is required to see if PWHT is applicable

ABS ACTION: To send the definition of circumferential butt welds from ASME IX to BIH
