CHAPTER III

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter presents the results of the study as well as the analysis, discussion,

and interpretations based from the data gathered such as the related literature,

discussion and normal interview, and the survey conducted from among the respondent

who provided the precise answers to the problems being studied.

Table 1 showed the different skills of SMC graduates when it comes to their duties

and responsibilities in relation to their primary function as department chief of PN

offices. It revealed that the above-mentioned competencies which affected the

performance of SMC graduates were generally described as fairly competent as it only

gained an accumulated weighted mean value of 3.04.

Competent, experienced and skilled instructor on the skill phase module was

presented on table 2 above as the number one factor affecting the performance of SMC

graduates as department chiefs of PN offices with a weighted mean value of 2.88. Overall

the rating on this particular concern which contributes to their performance as

department chief of PN offices was verbally interpreted as Fairly Agree only.

Take responsibility to his action (WMV=2.92) was presented on table 3 as t he top

detrimental effect of contributing factors to the core competency of SMC student as department

chief of PN offices and was verbally interpreted as Fairly Agree. It was followed of attentive for

the administration and procedures in the accomplishment of the unit mission

(WMV=2.88) while placed on the last rank were the tied good decision making

(WMV=2.75) and make himself available to receive constructive suggestion comments

and recommendations which would improve the morale and welfare of the troops

(WMV=2.75).

Document Review

Documents were the bases of a certain training institution to know the feedback of

students regarding the performance of training staff and personnel of the school

including facilities and the training process whether the students are satisfied or not on

the services rendered by the unit concern on the conduct of their schooling. Based on

their evaluation reports, some of the comments of SMC graduates were classified as

negative implication during the conduct of their skill module which was undertaken by

different ETUs in Manila and Cavite area. They have negative experiences encountered

during their schooling that usually referring on the training process that give

unsatisfactory implication to the level of their learning as students. This is the usual

problem of the students starting on the formulation of the new career program of EP.

Interview of Key Personnel

The researcher conducted interview to the SMC graduates to gather factual data,

insight or recommendation on the conduct of SMC skill phase module wherein the

student was encountered problems during the conduct of the course.

Marso (2019), as the Petty Officer-In-Charge of the academic affair of Naval

Enlisted Personnel school Center averred some ETUs is not totally ready to undertake

such courses in relating to five pillars (CREAM) in conducting the course which is the

primary requirements in developing their knowledge and skill relating to their individual

rating, there is a redundancy of modules from their basic specialization course which not

supposedly applicable on their level as SMC student. There are Some modules on their

leadership phase that was undertake also on their skills phase. He is also justified that

based on his experienced to his current positioned that there is a need to improve the

current program in the conduct of SMC particularly the skill phase module to make it

beneficial to the SMC graduates in performing their future function in PN offices. We need

to reassess some of the SMC modules and aligning them to their future function as

department chief of PN offices. Since the SMC is more on leadership and management

function, it is more applicable to eradicate some subject which is not relevant to their

competency and introduce some subjects which is more applicable to the leadership and

management aspect. He also suggests that its effective to SMC students to reduce the

period of skill phase module focusing on their practical training.

Pajarellaga (2019), as former Petty Officer-In-Charge of Enlisted Personnel

Specialization Course, NEPSC. Discussed that some ETUs did not comply the five (5)

pillars mandatory requirements in conducting the course excluding the NETC which is

dominate problem to the performance level of the students. Incomplete training facilities

including student barracks and classrooms will affect to the training program in

conducting the course. As per evaluation on the modules itself that conducted during

skill phase, some of the subject is not align to their future function which deal to be a

problem to the SMC graduates. So as being one of the respondent of this study, I ‘am

very much agree to make a presentation on how to improve the conduct of SMC

particularly on the conduct of skill phase module which deal to be a problem to the

students. I recommend to take consideration to address those factor that affect on the

performance level of SMC graduates and put into action for the betterment of the

organization as a whole

Analysis of Data

The knowledge, skills and attitudes are important intervention to improve the

competencies of PN personnel. The desire of the respondents in giving their opinions

are a manifestation that there are need to improve in the conduct of SMC particularly on

the skill phase in order to uplift the level of performance of the SMC graduates, as well

as to determine its relevant to the core competency as department chief of PN offices.

Specialization training of personnel is a supplementary learning of their career specialty

and positioned handled. The desire of personnel to undergo some training is to further

enhance the basic knowledge and skill as part of their job requirement. Specialization

training must be sustainable program that will reinforce the qualification of personnel to

a certain position. Specialization is also important element in developing the enlisted

personnel to become more competent and dedicated in the service. The conduct of skill

phase module of SMC is part of the specialization training of personnel that required a

proper presentation on how the course is conducted, training facilities and other factor

that help in developing the knowledge and skill of the students should look in to

consideration for the better result.

The experiences encountered of the respondents during their schooling are a just

challenge for them to overcome the deficient of the PN when it comes to the conduct of

training in developing the performance level of personnel. The willingness of the

respondents to share their insights about this research topic is to help the organization

improve in relation to the conduct of training and to make the course more relevant to

the future function of personnel.

Finally, in order to raise the level of competency among SMC graduates in

performing their function as department chief of PN offices, the PN should look in to

consideration on what should be the action of PN in addressing those deficient when it

comes to the specialization training of our personnel. The performance level of SMC

graduates is all defend on the training that they undertake, if all the experiences

encountered by SMC graduates during their schooling will put into action, the degree of

performance will increase based on their function.
