Purpose of this manual


The present manual provides an overview of the fields of application and configuration options
of the SICAM PAS system. Additionally, the manual includes brief descriptions of the individual
components and their interactions.

Besides this, you can use the example presented in the chapter “First Steps” to familiarize
yourself with the configuration and user interface of SICAM PAS. The configuration using
SICAM PAS CC is not described in this manual.

Target audience
The main target group of this manual are persons who configure, parameterize and operate the
SICAM PAS power automation system.

the equipment (module, device) in question because special operating conditions may require

Qualified Personnel

Commissioning
Commissioning and operation of the equipment (module, device) described in this manual must be perfor-
med by qualified personnel only. As used in the safety notes contained in this manual, qualified personnel
are those persons who are authorized to commission, release, ground and tag devices, systems, and elec-
trical circuits in accordance with safety standards.
Use as Prescribed
The equipment (device, module) must not be used for any other purposes than those described in the
Catalog and the Technical Description. If it is used together with third-party devices and components, these
must be recommended or approved by Siemens.
Correct and safe operation of the product requires adequate transportation, storage, installation, and
mounting as well as appropriate use and maintenance.
During the operation of electrical equipment, it is unavoidable that certain parts of this equipment will carry
dangerous voltages. Severe injury or damage to property can occur if the appropriate measures are not
taken:
• Before making any connections at all, ground the equipment at the PE terminal.
• Hazardous voltages can be present on all switching components connected to the power supply.
• Even after the supply voltage has been disconnected, hazardous voltages can still be present in the
equipment (capacitor storage).
• Equipment with current transformer circuits must not be operated while open.
• The limit values indicated in the manual or the operating instructions must not be exceeded; this also
refers to testing and commissioning.

1.1 Overview

1.1 Overview

SICAM PAS provides innovative solutions for the most diverse tasks in spatially distributed infor-
mation systems. It is suitable for use in both interconnected and distributed substation control
and protection systems for electric utilities and in the manufacturing industry.
SICAM PAS has been designed as a modular, open system which complies with all widely used
communication standards. Furthermore, it supports you in the implementation of project-specific
tasks in the fields of substation control and power automation.
The User Administration tool ensures that system configuration, operation and management
tasks can only be performed by duly authorized persons.
The sophisticated Human-Machine Interface (HMI) of SICAM PAS CC provides numerous opti-
ons for the implementation of your individual system management concept through customized
user interfaces and specific operator actions.
The SICAM Diamond web application has been designed for the flexible monitoring and control
of your system. The data exchange is based on secured standards.
The efficient monitoring of Ethernet components using SNMP agents based on the Simple Net-
work Management Protocol (SNMP) provides for speedy fault detection and enhanced operati-
onal reliability.
The DNP 3.0 protocol allows for SSL-based data transmission through the use of certificates.
The consistent use of Windows technologies, convenient user interfaces and the sophisticated
operating logic of the system components ensure that newcomers can familiarize themselves
with SICAM PAS quickly.
Since individual system components can be combined in many different ways, SICAM PAS
meets almost all requirements in respect of a state-of-the-art, safe and user-friendly sub station
automation system. Chapter 2 illustrates some configuration examples.

net, refer to Chapter 3.

The number of items of information processed by SICAM PAS is mainly determined by the struc-
ture and the transmission speed of the communication components.
The following reference values can be provided:
 up to 100 devices connected to a SICAM PAS Full Server or SICAM PAS DIP with up to
5,000 items of information
 up to 150 devices connected to a SICAM PAS system (Full Server and connected DIPs) with
up to 10,000 items of information.
The SICAM PAS DIP (Device Interface Processor) is used as a data concentrator.

The transmission protocol determines how many bay devices and substations can be connec-
ted. The following limit values apply:
 PROFIBUS FMS
up to 2 CP5613 communication processors with up to 30 devices each connected to
SICAM PAS
 PROFIBUS DP
Recommended: up to 2 CP5613 communication processors with up to 31 devices each con-
nected to a Full Server or DIP
 IEC 60870-5-103, IEC 60870-5-101, DNP 3.0, Modbus
The use of COM expanders (e.g. RocketPorts) or serial hubs is recommended for perfor-
mance reasons.
The following maximum numbers of components can be connected:

SICAM PAS can be operated on an industrial standard PC equipped with an Ethernet adapter.
Windows 2000, Windows XP Professional or Windows Server 2003 can be used as the opera-
ting system.

Operational kn owledge required


In addition to special professional training in the field of electrical engineering, yoursystem
management staff must have all the operational knowledge required. Furthermore, these per-
sons must be familiar with Windows technology which is nowadays used in numerous fields of
application. Advanced system or programming knowledge is not required.

To configure a SICAM PAS system, your staff requires special know-how in the fields of tech-
nology and communication. Know-how on the graphical configuration of automation tasks is also
recommended. As a prerequisite, users must be familiar with using a PC.

special know-how in the following fields are required:

SICAM PAS UI - Configu ration


The SICAM PAS UI - Configuration system component is used for 
 the configuration of your system and for 
 the exchange of configuration data.
In the different views, you can specify the type and the transmission modes of your communica-
tion links. Additionally, you can define which devices, substations, control centers or HMIs are
connected.
For each of the connected system components, you can specify which information is evaluated
in SICAM PAS. Furthermore, you can define which information is available for communication
with higher-level control centers and for system management via SICAM PAS CC.
SICAM Diamond does not need to be explicitly selected.
 Additionally, you configure the SNMP Ethernet network monitoring and the secure data trans-
mission with certificates based on the DNP 3.0 protocol.
You can individually structure your system data in a topological view in order to emulate your
operating conditions.
Predefined device- and project-specific Device Descriptions ensure that your system can be
configured conveniently within a short time.
Import and export functions support you in the setting of parameters and provide for reduced
error rates (compared to multiple inputs).
Through the assignment of specific user rights, the User Administration tool provides for secure
data access during configuration, operation and system management.

SICAM PAS automatio n blo cks


Project-specific automation tasks are performed in SICAM PAS by means of graphical links bet-
ween automation blocks or by specifying automation functions as structured texts.
 A comprehensive library of different automation blocks supports you in performing your tasks.
These blocks have been specifically designed for sophisticated solutions in the field of power
automation.

SICAM PAS UI - Operati on


SICAM PAS UI - Operation provides you with a brief overview of the operational status of your
system components. Update functions ensure that the display is always up to date.
Furthermore, you can enable or disable individual components, such as interfaces or devices, or
set bay and telecontrol blocks.

SICAM PAS Value Vi ewer 


If the communication links have been established properly, the SICAM PAS Value Viewer dis-
plays information on the selected device or substation.
Within the framework of commissioning, for example, you can use this view for the testing and
checking of data links in order to ensure that an interface or a device actually transmits correct
values. Detailed time stamps provide information on the reliability of values.
 Additionally, you can initiate password-protected command outputs for test purposes.

SICAM PAS CC - Human-Machine Interface


The SICAM PAS CC Human-Machine Interface (HMI) is used for system monitoring and control.
SICAM PAS CC comprises
 the SIMATIC WinCC process visualization system and
 the SICAM PAS CC components.

SIMATIC WinCC provides standard function modules for graphical representations, for the topo-
logical coloring of connected network sections, for controlling, archiving and logging.
Based on its powerful process interface, fast display refresh rates and safe data archiving func-
tions, it ensures high system availability.
SICAM PAS CC components complement the standard functions by specific system manage-
ment features and convenient functions for the configuration of your user interface.
SICAM PAS CC components include:
 the SICAM PAS Wizard
This sophisticated wizard supports you in creating a new PAS CC project or in updating an
already existing project.
 SICAM PAS graphic object library
This library includes e.g. objects for the representation of switching devices, measured
values, metered values and control elements.
 Switching device objects
Based on IndustrialX Controls, these objects provide for the dynamic representation of your
system. Status and state displays, switching operations, etc. are realized via these objects.
 SICAM PAS CC Alarm Logging - Alarm Lists
for the display of alarms in correct chronological order. Incoming indications are logged in
these lists with the absolute time stamps created in bay devices or substations. The time
stamp and the alarm state are complemented by additional information, such as the cause,
event source, status information, protection times, etc.
 SICAM Valpro
This component is used for the graphical representation, evaluation and printing of archived
measured and metered values.
 SICAM Recpro
This component has been specifically designed for the management, archiving and display
of fault records.

SICAM PAS CC can also be configured as a redundant system.

SICAM Diamond
The SICAM Diamond web application visualizes information from SICAM PAS in various diffe-
rent views, such as the process image or the event list.
 Additionally, control actions can be performed via the control image or SingleLine Diagrams.
SICAM Diamond accesses information exported from SICAM PAS UI - Configuration.
Data is transmitted between SICAM PAS and SICAM Diamond using a secured transmission
procedure based on certificates.
The User Administration tool provides for increased security during system operation.

Feature Enabler 
SICAM PAS is designed as an open, modular system whose components can be selected indi-
vidually.
Use the Feature Enabler to install all options required in your project or on the corresponding
computer.
In this context, the different communication protocols, the automation function with SoftPLC, the
HMIs, the SNMP Ethernet monitoring or OPC connections are referred to as "options".

The following example shows a distributed SICAM PAS system with Full Server and DIP. It com-

SICAM PAS supports the redundant connection of bay devices and substations.
Bay devices which communicate via PROFIBUS FMS or via the IEC 61850 protocol can be con-
nected simultaneously to two SICAM PAS Stations. This also refers to substations with two tele-
control interfaces based on the IEC 60870-5-101 protocol.
The SICAM PAS CC Human-Machine Interface (HMI) can also be configured redundantly.

3.1 General Information

SICAM PAS is a modularly designed system. It is open for the connection of most diverse com-
ponents. Based on state-of-the-art communication standards, these components exchange their
process data with SICAM PAS.
The following connection options are available:
 SICAM PAS can be connected to the SICAM PAS CC Human-Machine Interface via Ether-
net (TCP/IP). For more detailed information on the supported communication variants, refer
to Chapter 2.

 SICAM PAS can be connected to the SICAM Diamond web application.
 Bay devices and substations can be connected to SICAM PAS.
 SICAM PAS can be connected to higher-level control centers.
 Via an OPC Client, SICAM PAS can exchange data with OPC Servers, such as the SIMATIC
automation system.
 Via an OPC Server, SICAM PAS can exchange data with OPC Clients, such as process
visualization systems.

The protocols required for this purpose are available individually and optionally complement the
SICAM PAS basic package. For more detailed information on available product variants, refer to
Chapter 5.

The Simple Network Management Protocol (SNMP) allows you to monitor the connections of the

SICAM PAS supports different protocols for the connection of bay devices. The protocols can be
purchased and installed as individual options complementing the basic package.
Bay devices can be connected via the following protocols:

IEC 61850
The communication standard for the IEC 61850 station bus is based on Ethernet.
Up to 150 devices can be connected to SICAM PAS via IEC 61850.
We recommend the use of Ethernet components from Ruggedcom.
The IEC 61850 Goose mechanism allows for cross communication between bay devices inde-
pendently of SICAM PAS. In this way, multi-bay interlocks can be implemented on the device
level.
The diagram below illustrates two principal communication configurations for the IEC 61850 con-
nection.
The connection of the bay level to a switch is performed via shielded Cu Twisted Pair (TP)
cables. The cable between the switch and the device can be up to 20 meters in length.

IEC 60870-5-103
Protection and bay devices of many different manufacturers support the IEC 60870-5-103 pro-
tocol. For example, SIPROTEC devices, SIMEAS T or transformer controllers manufactured by
Eberle or Reinhausen can be connected to SICAM PAS.
The following applies for the connection of these devices to SICAM PAS:
 Connection via serial interfaces
 Baud rates of up to 38.4 kBaud
 Interface extension through COM Expander, such as RocketPort manufactured by
COMTROL with 4, 8, 16 or 32 serial interfaces
 Distributed serial connection to an Ethernet LAN with serial hubs, such as RocketPort with
4 or 8 serial interfaces
 Connection via RS232 - RS485 converter

PROFIBUS FMS
The PROFIBUS FMS protocol supports all major substation control features.
 All SIPROTEC 4 devices with a PROFIBUS FMS interface can be connected to SICAM PAS.
The following applies for the connection of these devices:
 up to two CP5613 communication processors per SICAM PAS Station
 up to 30 devices with 100 items of i nformation each per CP5613 communication processor

We recommend the use of PROFIBUS components manufactured by Siemens A&D (such as


OLM for fiber-optic connections) for the connection of PROFIBUS FMS devices.
The following configuration examples illustrate possible communication links via simple or
double bus.

PROFIBUS DP
The PROFIBUS DP bay bus standard is frequently used in the field of automation engineering
and supported by distributed I/Os.
 All devices equipped with a PROFIBUS DP interface, such as SIMEAS P, ET200 or
SIPROTEC 4 devices, can be connected to SICAM PAS.
The following applies for the connection of PROFIBUS DP devices to SICAM PAS:
 up to two CP5613 communication processors per SICAM PAS Station
 up to 31 devices per CP5613 communication processor (recommended)
We recommend the use of PROFIBUS components manufactured by Siemens A&D (such as
OLM for fiber-optic connections) for the connection of PROFIBUS DP devices.

SINAUT LSA ILSA


If bay devices (I/O devices, protection devices) communicate via SINAUT LSA ILSA Master, the
following technical characteristics apply:
 Baud rates of up to 115.2 kBaud

If your SICAM PAS system is part of a distributed control system, it may be necessary to connect
substations.
Communication with substations is implemented via the standardized telecontrol protocol
IEC 60870-5-101 Master. The following technical features apply:
 Operating modes
 balanced for point-to-point configuration and
 unbalanced for line operation with up to 16 substations
 Baud rates of up to 38.4 kBaud
 communication via serial interfaces
 Interface extension via COM Expander

SICAM PAS Substation. Modem B is configured as a spare modem. For the two other substa-
tions in the example, no spare modem is available.

OPC Client
Via the OPC Client component, your SICAM PAS system can exchange data with any
OPC Server.
The following configurations are possible:
 The communication partners OPC Server and OPC Client are installed on the same compu-
ter or
 the OPC Server is installed on another computer connected to SICAM PAS via Ethernet.

In particular, this open communication can be used for data exchange with automation devices.

In the example above, a SIMATIC S7-400 is connected to a SICAM PAS Station via Ethernet by
means of a CP5613 communication processor.
The SIMATIC S7-400 and the CP1613 communicate via the S7 protocol. The CP1613 commu-
nication processor is equipped with a SIMATIC OPC Server which provides for the data
exchange with the SICAM PAS OPC Client.

OPC Server 
Via the OPC Server component included in the standard scope of delivery, a SICAM PAS sys-
tem can communicate with any OPC Client. For example, you can connect any process visuali-
zation system equipped with an OPC Client.

Nowadays, most networks implemented for the interconnection of control systems are based on
the Ethernet communication standard. Intelligent network structures implemented in switching
technology provide the basis for real-time data transmission. Redundant structures of the net-
work and the connected components can significantly improve the availability of the overall sys-
tem, since failures of individual components can be compensated. Features for the speedy and
convenient detection and display of faults are nevertheless required.
In SICAM PAS, you can configure such that the connections of system components in your
Ethernet network are monitored. Additionally, you can specify that the switches are monitored
amongst each other via SNMP (Simple Network Management Protocol). The SNMP protocol is
based on UDP/IP.

4.1 Overview

4.1 Overview

SICAM PAS has been designed as a modular system with open communication interfaces. It
meets the requirements of state-of-the-art substation control and protection systems and of the
power management systems required for industrial manufacturing plants.
This modular structure also allows the flexible combination of the individual system functions.
Only those components which are actually required on an individual computer must be installed
and authorized.
The following sections provide an overview of the system components and their tasks.

The SICAM PAS UI - Configuration system component is used for 


 the configuration of your system and for 
 the exchange of configuration data

4.2.1 Configuration

The clearly structured configuration interface provides you with a comprehensive overview of the
system parameters.
Individual elements of the user interface can be customized for specific users or hidden. For
example, new columns can be added to the tables of a vi ew; columns which are not needed can
be hidden. The settings are also maintained after a restart of the program.
Import and export functions allow for the exchange of configuration data. This reduces the
expenditure and error sensitivity during the configuration and parameterization of a system.
By means of conversion routines, project data from a SINAUT LSA station or data generated
with previous versions of the SICAM PAS UI - Configuration tool can be further used.
Predefined templates for devices, sorting and filter options, copy functions and the editing of
parameters using Microsoft Excel provide for increased transparency and flexibility and thus for
more convenient configuration.
Your system-specific automation functions are graphically configured. You can use both stan-
dard logic functions and specific automation blocks for the realization of your power automation
tasks.
Parameter entries are immediately checked for plausibility. Tooltips provide you with information
on permissible values and value ranges. The context-sensitive online help supports you effi-
ciently if you require detailed information.
Data configured for the runtime environment does not need to be configured explicitly.
For the creation of the project documentation, you can print out selected areas, such as the map-
pings of individual devices or of a control center interface.

For connection to higher-level control systems, you must configure thetransmission list,
e.g. a general interrogation list, scan list, user-defined list or a periodical list. Next, select the
information to be transmitted to the control center in the Mapping view.

Use the SNMP component for the monitoring of your Ethernet connections. Add the corres-
ponding devices (switches) to the Port Failure and/or Redundancy Failure lists.
Via these lists in the Mapping view, select the information for which an alarm is to be trans-
mitted if an interruption of the connection is detected.

The configured components are represented in a tree structure; the parameters of the selected
component are displayed in the Properties window. Additionally, a description of permissible set-
ting options is provided for the selected property parameter.

Import
When adding individual components, it is often possible to apply already specified data. For
example, this import function can be used for bay devices, substations or SINAUT LSA systems.
Some protocols also support the specific import of mappings performed with other applications.

Export
In order to be able to use information defined in the Configuration in other sys tem components,
you must export it.
 Afterwards, higher-level control centers, the SICAM PAS CC HMI or SICAM Diamond can
export this data. The information is now available for system management. It can be signaled,
controlled, reported or archived.
You can export the complete information from an interface (control center, PAS CC, Diamond,
several devices) or specifically export the mappings of an interface or an individual device.

 Additionally, the archiving and unarchiving of project data is initiated in the Configuration view.
When creating a new project, you can decide whether you want to archive the current project.

Printing
To document your project, you can also print the parameters of the component selected in the
view, e.g. interface parameters or the structure of configured components.

Mapping
In this view, you can select which information relating to previously added devices and substati-
ons is to be used in your system, which information is to be transmitted to the control center and
which information is to be shown on the SICAM PAS CC HMI.

Select whether an individual item of information is to be transmitted despite the setting of a tele-
control or bay block, whether the switching authorization is to be checked upon a command out-
put or whether a command is subject to command output monitoring. On the project level, you
must previously define how many commands are issued simultaneously.
For the interface to higher-level control centers, define all related telecontrol addresses, the list
assignment and protocol type-specific parameters, such as command monitoring times, in this
view. Defined telegram addresses from devices and substations can be directly applied.
For the interface to the SICAM PAS CC HMI, select all information which is to be available for
logging, reporting, display and controlling. Information selected for the alarm logging system sys-
tem can be logged in the alarm list.

 All measured and metered values which you select for the archive system are archived. They
can be evaluated e.g. in SICAM Valpro. All information available in the tag logging system can
be used in graphical representations, overview diagrams, system diagrams or detail diagrams.
No explicit mapping operations are required for the SICAM Diamond web application.
You can enter specific information, such as area text numbers, information text numbers, etc.,
for bay devices connected via the SINAUT LSA ILSA protocol.
For the SNMP Ethernet monitoring application, you must specify for each network address whe-
ther an alarm is created as soon as the switch has detected a connection problem.
Mappings of device information and mappings towards a control center can be printed out for
documentation purposes. To do this, select the monitoring or command direction and start the
print job.

Topology
The Configuration view of your system is designed for communication purposes. In the Topo-
logy view, you can use the information from the Configuration view in order to create a system
view which is structured according to the requirements of an individual project.

To do this, convert the configuration structure to a topological tree structure using menu com -
mands or create information levels, such as the Station, Voltage or Bay levels, and other freely
definable structure levels.
The topological structure created via menu commands already includes all related information
on each level. Next, assign to the related items of information the separately created Station, Vol -
tage and Bay levels and the user-defined group by dragging and dropping them directly from the
Configuration view. Of course, you can also move information within the topological structure.
To assign the individual hierarchical levels related items of information, you can use filter options
for the representation of information. For example, information types, names or the assignment
to a control center can serve as possible filter c riteria.
 Additionally, you can define an individual switching authority for each of these hierarchical levels.
During operation, you can assign them the current switching authorization Local x or Remote x
via the graphic views o f SICAM PAS CC.
You can print out the topological structure of your system data for documentation purposes. To
do this, select the corresponding area, such as the structure or information, and start the print
 job.

Templates
Using the templates in the Templates view, you can define device- and project-specific device
descriptions and templates the for normalization of information.

 A sample device for each protocol is included in the scope of delivery of


SICAM PAS UI - Configuration. Furthermore, you can create your own device descriptions or
normalization templates. You can assign project-specific information names and addresses or
specify command execution times, assign commands and command feedbacks or define the
type of information.
To modify existing device descriptions or normalization templates, theCopy/Paste function can
serve as an efficient tool.
Furthermore, the configuration system allows you to copy items or areas of information into
Microsoft Excel in order to modify them and copy them back afterwards.
Various devices are available by default for the connection of the SNMP Ethernet monitoring
component. You can use them as templates. By means of the _SnmpSystemDevice, connection
problems can be grouped to group indications.
With the DNP 3.0 protocol, data can be transmitted in secure mode. To use this option, add a
certification package in the Templates view. This package must include all required safety cer-
tificates.
Device templates can be printed. To do this, select the required information in monitoring or com-
mand direction and then start the print job.

4.2.2 Exchanging Configuration Data

If your SICAM Station is used in an interconnected system with several fully configured devices
or substations, you can import this configuration data into SICAM PAS UI - Configuration.
For example, substations defined with SICAM p lusTOOLS or project-specific information of bay
and protection devices defined with DIGSI can be integrated into SICAM PAS.
If this volume of information requires modifications, you can conveniently update project data
already imported.
Furthermore, system data defined with SICAM PAS UI - Configuration can be exported for
further use in higher-level control systems or HMIs such as SICAM PAS CC or Diamond.
Configuration data is exchanged via files in different formats, depending on the protocol of your
application.

Importing configuration data

Devices
Configuration data of bay and protection devices can be imported in the following formats:
 DBF
 DNP
 XML
 SCD
 ICD
For the IEC 61850 protocol, all devices included in an SCD file are imported and created auto-
matically when importing the SCD file. Individual devices are imported in the ICD format.
For the IEC 61850 and PROFIBUS FMS protocols, mappings of bay and protection devices can
be imported separately.

Configuration data of substations are imported in the following format:

Exporting configuration data

Control center 
If SICAM PAS and the control center communicate via the IEC 60870-5-101 or IEC 60870-5-104
protocols, the configuration data created with SICAM PAS UI - Configuration can be exported for
the connection of your system to higher-level control centers. Afterwards, this data is available
to your control system for import in the XML format.

SICAM PAS CC
Configuration data required for process visualization via SICAM PAS CC are exported in the
PXD format. Afterwards, this data is imported by the SICAM PAS Wizard and used for the gene-
ration of the Human-Machine Interface of your SICAM PAS system.

SICAM Diamond
Configuration data for the SICAM Diamond web a pplication is exported in the PDXDIA format.
Using the AdminTool, specify the path to this export file in SICAM Diamond in order to ensure
that process data can be shown and edited in the various views of SICAM Diamond (e.g. process
image, event list, control image, SingleLine Diagram).

 Automation functions are defined via SoftPLC, Structured Text (ST), the Statement List (STL) or

The SoftPLC allows for the graphical linkage of function blocks. Besides logic blocks such as

Via the User Administration tool, you can define which persons can access individual system
areas and functions and assign related passwords.
You can assign the following user roles:
  Administrator 
The administrator has full rights.
 System Engineer 
The system engineer can access all system areas and functions, but cannot assign user
rights.
 Data Engineer 
The data engineer has full rights for the use of SICAM PAS UI - Configuration.
 Switch Operator

system. The configuration is displayed in the tree structure, and the representation via different

more, bay or telecontrol blocks can be set or the device information for a selected device can be
updated.

Command outputs are secured by passwords.

In the SICAM PAS system, SICAM PAS CC performs the control and display functions related
to the process information of your system.

Functional and spatial interactions of your system components are represented conveniently in
the overview and system diagrams of SICAM PAS CC.
Changes in the state of your process information and control actions are logged chronologically
in lists, such as alarm and event lists.
You can intervene in the process and control it from the system diagrams. If the data transmis-
sion is interrupted, you can manually update the current switching state.
The topological coloring of connected system sections provides for a concise overview of the
system and thus facilitates system management.
System data, such as messages and measured values, can be logged and saved in freely defi-
nable archives.
The assignment of specific authorizations, the use of bay and telecontrol blocks, different swit-
ching modes and switching authorities complement the control functions. For more information
on these functions, refer to Chapter 4.10.
Communication with the SICAM Station is performed via Ethernet (TCP/IP). The connection can
be implemented in redundant configuration.
SICAM PAS CC consists of the SIMATIC WinCC process visualization system and the
SICAM PAS CC components for efficient system management.

SIMATIC WinCC provides standard function modules for the graphical representation, reporting,
archiving and logging of information. With its powerful process interface, fast display refresh
rates and safe data archiving functions, it ensures high avail ability of your system data.

4.8.2 SICAM PAS CC Components

The SICAM PAS CC components extend the SIMATIC WinCC standard functionality by special
functions required for the use of the HMI for power automation.

SICAM PAS Wizard


The SICAM PAS Wizard supports you in the configuration of your project.

Import
 After the creation of a station, you can use the SICAM PAS Wizard to import SICAM PAS infor-
mation which was previously configured with the SICAM PAS UI - Configuration tool.
The import includes:
 Import of the SICAM PAS tags into the SICAM PAS CC tag logging system
 Import of the SICAM PAS messages into the SICAM PAS CC alarm logging system
 Import of the SICAM PAS measured and metered values into the SICAM PAS CC tag log-
ging system
 Generation of SICAM-specific structure tags and internal tags

Initialization
The SICAM PAS Wizard initializes the project. Within the framework of the initialization:
 the SICAM graphic object library is imported
 the SICAM-specific alarm logging system is created
 the SICAM text library is created
The initialization can be performed independently of the import of the SICAM PAS data. You can
start the configuration of the SICAM PAS CC project before the completion of the project via
SICAM PAS UI - Configuration.
The activities of the SICAM PAS Wizard are logged in the SICAM Report which provides detailed
information on the success of the activities or shows error messages and warnings.

When creating your system diagrams, you simply move these graphic objects via Drag&Drop
from the library to your diagram. Afterwards, you connect them with the information defined using
SICAM PAS UI - Configuration.

Switching device objects


IndustrialX Controls are used in SICAM PAS for the visualization and control of switching
devices. IndustrialX Controls can be used in the multi-client and Web Navigator environment.

The SICAM switching device objects for circuit breakers and disconnectors support four repre-
sentation modes each:

 SICAM
 DIN 42200
 IEC 445 and
 LSA
If other representation options are required, you can assign the different states special bitmaps
which have been defined for this purpose. The GIF format ensures optimum display perfor-
mance.

Bay overview objects


Bay overview objects are available in the SICAM PAS graphic object library. These IndustrialX
Controls visualize the switching status of the entire bay. To set parameters, you select the indi-
vidual switching devices whose color is to change when the switching state changes. Bay over-
view objects improve the display of elements in your overview diagrams.

Status display
The status display graphically visualizes the following states: Not topical, WIN CC Status not
OK, Bay Blocking, Telecontrol Blockin g and Substituted.
Via a context menu, you can show the current status of a selected information object in text form.
The representation of the individual states through the use of different colors in the graphic dis-
play can be specifically selected to meet the requirements of individual users.

Dynamic d isplay pro perties


If a distinction must be made between synchronized and unsynchronized controlling of a swit-
ching device, you can activate the corresponding functionality in the switching device object. The
control dialogs are extended and the control method can be defined during runtime. Some
SIPROTEC 4 bay devices support synchronized switching.
If the switching device objects are only used in monitoring direction (missing entry of the control
tags), no control dialog is shown.

Two-step controlli ng
The switching devices are controlled in two steps using IndustrialX Controls. The switching direc-
tion is selected in the first step, whereas the command output is initiated in the se cond step (also
refer to Chapter 4.8.6).
If a sub-device supports the Select-before-Operate function, it can be combined with the two-
step method.

EnableSwitching
Depending on other tags, the display of control dialogs can be disabled during runtime. For
example, this feature is used if the switching authority changes between several operator termi-
nals in a SICAM WinCC Client/Server configuration.

PermissionLevel
In the WinCC Properties dialog, you can specify user authorizations in order to determine
which operator actions or parameter settings can be performed by which operator.

LabelButton
With this parameter in the WinCC Properties dialog, you can specify object-specific texts for run-
time dialogs e. g. Step up/Step down for the transformer control.

Language switching
The default version of SICAM PAS CC provides configuration and runtime dialogs in German
and English.
However, all texts used in these configuration and runtime dialogs are stored in text files. They
can be easily translated into other languages.

In the SICAM PAS CC alarm lists, incoming alarms are logged with the absolute time stamps
from bay devices or substations. The time stamp and the state are complemented by additional
information. Examples of additional information: Cause, event source, status information, pro-
tection times, etc.
Besides the values ON/OFF and RAISED/CLEAR, the value display also comprises fault positi-
ons (double-point indications) and bit pattern indications.
Value texts can be specifically defined, e.g. for Step Up/Down. You can create up to eight diffe-
rent value text groups.
Command output indications are logged in addition to process indications.
In the alarm list, you can select which indication status is to be acknowledged.
 RAISED state
 CLEAR state
 RAISED and CLEAR state
RAISED indications remain in the alarm list until the corresponding CLEAR indication and the
acknowledgement (if required) have arrived.

Status of devices
SICAM PAS CC visualizes the status of the device connections to the SICAM PAS Station. If the
connection is lost, the color of the switching device objects and measured-value objects in the
diagram changes.
 Additionally, the device status can be logged in the event lists.

4.8.3 SICAM Valpro

SICAM Valpro is an optional system component which uses the measured and metered values
from the SICAM PAS CC archiving system (SIMATIC WinCC Tag Logging).
SICAM Valpro displays archived values in graphical or tabular form. The following values are
evaluated:
 original values
 maximum, minimum and average values in different time intervals, e. g. 15 minutes or h ourly
values
 power factors
 sum/difference values of metered values in different time intervals
If the user combines measured and metered values to groups, this data is available in group files
for evaluation by other programs.
The representation style in diagrams can be freely defined with regard to many properties, such
as curve type or background.
The curve properties can be defined specifically for an individual curve.
Measured-value curves are represented analogous to the fault record evaluation.
The tabular representation of the archived values can be added to the curve window or positio-
ned independently. The cursor position in the curve window correlates to the first displayed table
row.
Graphical representations and tables can be printed out.
Tables with archive data can be exported in the CSV format, whereas text reports can be expor-
ted in the text format in order to make them avai lable for further processing in other programs
(such as Excel).

SICAM Valpro can be used on the SIMATIC WinCC Server or on clients. Alternatively, it can also
be operated independently of SIMATIC WinCC. For offline e valuation, use the group files which
you have created with SICAM Valpro in the SIMATIC WinCC environment.
SICAM Valpro requires an individual authorization for each computer.

4.8.4 SICAM Recpro

SICAM Recpro is an optional extension block for the management, archiving and evaluation of
fault records. It can also be used independently of SICAM PAS CC.
For protection devices connected to SICAM PAS via the IEC 60870-5-103, PROFIBUS FMS,
IEC 61850 or SINAUT LSA ILSA protocols, the fault records in these devices are automatically
transmitted. These fault records are archived automatically in communication-specific directories
on the Full Server or DIP. Additionally, fault records can be stored in redundant source and group
archives for evaluation using SICAM Recpro.
SICAM Recpro consists of the following components:
 SICAM Recpro Explorer 
for the management and evaluation of fault records in combination with an evaluation tool
 SICAM Recpro Collector 
for the creation and management of a central fault record archive
 ComtradeView
for the visualization of fault records

SICAM Recpro provides additional, complementary features such as


 the customization of channel texts in fault records via device-specific channel text files, also
from third-party devices
 functions for the export of fault records in the Comtrade format and of an overview of the con-
tents of the fault-record archive in a text file
 Import of external fault records in the Comtrade format
 Zone Diagram evaluation function based on a fault-value file in the RIO format.

Note:
SIGRA 4 can be used for comprehensive and sophisticated fault record analysis. This analysis
tool calculates further values and graphically represents the fault records in different views.

The SICAM Recpro Collector requires an individual authorization for each computer.

Depending on the parameters defined for your system, you can control the p rocess from detailed
diagrams.
SICAM PAS CC provides different control modes:
 Switching with confirmation
 Select before Operate with confirmation
 Synchronized Switching

The example below illustrates the switching of a circuit breaker from OFF to ON with confirma-
tion.
 As soon as you have selected a circuit breaker (information object), the related switching dialog
opens.

SICAM Diamond is a web application for the monitoring and controlling of your SICAM PAS sta-
tion. It provides the following options:
 Showing current hardware information of the connected SICAM PAS Stations
 Showing information in monitoring direction
 Showing information in control direction
 Showing information in process and status images
 Showing and controlling information in control images
 Showing information in event lists
 Showing and controlling information in SingleLine Diagrams

The communication with the SICAM PAS is performed via Ethernet (TCP/IP) using secured
standards.
To connect SICAM Diamond to the SICAM PAS:
 Via SICAM PAS UI - Configuration, add and configure the Diamond application and an inter-
face to your SICAM PAS project.
 Via SICAM PAS UI - Configuration, export the project data for SICAM Diamond.
 In SICAM Diamond, specify the path to the export file.

SICAM PAS provides numerous functions which are tailored to the requirements of station con-
trol tasks. For example, SICAM PAS provides functions for the definition of blocking conditions,
for the manual update of switching states and for monitoring the number of commands i ssued in
parallel:
 Switching authority
 Bay blocking
 Telecontrol blocking
 Time synchronization
 Fault recording

4.10.1 Switching Authority

In distributed systems, the switching authority defines which level has the switching authority.
The bay control layer, the station control level or the control center level can have the switching
authority.
Besides local/remote switching through the key switches of the bay devices, the user can also
distinguish between local and remote control on the station control level.
The switching authority can be defined for the specific channel, i. e. one telecontrol channel has
the switching authority, whereas the other channels and the local control have no authority.
 Additionally, you can define an individual switching authority for each topological level, such as
voltage-level-specific authorizations. The switching authority is assigned by SICAM PAS CC
during operation. In the example below, only the TC2 telecontrol channel has the switching
authority.

To perform maintenance tasks on a feeder, it can be useful to interrupt the data exchange with
the bay devices in control and monitoring direction.
Bay blocking can be activated or deactivated for a specific device.
If a bay block is set, value changes of process information and status information are usually not
transmitted.
During configuration, you can also determine whether individual items of information are to be
transmitted despite a bay block.

Bay blocks are visualized by the graphical representation options of the switching objects (see
Chapter 4.8).
The setting and clearing of a bay block is logged in the event list of the SICAM PAS CC HMI and

 Additionally, you can specify whether the information affected by the bay block is also marked
individually as Not topical in the event list.

To perform maintenance tasks on a station, it can be useful to interrupt the communication with
higher-level control centers in control and monitoring direction.
Telecontrol blocking can be activated or deactivated for a specific device.
If a telecontrol block is set, the local control has the full volume of information available.
You can also determine whether items of information are to be transmitted even though a bay
block has been set for the device.

Ethernet station bus


In system configurations with an Ethernet station bus, a separate time master can be used on
the Ethernet. This master functions as an SNTP server (Simple Network Time Protocol) and syn-
chronizes all connected devices and SNTP clients.
The SICAM PAS Station also acts as the SNTP client with regard to the time synchronization.
Nevertheless, it synchronizes the devices connected to the SICAM PAS Station via other proto-
cols.

For protection devices connected to a SICAM PAS Station via the protocols
 PROFIBUS FMS
 IEC 61850
 IEC 60870-5-103 or 
 SINAUT LSA ILSA,
fault records are automatically transmitted. These fault records are archived automatically in
communication-specific directories on the Full Server or DIP.
The fault records transmitted can be evaluated using SICAM Recpro.
SICAM Recpro consists of the following components:
 SICAM Recpro Explorer 
for the management and evaluation of fault records in combination with an
evaluation tool
 SICAM Recpro Collector 
for the creation and management of a central fault record archive
 ComtradeView
for the visualization of fault records
SIGRA 4 can be used for comprehensive and sophisticated fault record analyses. This analysis
tool calculates further values and graphically represents the fault records in di fferent views.

5.1 Available Variants of System Components

5.1.1 SICAM PAS

SICAM PAS comprises various different basic, option and upgrade packages.
The basic package is available in different variants. A principle distinction is made between the
use on a Full Server and the use on a DIP (Device Interface Processor).
It depends on your individual system architecture which package(s) is (are) necessary.
The following packages are available:
 Full Server basic package, RunTime only
 Full Server basic package, RunTime & Configuration
 DIP basic package, RunTime only
 DIP basic package, RunTime & Configuration

 Additionally, SICAM PAS UI - Configuration is also available as a separate package.

The Full Server RunTime & Configuration basic package provides the following features:

SICAM PAS CC is based on SIMATIC WinCC. It is extended by components fulfilling special


power automation requirements.

Ordering versions
SICAM PAS CC is available in different ordering variants.
 SICAM PAS CC Runtime and
 SICAM PAS CC Runtime & Configuration.

Depending on the number of information objects to be processed with SICAM PAS CC, you can
choose packages with a suitable volumes of tags:
 128 tags
 256 tags
 1,024 tags
 8,000 tags
 64,000 tags

Furthermore, you can select whether you want to operate SICAM PAS CC
 without fault-record, measured-value and metered-value evaluation or 
 with fault-record, measured-value and metered-value evaluation using SICAM Recpro and
SICAM Valpro

Note:
Several tags are created for each information object in the SIMATIC WinCC tag management.
This internal number of tags is irrelevant for the determination of the package size required.

6.1 Sample Configuration

Dealing with SICAM PAS UI - Configuration is illustrated by means of a simple sample configu-
ration.
Configure a SICAM PAS Full Server
 which communicates with a higher-level control center via IEC 60870-5-104,
 which comprises a SICAM PAS CC HMI for system management,
 and to which a 7SJ62 bay device with a modified sample configuration and a DNP 3.0 sample
device are to be connected via IEC 61850.
The User Administration tool is not enabled. For DNP 3.0, the example does not include secured
data transmission via certificates.

Proceed as follows:
• Start the SICAM PAS UI - Configuration application.
• Select the Configuration view and configure the system components.
• Open the Mapping view and select all required items of information in command and moni-
toring direction.
• Open the Topology view and specify a system-oriented structure for the configured data.
• Export the system data for further processing by SICAM PAS CC.
• Print the components of your system configuration.

The suggested procedure illustrates the individual stages of the co nfiguration of a station. It does
not provide a complete system configuration and does not describe specific functions and para-
meters.

During configuration, you add all the components required for your system. These components
also include the connection to the control center and to the SICAM PAS CC Human-Machine
Interface (HMI).
 After starting SICAM PAS Configuration, the Configuration view opens. This view shows an
empty project with its specific properties.

You can now configure your system.


Names can be modified in the configuration tree or in the properties window.
Information which cannot be modified is highlighted in blue.

• In the Configuration view, select the SICAM PAS station and insert a system. The system
is assigned the name of your computer.
• Click the Name box and enter Full Server .

• Select the Full Server  and insert the following applications:

• Select the PAS CC, IEC 60870-5-104 Slave, DNP 3.0 Master and IEC 61850 Clien t appli-
cations one after the other. Next, insert an interface.
• In the interface dialog for IEC 61850 Cli ent, enter an IP address, such as 127.0.0.0.

• Select the interface for IEC 61850 Clien t and add a device.


• In the next dialog, select an import file for an IEC 61850 device, such as 7SJ622.

The device is imported with all parameters. The import is logged in the SICAM PASReport.

• Select the interface for DNP 3.0 Master  and add a device.


• Click the Device Template box and select the Sample Device template included in the
scope of delivery.

ching Authority Group Assignment and select Remote 1 and Remote 2.

• In the configuration tree, select the interface for IEC 60870-5-104 Slave again. Next, add a
control center  and change the name to Control Center_Remote.
• Select Control Center_Remote, add a list and change its name to General Interrogation.

 As soon as you have added all the components required for the sample project, you can map
information. You define what information from bay devices is to be used and whether it has to be
transmitted to the control center or used by the PAS CC Human-Machine Interface. These defi-
nitions have to be performed separately for the monitoring direction and the command direction.
• Open the Mapping view.

6.3.1 Information from Bay Devices

• Select the device connected to the IEC 61850 Clien t interface.
• In the Monitoring Direction window, select all items of information to be transferred to the
higher-level Control Center_Remote and/or to be shown and/or logged on your
SICAM PAS CC workstation Control Center_Local.
• Modify the default settings for the individual items of information in theCheck All cell of the
Blocking column. Select Check Telecontrol Bl ocking if the information is to be transmitted
despite a telecontrol block. Select Check Bay Blockin g if the information is to be transmitted
despite a bay block. If you select Ignore All, the information is transmitted despite a bay
block or telecontrol block.
• Select all information to be controlled for the command direction.
• Modify the default settings for the individual items of information in theCheck All cell of the
Blocking column. Proceed in the same way as described for the monitoring direction.
• In the Switching Authority column, deselect the setting for some items of information.
in order to ensure that it can be controlled without previous assignment of the switching
authority.
• Deselect the setting for some items of information in theM of N Check column. This ensures
that the command is not subject to output monitoring.
SICAM PAS monitors the number of commands which can be issued simultaneously. This
number must be configured on the project level.

Various parameter settings, e.g. the assignments of commands to command feedbacks, must
already be performed when defining the device templates or when setting the parameters for
devices and substations.
These parameters can only be modified in the Templates view.

Monitoring direction
• Select Control Center_remote. In the Use column, select the information which you want to
transmit to the higher-level control center in monitoring direction.
The numbers of the selected information rows and the boxes of the telegram addresses are high-
lighted in red.
• Select the Telegram Address column. Next, enter the addresses via the automatic value
input. For the DNP 3.0 device, you can also apply the telegram addresses defined in this
column.
The information rows are no longer highlighted in red.

Command d irection
• Select the command direction. In the Use column, select the information to be controlled
by the control center.
• To enter the telegram addresses into this window, proceed in the same way as described
for the monitoring direction.

6.3.3 Information Regarding SICAM PAS CC

Monitoring direction
• Select Control Center_Local. In the Al arm Lo gg in g and/or Tag Loggi ng and/or Ar chiv e
System columns of the Monitoring Direction pane, you can now select the information to
be displayed on your workstation.
This selection creates the PAS CC tags which you require for the configuration of your user inter-
face.
If you perform the selection in the Use column, the Number , Al arm L og gi ng and Tag Loggi ng
boxes are highlighted in red.
• Position the mouse pointer on one of the parameters highlighted in red. The tooltip informs
you of the cause of the error. In the example, the assignment of the selected information to
the alarm logging system or to the tag logging system is required.
• Select for each item of information whether it is recorded in an alarm list (alarm logging sys-
tem) and/or displayed in a diagram (tag logging system).
The information rows are no longer highlighted in red.

Command direction
• Switch to the Command Direction. In the Al arm Lo gg in g and/or in the Tag Loggin g
column(s), select the information to be controlled from a diagram on your workstation and/or
to be logged in the event list.

So far, your project data is structured exclusively in views designed for configuration and con-
nection purposes. In SICAM PAS, you can also show your data in a topological view of the sys-
tem and the process.
• Open the Topology view.
• Select SICAM PAS, add a station and change the name to Station 1.
• Select Station 1, add a voltage level and change the name to 20 kV.
• Select the 20 kV voltage level, add two boxes and change the names to F01 and F02.
• Select F01, add a user-defined group and change the name to Measured Values.
• Select the 20 kV voltage level. In the Properties window, select Yes in the Acti vate speci fi c
switching authority box.
 A tag is now created in the Name of switching authority i nformation box. In SICAM PAS CC,
you can use this tag for the assignment of the switching authority for this voltage level.

Next, assign all configured items of information to the topological structure levels. They are stil l
located on the project level under SICAM PAS.

• In the Configuration view, click on the device connected to the IEC 61850 Clien t interface.
Hold down the mouse button and move the device via Drag&Drop to F01 in the Topology
view.
• Drag&drop the device related to the DNP 3.0 Master  interface to F02.
The right-hand window pane now shows all device information which is assigned to the topolo-
gical structure levels F01 and F02.

Via the filter functions provided by the system, you can sort the information according to different
criteria. Use this function to assign the measured values of the device of the user-defined
Measurement group.
• Select the measured-value type ME_FL in the Information Type column.
Information of this type is now displayed.
• Select the line numbers of all measured values of the bay device. Next, drag&drop the infor-
mation to the Measurement group.

If you use the Create Topology function, the configured structure is shown as a topological
structure with user-defined groups. The information is automatically assigned to the correspon-
ding structure level. You can also define individual structure levels, such as Station or Bay, and
move information to these levels.

To use the topological view of your system data for the evaluation and management of fault
records in SICAM Recpro, some special rules have to be applied when setting the parameters.

Export
To ensure that the configured information is available for the design of Human-Machine Inter-
faces, they must be exported.
• In the Configuration view, select the HMI interface. Next, select Export from the context
menu.

The export function creates a PXD file in the selected directory. Afterwards, you can import this
file to the SICAM PAS CC Human-Machine Interface using the SICAM PAS Wizard. In order to
ensure that the topological names are available, you must have the tag names updated.
You can proceed in the same way to export the information mapped toContro l Center_Remote.
The export function creates an XML file in the selected directory. Afterwards, this file can be
imported into a control system such as Power CC.

To save your configuration data, archive the entire project database.
• In the Configuration view, save the SICAM PAS project. Next, open the File menu and
select > Ar chiv e.

The data is compressed as a *.ZIP file and saved in the selected directory. The directory includes
*.DB-, *.LOG files and the ARCHIVES subdirectory.

6.6 Printing Configuration Data

6.6 Printing Conf iguration Dat a

Print the configuration data of your sample project.


• In the Configuration view, select the level which you want to print, such as the interface of
the bay device. Next, right-click the name of the interface in the window pane on the right-
hand side.
• Select File > Print Preview to show the interface parameters.

• Open the Mapping view.


• Select the True filter in the Use column under IEC 61850 Client in monitoring direction.
The window now only shows device information which has actually been mapped for the moni-
toring direction.
