2 Overview
A 2G network must be compatible with a 3G network to support roaming and handovers between
GSM and UMTS. Operators need to provide continuous and high-quality services in the
boundary of different systems to avoid call drops by moving MSs.
Traditionally, inter-RAT neighboring cells are configured based on drive tests and analysis. This
process is time consuming, labor intensive, and the test results are incomprehensive due to the
limitations of drive tests. To improve efficiency and accuracy, a tool is required to automatically
check the inter-RAT neighboring cell configuration based on data analysis.
Together with the Nastar network optimization tool, Huawei GSM BSS can analyze the 2G/3G
neighboring cell configuration based on numerous measurement reports (MRs) from MSs, show
the analysis results on a map, and find missing or redundant 3G neighboring cells for a GSM
serving cell.
Configuring appropriate 3G neighboring cells based on the Nastar analysis results helps to
improve the inter-RAT handover success rate and reduce the call drop rate, improving GSM
network quality and user experience.
This document describes the 2G/3G Neighboring Cell Automatic Optimization feature from the
following aspects:

3 Technical Description
NOTE
When creating a neighboring 2G cell automatic measurement task, if a user does not specify a
measurement step, the BSC automatically calculates the measurement step for a cell based on the
length of the BA2 list configured for the cell. The user can run the BSC6900 MML command DSP
NCS to query the measurement step calculated by the BSC.
2. The Nastar sends the task information to the M2000. The M2000 then sends the task
information to the BSC through an MML command. After receiving this command, the
BSC performs the measurement and generates results.
3. The BSC updates the BA2 once in each measurement period. The BSC adds UMTS cells
(frequency and scrambling code) into the BA2 (the number of newly-added cells is the
same as the measurement step), and then sends the updated BA2 to MSs through system
information (SI). Then, MSs report the level of 3G neighboring cells through MRs.
4. The BSC collects MRs from MSs, and sends the data to the M2000.
5. The Nastar obtains the measurement files, configuration data, and counter values from the
M2000, and then provides the optimization suggestions after analysis.
6. The 2G/3G neighboring cell analysis results are displayed in a map. Together with
engineering parameters, the analysis results help network optimization engineers identify
missing and redundant 2G/3G neighboring cells.
