Avoidable loss of `.22.64 lakh to the Department of Posts

Failure of Automatic Mail Processing Centre, Mumbai for changeover in connection with
the supply of power from Reliance Energy to TATA Power Co Ltd resulted into avoidable
loss of `.22.64 lakh due to consuming expensive power.

At the outset the copy of judgement dated15.10.2009 issued by MERC in case No. 50
pertaining to the petition filed by TATA Power Co. Ltd seeking approval of operating
procedures for supplying power to the consumers in common area of license of Reliance
Infrastructure Ltd using each other’s existing distribution network was not received by
AMPC, Mumbai through any channel of communication.

Further nor the official representatives of TATA Power Co. Ltd neither of Reliance Energy
Ltd have approached AMPC, Mumbai on subject of changeover of electric supply. No any
correspondence was also made by both the parties in this regard with AMPC, Mumbai.

Moreover AMPC, Mumbai was totally unaware of any such development carried out by
MERC between TATA Power Co. Ltd and Reliance Infrastructure Ltd and in the absence of
such information and proper guidelines it was not possible for AMPC, Mumbai to go in for
changeover of electric supply.

However as soon as the audit has pointed out about the said facility being offered by
MERC, AMPC, Mumbai has acted on top priority basis from the very next day and has
opted for a changeover of electric supply after obtaining necessary approval from
competent authority and completing of necessary formalities with both TATA Power Co
Ltd and Reliance Infrastructure Ltd.

In connection with the same it is also pointed out that if the audit party was aware of any
such development carried out by MERC between TATA Power Co. Ltd and Reliance
Infrastructure Ltd it should have intimated the same to the competent authority for
implementation in respective units to avoid consumption of expensive electric supply.

In view of the above the question of avoidable loss of `.22.64 lakh to the Department of
Posts is not sustainable.
