RESEARCH PROPOSAL

INDONESIA WOMEN IN LEADERSHIP (IWIL) MIDLINE STUDY

A. STUDY PROTOCOL

1. Objective of Study

The midline study of IWIL project is a formative review process designed to identify
the achievement of three years of implementation and provide recommendation for
the project improvement in the remaining years of implementation.

The objectives of the midline study are:


 Measure progress of IWIL project towards outcome and project indicator;
 Identify the process from two years of project implementation in a way to
achieving the targeted indicator;
 Provide recommendations for the improvement of project implementation to
achieve the overall objective at the end of project duration;
 Provide recommendation and research methodology for the next endline
study.

2. Method of Study

This study will be equipped with quantitative and qualitative method.

a. Data Collection Method

The instrument of quantitative method is closed questionnaire. This questionnaire


will be based on the object of this study and all information from baseline study.
Participants who meet the research criteria will be asked to complete some self-
report questionnaire and to respond to each of them on a four-point Likert-type
scale.

Instrument of Qualitative method is focus group discussion (FGD), in-depth


interview and observational report. FGD will be held with various element of society
(mother, father, boy, girl, people with disability), stakeholders on district (village
leader), provincial level (Department of Women Empowerment and Child
Protection) and national level (related officer at Ministry of Women Empowerment
and Child Protection of Republic Indonesia), community groups, traditional/tribe
leaders, religious leaders, representatives of business (hotel staff, enterpreneur,
shop keeper, seller in traditional market) and acemic (teacher and professor). In-
depth interview will be taken for some respondents who will be chosen based on
the observation result of their behavior during FGD session. The most active people
or respondents who seem to have wide understanding regarding to the issue of this
study and situation of the society will be selected to be involved in in-depth
interview. After in-depth interview, Researcher will also do observation to the
society in the participatory observation.

b. Participants

Participants of this study is estimated 60 (sixty) persons in every region.


Statistically, that number of participants is qualified enough for quantitative
analysis. Participants will be attained through purposive sampling or a maximum
variation/heterogeneous purposive sampling to be exact. A purposive sample is a
non-probability sample that is selected based on characteristics of a population and
the objective of the study. A maximum variation/heterogeneous purposive sampling
is one which is selected to provide a diverse range data relevant to a particular goal
of the study. The purpose of this kind of sample design is to provide as much insight
as possible into the event or phenomenon under examination.

Providing that the object of this midline study is primarily to measure progress of
IWIL project towards outcome and project indicator, it is important to collect data
not only from the women and child (benefit recepients) but also from various
elements of society. This various elements will delineate comprehensive condition
of current situation and condition regarding women and young people.

3. Participants’ Availability and Confidentiality

Before conducting research, participants will be asked to read and sign informed
consent. Informed consent is a voluntary agreement to participate in research. It is
not only a form that has to sign but also a process in which the participant has an
understaUangnding of the research. Informed consent is essential before enrolling a
participant and ongoing once enrolled. The informed consent consists of
demographic information of the participants and also the procedure of the research
that participants have to follow obediently. Demographic information consists of
name of the participant (initial), sex, age, education background, occupation, and
some other relevant information. At the end section of informed consent,
participants will be asked to sign as an approval for agreement in joining the
research. All information about participants will remain confidential (not published)
and only used for research analysis.

4. Research Ethic

This study will involve 10 enumerators per regency in their role to conduct FGD,
administrate close questionnaire and run in-depth interview. Beside briefing them
regarding research procedure and how to collect data technically, Research Team
will emphasiz the Safeguarding Policy working directly women and children/young
people. This is compulsory in a senstive research as this midline study. Their
agreement with this Policy will be proved by their sign.

5. Research Procedure

This procedure will be applied in five regencies based on research purpose

Day 1:

Closed In-depth

Day 2:

After collecting data in day 1, Researcher will check all data. If there is missing
data, Researcher will complement the missing data in day 2 by collecting it back
in the field, such as choose new participant(s) and conduct in-depth interview
and/or closed questionnaire on them.

In day 2, Researcher will run participatory observational in the regency.


Parcipatory observation is data collection method where researcher invlove in
active looking, informal interviewing, writing detailed field notes. It is a great
method to enable researcher getting the true factual condition in natural
condition.
