Greetings of peace!

The undersigned is from Patnanungan Quezon who is currently working with his
research paper entitled “SOCIO-CULTURAL AND SOCIO-ECONOMIC IMPACT
OF NIYOGYUGAN FESTIVAL IN QUEZON PROVINCE” in partial fulfillment of
the requirements in Master of Arts in Education, major in Social Science at the
Graduate School of Sacred Heart College, Lucena City.

The study aims to determine the socio-cultural and socio-economic impact of


“Niyogyugan” Festival in Quezon Province after its six years of implementation.
After reviewing his related studies and related literature he found out that
among the municipalities of Quezon his town does not have yet its own
festival to celebrate that will represent its unique culture and traditions in
the rest of Quezon during “Niyogyugan” Festival.

According to the 1987 Constitution of the Philippines Article XIV Section 14


which states that
“the State shall foster the preservation, enrichment and dynamic evolution
of a Filipino national culture based on the principle of unity in diversity in a
climate of free artistic and intellectual expression.”

It is the duty of not just our nation but also our town to promote and preserve
our culture in free artistic expression like festivals to promote one culture and
tradition. Moreover Section 15 states that
“Arts and letters shall enjoy the patronage of the State. The State shall
conserve, promote, and popularize the nation's historical and cultural
heritage and resources, as well as artistic creations.”

In connection to this the undersigned would like to recommend the creation of


“Tura-Tora” Festival in his town, in order to uplift and let the rest of Quezon
and the country recognize the undeniable talent and skills of “Patnanunganins”
in fishing and let them also recognize its unique culture and traditions.

Attached herewith is my recommendation and proposal for festival of our town


to celebrate and to be proud of in the rest of Quezon Province. In case that there
is no suggestion or any plan yet for the creation of our own festival.

Thank you for your outmost consideration of this request, I hope that this will
help all of my fellow “kababayans” and specially the further development of our
municipal tourism industry.

ACTIVITY DESIGN

Project Title : TURA – TORA FESTIVAL


Date : June 13 – 18 (Annually, during the Celebration of the
Founding Anniversary of Patanungan, Quezon)
Venue : Patnanungan Quezon

BACKGROUND:
Patnanungan Quezon is located at its absolute location of 14° 47' 0" North
of latitude and 122° 11' 0" East of longitude with the total land area of 139.20
km2 (53.75 sq mi). The Republic Act No. 2370 created this town into a Municipal
district on September 9, 1962 by the former Congressman Manuel S. Enverga.
Based on its current economic status it is a 5th class municipality of Region IVA
in the 1st district of Quezon province. It is part of Polillio group of islands in
Northern Quezon together with the towns of Polillio, Panukulan, Burdeos and
Jomalig. It is composed of 6 barangays: Poblacion (Patnanungan Sur),
Patnanungan Norte, Luod, Kilogan, Amaga and Busdak. Due to its geographical
location Patnanungan Quezon is blessed with its bountiful natural resources.

According to 2015 National Census it has the population of 14, 606 where
almost of its population are farmers and fishermen. Its people live through
agriculture such as rice, banana, and coconut plantation but on the other hand
fishing is one of their primary source of living that serves as one of the backbone
of their economy. The rich waters of Lamon Bay in the south and Pacific Ocean
in the Northeast side of the island attracts its early settlers. Voyagers from
neighboring islands and from the southern part of Quezon and even from Bicol
Region are one of its early settlers. They started to live and build villages in the
island where agriculture and fishing is their primary source of living. Time made
them skilled farmers and fishermen, and as the number of voyagers came and
settled in the island culture and traditions are started to flourished and it passed
through generations to generations.

The vast waters that surrounds the island made its people skilled
fishermen. High class varieties of fishes can be caught in its waters pushed its
fishermen to create their own fishing materials and activities. Some of the locals
fishing activities are the traditional fishing using fish nets “lambat” or
“lambatan”, some are using “pana” spear fishing, at night others are fishing
using lamps or “pangingilaw”, some fishermen are still using fish hooks
“pamimiwas” and most of them are fan of this unique fishing activity which they
called “Tora-tora” fishing --- a fishing activity where it needs a small motor boat
or “bangka” that requires high speed while fishing and using your hand-made
fish or lobster which is well decorated and painted as bait or “Tura-tura”,
primary fishes that can catch in this kind of fishing activity are talakitok o sibo,
tulingan, salmon and etc. which only proves that the waters of Patnanungan
Quezon are rich in marine biodiversity.

According to Ma and Lew (2011) Historical and Geographical Context in


Festival Tourism Development, festivals have increasingly become a significant
tool for economic development through both tourism and the re-imaging and re-
branding of cities and regions as modern cultural centers. Moreover, Acordia
and Whitford (2008) Festival Attendance and the Development of Social Capital,
cited that festivals can provide the host community with opportunities for
increased benefits from tourism, such as the development of new infrastructure
and employment opportunities. Wyk, et. Al. (2015) Regional Economic Impacts of
Events: A Comparison of Methods, added that festival can serve a mean to achieve
socio-economic objectives. These objectives may include creating
infrastructures, providing jobs, generating revenue, attracting investments,
growing the arts, promoting a region and building a better image. Through these
“Tura-Tora” Festival was coined. It originates from “Tora-tora”, (traditional
small motor speed boat) that will depict the skills and strength of Patnanungińos
in fishing and all total aspect of life, while “Tura-tura” (hand-made lobster or
fish bait) will symbolizes the unique, colorful, and vibrant culture and traditions
of Patnanungińos, and its bountiful marine biodiversity.

RATIONALE:
The municipal government of Patnanungan Quezon will celebrate the first
“TURA-TORA” FESTIVAL on June 13-18, 2019. This festival will highlight the
use of “Tura-Tora” as a traditional fishing activity of Patnanungińos, that
symbolizes their culture and traditions of strength, creativity, skills, and rich
marine biodiversity. “Tura” -stands for the hand-made fish of lobster use as bait
called “tura-tura” and “Tora” -stands for the small traditional motor speed boat
called “tora-tora”.
Several activities will be the highlight of the long week celebration such as
the Farmers and Fisherfolks Day wherein the Recognition will be awarded to
outstanding Farmer (Gawad Saka), Street Dancing competition of barangays,
Best Booth, Bb. “Tura-Tora” and “Bangkarera” hundreds of visitors are expected
to visit and grace the occasion.

OBJECTIVES:
General: To promote the fishing and tourism industry of Patnanungan
Quezon.
Specific:
> to recognize the talent and skills of Patnanungińos in fishing and
the culture and traditions of Patnanungińos as well;
> to raise the awareness of the protection of our fishing industry;
> to uplift the economic status of Patnanungan Quezon;
> to attract local and foreign tourists to visit and invest in town;
and
> to help the locals to create new income generators;

PROGRAMS AND ACTIVITIES:


All barangays of Patnanungan Quezon are encourage to join the festival in:
1. Street Dancing Competition;
2. Best Booth Competition;
3. Bb. Tura- Tora;
(Winners of Street Dancing, Best Booth and Bb. Tura-Tora will
represent as the town’s representatives in “Niyogyugan” Festival).
4. “Tura-tura” (hand-made fish bait) making, this will show how creative
and talented are the Patnanungińos, when it comes in arts and
culture; and
5. Bangkarera, the Fastest Tora-Tora boat in town, this activity will prove
how strong and skilled our fellowmen when it comes to fishing race.

These activities must depict the culture and traditions of Patnanungan


emphasizing the use of agricultural and Aqua marine products.
