1. State Government (State No.3) has allocated fund toward the cost of Naikap Wastewater
Management Project, Kathmandu and intends to apply a portion of this to eligible payments
under this Contract.
2. The Water Supply and Sanitation Division, Ministry of Physical Infrastructure Development
now invites proposals (Technical and Financial) to provide the following consulting services. The
objective of the study is to prepare Detailed Engineering Survey, Design and Estimate Report of
Naikab Wastewater Management Project considering Engineering, Socio/Economic, Financial
aspects of the project. More details on the services are provided in the attached Terms of
Reference.
3. A consultant will be selected under Quantity and Cost Based Selection (QCBS) 1 and
procedures described in this RFP.

Section 2. Information to Consultants2
1. Introduction 1.1 The Client named in the Data Sheet will select a consultant among
those listed in the Letter of Invitation, in accordance with the method
of selection specified in the Data Sheet.
1.3 The consultants must familiarize themselves with local conditions and
take them into account in preparing their proposals. To obtain first
hand information on the assignment and on the local conditions,
consultants are encouraged to visit the Client before submitting a
proposal and are advised to attend a pre-proposal conference if one is
specified in the Data Sheet.
1.4 The Client will provide the inputs specified in the Data Sheet, assist
the consultant in obtaining licences and permits needed to carry out
the services, and make available relevant project data and reports.
1.5 Please note that (i) the costs of preparing the proposal and of
negotiating the contract, including a visit to the Client, are not
reimbursable as a direct cost of the assignment; and (ii) the Client is
not bound to accept any of the proposals submitted.
1.6 GoN (or Donor Agency) policy requires that consultants provide
professional, objective, and impartial advice and at all times hold the
Client’s interests paramount, without any consideration for future work,
and strictly avoid conflicts with other assignments or their own
corporate interests. Consultants shall not be hired for any assignment
that would be in conflict with their prior or current obligations to other
clients, or that may place them in a position of not being able to carry
out the assignment in the best interest of the Client.
1.7.1 Without limitation on the generality of this rule, consultants shall not be
hired under the circumstances set forth below:
a. A consultant, which has been engaged by the Client to provide
goods or works for a project, and any of their affiliates, shall be
disqualified from providing consulting services for the same
project. Conversely, consultants hired to provide consulting
services for the preparation or implementation of a project, and
any of their affiliates, shall be disqualified from subsequently
providing goods or works or services related to the initial
assignment (other than a continuation of the consultant’s earlier
consulting services) for the same project.
b. Consultants or any of their affiliates shall not be hired for any
assignment which, by its nature, may be in conflict with another
assignment of the consultants.

This Information to Consultants section shall not be modified. Any necessary changes, acceptable to
client (GoN) or the Donor, to address specific country and project issues, shall be introduced only
through the Data Sheet (e.g., by adding new clauses). Likewise, modifications to the standard Form of
Contract should be made only by including clauses outlining the special conditions and not by
introducing changes in the wording of the general conditions

1.7.2 Any previous or ongoing participation in relation to the assignment by
the consultant, its professional staff or affiliates or associates under a
contract with the GoN may result in rejection of the proposal.
Consultants should clarify their situation in that respect with the Client
before preparing the proposal.
1.9 Consultants shall not be under a debarment for corrupt and fraudulent
practices issued by GoN accordance with the above sub para. 1.8 (d).
2. Clarification and 2.1 Consultants may request a clarification of any of the RFP documents
Amendment of up to the number of days indicated in the Data Sheet before the
RFP Documents proposal submission date. Any request for clarification must be sent
in writing by paper mail, cable, telex, facsimile, or electronic mail to the
Client’s address indicated in the Data Sheet. The Client will respond
by cable, telex, facsimile, or electronic mail to such requests and will
send written copies of the response (including an explanation of the
query but without identifying the source of inquiry) to all invited
consultants who intend to submit proposals.

2.2 At any time before the submission of proposals, the Client may, for
any reason, whether at its own initiative or in response to a
clarification requested by an invited consultant, amend the RFP. Any
amendment shall be issued in writing through addenda. Addenda
shall be sent by mail, cable, telex, facsimile, or electronic mail to all
invited consultants and will be binding on them. The Client may at its
discretion extend the deadline for the submission of proposals.
3. Preparation of 3.1 Consultants are requested to submit a proposal Sub - Clause 1.2
Proposal written in the language(s) specified in the Data Sheet.
Technical 3.2 In preparing the Technical Proposal (TP), consultants are expected to

deficiencies in providing the information requested may result in
rejection of a proposal.
3.4 The Technical Proposal shall provide the following information using
the attached Standard Forms (Section 3):
i. A brief description of the consultant’s
organization and an outline of recent experience on
assignments (Section 3B) of a similar nature. For each
assignment, the outline should indicate, inter alia, the client,

location and duration of the assignment, contract amount, and
consultant’s involvement.
ii. Any comments or suggestions on the
Terms of Reference and on the data, a list of services, and
facilities to be provided by the Client (Section 3C).
3.5 The Technical Proposal shall not include any financial information.
Financial 3.6 In preparing the Financial Proposal (FP), consultants are expected to

documents. The Financial Proposal should follow Standard Forms
(Section 4). It lists all costs associated with the assignment, including
(a) remuneration for staff (, in the field and at headquarters), and (b)
reimbursable expenses such as subsistence (per diem, housing),
transportation ( mobilization and demobilization), services and
equipment (vehicles, office equipment, furniture, and supplies), office
rent, insurance, printing of documents, communication(Telephone,
Fax etc.) surveys, and training, if it is a major component of the
assignment. If appropriate, these costs should be broken down by
activity.
3.7 The Financial Proposal should include all duties, taxes and other
levies, and other charges imposed under the applicable law payable
by the Consultant under the Contract or for any other cause.
3.9 The Data Sheet indicates the required validity period of the proposals.
During this period, the consultant is expected to keep available the
professional staff proposed for the assignment. The Client will make

its best effort to complete negotiations within this period. If the Client
wishes to extend the validity period of the proposals, the consultants
who do not agree have the right not to extend the validity of their
proposals.
4. Submission, 4.1 The original proposal (TP and FP) shall be prepared in indelible ink. It

4.3 For each proposal, the consultants shall prepare the number of copies
indicated in the Data Sheet. Each Technical Proposal and Financial
Proposal shall be marked “ORIGINAL” or “COPY” as appropriate. If
there are any discrepancies between the original and the copies of the
proposal, the original governs.
4.4 The original and all copies of the Technical Proposal shall be placed in
a sealed envelope clearly marked “Technical Proposal,” and the
original and all copies of the Financial Proposal in a sealed envelope
clearly marked “FINANCIAL PROPOSAL” and warning: “DO NOT OPEN
WITH THE TECHNICAL PROPOSAL.” Both envelopes shall be placed into
an outer envelope and sealed. This outer envelope shall bear the
submission address and other information indicated in the Data Sheet
and be clearly marked, “DO NOT OPEN, EXCEPT IN PRESENCE OF THE
EVALUATION COMMITTEE.”
4.6 After the deadline for submission of proposals, the Technical Proposal
shall be opened immediately by the evaluation committee. The
Financial Proposal shall remain sealed and deposited with the Client’s
Procurement Unit until all submitted proposals are opened publicly.
5. Proposal
Evaluation
General 5.1 From the time the bids are opened to the time the contract is awarded,
if any consultant wishes to contact the Client on any matter related to
its proposal, it should do so in writing at the address indicated in the
Data Sheet. Any effort by the consultant to influence the Client in the
Client’s proposal evaluation, proposal comparison or contract award
decisions may result in the rejection of the consultant’s proposal.
Evaluation of 5.3 The evaluation committee, appointed by the Client as a whole, and each
Technical of its members individually, evaluates the proposals on the basis of their

LCBS)) committee shall compute the score obtained by each proposal by taking
the average of the scores given by each member to the particular
proposal. Each responsive proposal will be given a technical score (St).
A proposal shall be rejected at this stage if it does not respond to
important aspects of the Terms of Reference or if it fails to achieve the
minimum technical score indicated in the Data Sheet.
Public Opening and 5.5. The Financial Proposals shall be opened publicly in the presence of

(CBS Only) recorded. The Client shall prepare minutes of the public opening.
Public Opening and 5.6 After the evaluation of quality is completed, the Client shall notify
Evaluation of those consultants whose proposals did not meet the minimum
Financial Proposals qualifying mark or were considered non-responsive to the RFP and
(QCBS , FBS,LCBS) Terms of Reference, indicating that their Financial Proposals will be
returned unopened after completing the selection process. The Client
shall simultaneously notify the consultants that have secured the
minimum qualifying mark, indicating the date and time set for opening
the Financial Proposals. The opening date shall be 7 after the
notification date. The notification may be sent by registered letter,
cable, telex, facsimile, or electronic mail.
5.8 The evaluation committee will determine whether the Financial Proposals
are complete (i.e., whether they have costed all items of the
corresponding Technical Proposals; if not, the Client will cost them and
add their cost to the initial price), correct any computational errors.
5.11 In case of QCBS and FBS with financial proposal within specified fixed
budget ceiling, the lowest Financial Proposal (Fm) will be given a
financial score (Sf) of 100 points. The financial scores (Sf) of the other
Financial Proposals will be computed as indicated in the Data Sheet.
Proposals will be ranked according to their combined technical (St) and
financial (Sf) scores using the weights (T = the weight given to the
Technical Proposal; P = the weight given to the Financial Proposal; T +
P = 1) indicated in the Data Sheet: S = St x T% + Sf x P%. The
consultant achieving the highest combined technical and financial

score will be invited for negotiations.
6. Negotiations 6.1 Negotiations will be held at the address indicated in the Data Sheet.
The aim is to reach agreement on all points and sign a contract.
6.3 Unless there are exceptional reasons, the financial negotiations will
involve neither the remuneration rates for staff (no breakdown of fees)
nor other proposed unit rates in the cases of QCBS methods. For
QBS, the consultant should provide the information on remuneration
rates described in the Appendix to this information.
6.4 Having selected the consultant on the basis of, among other things, an
evaluation of proposed key professional staff, the Client expects to
negotiate a contract on the basis of the experts named in the
proposal. Before contract negotiations, the Client will require
assurances that the experts will be actually available. The Client will
not consider substitutions during contract negotiations unless both
parties agree that undue delay in the selection process makes such
substitution unavoidable or that such changes are critical to meet the
objectives of the assignment. If substitution is considered then the
proposed alternative candidate shall be evaluated as per the original
criteria. The qualification and experience of the substitute candidate
shall equal to or higher than the originally proposed candidate. If this
is not the case and if it is established that key staff were offered in the
proposal without confirming their availability, the consultant may be
disqualified.
6.5 The negotiations will conclude with a review of the draft form of the
contract. If negotiations fail, the Client will invite the consultant whose
proposal received the second highest score to negotiate a Contract.
7. Award of 7.1 Pursuant to Sub-Clause 6.5, the consultant, with whom agreement is
Contract reached following negotiation, shall be selected for approval of his
proposal and the Client shall notify it’s intention to accept the proposal
to the selected consultant and other short-listed consultants within 7
days of selection of the winning proposal.
7.2 Any consultant, who has submitted a proposal and is not satisfied with
the procurement process or Client’s decision provided as per Sub -
Clause 7.1 and believes that the Client has committed an error or
breach of duty which has or will result in loss to him then the
consultant may give an application for review of the decision to the
Client with reference to the error or breach of duty committed by the
Client. The review application should be given within 7 days of receipt
of information regarding the issue of letter by the Client notifying it’s

intention to accept the winning proposal pursuant to Sub Clause 7.1.
7.3 If the review application is not received by the Client pursuant to Sub-
Clause 7.2 then the proposal of the Consultant, selected as per
Sub-Clause 7.1 shall be accepted and the successful consultant shall
be notified to come for signing the Agreement within 15 days.
7.6 If the applicant is not satisfied with the decision given by the procuring
entity and/ or the decision is not given by the Procuring Entity Chief
within 5 days then the applicant can file a complaint to the Review
committee within 7 days.
7.7 The Client shall return the unopened Financial Proposals of those
consultants who did not pass the technical evaluation.
9. Conduct of 9.1 The Consultant shall be responsible to fulfil his obligations as per the
Consultants requirement of the Contract Agreement, RFP documents and GoN’s
Public Procurement Act and Regulations.
9.2 The consultant shall not carry out or cause to carryout the following acts
with an intention to influence the implementation of the procurement
process or the procurement agreement :
a. give or propose improper inducement directly or indirectly,
b. distortion or misrepresentation of facts
c. engaging or being involved in corrupt or fraudulent practice
d. interference in participation of other prospective bidders.
e. coercion or threatening directly or indirectly to impair or harm, any
party or the property of the party involved in the procurement
proceedings,
f. collusive practice among consultants before or after submission of
proposals for distribution of works among consultants or fixing
artificial/uncompetitive proposal price with an intention to deprive
the Client the benefit of open competitive proposal price.
g. contacting the Client with an intention to influence the Client with
regards to the proposals or interference of any kind in examination
and evaluation of the proposals during the period after opening of
proposals up to the notification of award of contract

10. Blacklisting 10.1 Without prejudice to any other rights of the Employer under this
Consultant Contract , the Public Procurement Monitoring Office may blacklist a
Consultant for his conduct up to three years on the following grounds
and seriousness of the act committed by the consultant:

1. Introduction
3. Project area
The study and detailed project report should cover the entire area of ward no. 14 of
Chandragiri Municipality of Kathmandu District with 1500 Households.
The scope of the consultancy includes topographic survey along the alignment in
sufficient details to prepare Plan and Profile drawings of effluent conveyance pipeline,
soil investigation, hydrological data analysis, Detailed designing of Sewerage
Network and appropriate treatment facilities, Preparation of Specification, Rate
Analysis, Estimates and Preparation of BOQs for sewerage collection, conveyance,
treatment and disposal mechanism.
The consultant shall conduct field survey and prepare the detailed project report. For
effectively carrying out the survey and design works, consultant will work in close
collaboration with Users Committee and concerned stakeholders under the
guidance of Water Supply and Sanitation Division of Ministry of Physical
Infrastructure Development, Province No.3. Consultant shall review the existing
sector policies, strategies, approach papers, concept papers and other relevant
documents so as to incorporate the policy guidance in the project appraisal. The scope
of the work should include all, but not necessarily limited to the following:

B. Clearly identify core areas, which are suitable for sewerage network system and rest
by onsite sanitation system. The onsite sanitation system should be accompanied by
fecal sludge management if seemed necessary. The appropriate system for
collection, transport and emptying including fecal sludge treatment should be
proposed. The land for treatment should be determined with the active participation
of the Users Committee members. The written consent and commitment for the land
availability is the most. In the layout diagram, the land should be clearly marked.
C. The consultant will analyze the past, present and future data regarding wastewater
loading rate etc. study and recommend the types of treatment need. The consultant
shall determine the quantity and quality of the Sewage to be received at Sewerage
Treatment Plant (STP).The capacity of type of treatment plant is governed by
quantity of sewage and wastewater analysis report respectively. Consultant shall
suggest the process of STP, in such a way that the Sewage Parameters discharged
after treatment shall comply the prevailing standards. Consultant shall consider all
the expected shock loads entering from the industries, if any, wherever appropriate
the consultant may also propose DEWATS.
D. The report should include the detail study of waste water collection and conveyance,
location of disposal facility, sewer design parameter, waste water generation, design
of sewer, its appurtenances, design of manholes / scraper manholes / ventilating
column etc.
E. The consultant will study different possible options for sewage treatment / recycle
plant and recommend for the technically most feasible and financially viable option
with detail and adequate design and drawings to implement. The consultant should
consider the following:
i. The design should include waste water collection and conveyance, location of
disposal facility, Sewer design parameter, waste water generation, design of
sewer, its appurtenances, design of manholes / scraper manholes / ventilating
column etc, observations, past, present and future data analysis and projections,
material of constructions, waste water loading rate , which includes
determinations of diameter of pipes, quality of pipes. etc.

ii. The design should include diameter of pipe and other appurtenances required
including mode and system of conveyance of the collected Sewage.
iii. The complete design and detailed engineering drawing for these components
shall be submitted showing the size of the pipes, most economical cross section
of pipe, invert level of pipes, route, flow direction, ground levels, locations of
sewer appurtenances, longitudinal sections including showing the underground
infrastructure if any comes across or along the route of the sewerage line,
structural details of general components and critical components and other
required details deem fit to be included with all the design calculations should be
submitted.
The use of SPS is not favorable. The consultant will carry out detail alignment study
in order to identify the most suitable alignment, as far as possible by gravity flow of
effluent thus avoiding the use of electricity and mechanical parts and equipment. If
there are no other options then the following considerations should carefully be
noted:
i. Site selection for Sewage Pumping Stations (main and auxiliary) shall be done
by the consultant with respect to the technically, physically and financially
viable options.
ii. Detailed design of pumping station shall include the configuration and detail
structural design of the pumping station including the various civil, electrical
and mechanical components in accordance with prevailing civil engineering
practices.
iii. Proposed Civil, Mechanical and Electrical design should be economical and
should meet the criteria of prescribed design manuals. General arrangement
drawings, pumps, motors, electrical panels' layouts, power requirement
calculations, Phase wise implementation schedule for installing the pumps
motors etc. shall be submitted. The design shall include the component of
atomation of the operation of the pumping stations.
i. The consultant shall design the STP to treat the sewage up to the limit prescribed
by the relevant Govt. authority.
ii. The treatment process option shall be selected by the consultant and presented to
the client for approval. Only after the approval the consultant will design in
detail.
iii. The consultant shall prepare the requirement of land and prepare a layout
incorporating the complete unit requires for the treatment process and to comply
the norms prescribed by the Province Government.
iv. The consultant shall determine the quantity and quality of the Sewage to be
received at STP. Consultant shall suggest the process of STP, in such a way that
the Sewage Parameters discharged after treatment shall comply the norms.

Consultant shall consider all the expected shock loads entering from the
industries, if any.
i. The consultant shall determine the location of the disposal point with different
alternatives in accordance with the provisions made by Province Government.
ii. The design should include diameter of pipe, and other appurtenances required
including mode and system of conveyance of the collected Sewage.
iii. The complete design and detailed engineering drawing for these components
shall be submitted showing the ground levels, size of the pipes, invert level of
pipes, route, flow direction and other required details deem fit to be included.
F. Land requirement
Land requirement for SPS, STP, TSD and for any other options such as DEWATS and
FSM, if suggested, shall be as per and accommodating/ fulfilling all the statutory
requirements. There should be the written consent of the community to provide the land.
Without limiting the major scope of the work, the consultant will be responsible, but not
limited, for the following scope:
1. Assess existing sewerage services in the project area. Undertake necessary surveys
and investigations including off-site information. Conduct detailed engineering
survey of sewerage systems suitable for the service area with due consideration of
the existing facilities. The scope also includes assessing existing sewerage structures
in terms of their reuse in case of rehabilitation, up-gradation, and extension of
existing systems. Update maps and plans of existing sewerage assets to assess
existing sewerage structures in terms of their reuse in case of rehabilitation, up-
gradation, and extension of existing systems. This assessment shall include the
current conditions of entire wastewater management infrastructure, identify zones,
for wastewater, conveyance system (current routing of flows and flow monitoring,
type of open channel / pipe used, quality of system, identification of redundant
conveyance system), disposal stations (incoming and outgoing flow monitoring,
current status of transformer, electricity metering, pumps, panels, Diesel generators,
screen chambers, wet wells, its capacity, rising mains and final discharged points).
Emphasis should be given to rehabilitation, up-grading and improvements of
existing systems to reduce losses, reduce costs, enhance efficiencies and identify
any critical activities to be executed in this regard and include that in the project
design. This also includes the reviewing available secondary data and reports
required for analyzing the existing infrastructure facilities before designing the
project. Collect and update primary sources, as necessary. Collection of data
(primary / secondary) would be the responsibility of consultant.
2. Plan an integrated sewerage system to convert existing disintegrated system (if any)
into integrated gravity based system as much as possible.
3. To assess the house hold connections, commercial and industrial areas, disposal
points, nearby water bodies’ locations, possible sewer alignment routes, critical
positions.

The methodology adopted for conducting detailed field study and survey for preparing a
Detailed Project Report should be based on wide community participatory approach.
The consultant should deliver a brief presentation (technical, financial, social aspects)
about the project to the WUA & local body in order to give them the knowledge about
the project, convince WUA, and get their commitment on the project cost and on
implementation procedure.
In general, a registered User Committee has to be formed in the project. It has been
assumed that the already formed User Committee represents the whole beneficiaries and
formed in accordance with the procedures and conditions as stipulated in the Water
resource act & Water supply regulation. In order to form a new User Committee, a
general mass meeting has to be organized in the concerned project area and through
wide participatory discussions. The community members are apprised of the project

activities and their duties and responsibilities prior to study. However, the consultant in
consultation with WSSDO shall validate the process of formation of User Committee
and ensure that User Committee represents the whole beneficiaries. However, if needed,
User Committee shall be reformed during the mass meeting as suggested by the
majority users. During the entire period of study, the team shall work in close
coordination with the User Committee or local users committee.
Following details should be worked out during the survey and explicitly highlighted in

Demographic features within the project area like total households and
population, distribution of population by gender, distribution of households and
population by caste and ethnicity, occupation, average and distribution of family
income both in terms of cash and kind, etc.
Number of households and population below poverty line;
Present sanitary situation, at personal, household and community level, within
the project area;
Existing numbers of household and public toilets, their type and present use;
Overall health status within the project area with particular emphasis to
occurrence or prevalence of water related diseases;
Understanding of the project features and implementation procedures by the

Formation of User Committee as per existing policy and strategy and names of
User Committee members;
Commitment by User Committee to actively participate and contribute in the
project implementation and undertaking the responsibility of project operation
and maintenance upon commissioning;
Commitment by community to provide required land for project
infrastructures/facilities (preferably free of cost) , the land provided should be
convenient for the use of the project;
Commitment for deposit of upfront cash i.e. 1% of total estimated cost.
Calculation of tariff based on O&M cost, cost recovery and further service
expansion cost if any.
Willingness to pay for the sewerage services by the community;
Commitment to contribute towards establishing a maintenance fund as specified
by the Water Supply and Sanitation Division;
General attitude of users on implementation of the project and their willingness
towards solving problems that might arise during implementation;
Review the administrative, financial, managerial and organizational aspects of
the Municipality and User Committee in the project with regard to
implementation as well as O&M of the proposed project and give
recommendations for the best management of physical components created
under the project.
Any other prominent social features that might have a marked bearing on the
project.

Compute the Economic Internal Rate of Return (EIRR) and other economic
indicators to assess the economic viability of various alternatives of each
identified sub-project in each sector.
If consultant proposes some other potential financial indicator (e.g. cash flow of
WUA) to be applied, it should be justified. Based on above analyses, suggest the
best possible solution in each sector.
5.1.2.1 Methodologies
Consultant shall consult WUA, local body and then present the inception report to
WUA to disseminate the approach, methodology of study, options considered and their
pros and cons, key findings and recommendations thoroughly in an easily
understandable manner. Besides the approval of the client, consultant shall obtain their
concurrence before proceeding to detail study. After approval of preliminary designs,
consultant shall prepare the detail engineering designs to ensure clarity and

understanding by the WUA and other relevant stakeholders. All the designs should be in
conformity with the best international/national engineering standards. All the necessary
calculations should be prepared to determine and justify the engineering solution
proposed for the project component, and to be incorporated into the design reports.
Consultant shall also assess and recommend the appropriate level of fees and tariff
taking into consideration the issues such as the financial analysis of the project, cost
recovery, operation & maintenance, proportion of the poor in the proposed service area,
and the User Committee cash flow, in close coordination with local body, User
Committee, WSSDO for the sustainability of the project.
Based on the detailed engineering design, consultant shall prepare all necessary working
drawings, technical specifications, bill of quantities (BOQ), detailed cost estimates, bid
documents, implementation schedule etc. The technical specifications should be in
accordance with the best international/national practices and should be prepared to
achieve the highest standards of quality.
The detailed study report should clearly describe to the extent that it provides complete
details on the following technical aspects required for the smooth implementation of the
projects and sustainable operation and maintenance after execution.
These methodologies shall not narrow the creativity and innovativeness of the
consultant. The consultant is free to adopt any methodology; however, he/she is solely
responsible to produce and maintain the quality of the works as expected in the scope of
the work. These methodologies, in any sense, should not limit the deliverables as
explained in the scope of the works:
Identify core areas to be addressed with the sewerage network system & the
outskirts to be served with onsite sanitation as per site conditions. The onsite
sanitation system should be accompanied by fecal sludge management if
seemed necessary.
Collect information on sewerage situation, sanitation status, and possible
disposal and outfall points.
Analyze the existing systems for rehabilitation/modernization and identify
the components to be included in the proposed project. Assess the
possibility and scope of integrating existing systems, if any with the
proposed augmentation/expansion and work out the measures to take the
same, if required.
Coverage data on households, population and institutions in terms of
additional coverage;
Identify major wastewater producers and pollution sources that may require
additional treatment prior discharge to the sewer line and recommend actions
required.
Study the existing and alternative technologies of on-site sanitation taking
into consideration factors such as desirable practice against the current
practice, effectiveness, economy, relevance, equity, impact on environment
etc. and suggest best possible course of action.
Detailed and complete network design. The consultant shall propose the pipe
of appropriate material.

The costs of proposed components are estimated using worked out unit rates
separately for each component with an addition of 13 percent value added
tax (VAT) in total cost;
The cost of other required trainings and observation trips for capacity
building as well as knowledge transfer to WUA and consumers has to be
included as per demand of mass meeting and community interaction.
Costs for the construction of public and institutional toilets should be made
for each scheme according to the Province norms and guidelines;
The cost of the establishment of basic water and sewage quality test lab has
to be included with its all components.
Scheme costs are worked out summing up the costs of components included
in the scheme; and the project costs, summing up the costs of the schemes;
The approximate costs for environmental management program, adaptation

BOQ and Specification
7. Report Submission
Reports shall be submitted to Water Supply and Sanitation Division office as follows:
Two copies of the inception report will be submitted within 2 weeks from the
date of work order issued unless otherwise mentioned in the work order;
comments and/or suggestions on the inception report will be provided to the
consultant within one week from the date of reports received.
Two copies of detailed engineering draft report with drawing will be submitted
within 3 and half months after approval of inception report.
Five copies of detailed engineering design and final study report along with
tender documents with necessary amendments to incorporate comments and
suggestions on the draft report will be submitted within 4 months after receiving
the comments on the draft report, In addition, two sets of electronic version of
the whole set of reports shall be submitted.
Detail engineering design and final study reports shall be computer printed on
A4 size photocopy paper and photocopied with standard covers and binding.
The cover sheet will include the name of the ministry and division, name of the
project, Municipality with covered ward nos., name and address of consultancy
firm and month and year of report submission.
The photographs in the report should clearly represent the site conditions and
should be in coloured form.
8. Mode of Payment
The amounts shall be paid as per agreement to the consultant assigned for the study.
However, the consultant can claim the payment either in a single instalment after

submission and acceptance of the detailed engineering design and final study report or
in instalments as follows:
First instalments, 20% of the total amount (excluding reimbursable costs) upon
submission of Inception report.
Second instalment, 50% of the total amount (excluding reimbursable costs) upon
submission and acceptance of detail engineering draft report;
Final or remaining 30% of the total amount (excluding reimbursable costs) upon
submission and acceptance of final detailed engineering design and study report.
Reimbursable Costs shall be paid upon the submission of actual bills of
expenditure limited to the quoted amount by the consultant or the billed amount
whichever is less.
The consultant shall submit proposal for the study explaining in brief their capacity and
experience to undertake the job, methodology to be applied and cost required for
detailed engineering design and final study report for each project. The selection
criteria of the consultant shall be Quality and Cost Based, however, other relevant
factors shall also be taken into account. The consultant shall be required to assign
appropriately qualified and experienced staff having enough knowledge on community
participatory approach for the execution of the study. Consultant shall prepare the work
plan for the detailed engineering phase.
