1. References:

a) After Operation Report dated September 17, 2018 re-Arrest of Four (4)
suspects for Violation of Section 5 and 13, Art. II, R.A. 9165 and Violation of R.A. 10591
(Illegal Possession of Firearm) and Article 148 of RPC (Direct Assault); and

b) Attached records.

2. This has reference to the request of this police station for the issuance of award
to deserving personnel of Station Drug Enforcement Unit (SDEU), Makati City Police
Station, SPD on account of their series of anti-drug operations conducted that led to
arrest of some members of the group of Norman Villacer Manite, a High Value Target
(HVT) engaged in selling of illegal drugs, gun for hire and considered as MWP of this
station due to his pending Warrant of Arrest for Theft issued by Branch 63, MTC, Makati
City. The anti-drug operations also resulted to an armed encounter between SDEU
operatives and the group of Manite at about 2:30 PM of September 11, 2018.

NARRATIVE OF THE INCIDENT:

3. On September 10, 2018, as per PDEA Coordination No. 10001-092018-0278,


the SDEU conducted buy bust operations that led to the arrest of MARY GRACE
MANITE, sister of Norman Manite and one of his trusted men named a.k.a. KAMBAL.
Due to the arrest of Mary Grace and Kambal, valuable information was developed as to
the whereabouts of the other group. Thus, Chief, SDEU, PINSP JESON VIGILLA was
tasked to conduct second buy bust operations wherein the said operations resulted to
the arrest of Mark Tampos y Barrios a.k.a. Mark, Jhon Michael Cacela y Caliboso,
Joharah Sally Almogbel y Sanchez and Jennellyn Centeno y Borromeo and confiscation
of nine (9) plastic sachet of shabu and one (1) plastic sachet of Marijuana.

4. Consequently, a confidential informant gave further information to the SDEU


operatives stating that a certain @ GANDA, cohort of NORMAN MANITE a.k.a “ACE”,
together with armed men will be having another drug transaction with the group along
Bunyi St., Buting Pasig City using a white Toyota Corolla with plate number CSC 31.

5. SDEU operatives conducted follow-up operations to identify and possible arrest


of the other group. As planned, SDEU operatives positioned along J.P Rizal Extension,
Barangay East Rembo, Makati City to intercept the vehicle. While in the area and after a
few minutes of waiting, the operatives sighted and flagged down the said vehicle but the
driver of the vehicle parked in front of 7/11 convenience store. At that juncture, one of
the operatives commanded the passenger to alight from the vehicle but the driver sped-
off and a brief chased ensued. Thereafter, exchange of gun fires between the suspects
and SDEU operatives started. The car chased ended along Tanangco St., Brgy
Buting,Pasig City wherein one of the suspects died on the spot while three (3) suspects
were arrested.

6. The arrested suspects were identified as DANIEL NOVEIE BERNARDO y


MERIC, 28 years old, male, single, Filipino, jobless, included in the drug watch list and a
resident of no. 210 Guiho Extension Brgy Cembo, Makati City, THERESA ELBA DE
PAZ y RUSCO, 39 years old, female, single, Filipino, call center agent, also included in
the drug watch list, resident of Bldg. 1715 Guadalupe Bliss Makati City, JOHN EYMER
RAPSING y TANGCALAGAN, 34 years old, male, married, FILIPINO, ex-enlisted
personnel of the Philippine Army, resident of no. 183 Mangga St. Block 6 Blk, West
Rembo, Makati City and CHRISTOPHER QUINTERO alias TOPHER, later identified as
CQ of Barangay Cembo, Makati City, a drug personality included in the drug watch list
and with an standing two (2) Warrant of Arrest (deceased).

7. The arrested suspects were brought to SDEU office for proper disposition and
inquest proceeding. Recovered pieces of evidence (6 plastic sachet of shabu) were
referred to SPD Crime Laboratory for drug testing which gave POSITIVE result for the
presence of “Methamphetamine Hydrochloride”, a dangerous drug with an estimated
amount of Php 370, 000. The SOCO also recovered a firearm used by the suspect
described as Kimber Ultra Carry Cal .45 bearing SN: 113581.

8. Cases for Violation of Sec. 5 and 13 Art. II of RA 9165, Violation of RA 10591


(Comprehensive Firearm and Ammunition Regulation Act) and Art.148 of the RPC
(Direct Assault) were filed against the arrested suspects in a series of buy bust
operations at Makati City Prosecutor Office.

9. Above PCOs and PNCOs of Makati City Police Station, SPD, aided and
supported the present government in its campaign against illegal drugs seeing to it that
the targets of the operations are not only met but also exceeded thus, significantly made
impact to the community. The ardent dedication to sworn duties earned subject PCOs
and PNCOs distinct honor and credit not only for themselves and the NCRPO but for
the whole PNP as well.
