SPECIFICATION FOR FIRE PROTECTION SYSTEM

1.0 Introduction
Fire protection system shall consist of pressurized Fire water hydrant
system, foam system, water sprinkler system, hose reels, portable fire
extinguishers, fire alarm system etc. The system shall be installed to fully
meet NFPA (latest edition) requirements.
2.0 Fire Protection System General
2.1 The fire protection system for the terminal and associated facilities
shall be designed and constructed to meet Class 2/3 petroleum
products storage for tankfarm 1 and Class 1 petroleum products
storage for tankfarm 2
2.2 The facilities to be provided with fire protection shall include
petroleum product tanks / tankfarm, ship loading pump / manifold,
switch gear and transformer installations, Truck loading bay, truck
loading pump house, fire pump house, office building, inner / outer
jetty area etc.
2.3 The fire water system shall be a pressurized system and includes 3
nos. Fire water main pumps of which 1no electric motor driven and
the other 2 nos diesel engine driven.
2.4 One no. electric driven jockey pump (meeting NFPA) shall be
installed to pressurize the system
2.5 Firewater system shall be designed for Potable water service.
2.6 The fire fighting system shall be fed via pumps drawing water from
the new Fire Water Tank. The water inlet to the tank shall be from the
local authority system and the Tie in shall be finalized by the
Contractor
2.7 A New Fire water storage tank sized to store 4 hrs of maximum
credible fire fighting scenario. The credible fire fighting scenario shall
be considered based on the recommendation from Risk Assessment.

2.8 Portable fire fighting equipment as specified and recommended by
NFPA shall be provided for the facilities
2.9 All equipment utilised for fire fighting shall be suitable for Potable
water application.
2.10 Fire Water Pumps, Foam skids and foam proportioning units shall be
housed under a shed.
2.11 Fire klaxons or equivalent with 1 kilometer range to be provided
which shall operate on activation of fire alarm.
3.0 Fire Water Hydrant System
3.1 The fire water main shall be maintained at a positive pressure in
accordance to NFPA recommendation.
3.2 Fire water hydrant ring main shall be provided around the tank farm
and hydrant post with double outlet shall be provided
3.3 Any additional connections required as per the local authority
requirements shall also be provided.
3.4 The hydrants shall be provided with hose cabinet to house 2 nos fire
hoses and impact nozzles.
3.5 The fire main shall be laid such that hydrant take off points are
located to the side of the road away from the bunds.
3.6 Hydrant posts shall be located at every 45 Mts on the fire ring main
around tankfarm. The hydrants shall be placed at least 12 Mts away
from the Tanks.
3.7 Fire Hose Cabinets near each fire hydrant shall house 2 nos. 2½”
dia., 15 Mts long fire hoses and 2 nos impact nozzles.
3.8 Sectional Isolation valves shall be provided on the Fire water ring
main at every 300 metres for maintenance purpose
3.9 Hydrants shall be provided to cover the truck loading area and Jetty
in addition to the tank farm.
4.0 Fire Water Pumps
4.1 The capacity design basis for fire water shall be furnished by two
diesel engine driven pumps. In addition, standby capacity equal to at
least 50% of the capacity design basis shall be provided by one
electric motor driven pump.
4.2 The start of the main fire pumps and subsequent operation shall be
automated whereby additional pumps shall cut in as pressure
reduces due to water flow demands. Shut down of the Pumps shall
be manual.
4.3 Pump requirements and control philosophy shall be in accordance
with NFPA 20.

4.4 Fire pumps and drivers shall be dedicated and purpose built for fire
protection service complying with NFPA 20 requirements. However,
UL listing is not mandatory for the main fire pumps.
4.5 The pumps shall have discharge pressure sufficient to maintain the
desired fire protection system pressure and shall furnish not less
than 150 percent of rated capacity at not less than 65 percent of total
rated head. The shutoff head shall not exceed 140 percent of rated
head for any type pump.
4.6 Fire pump set controllers shall be UL listed.
4.7 Compliance to NFPA 20 shall be certified by a Third Party approved
by the Owner
4.8 Diesel day tanks as per NFPA shall be provided. Diesel supply for
the diesel engine day tanks shall be using mobile bulk tanker.
Provisions shall be available for diesel filling on the day tanks.
4.9 The on / off indication of all fire water pumps / jockey pumps shall be
provided in the control room
5.0 Water Sprinkler or Deluge System
5.1 Fire water requirement for worst case fire fighting scenario shall be
based on the Heat radiation analysis and as recommended by NFPA
5.2 A preliminary study indicates cooling water requirement of 1134 Cu
M/hr which need to be verified by contractor.
5.3 The proposed tank roofs being aluminum geodesic, no cooling rings
are required for tank roof. However, the shell portion shall be covered
by the water sprinkler application.
5.4 Deluge water application at 4 lpm / m2 of shell area shall be provided
for the storage tanks. The design shall add 20% contingency for the
Fire Water requirements.
5.5 Design and installation of water sprinkler system shall meet NFPA 13
and NFPA 15 requirements.
5.6 Sprinkler nozzles shall be suitable for deluge water application,
selected for a spray density. Nozzle selection shall be based on the
spray pattern arrangement of the selected nozzle. Contractor shall be
responsible for ensuring adequate area coverage and spray density.
Overlapping of spray area by 10% shall be considered to ensure
complete wetness of the Tank surface.
5.7 The manual control valve of the sprinkler ring line to the tank shall be
located outside the Tank Bundwall.
5.8 The sprinkler ring on the tanks shall be in three segments.
5.9 Automatic activation of the deluge ring with a parallel auxiliary ring
having thermal sensitive bulbs is NOT required.

5.10 Operation of control Valve shall be manual / local.
5.11 Contractor shall carryout hydraulic calculations and establish the
pressure required based on the following parameters
i Spray nozzle selected.
ii Worst case fire water application (including sprinkler system and
2 nos hydrants operation together) and foam/water application
scenario.
5.12 Fire sprinkler system shall be performance tested at the actual
operating conditions using water.
6.0 Foam System
6.1 The proposed tanks in Tankfarm 2 shall have foam pourers on shell
as per NFPA 11. The selection of the foam pourers shall be based on
full surface application. The number of foam pourers on the tank shall
meet NFPA requirement as a minimum.
6.2 The foam pourer shall be located on the tank shell. Foam pourers
shall be accessible for maintenance and suitable provisions shall be
provided on the tank for the same. (In case locating of foam pourers
on the tank shell results in not achieving the intended storage
capacity (gross/net) of the tanks, then the foam pourers shall be
located on the roof of the tanks.)
6.3 Foam solution ring main shall be provided around the tank farm along
side the Fire water main line. Foam 1½”dia risers with isolation
valves shall also be provided near each intermediate bundwall, pump
areas etc. by the side of the fire water riser location.
6.4 Type of Foam shall be Fluoro Protein and UL listed for application on
Hydrocarbon fires. (to be proposed for Employers approval).
6.5 Foam tank shall be sized to provide for a nominal period of 55
minutes operation for a full surface tank fire in the largest tank plus
10% contingency
6.6 The foam concentrate and foam proportioning system shall be
designed in accordance with NFPA 11. The foam tank and
proportioning system shall be installed to provide a guaranteed
uniform foam water solution, in accordance with NFPA.
6.7 Foam skid unit consisting of atmospheric Foam tank filled with foam
concentrate, foam pump with necessary control valves, balancing
valves, pipe work, fittings, etc as per NFPA 11 requirement shall be
provided.
6.8 The Foam Skid shall include the following but not limited to:
i Foam Storage Tank filled with foam.
ii Foam concentrate pump
iii In line pressure balance valve

iv Safety relief valves, strainer, pressure gauges, check valve,
isolation valves, couplings, pipes and fittings etc., as required.
6.9 The various components of the Foam proportioning unit shall be
assembled on a structural frame and installed on concrete
foundations
6.10 The Foam solution and Foam concentrate application rate shall be as
per NFPA.
6.11 The Foam Pump shall be Pelton wheel type, which shall be driven by
the Fire Water Pressure.
6.12 The Foam Proportioning Unit shall be calibrated venturi type, which
ensures the foam proportioning to the desired ratio.
6.13 An adjustable mechanism for the foam concentrate proportioning
shall be available to facilitate fine-tuning the proportioning ratio during
commissioning.
6.14 The foam proportioner shall be calibrated to 3% proportioning rate.
The pressure drop across the proportioner shall be kept to minimum.
6.15 Proportioners (Ratio Flow Controllers) shall be designed to meter the
correct amount of foam concentrate into the water stream. The body
and inlet of nozzle shall be cast in brass with flanged ends. The
Controller body shall have clear marking with flow direction arrow and
label to identify the type of foam concentrate and percentage ratio.
6.16 Foam pump and Proportioner shall be UL listed.
6.17 Diaphragm type pressure balanced valve shall be provided for the
foam proportioner in order to perform accurately over a range of
flows and pressures, if found necessary based on the system
performance. This shall be achieved by balancing the supply
pressure of the foam concentrate entering the proportioner with that
of the fire water at the inlet.
6.18 In order to provide visual confirmation about the pressure balance
achieved, a duplex pressure gauge shall be provided on the pressure
balanced valve. One connection of the gauge shall be connected to
the foam concentrate side of the pressure balanced valve and the
other connection shall be connected to the fire water side of the
pressure balanced valve. An isolation valve shall be provided on
each of the connections of the duplex pressure gauge.
6.19 The foam system including foam proportioner, foam pourers, foam
pump etc. shall be individually tested prior to the installed system
performance test.
6.20 The above are the minimum requirements and Contractor shall
supply all other accessories for the performance of the unit for the
intended purpose.

6.21 Foam Storage Tank
i The tank shall be constructed in GRP, designed as per good
engineering practice suitable for maximum operating pressure.
ii The tank assembly shall be vertical or horizontal and supported
on properly designed saddles / lugs with anchoring provisions.
iii The tank shall be coated with paint suitable for foam
concentrate and the local conditions.
iv Tank shall be supplied with full bore ball valves with SS 304 trim
and Teflon seats and permanently mounted on to the tank. All
valves shall be labeled showing normal working position.
v The foam tank shall have necessary drain, Level indicator,
manhole, access ladder, top platform, foam re-fill connections,
lifting lug etc.
vi The tank shall have all fittings and instruments as per NFPA.
vii The tank shall be designed and manufactured for 10%
oversized to allow for any thermal expansion of the foam
concentrate.
viii The tank supplied shall be with a label, identifying type of foam
concentrate, system design conditions, percentage ratio and
tank size.
7.0 Fire Hose Reel System
7.1 Two Hose reel system as per NFPA 30 shall be provided. The
system shall consist of 1” dia, 30 Mts long hard rubber hose with jet /
spray nozzle. The jet / spray nozzle shall be of metallic or durable
plastic construction. Hose reel system shall be designed to flow a
minimum of 115 lpm at a nozzle pressure of at least 3 Bar g.
7.2 The complete assembly shall be wall / post mounted, swing type. An
isolation valve (quarter turn ball valve) shall be installed upstream of
the hose reel to isolate the water supply.
8.0 Portable Extinguishers
8.1 The Contractor shall supply the following:
• Fifteen (15) nos. 9 kg DCP dry powder extinguishers.
• Ten (10) nos. 3 kg CO2 extinguishers
8.2 The extinguishers shall be suitable for type A, B, C fire. Operation of
the extinguishers shall be by means of a lever-operated valve
provided with a safety pin. There shall be a pressure indicator on the
extinguishers to indicate the pressure in the cylinder container.
8.3 The extinguishers shall be in accordance with BS 5423. Mounting
brackets shall be supplied and installed as per NFPA 10. Instructions
on the extinguishers shall be both in English and French.

8.4 Where the extinguishers are installed outdoor, a suitable metallic
enclosure shall be provided with door.
8.5 The extinguishers shall be UL listed and FM approved.

9.0 Mobile Foam Extinguisher


A 33 kg mobile foam extinguisher, wheeled type to be provided at the
truck loading pump house area.
10.0 Mobile Foam Water Monitors
Mobile foam water monitors of 1800 litres capacity suitable to operate with
both foam and water with a foam tank of 400 gallons. The monitor shall
have a throw to reach the farthest tallest tank roof. The mobile foam water
monitor shall be wheel mounted type fitted to a trailer which can be towed
by pickup.
Contractor shall supply two numbers of Mobile Foam Water Monitors. One
will be kept at truck loading bay and another one at the terminal.
11.0 Fixed Foam / Water Monitors
Fixed foam / water monitors to be provided at pup houses and truck
loading area as per scope / drawings.
12.0 Jetty Fire Fighting Requirements
Jetty fire fighting requirements shall be as described in the scope /
drawings.
13.0 Eyewash & Safety Shower
Four nos. of Eye wash and Safety showers shall be provided with
connection from the fresh water with adequate pressure reduction
(preferably at the pump houses, truck loading gantry area, Jetty etc)
14.0 Piping Specification
All pipelines shall be of carbon steel construction. All underground piping
system shall be wrapped and coated and shall be protected with cathodic
protection (sacrificial anode type). Refer to the piping specification.
Refer Piping specification for foam concentrate and foam solution.
15.0 Testing & Commissioning
The Contractor shall supply and install all the equipment with performance
test certificates and also conduct performance tests for each type of
equipment supplied at site, for the selected item.
The entire fire water and foam system shall be performance tested
meeting NFPA standards and requirements. The consumables and spares
for the performance test shall be supplied by the Contractor. In addition,
before handing-over, the contractor shall ensure that the entire fire water

system, foam system and equipment is fit for operation and fire fighting
with all consumables charged in the system.
