Aims of Restored Bourbons in their foreign
policy 1814-30
AIMS:
The aims of the Restored Bourbons was to;
expand French frontiers in order to gain national glory.
promote and defend principle of legitimacy .
suppress all forms liberalism and nationalism.
consolidate power in France by pursuing an adventurous foreign policy.
To divert French people’s attention from problems at home and success abroad.
To try and win support of the Bonapartists by carrying out an adventurous foreign
policy.
Introduction

France during the Restored Bourbon monarchy embarked on and adventurous


foreign policy taking risks.
France was involved in a war to reinstate Ferdinand vii.
France intended to embark on a more risky expedition on the occupation of the
Rhine and intervene in the independence of Spanish colonies in south America.
France managed to persuade Great powers to remove an army of occupation
thereby mending relations with great powers.
France was the admitted into the concert of Europe.
Talleyrand suggestion of the principle of
legitimacy.
A French representative Talleyrand persuaded other powers to accept the doctrine
of principle of legitimacy.
This means kings of Europe removed by the French revolution or Napoleon
Bonaparte were supposed to be restored of their former position.
This resulted in restoration of Ferdinand vii of Spain and Ferdinand 1of Naples.
The principle of legitimacy was to safeguard against the doctrines of the French
revolution for the restored monarchs including Louis xvii coulld be relied upon to
stamp out revolutionary movements of all kinds.
Removal of army of occupation

Richelieu , Louis xviii’s minister after paying off the reparation he requested the
Great Powers to remove the army of occupation from France.
The Great Powers at Aix la Chapelle agreed to remove the army of occupation from
France.
Admission into the Quintuple Alliance

The Great Powers at Vienna congress agreed to form an alliance of Great powers
known as the Quadruple alliance of Great Powers (Russia Prussia, Austria and
Britain).
The Great Powers at the congress of Aix la Chapelle agreed to admit France into
Quadruple alliance.
That alliance became known as Quintuple alliance.
So Richelieu, Louis xviii minister negotiated in good faith for the French at Aix la
Chapelle
French invasion in Spain

The Spaniards revolted against Ferdinand vii of the Spanish Bourbon monarchy.
The Spaniards demanded and forced Ferdinand vii to give them a constitution like
the one they were given by Napoleon Bonaparte in 1812.
France under Louis xviii’s foreign minister Chateaubriand decided to intervene in
Spain and assist Ferdinand vii.
Chateaubriand intervened and restored Ferdinand full dictatorial powers and
reversed the constitution granted to the Spaniards.
France scored success.
Louis xviii’s foreign minister Chateaubriand managed to please/satisfy groups in
France that wanted a glorious and adventurous foreign policy.
Portuguese and Spanish colonies in South
America
Spain and Portuguese had territories in South America.
These territories declared themselves independent.
This was of course not acceptable to Great powers who signed the Troppau protocol.
Britain and American president Munroe signed the Munroe doctrine.
They pledged to fight any country that intend to reverse the independence of South
American colonies.
Chateaubriand having being encouraged by success in Spain ,wanted to intervene in
south America assisting Spain.
Britain warned France against intervening in South America or Canning would go to war.
Villele discouraged Chateubriand from pursuing such risky expeditions that would bring
France to war with Britain and America.
This idea of intervening in South America was dropped by france
Chateaubriand and occupation of the
Rhine Frontier
In order to please the Bonapartists who wanted a glorious foreign policy,
Chateaubriand intended to occupy Rhine provinces.
This was going to be a risky expedition.
France was going to antagonize with Prussia who was given control of Rhine
provinces at the Vienna settlement.
Again Villele discouraged overzealous Chateaubriand from undertaking such risky
expedition that world bring France to the might of Great Powers.
Greek war of independence

Canning formed an alliance with Russia and France by the treaty of London.
His motive was to support Greek cause and prevent Russia acting alone.
The three countries Britain, France, and Russia destroyed Turkish fleet at Navarino
bay in 1827.
The three destroyed the fleet which Turkey intended to use ensuring the
destruction independence of Greece.
