Abstract: New Student Admission System Multi Site Study In Special Education School. The aim of
this study is to describe the new student admission system in special education school at Batu City.
This study used qualitative method and used gathering data technique such as interview, observation,
and documentation. Used data analysis are data reduction, data presentation, and taking conclusion.
The result is special education school at Batu city used new student admission system which has been
modified from education authorities.

According to PP No. 17, 2010 paragraph 3
article 129, provides an overview of the
classification of students with special needs in
speech, visual impairment, mental retardation,
speech, children with motor impairments, and due
to addictive substances. Based on a number of
abnormalities possessed by children with special
needs, the methods and media for teaching children
with special needs vary according to needs.
Hallahan, Lloyd, Kauffman,Weiss, & Martinez,.
(2005).special education is education that provides
relevant education to children who have special
needs, by adjusting to each child's needs which has
its own privileges. To find out the abnormalities
and initial abilities possessed by children with
special needs before getting lessons in
class, assessment activities need to be conducted . 
Assessment is a stage of gathering information and
data to help someone make decisions in educational
problems, Mangunsong (1995).
              Acceptance of new students is a step of an
educational institution in helping the State's goals in
educating the nation's life, namely by managing and
selecting new prospective students through the
requirements and selection designed by the
school. According to Rohiat (2009), said that the
acceptance of students is a stage of service and data
collection on the activities of new students with
various requirements determined by the school, as
well as activities such as determining the capacity
and determination of the formation of new
students. Whereas according to Mustari (2014)
explained that the PPDB process is the stage of the
service phase for new students if they have met the
requirements.
              According to Imron (2016) new student
admissions are divided into 2 types, namely
promotion and selection. Promotion is the
acceptance of students without selection, all
children who register will be accepted without
rejection. Next is selection. There are 3 (three)
ways in the selection, namely through DANEM or
pure value of students in previous schools, PMDK
or based on interests and talents, and selection held
by schools. Based on the aim of capturing the
optimization of school capacity by prioritizing
children in each region, a zoning system is
determined, this system optimizes the capacity of
schools with children who live near the school with
a quota of 90% of the total students accepted at
school, Mustiningsih (2018).
              Assessment is a screening or screening
activity for children with special needs who have
been identified as having problems earlyHallahan,
Kauffman, & Pullen. That is identification to find
out the ability of children possessed by children to
develop appropriate models, programs and media
for children. Asessmen is an information gathering
process, which uses appropriate techniques and
media. Hagrove& Poteet (1984). The techniques
and media used are (1) ratio scale, (2) interview,
(3) observation, (4) formal and informal tests, (5)
clinical assessment. With the assessment as the
beginning of the process before the child gets an
education, the school can provide services,
strategies and media suitable for children with
assessment results.
              Based on previous research conducted
by Purwanto (2015) mentioning that in Tunas
Mulya Special School in Surabaya, using a system
of promotion and selection systems, the system
used to use the standard school capacity. In Batu
City there are 2 Special schools that house children
with special needs in the Batu City area, in 2 (two)
schools using the rules or technical guidelines
provided by the East Java Education Agency, but
all the rules and instructions can be changed and
modified according to school needs. Because
according to the statement from the principal,
because the Special school is not the same as the
school in general which can refer to the same rules,
so a change or modification is needed to manage
the new student admission activities at the Special
School.
              The purpose of this study is to describe the
system of new student admissions in out-of-school
schools, which can be used as information on
parents of children with special needs who are
curious about how to send their children to school,
and as information to the public about acceptance
of students in special schools different from student
acceptance in regular or public schools.
METHOD
              The method used in this study used a
qualitative research form with a multi-site study
research model. According to Denzim and Lincoln,
in Ospina (2000) " Qualitive research involves
interpretive and naturalist approaches", which
means that qualitative research methods examine
events or describe interpretations or phenomena
from society naturally. In this research, naturally
the phenomenon or activity of acceptance of new
students. The following research took place at the
Special School in Batu City, namely Eka Mandiri
Special School and Batu City State Special
School. Sources of data from this study are the
principal, the teacher who is the new student
acceptance team and the teacher who is
the assessor . The technique of collecting data
using interviews and documentation
studies. Interviews were conducted during school
breaks, on data sources, with the aim of digging
data by asking a number of questions about the
PPBD system in schools, as well as several
supporting documents namely technical guidelines
from the Education Office, files or biodata of new
students, as well as examples
of assessment results . The implementation of this
research takes place from March to April 2019.
              Analysis of the data used are by reducing
data, then presenting data, finally making
conclusions. Data reduction is done after the data
collection process through interviews with data and
documentation sources, then the data will be sorted
out, focusing on the important things in the focus of
this research. Presentation of data from this study is
arranged in a description based on the results of
data reduction, and followed by drawing
conclusions.
              Checking the validity of the data is done
using source triangulation, after all the data is done,
the triangulation process is to integrate the three
data sources so that the data becomes credible or
reliable. Sugiyono, (2008)
RESULTS
              Through interviews and documentation,
obtained results that New Student Admission
System at Eka Mandiri Special School and Batu
City State Special School.  Batu City State Special
School implements a zoning system, but does not
refuse if there are students from outside the zone,
but the school also directs them to go to schools
that are closer to where the child lives. The New
Student Admission schedule at Batu City State
Special School was opened at the time of the new
school year, but the school still accepted students
who registered 1 (one) to 2 (two) months after the
new school year was completed. If there are
students who register at the end of the semester
then only be registered and asked to come again at
the beginning of the new semester. The requirement
needed for new students in Batu City State Special
School is age, if the child has entered school age
the child can become a student, but if it is not
sufficient age, the child is asked to wait or take
therapy.
              Batu City State Special School in getting
its students are usee the capturing system, capturing
is done by the principal who is directly involved
based on the information from relatives, regional
apparatus, or the community. After the information
is obtained, the principal will go to the house of the
prospective student's child to be asked for
information and an invitation to attend school. In
addition, another way for schools to get new
students is to use television media , all the big
activities carried out by schools, covered
by television , this is according to the principal to
be a medium of information for the community, in
addition to information from parents who have
students those who have gone to school related,
then provide information to their relatives or their
neighbors about the school. The files that need to
be prepared by parents are the birth certificate and
family card, for transfer students from the school,
the certificate of transfer and the child's complete
biodata. After all the processes and files are
collected, then the next
is assessment . The assessment process at Batu City
State Special School are divided into 2 namely
classically and individually, based on the results of
sorting children according to ability, if children can
be independent in undergoing assessment it will be
grouped with other children who can be
independent and guarded by other teachers in a
classical manner. For children who need special
assistance, special assistance will be provided by
the individual assessor . The
assessment questions provided are centered on
several aspects, namely auditory understanding,
verbal communication, orientation, behavior, and
movement. Asessment results are useful in
determining the learning model that is suitable for
prospective students.

The system used at the Eka Mandiri
Special School is a zoning system of 3 subdistricts
that are sheltered, but if students who register there
are schools that are closer to where the child lives,
then they are directed to the nearest school. The
new student admission schedule at Eka Mandiri
Special School is appropriate for the new school
year, but if in the middle of the semester there are
students who register, then it will still be accepted.
The school will accept children who have entered
age, if the child has not entered the age then the
child is asked to wait. Eka Mandiri Special School
obtained prospective students by networking,
screening was done by assigning teachers to enter
villages to record school-age children who did not
go to school either with special needs or not, then
based on the data found, the teachers came to the
homes of prospective students to be asked for
information to parents, as well as giving input to
the school. In addition, another method is the
arrival of new prospective students, in part based on

children to the school, the parents inform relatives
or neighbors who have children with special needs.
The files that need to be prepared by parents of
prospective students Eka Mandiri Special School,
which is a family card and birth certificate, for
students who come from other schools, need a
certificate of transfer, complete biodata of children
and report cards. After all the files and
administrative processes are completed, the next
process is assessment . The initial assessment was
carried out to look at the direction of child use and
class placement, after which the assessment will be
given to each class teacher to see the child's
development. If there is a heavy deficiency, the
school determines the best alternative for children
such as transferring to a school that is better able to
handle, or to therapy, because if the disability is
severe and can be disruptive to other students, the
learning process is not optimal.

DISCUSSION determine the placement of classes, and determine

              In Batu City has 2 Special School namely
Eka Mandiri Special School and Batu City State
Special School. The two schools have almost
the same New Students Admission system , but
each has characteristics in each school. as a whole
the new student admission system in Batu City is a
zoning system in recruiting prospective students, it
is aimed at prioritizing the acceptance quota of
students who live near with the school,
Mustiningsih (2018) . But it does not rule out the
possibility for schools to accept students who come
from outside the zoning, this is in accordance with
Mustiningsih, (2018) which states that the zoning
system can be changed or excluded from schools
that hold special education. The system used by
SLBs in Batu City namely the promotion system,
which is deep Imron, (2016) explains that the
promotion system accepts all students without
making any selection. While
the assessment process is not a selection, but to
determine the applicability of prospective students,
the media, strategies, and appropriate learning
models.
              All students are accepted as long as the
capacity of the school is still adequate and has
entered school age , this is in accordance with East
Java Education Agency (2018/2019). Whereas
the age that exceeds the age of a normal child can
be accepted, because a prospective student can be
accepted above the age limit in accordance with the
possessions Mustiningsih, (2018). The New
Students Admission schedule is carried out during
the new school year, namely July and August, for
those who register outside the schedule, they are
still accepted by the school, this is found in the
instructions from the East Java Provincial
Education Office, but the two schools in Batu City
receive prospective students outside the schedule.
There are several ways to enter the SLB in Batu
City, namely by screening students, for the Eka
Mandiri Special School screening students by
assigning teachers to record children who are
already school-age but not in school. For Batu City
State Special School, conducting student screening
by the principal based on information from the
community and regional apparatus,
information from parents of old students at the
school, then informing relatives or neighbors.
The files that need to be prepared are the
birth certificate and family card, for students who
come from the transfer, it is necessary to
bring a certificate, child's biodata and
card. After all the files and administrative processes
are complete, the next
is assessment .   Asessments are carried
determine the appropriate handling and learning for
students, Hallahan, Kauffman, & Pullen. (2013).
Batu City State Special School uses the following
aspects, auditory understanding,
communication, orientation, behavior,
movement. This assessment process is not part of
the selection, but the determination of the class,
model, and learning strategies that are appropriate
to the needs of the child.
CONCLUSION
  From the results of data exposure and
discussion, it can be concluded that New Students
Admission in Batu City State Special School, the
system used uses a zoning system, in order to
optimize capacity with the closest students, but still
able to accept students who live not close to the
school, the system used is promotion system, ie
each prospective student who registers will be
accepted without selection. The New Students
Admission schedule is in the new school year, July
and August, but can still accept students outside the
new student admission schedule. files that need to
be prepared such as family cards and birth
certificates, for transfer students to bring a
certificate from the previous school, a child's
biodata letter and report
cards. The assessment process is carried out to
as for determine the handling that is right for the child,
the aspects carried out are auditory understanding,
verbal communication, orientation, behavior and
movement.

The suggestion for the next researcher is to
report
be able to develop an information system regarding
the acceptance of Special School New Students
process
Admission System, which makes it easier for the
out to
community especially those who have children with
special needs
