Subject፡- Impartial Determination of Post Tensioning (PT) Unit Price

We acknowledge the receipt of contractor’s letter with Ref NO. ATC/03393/12/20 dated on
22/12/2020 through which the company requested provisional price after the final PT unit price
approved by the client. On this letter, he also referred a letter with Ref No. AA/4867/12/20 dated
21/12/20 that you confirmed your impartial determination for PT unit price is different from
what you sent to the contractor with REF No. AA/3926/07/20 dated on 06/07/20 and re-asserted
it with Ref NO. AA/4666/11/20 dated on 23/11/20. We hereby would like to inform you the
following:

1) The PT unit rate that you sent us with Ref No. AA/3804/05/20 dated on 29/05/20 is for re-
evaluation and approval. Therefore, the declared unit cost is not impartial
determination because of the re-evaluation and approval stage is from our office.

b) The one who signed on the referred letter is the representative of the engineer that we and the
contractor were not notified. The representative of the Engineer shall not be authorized to sign on
such critical issues as per GCC 12.3, GCC 12.4 and GCC 12.5

Therefore, it is necessary to waive what you disclosed about the PT unit rate impartial
determination resolute through the unauthorized personnel and respond the contractor’s request
in relation to provisional PT unit rate.

Subject: Rooms Taking Over
It’s known that your firm is in contractual commitment for site supervision and contract administration
for the construction of the above captioned project.
It is to be recalled that “a partial provisional acceptance inspection document to be signed” was sent to
our office through your letter AC/HO/165/2020 dated Nov 12, 2020. Accordingly, we have gone through
the reported remarks of the inspection. Hence, given this much volume of remarks, defects and
incompleteness, it needs a contractual discussion in how the handing over of the rooms be considered as a
partial provisional acceptance. Therefore, we here by kindly request your office to make an arrangement
for a tripartite meeting on the subject issue.
The then inspection report of the delegated representative team of our office is enclosed herein with for
your complete and realistic view of the room’s status.
