A “Public Private Partnership” (PPPs) has enhance extensively accepted demand in the
Pacific. It is also a resource agreement between the public sector where government pays the
capitalistic system to supply framework and connected resources over the external.
According to “Osborne” on the year 2000 he says that he has seen the establishment of the
Public Private Partnership (PPPs) as the key tool of public policy across the world. Thus, this
essay will discuss about the advantages, disadvantages of Public Private Partnership (PPPs)
and also to discuss if Private Public Partnership is still available or practice in the Pacific.
To begin with, we can say that Public Private Partnership (PPPs) is still practice in the
pacific. It is both bring the advantages and disadvantages in the pacific. This in terms of
development in the government and many more. The Public Private Partnership (PPPs) are
mostly construct in transport infrastructure for instance main roads, landing strip, track,
bridges, and tunnels. For example a local atmosphere or environment framework contain
water and waste water. Now the Public Private Partnership (PPP) has enhance the best tool
for accommodate public services and developing society in both developing countries and
developing community.
Moreover, at the most common level Public Private Partnership (PPPs) are generally
perceived as long – term cooperative government between Public and Private Actors to
achieve several purpose. One advantages of Public Private Partnership (PPPs) in the Pacific is
to reduce a pressure on government budget because using private finance for the
infrastructure and also they provide better value of money in the supplying of public
infrastructure. For example here in Fiji the government has been given millions of money to
the organisation that their duty is to build roads, bridges and many more. As we can see there
is a deployment of roads in Nasese and the new bridge in Nausori. The government has been
given this money so that it can help the people for easy transportation. The government
nowadays has been making things easier so that people can live in a life where they easily get
things want and for easy transportation.
In addition to, another advantage of Public Private Partnership (PPPs) is where a private
organisation is granted the opportunity to obtain a long-term remittance. This can deals with
some donating of money to other organisation. One good example are the MacDonald’s. This
sector has been help the people in serving special food and also they donate money into the
Colonial War Memorial Hospital for child charity such as they provide a comfort place to
families right in the hospital, giving them a private place to relax or decompress. Secondly,
they bring medical, dental, and health care resources to underserved communities where
they’re needed the most. Thirdly, they make us feel that we are living at our own homes
whereby they provide comfort, support and resources to families who travel far from home
for the medical care their child needs. “According to a newspaper article says that there is a
young lady who came and look after her mom in the hospital and she saw that there is a
bathroom facility that look like a hotel and it was very clean and this bathroom facility
belongs to the mothers who are in the hospitals. This organisation has been really benefit on
people which they have been get the help that they have been looking for.
Furthermore, another advantage of Public Private Partnership (PPPS) are the expert and their
experience are make use of in the Public Private Partnership (PPPs) project are performed.
This means that for other people who come and work in the Pacific are expert of doing things
such as creating projects, lecturers form other countries came to teach in our Pacific Island or
country, some doctors are expert in doing their work for example a dentist and many more.
For example in regarding to the creating of project some people came to Fiji for creating and
conducting projects. For example, the Chinese company have been help the government of
Fiji or our government in constructional and upgrading of roads for instance a Nabouwalu
road has been construct by this expertise people. Osea Raula is a 39-year old man said that
“they are really happy about the construction that has been done by the expert people has
been really benefit for the local people with reference in traffic has now in traditionalist.
Secondly, it cut the tome levels of travelling from five hours to two hours running the 70
kilometres highway in the Vaniualevu group.
Therefore, there are also disadvantages of Public Private Partnership. Firstly the
infrastructure or the service delivery will be more expensive. This in terms of the building of
roads and infrastructure. As the first example says that infrastrure has been developing the
development of our developed country which is Fiji. The Public Private Partnership is
focusing on the financial management that is a Public Private Partnership project where it
generally design financing and construction. For example, in Tuvaluan demand for
infrastructure are so expensive. This due to the building of roads, airfield and many more.
The Tuvaluan government has been planning of building an airfield in their island whereby
the things that they have been planning are too expensive in terms of infrastructure.
Secondly, another disadvantages of the Public Private Partnership is where the Public Private
Partnership project in the public sector, the payments obligations in most of the times they
have been postponed for the later periods of time that can negatively reflects the feature
public sector for fiscal indicator. For example, there is building here in Fiji beside the
Salvation Army where it is located at the 54 McGregor Rd, Suva there is a building there and
that was built like four years ago and it is not yet finished. This type of drawback has really
affect the lives of people who built this building where they put all their hard work to build
that building and there is a barrier of postponed in the building this project.
Last but not the least, another disadvantages of Public Private Partnership is a service of
procuring and procedure is longer and most expensive in resemblance with the traditional
procurement. The “traditional procurement” means that the public private partnership does
not exist anymore. According to an article written by “Philippe Burger and Ian
Hawkesworth” he says that within a relationship whereby the government specifies the
quality and quantity of goods and services that has required under the Private partners. In the
private partner will receive either a stream of payments from the government or user charges
levied directly on the end users, or both. If the government is also responsible for a stream of
payments to the private partner for services delivered, these may depend on the private
partner’s compliance with government specifications for quality and quantity. For example,
there is road construction at Nasese which is located in the Pacific Island of Fiji. This
construction will take time and it will spend a lot of money in creating this project.
In conclusion, according to “Thomas W. Ross” he says that Public Private Partnership has
been increasingly in a variety way that the government has been obtain their citizens in the
Public Service way. Thus, this essay has been has been discussed the advantages,
disadvantages of Public Private Partnership and also to discuss if Public Private Partnership is
still practice in the pacific or not. One feature of Public Private Partnership is the service –
oriented where the Public Private Partnership has been dealing with the facilitating of the
long – term public services including the construction of roads for transportation, dams for
electricity and water supply and street lights for lighting.
