II. RATIONALE

The Department of Energy (DOE) is powering up Filipino through clean, efficient, robust
and sustainable energy systems that will create wealth, propel industries and transform the
lives and the generations to come. Energy that are available to us today should be used
economically to conserve them for future use since they are limited and will expire one day.
The sad part is that we, humans, have been using energy at such a high rate especially during
summer that we might end up using them much sooner. These Energy are not sustainable.
They might not be available for our coming generation. We, therefore, have a responsibility in
hand to conserve and save energy as much we can to make it available for our kids and
protect our environment from further degradation.

III. PROJECT DESCRIPTION

This project will take place every summer during the month of April. Filipinos expect
higher temperature in the coming months, which also means higher demand for power and
rising electricity bills. Through this seminar the community can learn the different ways and
tips on how to properly save and conserve energy and the energy issues through powerful
messages gentle reminders that can help to kick-start behavioural changes and it will be
helpful to prevent the red alert condition and power outages during summer. This project
involves energy awareness activities followed by a Switch Off campaign to inspire and
encourage people to make changes to the way they use energy. This seminar will be
spearheaded by the Barangay officials, Local Government Unit of Municipality of Hinigaran and
the Department of Energy.

IV. PROGRAM OBJECTIVES

 To promote the importance of energy for our sustainability and environmental well-being;
 To educate the community about the concept of energy, and the role energy plays in the
world around us.
 To inform the sectors about the causes and effects and the benefits of energy conservation;
 To encourage Energy Saving behavior;
 To educate the sectors the different ways and tips on how to properly conserve energy;
 To restore customer confidence by helping them in reducing their energy bills;

PROJECT PROGRAM

V. PROJECT MANAGEMENT

This project will be composed of various organizations and groups with corresponding
functions to perform in order to achieve the desire objectives stipulated in the proposal.

 Barangay Officials – they will be secure the list of all public and private sectors.
 Local Government Unit of Municipality Hinigaran – they will be responsible for
partly providing the budget of the project. They will also take part in asking for financial
assistance from various stakeholders in the locality.
 Department of Energy – the department will be responsible to coordinate with the
different public and private sectors in Municipality of Hinigaran. They will also partly
shoulder the expenses of the program and help the LGU of Hinigaran to look for
stakeholders who will extend financial assistance for the procurement of the project.
