1. Introduction

Secretariat acts as one of the main bridges between the government and all the administrative and
executive organizations for formulation, implementation, monitoring and evaluation of government
policies in the field level as per the need of the people and government agenda time to time. As an
inseparable study visit of P-71st Foundation Training Course (FTC), our team comprising 9 officers
was given the opportunity to visit the Ministry of Agriculture and learn about the way of formulation
and implementation of time proven and need based policies, including file management, by this
ministry. .

2. Objective
a) To know how secretariat plays a pivotal role to formulate time proven and need based policy to
meet the need of the people as well as the agenda of the government;
b) To identify issues/things worth replicating in my office or appear to be new/different.
3. Methodology
a) Meet in-person the Honorable Minister / Secretary / senior level policy makers;
b) Observe the works of the ministry practically.

5. Main Body:
5.1. The role of this ministry to formulate time proven and need-based policy:
Bangladesh attained self-sufficiency in major food production despite population growth and frequent
natural disasters by trebling rice production during the last four decades thanks to the government
policies and dedication of the farmers. The government policies regarding agriculture is formulated
and implemented by this ministry, such as;
Research is being done throughout the year with a view to inventing new species of
crops and resilience;
Smart and organic agriculture and high yielding variety are being upheld;
As a response to government agenda and need of the people, with an eye to eradicate hunger, poverty,
nutrition gap with the rise in per capita income and life standard, this ministry plays a vital role
through formulating time proven and need-based policy.

formulation process:

3.0 Conclusion:
Secretariat attachment for us is such a vital opportunity that the things we observed will increase our
area of thinking, the process with which we were introduced will increase the capability of decision
making, the people with whom we met will broaden our mind, the place at which we wandered will
notify us about our supremacy, the speeches we listened will make our track smooth and easy.
